[source] The Regulatory State and Turkish Banking Reforms in the Age of Post-Washington ConsensusDEVELOPMENT AND CHANGE, Issue 1 2010Caner Bakir ABSTRACT The new era of the Post-Washington Consensus (PWC), promoted under the auspices of International Financial Institutions such as the International Monetary Fund and the World Bank, centres on the need to develop sound financial regulation and strong regulatory institutions, especially in the realm of banking and finance in post-financial crisis developing countries. This article uses an examination of the Turkish banking sector experience with the PWC in the aftermath of the 2001 financial crisis to show its considerable strengths and weaknesses. The authors argue that the emergent regulatory state in the bank-based financial system has a narrow focus on strengthening prudential regulation, whilst ignoring the increased ,financialization' of the Turkish economy. They identify the positive features of the new era of the PWC in terms of prudential regulation, which has become much more robust in its ability to withstand external shocks. At the same time, however, the article highlights some of the limitations of the new era which resemble the limitations of the PWC. These include the distributional impact of the regulatory reforms within the banking sector, and notably the emergence of foreign banks as the major beneficiaries of this process; weaknesses in promoting productive bank intermediation that finance the real economy and economic growth, leading to poverty reduction via growth of employment whilst stimulating financialization within the economy; and finally, the exclusive focus on prudential regulation, whilst ignoring regulatory costs, consumer protection and competition regulation. [source] World Bank Influence and Institutional Reform in ArgentinaDEVELOPMENT AND CHANGE, Issue 3 2009Maria F. Tuozzo ABSTRACT During the 1990s, reforms concerned with ,good governance' became popular with multilateral and bilateral lenders. This trend was led by the World Bank, which claimed that in order to achieve economic development, institutions mattered. This article looks at governance reforms in Argentina, specifically in the judicial sector, and contends that World Bank involvement affected the nature, reach and depth of these initiatives. The influence of the Bank can be traced through three dimensions that have characterized its approach to institutional reform: donor-driven designs for project reform; reliance on technical approaches; and restricted forms of decision making in project initiatives. Such an approach to institutional change conditioned domestic reform in Argentina and contributed to piecemeal and inadequate initiatives. The author also argues that the Bank's approach in Argentina can be traced to wider strategies that derive from embedded institutional practices and ideological foundations within the institution that throw into question the Bank's capacities to promote such reforms. [source] World Bank-directed Development?DEVELOPMENT AND CHANGE, Issue 3 2009Negotiating Participation in the Nam Theun 2 Hydropower Project in Laos ABSTRACT The omnipotence of the World Bank on a global scale means that it is often regarded as the most influential partner in bringing about transformations in developing countries. This article contributes to ongoing discussions of this issue by examining some effects of the Bank's participatory agenda in one of its flagship projects, the Nam Theun 2 (NT2) hydropower scheme in Laos. Critical accounts suggest that the Bank's promotion of participation in donor-dependent countries like Laos is either a guise or an imposition. These propositions are considered in two settings where participation was debated around the time of the Bank's loan appraisal for NT2: first, an international stakeholders' workshop held in Vientiane; and second, some international attempts to identify the concerns of villagers living near the NT2 dam site. In workshops and villages, participation is a negotiated performance whereby competing representations emerge through the interaction between village, state and international actors. More generally, this article shows that a grounded view of development can attend to the practices that constrain the hegemonic tendencies of the World Bank, even while maintaining awareness of the potency of its policies and interventions. [source] Rethinking the Emerging Post-Washington ConsensusDEVELOPMENT AND CHANGE, Issue 2 2005Ziya Öni The objective of this article is to provide a critical assessment of the emerging Post-Washington Consensus (PWC), as the new influential vision in the development debate. The authors begin by tracing the main record of the Washington Consensus, the set of neoliberal economic policies propagated largely by key Bretton Woods institutions like the World Bank and the IMF, that penetrated into the economic policy agendas of many developing countries from the late 1970s onwards. They then outline the main tenets of the PWC, emerging from the shortcomings of that record and the reaction it created in the political realm. The authors accept that the PWC, in so far as it influences the actual practice of key Bretton Woods institutions, provides an improvement over the Washington Consensus. Yet, at the same time, they draw attention to the failure of the PWC, as reflected in current policy practice, to provide a sufficiently broad framework for dealing with key and pressing development issues such as income distribution, poverty and self-sustained growth. [source] Helping South Asia Cope Better with Natural Disasters: The Role of Social ProtectionDEVELOPMENT POLICY REVIEW, Issue 6 2007Rasmus Heltberg Social protection (income) support to households in the wake of major natural disasters is assuming a growing role for the World Bank, and major cash transfers in Turkey, Sri Lanka, the Maldives and Pakistan are reviewed in this article. Such support is usually best provided directly as cash to affected households; it complements other relief and reconstruction efforts, is demanded by client countries and has a positive impact on short-term food security and long-term recovery. It could be geared for greater impact and more efficient delivery in future by the use of a best-practice toolkit and a right-on-time technical assistance facility, and its integration in emergency preparedness and capacity-building for implementing agencies. [source] The Poverty Reduction Strategy Approach Six Years On: An Examination of Principles and Practice in UgandaDEVELOPMENT POLICY REVIEW, Issue 6 2006Sudharshan Canagarajah It is over six years since the World Bank and the IMF started promoting a PRS approach to development management in low-income countries. The 2005 review endorsed the approach, but highlighted the need for a renewed focus on the principles underpinning it: country ownership; results orientation; comprehensiveness; partnership focus; and long-term outlook. Uganda is often hailed as one of the best PRS performers. This article finds that Uganda's Poverty Eradicaton Action Plan (PEAP) has brought significant gains to development management, but that its performance against several of the PRS principles is disappointing. A return to these principles could improve the practice of the government and development partners around the PEAP , a finding likely to be applicable to many countries implementing a PRS. [source] Development Section, April 2008GEOGRAPHY COMPASS (ELECTRONIC), Issue 3 2008Cheryl McEwan EDITORIAL It is a great privilege to serve as Editor for the Development section of Geography Compass. The journal is an exciting new venture in electronic publishing that aims to publish state-of-the-art peer-reviewed surveys of key contemporary issues in geographical scholarship. As the first Editor of this section, it is my responsibility to establish the key aims and innovations for this section of the journal. These include: publishing reviews of scholarship on topics of contemporary relevance that are accessible and useful to researchers, teachers, students and practitioners; developing the range of topics covered across the spectrum of development geography; helping to set agendas in development geography by identifying gaps in existing empirical and conceptual research; commissioning articles from both established and graduate/early career researchers who are working at the frontiers of development geography; and communicating the distinctiveness of Geography Compass. Part of this distinctiveness is in publishing articles that are both of scholarly excellence and accessible to a wide audience. The first volume of Geography Compass was published in 2007, covering a wide range of topics (e.g. migration, children, technology, grassroots women's organizations, civil society, biodiversity, tourism, inequality, agrarian change, participatory development, disability, spirituality) in a number of specific geographical areas (e.g. Africa/southern Africa, Caribbean, China, Peru). Forthcoming in 2008/2009 are articles on the Gambia, Latin America, the Philippines, Southeast Asia, Bangladesh and South Africa, focusing on topics such as food security, comparative post-socialism, foreign aid and fair trade. Building on these diverse and excellent articles, I plan to communicate the distinctiveness of Development in a number of ways. First, I encourage an ecumenical approach to the notion of ,development geography' and welcome contributions from scholars across a range of social science disciplines whose work would be useful to a geography audience. This is important, not least because both development and geography, in disciplinary terms, are largely European inventions. Many scholars in Latin America, Africa and Asia, for example, do not refer to themselves as either development specialists or geographers but are producing important research in areas of direct relevance to students and researchers of ,development geography'. As the first editions illustrate, I also seek to publish articles that reflect ,development' in its broadest sense, encompassing economic, (geo)political, social, cultural and environmental issues. 2008 will be an interesting year for development, with a number of important issues and events shaping discourse and policy. These include: the Beijing Olympics and increasing focus on China's role in international development; political change in a number of African countries (Kenya, Zimbabwe, South Africa); the US presidential elections and potential shifts in policy on climate change, trade and security; the impacts of the Bali roadmap on climate change in the current economic context; the increasing number of impoverished people in Asia (notably China and India), sub-Saharan Africa and Latin America (notably Brazil) that even the World Bank has acknowledged; the implications of the increasing role of philanthropic foundations (e.g. the Gates Foundation and those emerging in India and Russia) in international development. I hope to see some of these issues covered in this journal. Second, I am keen to break down the association between ,development' and parts of the world variously categorized as ,Third World', ,Global South' or ,Developing World' by publishing articles that cut across North and South, East and West. The intellectual and disciplinary practices within (Western) geography that separate those researching issues in the South and post-socialist contexts from those researching similar issues in advanced capitalist economies are, it seems, no longer sustainable or sensible. Moreover, while studies of transnational and ethical trade, neoliberalism, household economies and ,commodity chains', for example, incorporate a multitude of case studies from across the world, these tend to be understood through conceptual lenses that almost always have their theoretical antecedents in Western theorization. The notion of ,learning from' debates, policy and practice in other parts of the world is still relatively alien within the discipline. There are thus issues in how we research and teach ethically and responsibly in and about different parts of the world, and in which this journal might make a contribution. Third, and related, part of my responsibility is to ensure that Compass reflects the breadth of debate about ,development' by publishing articles written by a truly international range of scholars. This has proved to be a challenge to date, in part reflecting the newness of the journal and the difficulties posed by English language publication. However, an immediate aim is to publish the work and ideas of scholars based outside of Anglophone contexts, in the Global South and in post-socialist contexts, and to use international referees who are able to provide valuable commentaries on the articles. A longer-term aim is to also further internationalize the Editorial Board. Currently, one-third of the Editorial Board is non-UK and I plan to increase this to at least 50% in future. Fourth, I plan to ensure that the Development section takes full advantage of electronic publication and the opportunities this offers. Thus, while I am keen to retain a word limit in the interest of publishing accessible articles, the lack of constraint regarding page space enables authors to include a wide range of illustrative and other material that is impossible in print journals. I plan to encourage authors to make greater use of visual materials (maps, photographs/photo-essays, video, sound recordings, model simulations and datasets) alongside text as well as more innovative forms of presentation where this might be appropriate. Finally, in the coming year, I intend to work more closely with other Compass section Editors to realize the potential for fostering debate that cuts across subdisciplinary and even disciplinary boundaries. The journal publishes across the full spectrum of the discipline and there is thus scope for publishing articles and/or special issues on development-related topics that might best be approached through dialogue between the natural and social sciences. Such topics might include resources (e.g. water, oil, bio-fuels), hazard and risk (from environmental issues to human and state security), and sustainability and quality of life (planned for 2008). Part of the distinctiveness of Compass is that electronic-only publication ensures that articles are published in relatively quick time , in some cases less than 3 months from initial submission to publication. It thus provides an important outlet for researchers working in fast-changing contexts and for those, such as graduate and early-career researchers, who might require swift publication for career purposes. Of course, as Editor I am reliant on referees both engaging with Manuscript Central and providing reports on articles in a relatively short space of time to fully expedite the process. My experience so far has been generally very positive and I would like to thank the referees for working within the spirit of the journal. Editing a journal is, of course, a collaborative and shared endeavour. The Development Editorial Board has been central to the successful launch of Development by working so generously to highlight topics and potential authors and to review articles; I would like to take this opportunity to thank Tony Bebbington, Reg Cline-Cole, Sara Kindon, Claire Mercer, Giles Mohan, Warwick Murray, Richa Nagar, Rob Potter, Saraswati Raju, Jonathan Rigg, Jenny Robinson and Alison Stenning. [source] Defining Accountability Up: the Global Economic MultilateralsGOVERNMENT AND OPPOSITION, Issue 2 2004Miles Kahler Critics of the global economic multilaterals (GEMs) , the International Monetary Fund, the World Bank, and the World Trade Organization , allege that these organizations fail the test of democratic accountability. Two distinct measures of democratic accountability have been applied to the GEMs. To the degree that these organizations display ,accountability deficits', those deficiencies are the result of choices by the most influential national governments. Three techniques have been deployed to enhance the accountability of the GEMs: transparency (more information for those outside the institution), competition (imitation of democratic accountability) and changes in rules of representation (accountability to stakeholders rather than shareholders). Each of these may impose costs, however, and may conflict with other valued aims of the organizations. [source] Transnational organized crime in West Africa: the additional challengeINTERNATIONAL AFFAIRS, Issue 6 2007ANTONIO L. MAZZITELLI Despite its vast natural and human resources and the undisputed progress made in the last decade towards the establishment of democratic culture and governing systems, West African countries continue to occupy the bottom ranks of the UN Human Development Index. Similarly, many of them score poorly in World Bank and Transparency International indexes that measure good governance. The international mass media have recently highlighted the role played by the West African region in the transatlantic cocaine trade, as well as in the flow of illegal migrants to Europe. Drugs and migrants are, however, just two of the numerous illicit activities that feed the growth of local and transnational criminal organizations, and the establishing of a culture of quick and easy money that is progressively eroding the foundations of any sustainable and well balanced socio-economic development. The pervasive power of the corruption of criminal organizations, coupled with a general crisis by state actors in the administration of justice and enforcement of the rule of law, contribute towards the progressive diminishing of the credibility of the state as the institution entrusted with the prerogatives of guaranteeing security (of people and investments) and dispensing justice. In this context, the case of Guinea Bissau is probably the clearest example of what West African states may face in the near future if the issues of justice and security are not properly and promptly addressed. If primary responsibilities lie with West African governments and institutions, the international community as a whole should also review its approach to development policies by not only mainstreaming the issues of security and justice in their bilateral and multilateral agendas, but also by making it an essential cornerstone of policies and programmes aimed at supporting good governance and the establishment of states ruled by the law. [source] Determinants of health status and the influence of primary health care services in Latin America, 1990,98INTERNATIONAL JOURNAL OF HEALTH PLANNING AND MANAGEMENT, Issue 4 2003David Moore Abstract Primary health care (PHC) services have been advocated as a means by which less developed countries may improve the health of their populations even in the face of poverty, low levels of literacy, poor nutrition and other factors that negatively influence health status. Using aggregated data from the World Bank and UNICEF this study examined which factors, both within the health care system and outside of it, are associated with under-5 mortality rates in 22 countries of Latin America and the Caribbean during the 1990s. In a multivariate analysis using generalized estimating equations for repeated measures, five factors were found to be independent predictors of lower under-5 mortality rates (U5MRs). These were vaccination levels, female literacy, the use of oral rehydration therapy, access to safe water and GNP per capita. When the magnitude of these associations were assessed, higher levels of GNP per capita was found to be very weakly associated with lower U5MRs, compared with female literacy and vaccination rates. These findings suggest that government policies which focus only on promoting economic growth, while not making important investments in PHC services, female education and access to safe water are unlikely to see large improvements in health status. [source] The Influence of Google on Urban Policy in Developing CountriesINTERNATIONAL JOURNAL OF URBAN AND REGIONAL RESEARCH, Issue 1 2010RICHARD TOMLINSON Abstract ,Google's mission is to organize the world's information and make it universally accessible and useful.' In the case of urban policy in developing countries, Google not only provides information, e.g. the size of a city's population, but also knowledge, e.g. analyses of urban issues and policies. Based on research conducted between January and May 2008, we argue that googling urban policy issues contributes to hegemonic policy perspectives; that the manner in which Google organizes knowledge limits access to alternative policy perspectives and debate; and that this is not in the public interest. We make three claims. The first is that the World Bank, the Cities Alliance and UN Habitat together dominate explanations of urban issues and appropriate policies. The second is that googling policy issues contributes to this dominance. The third claim is that Google especially serves this purpose when the query ,keywords' can be used as labels whose conceptualization can be ,owned'. These claims are demonstrated through explaining how the Google search engine works and creates ,biases'; and then through googling ,city development strategy', ,slum upgrading', and ,municipal services, finances and capacity building in developing countries'. We further demonstrate that finding potential alternative policies requires perseverance and time and pre-existing knowledge of what the policy issues might be. Ross mpa/id Background:, The United Kingdom and the United States are among several developed countries currently experiencing nursing shortages. While the USA has not yet implemented policies to encourage nurse immigration, nursing shortages will likely result in the growth of foreign nurse immigration to the USA. Understanding the factors that drive the migration of nurses is critical as the USA exerts more pull on the foreign nurse workforce. Aim:, To predict the international migration of nurses to the UK using widely available data on country characteristics. Method:, The Nursing and Midwifery Council serves as the source of data on foreign nurse registrations in the UK between 1998 and 2002. We develop and test a regression model that predicts the number of foreign nurse registrants in the UK based on source country characteristics. We collect country-level data from sources such as the World Bank and the World Health Organization. Results:, The shortage of nurses in the UK has been accompanied by massive and disproportionate growth in the number of foreign nurses from poor countries. Low-income, English-speaking countries that engage in high levels of bilateral trade experience greater losses of nurses to the UK. Conclusion:, Poor countries seeking economic growth through international trade expose themselves to the emigration of skilled labour. This tendency is currently exacerbated by nursing shortages in developed countries. Countries at risk for nurse emigration should adjust health sector planning to account for expected losses in personnel. Moreover, policy makers in host countries should address the impact of recruitment on source country health service delivery. [source] Rethinking Social Security in Latin AmericaINTERNATIONAL SOCIAL SECURITY REVIEW, Issue 2-3 2005Indermit Gill In the past decade, many Latin American governments have radically restructured their old age income security systems, following the lead of Chile, which undertook its major pension reform in 1981. The defining characteristic of the reforms has been a shift in the basis of public pensions from social to individual responsibility: instead of the widely used system that "collectivized" or pooled the risk of being without the capacity to earn while aged, numerous countries in the region have adopted a system that relies on individual savings accounts. The reforms have maintained a role for a modified version of public pooling; this combination of individual and social savings to finance pensions is known as the "multipillar" approach. This article is based on a report prepared for the Office of the Chief Economist of the Latin America and Caribbean Region of the World Bank (Gill, Packard and Yermo, 2004).1 The report recognizes that the system of individual accounts, the essential aspect of the reform, has been a necessary and positive development, and one that is consistent with the economics of insurance and social welfare objectives. Beyond this recognition, however, the results of reform are much more complex. Each country has implemented its own version of the multipillar system. The article therefore draws on country evidence in order to determine: How has the new approach to public pensions in Latin America fared? In particular, have the changes left workers and their families in reform countries better off? The first section provides a brief description of the reforms. The second discusses the main macroeconomic concerns and effects. The third describes the impact on coverage levels, and other social welfare implications. The fourth evaluates the stagnation of coverage levels and presents various possible explanations. The fifth makes specific proposals to improve the multipillar pension system in Latin America. The last section concludes. [source] Ending Wars and Building Peace: International Responses to War-Torn Societies1INTERNATIONAL STUDIES PERSPECTIVES, Issue 1 2008Charles T. Call Scholars and practitioners of international relations have devoted increasing attention to how cease-fires, once achieved, may be translated into sustained peace. In recent years, the United Nations, the World Bank, and the United States and other governments have revamped their institutional architecture for addressing post-conflict reconstruction and peacebuilding. The creation in 2006 of a UN Peacebuilding Commission exemplifies these changes. The relationship between weak states and the durability of peace has acquired new emphasis in IR research. This article analyzes recent conceptual developments in post-conflict peacebuilding, relating them to new thinking about fragile states. It then analyzes the international architecture for addressing post-conflict peacebuilding, identifying gaps, and analyzing likely policy challenges in the near future. We argue that despite important analytic insights and institutional changes, serious challenges persist in efforts to prevent wars from recurring. [source] Class and the Politics of Participatory Rural Transformation in West Bengal: An Alternative to World Bank OrthodoxyJOURNAL OF AGRARIAN CHANGE, Issue 3 2007SUDIPTA BHATTACHARYYAArticle first published online: 3 JUN 200 Based on a primary field survey and secondary sources of information, this study analyzes the West Bengal experience of participatory rural transformation in relation to the changing class structure in a differentiated rural economy, the rise in class-consciousness among the rural poor and the participation of different classes in the political process of decision-making. Utsa Patnaik's (1987) labour exploitation criterion is used in order to rank rural households in class terms, alongside the standard acreage groupings. This study strongly refutes the neo-liberal (World Bank) idea of social capital and civil society as sources of ,people's participation'. It is argued that ,people's participation' is a meaningless concept, since the ,people' as a category includes different classes with conflicting interests. Though subordinate classes in West Bengal have achieved a higher level of class consciousness than in the past, and have resisted extra economic coercion, and while their political participation has risen, their involvement at the grass roots level of administrative decision-making is very weak. Panchayat Raj has so far failed to initiate a second phase of institutional reform in West Bengal, encompassing education, gender justice and above all the co-operative movement. This partial failure is the outcome of short-term electoral benefit being given priority over and so undermining class struggle. [source] Economic Liberalization and Smallholder Productivity in Tanzania.JOURNAL OF AGRARIAN CHANGE, Issue 3 2005From Promised Success to Real Failure In the mid-1980s, Tanzania adopted a programme for economic liberalization of the entire economy, including agriculture. After pressure from the IMF and the World Bank in particular, but also from most of the bilateral donors, agricultural producer and input prices were decontrolled, panterritorial prices were abolished, subsidies were removed and trade in agricultural products and inputs was to a large extent taken over by private traders. The international donor community promised that economic liberalization would provide a strong stimulus to Tanzanian agriculture, resulting in increasing yields, increased labour productivity, rising agricultural production and higher incomes. However, available data show that, as far as food crop production is concerned, this promise has not been fulfilled. [source] Why Is Elvis on Burkina Faso Postage Stamps?JOURNAL OF EMPIRICAL LEGAL STUDIES, Issue 4 2008Cross-Country Evidence on the Commercialization of State Sovereignty Why would the country of Burkina Faso issue postage stamps featuring Elvis? In part, to make money, one example of what has been called the commercialization of state sovereignty. I could issue stamps, but no one would buy them. But many philatelists (stamp collectors) want countries' stamps, especially those with popular themes like Elvis or Disney characters, in their collection. I examine the commercialization of state sovereignty by first setting out a simple model and then, in the context of the predictions of this model, conduction an empirical examination of what determines whether a country will pursue a set of commercialization opportunities, from the benign to the malign. Three examples are examined: postage stamps, tax havens, and money laundering. The data analysis provides support for the idea that commercialization of state sovereignty is more likely in countries where it is more difficult to raise revenue in alternative ways, and less support for the role of costs of commercialization related to integrity and, for less benign activities, sanctions. The examined examples of commercialization that are more likely to directly raise revenue (stamp pandering and tax havens) are more attractive to poorer countries, and stamp pandering is more attractive to more agricultural countries at a given level of per-capita income. This provides some support to the notion that when revenue is difficult to raise in other ways, revenue-raising commercialization becomes more attractive. Being a tax haven or a stamp panderer is more attractive to small countries, a finding that is consistent with the Slemrod and Wilson (2007) hypothesis about tax havens that the benefits are unrelated to size but the costs are. The results corroborate and extend the Dharmapala and Hines (2007) finding that good governance is associated with tax haven status. Notably, governance has no partial association with the probability of being a money launderer. Thus, there is no evidence that bad governance as measured by the World Bank is associated with international unlawfulness. The fact that governance matters positively for the propensity to be a stamp panderer as well as to be a tax haven expands the Dharmapala-Hines interpretation that governance proxies for a country's credibility, and suggests that governance may also be associated with the capability to undertake domestic-welfare-enhancing activities and may help to explain why more of the most desperately poor nations of the world are not involved in the commercialization of state sovereignty. There are at present approximately 110 million people with diabetes in the world but this number will reach over 220 million by the year 2010, the majority of them with type 2 diabetes. Thus there is an urgent need for strategies to prevent the emerging global epidemic of type 2 diabetes to be implemented. Tackling diabetes must be part of an integrated program that addresses lifestyle related disorders. The prevention and control of type 2 diabetes and the other major noncommunicable diseases (NCDs) can be cost- and health-effective through an integrated (i.e. horizontal) approach to noncommunicable diseases disease prevention and control. With the re-emergence of devastating communicable diseases including AIDS, the Ebola virus and tuberculosis, the pressure is on international and regional agencies to see that the noncommunicable disease epidemic is addressed. The international diabetes and public health communities need to adopt a more pragmatic view of the epidemic of type 2 diabetes and other noncommunicable diseases. The current situation is a symptom of globalization with respect to its social, cultural, economic and political significance. Type 2 diabetes will not be prevented by traditional medical approaches; what is required are major and dramatic changes in the socio-economic and cultural status of people in developing countries and the disadvantaged, minority groups in developed nations. The international diabetes and public health communities must lobby and mobilize politicians, other international agencies such as UNDP, UNICEF, and the World Bank as well as other international nongovernmental agencies dealing with the noncommunicable diseases to address the socio-economic, behavioural, nutritional and public health issues that have led to the type 2 diabetes and noncommunicable diseases epidemic. A multidisciplinary Task Force representing all parties which can contribute to a reversal of the underlying socio-economic causes of the problem is an urgent priority. There are four schools of anti-corruption project practice: universalistic, state-centric, society-centric, and critical schools of practice. Yet, none can explain the expansion of anti-corruption projects. A ,complexity perspective' offers a new framework for looking at such growth. Such a complexity perspective addresses how project managers, by strategically interacting, can create emergent and evolutionary expansionary self-organisation. Throughout the ,first wave' of anti-corruption activity in the 1990s, such self-organization was largely due to World Bank sponsored national anti-corruption programmes. More broadly, the experience of the first wave of anti-corruption practice sheds light on development theory and practice,helping to explain new development practice with its stress on multi-layeredness, participation, and indigenous knowledge. On the basis of empirical work they assert that standard World Bank and IMF policy packages are good for the poor. This paper demonstrates that (i) the empirical work is based on theoretically unsound equations; (ii) the data are seriously flawed; and (iii) the policy variables are not defined appropriately, nor are they tested in a consistent manner. Its basis in a widely welcomed consultation with the poor, its transparent process and new conceptual framework contrast with limited development of the new themes , equality, security, empowerment of the poor , and of issues to do with aid: resources and rights. Contributors to this special issue discuss the dilemma reflected in Attacking Poverty from a number of angles: critical self-awareness by World Bank, promoting equality, shifting from the Washington Consensus, limits to the Bank's role, and enabling collective action by the poor. Other contributions discuss how the analysis in Attacking Poverty should be strengthened: inclusion of urban poverty and urbanisation's role in political development, promoting informal means of reducing vulnerability, and investigation of the long term consequences of the HIV/AIDS pandemic. Priorities for the next poverty-focused World Development Report (2010?) should include a more disaggregated and complete view of who is poor, why and where, and analysis of progress in political development. The answer is ,yes and no'. The pursuit of ,security' espoused by the WDR has forced the Bank to acknowledge widespread market failure in the provision of security, both social and financial; and this has caused the Bank to espouse some measures very inconsistent with the Washington consensus, such as international capital controls. On the other hand, the old agenda of rolling back the frontiers of the state remains, and is given a new twist in WDR 2000 by the revelation that the ,voices of the poor' are arrayed against bureaucratic abuses. Debate within the Bank has become much more open and transparent, and this has exposed long-persisting internal differences about what markets still need to be liberalized in what environments. Carruthers This article draws from a larger research project on the globalization of bankruptcy law that includes (1) a time-series analysis of all bankruptcy reforms worldwide from 1973 to 1998; (2) participation observation, several hundred interviews and documentary analysis of international financial institutions (IMF, World Bank, Asian Development Bank, European Bank for Reconstruction and Development), international professional associations (International Bar Association, International Federation of Insolvency Practitioners), and world governance organizations (OECD, U.N. Commission on International Trade Law); and (3) case studies of Indonesia, Korea, and China. The globalization of law is a negotiated process. Our research on international organizations and case studies of China, Indonesia, and South Korea indicates that negotiation of the global/local relationship varies by the vulnerability of a country to global forces. Nation-states vary (1) in their balance of power vis-à-vis global actors; and (2) in their social and cultural distance from the global. Yet even where the global/local gap is wide and the asymmetry of power is pronounced, local responses to global pressures are negotiated as much as imposed. Negotiating globalization relies on direct and mediated interactions by several types of intermediaries who translate global scripts into four kinds of outcomes. The impact of intermediaries in this process varies by the phase of the reform in which they participate. This essay discusses the pros and cons of these evaluative approaches, and it argues that all approaches have complementary strengths and should therefore in principle all be considered.
