Nation Building and Women: The Effect of Intervention on Women's Agency

Regardless of the primary motive, international military intervention aimed at nation building is partly intended to establish democratic societies. And scholars have demonstrated that intervention does have a positive impact on democratization. With democratization generally follows greater support for human rights. Feminist scholars, however, have questioned definitions of democracy in which at minimal, women's political rights are absent. This brings into question the impact of intervention on the status of women. Particularly in both Iraq and Afghanistan women's rights have become prominent in the post-invasion American political rhetoric. Since intervention seems to be associated with the spread of democratic principles, we seek to discover whether intervention actually moves societies toward gender equality. We examine all six cases of completed military intervention aimed at nation building in sovereign states during the post Cold War period. Three of the cases,El Salvador, Mozambique, Namibia,evidence democratic change; whereas, the remaining three states,Cambodia, Haiti, Somalia,remain undemocratized. We test the extent to which intervention has or has not improved women's equality and find no dramatic effect, either positive or negative, of intervention on the status of women in any of the six states. Negotiating Islam: Conservatism, Splintered Authority and Empowerment in Urban Bangladesh

Bangladesh has recently been seeing a rise in religiosity which has been treated as problematic, anti-secular and anti-progressive within the public sphere. Various writers describe this trend as having a disempowering effect on women and negating their self-expression. However, underlying these views is the assumption that the assertion of women's agency is not enough if it does not confront existing structures of relations. This article asks whether it is possible that in seeking changes in certain aspects of one's life, existing gender relations are not necessarily transformed, but indirectly challenged and reconfigured? The conclusion suggests that rather than a polarisation of the secular and religious ways of living most people are in fact in between, negotiating between the two camps, and borrowing ideas and ways from both. Feminism and Women's Autonomy: the Challenge of Female Genital Cutting

Feminist studies of female genital cutting (FGC) provide ample evidence that many women exercise effective agency with respect to this practice, both as accommodators and as resisters. The influence of culture on autonomy is ambiguous: women who resist cultural mandates for FGC do not necessarily enjoy greater autonomy than do those women who accommodate the practice, yet it is clear that some social contexts are more conducive to autonomy than others. In this paper, I explore the implications for autonomy theory of these understandings of the relation between culture, FGC, and women's agency. I review the range of worldwide FGC practices , including "corrective" surgery for "ambiguous genitalia" in Western cultures as well as the various initiation rites observed in some African and Asian cultures , and the diverse cultural rationales for different forms of FGC. I argue that neither latitudinarian, value-neutral accounts of autonomy nor restrictive, value-saturated accounts adequately explain women's agentic position with respect to FGC. I then analyze a number of educational programs that have enhanced women's autonomy, especially by strengthening their introspection, empathy, and imagination. Such programs, which engage women's autonomy skills without exposing them to autonomy-disabling cultural alienation, promote autonomy-within-culture. This understanding of autonomy as socially situated, however, entails neither endorsement of FGC nor resignation to its persistence. [source]


Economic Development, Gender Inequality, and Demographic Outcomes: Evidence from India

This article examines the determinants of fertility, child mortality, and female disadvantage in child survival in India, using a district-level panel data set linking 1981 and 1991 censuses. The results question the dominant view that variables directly related to women's agency (specifically, the female literacy rate and the female labor force participation rate) have played the crucial roles here. Instead, variables reflecting the general level of development and modernization are shown to have had the greatest effect in reducing fertility and child mortality during the period of the study. Both economic development and women's agency are seen to have had significant effects in reducing the female disadvantage in child survival. The results suggest, however, that with continued economic development, the two women's agency variables lose their significance in influencing this disadvantage. The policy implications of these findings are considered. [source]


The Determinants of Gender Equity in India: Examining Dyson and Moore's Thesis with New Data

In revisiting the influential Dyson and Moore (1983) hypothesis as to why women in South India enjoy relatively more agency than in the North, we conducted an econometric analysis of the determinants of women's mobility and decisionmaking authority. Data for the study come from a household data survey carried out in the Northern state of Uttar Pradesh and in the Southern state of Karnataka in 1995. We find that cross-cousin and uncle-niece marriage is more prevalent in Karnataka as expected. Contrary to Dyson and Moore, however, by 1995 a majority of communities in both North and South practiced village exogamy, and dowries in the two regions were of similar size. Reduced-form, multivariate regressions show that cultural factors affect women's autonomy in ways not earlier predicted. The impact of village exogamy is mixed rather than negative, while that of consanguinity is strongly negative rather than positive as Dyson and Moore surmised. These authors correctly identified the negative effect purdah has on female mobility. Consistent with economic theory, our data show that higher wages for women consistently improve their mobility and authority, while higher male wages decrease them. Improvements in infrastructure,particularly the presence of street lights and schools in the village,are associated with increased women's agency. We conclude, therefore, that economic factors, state action, and restrictions on mobility seem more powerful than kinship structures as explanations of differences in female autonomy between North and South India. FINDING AUTONOMY IN BIRTH

THE OBSTETRICS AND GYNECOLOGY RISK RESEARCH GROUP:
ABSTRACT Over the last several years, as cesarean deliveries have grown increasingly common, there has been a great deal of public and professional interest in the phenomenon of women ,choosing' to deliver by cesarean section in the absence of any specific medical indication. The issue has sparked intense conversation, as it raises questions about the nature of autonomy in birth. Whereas mainstream bioethical discourse is used to associating autonomy with having a large array of choices, this conception of autonomy does not seem adequate to capture concerns and intuitions that have a strong grip outside this discourse. An empirical and conceptual exploration of how delivery decisions ought to be negotiated must be guided by a rich understanding of women's agency and its placement within a complicated set of cultural meanings and pressures surrounding birth. It is too early to be ,for' or ,against' women's access to cesarean delivery in the absence of traditional medical indications , and indeed, a simple pro- or con- position is never going to do justice to the subtlety of the issue. The right question is not whether women ought to be allowed to choose their delivery approach but, rather, taking the value of women's autonomy in decision-making around birth as a given, what sorts of guidelines, practices, and social conditions will best promote and protect women's full inclusion in a safe and positive birth process.
