Selected AbstractsINTERNAL REGULATION BY MIXED ENTERPRISES: THE CASE OF THE ITALIAN WATER SECTORANNALS OF PUBLIC AND COOPERATIVE ECONOMICS, Issue 2 2007Alessandro MARRA ABSTRACT,:,This paper aims at proposing an economic analysis of mixed enterprises in local utilities. We suggest that the public service concession to mixed enterprises could embody a noteworthy substitute to the traditional public provision and the concession to totally private enterprises. The starting point of the entire analysis is that ownership allows the (public) owner to gather more information about the actual management of the firm, according to property rights theory. Following it, we conclude that under certain conditions mixed enterprises could significantly reduce asymmetric information between regulators and regulated firms by implementing a sort of ,internal' regulation. With more information, the public authority can stimulate the private operator to be more efficient and can monitor it more effectively with respect to the fulfilment of contractual obligations. Moreover, concerning the latter function, the board of directors of these enterprises can be the suitable place where public and private representatives can meet to solve all disputes arising from incomplete contracts. High-quality human capital and the extension of voting rights (franchise) were crucial for efficient institutional change in the water sector. Quality human capital (literacy) appeared to increase the rural population's awareness of the economic impact of the existing structure of water rights that may have constrained growth in the agricultural sector and reduced investment incentives. Extension of the franchise allowed the rural population to exert political pressure for enactment of change in water rights, which resulted in efficiency-enhancing policies and efficient institutions. The findings show these two factors were more important than Victoria's British colonial heritage in determining whether growth-enhancing institutional change took place. [source] Political and Regulatory Risk in Water Utilities: Beta Sensitivity in the United KingdomJOURNAL OF BUSINESS FINANCE & ACCOUNTING, Issue 7-8 2001Roger Buckland UK utilities are generally regulated by the periodic setting of a price cap (the RPI-X mechanism). To establish these caps, regulators must determine what returns are appropriate on the capital employed by utilities. This paper addresses the issue of the level of risk inherent in investment in the equity of regulated water utilities in the UK. It uses the techniques of the Kalman Filter to estimate daily betas for the major utilities in the period from privatisation to mid-1999. The paper demonstrates that water utilities' risk is time-variant. It demonstrates, also, that there have been significant political and regulatory influences in the systematic risk faced by water utility shareholders. It finds beta to display little evidence of cyclical variation across the regulatory review cycle. The paper also confirms that significant excess returns have been generated over the history of the privatised water sector and suggests that over-estimation of systematic risk faced by investors in the sector may imply further excess returns in the next regulatory review period. Further challenges to managing supply and demand in this water-scarce region are posed by environmental, social, and legal differences within and between the individual urban areas. Analysis of the sensitivity of the urban water sector in the Southwest to climatic variability requires careful consideration of these factors. Such analysis, in turn, provides an essential foundation for effective evaluation of the region's sensitivity to longer term climate change. [source] Universal access to water and sanitation: Why the private sector must participateNATURAL RESOURCES FORUM, Issue 4 2003Terence Lee Abstract Against the background of the current state of provision of drinking water and sanitation in the world , with one billion lacking safe water, and 2.2 billion not having adequate sanitation , this article argues that private participation is necessary. The most important issues for the management of water utilities in the 21st century are identified as mobilizing investment for the highly capital intensive operation of water supply and sanitation infrastructure, and achieving efficiency in the delivery of services. The article highlights the issues that need to be raised if private investment is to be seriously considered as an alternative. Case studies, especially from Latin America (Argentina, Chile, Peru, Bolivia), illustrate different modes of private participation, and possible reasons for successes and failures are discussed. The article stresses that regardless of the modality of private sector involvement, on-going government regulatory responsibility in the water sector is crucial. It suggests that regulatory policy must go beyond just setting tariffs, to develop standards for drinking water quality and waste treatment, as well as other standards. In conclusion, the article recognizes that numerous and increasingly difficult challenges face utilities in fulfilling their responsibility to deliver drinking water of adequate quality, in sufficient quantity, and at affordable prices, as well as safe and sustainable disposal of wastewaters for members of urban and rural communities. [source] The Water Poverty Index: Development and application at the community scaleNATURAL RESOURCES FORUM, Issue 3 2003C.A. Sullivan The article details the development and uses of the water poverty index (WPI). The index was developed as a holistic tool to measure water stress at the household and community levels, designed to aid national decision makers, at community and central government level, as well as donor agencies, to determine priority needs for interventions in the water sector. The index combines into a single number a cluster of data directly and indirectly relevant to water stress. Subcomponents of the index include measures of: access to water; water quantity, quality and variability; water uses (domestic, food, productive purposes); capacity for water management; and environmental aspects. The WPI methodology was developed through pilot projects in South Africa, Tanzania and Sri Lanka and involved intensive participation and consultation with all stakeholders, including water users, politicians, water sector professionals, aid agency personnel and others. The article discusses approaches for the further implementation of the water poverty index, including the possibilities of acquiring the necessary data through existing national surveys or by establishing interdisciplinary water modules in school curricula. The article argues that the WPI fills the need for a simple, open and transparent tool, one that will appeal to politicians and decision makers, and at the same time can empower poor people to participate in the better targeting of water sector interventions and development budgets in general. Jackson Stakeholder coordination is a prominent theme in current development discourse. Experience with decentralization and community water management in northern Ghana highlights the complexities of coordinating stakeholders at the local level. In this case, roles and responsibilities must be clarified between legislated sub-district structures on the one hand, and civic water groups on the other. This is especially important with regard to resolving which party should collect revenues and manage assets and expenditures in the water sector. The key mechanism for addressing these issues is the District Assembly, which is empowered under the decentralization law to coordinate stakeholders, both ,horizontally', across social actors, and ,vertically', between the national and sub-district levels. While such local-level dynamics are indeed complex and challenging, they are at the same time probably more amenable to at least medium-term resolution than stakeholder competition issues at the national level. In this paper I focus on how the neoliberalisation process is articulated at the scale of the local state in Durban, South Africa. I examine the neoliberalisation process through the lens of the water sector. This paper contributes to the body of literature showing how private sector governance techniques are being used in the public sector effecting its neoliberalisation. I show how pricing structures are neoliberal and in turn how they are deployed and contribute to the neoliberalisation of the local state in Durban. I show that accounting strategies, tariff structures, and cost recovery measures are central to the neoliberalisation process in Durban. [source] Water rights: a comparison of the impacts of urban and irrigation reforms in AustraliaAUSTRALIAN JOURNAL OF AGRICULTURAL & RESOURCE ECONOMICS, Issue 3 2006Lin Crase Although there has been a policy thrust towards making all Australians more cognisant of the relative scarcity of water resources, the approach adopted for urban dwellers differs markedly from that applied to irrigators. These differences are examined from a property-rights perspective focussing primarily on the institutional hierarchies in the Victorian water sector. The analysis reveals significant attenuation of urban dwellers' rights, presumably on the basis of the information deficiencies that circumscribe urban water use. Alternative policy options are then proposed, which might alleviate some of these information deficiencies and simultaneously address the efficiency losses that attend the present arrangements.
