Selected AbstractsUrban sustainability and governance: issues for the twenty-first centuryINTERNATIONAL SOCIAL SCIENCE JOURNAL, Issue 193-194 2008Françoise Lieberherr-Gardiol The notion of urban sustainability that emerged at the end of the 1980s falls within the scope of sustainable development, a concept that arose in reaction to the model of technological and economic growth that triumphed after World War II. It comes into play as an attempt to link and put into perspective economic effectiveness, social equity and ecological balance. The sustainability approach focuses on how urban societies organise their space, their way of life and transportation, their technologies of production and consumption, as well as their governance and dynamics. Applied to cities, sustainable development can be defined in terms of concrete objectives: efforts to combat wasted energy, space and natural resources, and to reduce pollution, the problems of sanitation and the degradation of the environment. To the extent that governance is established and maintained with regard to the decision-making powers of public authorities faced with demands by divergent but equally legitimate interest groups, the responsibilities of citizens and the involvement of private stakeholders, sustainable innovations will succeed. The International Platform on Sustainable Urban Development, put in place by S-DEV Geneva 05, makes it possible to illustrate the problem by presenting the priority issues in sustainability, along with experiments undertaken by cities that were invited to present their innovations in renewable energy, soft mobility, green planning, systematic recycling, appropriate sanitation, urban agriculture and participatory governance. [source] Obstacles to desegregating public housing: Lessons learned from implementing eight consent decreesJOURNAL OF POLICY ANALYSIS AND MANAGEMENT, Issue 2 2003Susan J. Popkin Between 1992 and 1996 the U.S. Department of Housing and Urban Development (HUD) settled a number of legal cases involving housing authorities and agreed to take remedial action as part of court-enforced consent decrees entered into with plaintiffs. These housing authorities faced significant obstacles that impaired their ability to comply swiftly and fully with all of the elements in the desegregation consent decrees. The obstacles fell into two broad categories: contextual obstacles (racial composition of waiting lists and resident populations, lack of affordable rental housing, and inadequate public transportation), and capacity and coordination obstacles (conflict among implementing agencies and ineffective monitoring by HUD). Findings presented here highlight the sizable potential delay between the time a legal remedy is imposed and when plaintiffs in public housing segregation disputes realize any benefits. They also reinforce the argument that implementation problems will be legion when policies impose a significant scope of required changes on a large number of actors who must collaborate, yet are not uniformly capable or sympathetic to the goals being promoted. © 2003 by the Association for Public Policy Analysis and Management. [source] A NEW WAY OF REVITALIZING DISTRESSED URBAN COMMUNITIES?JOURNAL OF URBAN AFFAIRS, Issue 5 2006ASSESSING THE IMPACT OF THE FEDERAL EMPOWERMENT ZONE PROGRAM ABSTRACT:,The Empowerment Zone and Enterprise Community Initiative of 1993 offered targeted funding and tax incentives to distressed urban and rural communities. This initiative required a community-involvement component, setting it apart from more traditional economic development initiatives of the Reagan and Bush administrations. Using reports required by the U.S. Department of Housing and Urban Development (HUD) and census data, this study examines the programmatic emphases of four of the original six urban zones and evaluates the overall impact of zone programs on socioeconomic trends. These trends are evaluated by matching zone-designated census tracts to nonzone tracts through a propensity-score matching model using 1990 census data. Trends in poverty and other socioeconomic outcomes are measured by 1990,2000 change at the census tract level for individual zones, as well as across all zones using a series of fixed-effect models. Findings indicate that community building and involvement initiatives received the least amount of funding. Traditional economic development programs received the most emphasis but this did not translate into positive socioeconomic outcomes. With the exception of a few isolated incidences where individual zones fared better than comparison areas, zone initiatives had little impact. [source] The Los Angeles Community Development Bank: The Possible Pitfalls of Public-Private PartnershipsJOURNAL OF URBAN AFFAIRS, Issue 2 2001Julia Sass Rubin In response to the 1992 Los Angeles riots, the federal government, city and county officials, commercial banks and community leaders established the nonprofit Los Angeles Community Development Bank (LACDB). This public-private partnership was a new development model, designed to spur economic growth in some of Los Angeles' most disadvantaged areas. The LACDB was capitalized with $435 million from the U.S. Department of Housing and Urban Development and ranks as the federal government's largest inner-city lending initiative. By January 2001, however, the bank had experienced unacceptably high losses and was seeking permission to continue operations, after reducing its staff by half and closing most of its offices. This article examines why this innovative public-private economic development partnership confronted such difficulties. Public-private partnerships continue to be an important vehicle for urban economic development. This case study provides a warning of potential pitfalls that can occur from such arrangements. [source] Lead in soil by field-portable x-ray fluorescence spectrometry,an examination of paired In Situ and laboratory ICP-AES resultsREMEDIATION, Issue 3 2008David A. Binstock A major aspect of lead hazard control is the evaluation of soil lead hazards around housing coated with lead-based paint. The use of field-portable X-ray fluorescence (FPXRF) to do detailed surveying, with limited laboratory confirmation, can provide lead measurements in soil (especially for planning abatement activities) in a far more cost-efficient and timely manner than laboratory analysis. To date, one obstacle to the acceptance of FPXRF as an approved method of measuring lead in soil has been a lack of correspondence between field and laboratory results. In order to minimize the differences between field and laboratory results, RTI International (RTI) has developed a new protocol for field drying and sieving soil samples for field measurement by FPXRF. To evaluate this new protocol, composite samples were collected in the field following both U.S. Department of Housing and Urban Development (HUD) guidelines and ASTM International (ASTM) protocols, measured after drying by FPXRF, and returned to the laboratory for confirmatory inductively coupled plasma atomic emission spectroscopy (ICP-AES) analysis. European cities, in particular, are compact. Urban elements and functions are in a constant state of change. Moreover, the large number of historic buildings and areas means a sensitive and responsible approach must be taken. The aim of this paper is to consider special location problems in town planning. We formulate multi-criteria location problems, derive optimality conditions and present a geometric algorithm and an interactive procedure including a proximal point algorithm for solving multi-criteria location problems. In this paper, we use location theory as a possible method to help determine the location of a children's playground in a newly-built district of Halle, Germany. [source] Managing Transportation Infrastructure for Sustainable DevelopmentCOMPUTER-AIDED CIVIL AND INFRASTRUCTURE ENGINEERING, Issue 3 2002Edward O. Akinyemi Major requirements for operationalization of the concept of sustainable development in urban transportation infrastructure operations management are presented. In addition, it is shown that the current approach to management is incompatible with the requirements for sustainable urban development. Consequently, the conceptual framework of a desirable approach is proposed. The philosophy of this approach is that the basic mission of infrastructure operations management is to obtain and maintain the maximum levels of people and goods mobility possible within the resources and environmental capacities in an area. A mathematical model is presented for obtaining the desirable levels and characteristics of traffic on each segment of an urban transportation network. In addition, three illustrative applications of the implemented model are presented. [source] Investigation of coupling between surface processes and induced flow in the lower continental crust as a cause of intraplate seismicityEARTH SURFACE PROCESSES AND LANDFORMS, Issue 12 2006Rob Westaway Abstract Many studies have highlighted the role of coupling between surface processes and flow in the lower continental crust in deforming the crust and creating topographic relief over Quaternary timescales. On the basis of the rheological knowledge gained, it is suggested that intraplate seismicity can also be caused by coupling between surface processes and flow in the lower continental crust. This view is shown to be a natural consequence of the modern idea that isostatic equilibrium is maintained by flow in the weak lower crust in response to erosion and sedimentation. It is supported by a general correlation between the vigour of surface processes and rates of intraplate seismicity, and by instances of seasonal seismicity that correlates with seasonal climate. Human interference in the environment can affect surface loading: for instance, deforestation for agriculture or urban development can cause increased erosion rates; global warming is expected to cause increased storminess (and thus increased erosion rates) and/or global sea-level rise. The possibility of increased rates of seismicity resulting from these processes should thus be considered in future hazard assessment. Copyright © 2006 John Wiley & Sons, Ltd. [source] Evolution of channel morphology and hydrologic response in an urbanizing drainage basinEARTH SURFACE PROCESSES AND LANDFORMS, Issue 9 2006Peter A. Nelson Abstract The Dead Run catchment in Baltimore County, Maryland, has undergone intense urbanization since the late 1950s. Reconstruction of the channel planform from topographic maps dating back to the 1890s and aerial photographs dating back to the 1930s indicates that the channel has remained stable in planform since at least the 1930s. The relative stability of Dead Run contrasts with the alterations in channel morphology reported for other urbanizing streams in the Piedmont physiographic province of the eastern United States. Trend analyses of discharge records in Dead Run show that urban development and stormwater control measures have had significant impacts on the hydrologic response of the catchment. The flood hydraulics of the Dead Run catchment are examined for the event that occurred on 22 June 1972 in association with Hurricane Agnes. A two-dimensional hydraulic model, TELEMAC-2D, was used with a finite-element mesh constructed from a combination of high-resolution LiDAR topographic data and detailed field survey data to analyse the distribution of boundary shear stress and unit stream power along the channel and floodplain during flooding from Hurricane Agnes. The spatial and temporal distributions of these parameters, relative to channel gradient and channel/valley bottom geometry, provide valuable insights on the stability of the Dean Run channel. The stability of Dead Run's channel planform, in spite of extreme flooding and decades of urban development, is most likely linked to geological controls of channel and floodplain morphology. [source] Effects of sequential depositional basins on lake response to urban and agricultural pollution: a palaeoecological analysis of the Qu'Appelle Valley, Saskatchewan, CanadaFRESHWATER BIOLOGY, Issue 3 2000Aruna S. Dixit 1. Palaeolimnological analyses of fossil diatoms and pigments were conducted in four lakes of the Qu'Appelle Valley, Saskatchewan, Canada, to quantify the effect of upstream depositional basins on lake response to urban and agricultural human activities. Pasqua, Echo, Mission and Katepwa lakes exhibit similar modern limnological characteristics, lie sequentially downstream from urban point sources of growth-limiting nitrogen (N), yet drain similarly large areas of farmland (38,40 × 103 km2). 2. Analyses indicated that all lakes were naturally productive, contained eutrophic diatoms (i.e. Stephanodiscus niagarae, S. hantzchii, S. parvus and Aulacoseira granulata), and supported blooms of colonial (as myxoxanthophyll) and potentially toxic N-fixing cyanobacteria (aphanizophyll), even prior to the onset of European settlement (ca. 1890) and urban development (ca. 1930). 3. The onset of agricultural practices ca. 1890 had only modest effects on algal communities in the Qu'Appelle lakes, with subtle increases in eutrophic diatom species (Pasqua, Mission and Katepwa lakes) and 25,50% increases in pigment-inferred algal abundance (Echo, Mission and Katepwa lakes). 4. Despite naturally high production, total algal abundance (,-carotene) in upstream Pasqua Lake increased by more than 350% after intense urbanization beginning ca. 1930, while eutrophic diatoms became more common and cyanobacteria populations increased ten-fold. Principal components analysis (PCA) explained 64% of diatom variance, and identified three eras corresponding to baseline, pre-agricultural communities (1776,1890), an era of high production (ca. 1925,1960) and recent variable community composition following tertiary treatment of urban sewage (ca. 1977,1990). 5. Analyses of three downstream lakes demonstrated that urban impacts following 1930 remained evident in fossil profiles of ,-carotene and myxoxanthophyll, but that large blooms of N-fixing cyanobacteria were restricted to the past 25 years at downstream Mission and Katepwa lakes. Similarly, PCA showed that fossil diatom assemblages exhibited little directional variation until the 1970s. 6. Together, these analyses support the hypothesis that upstream lakes were effective at reducing the impacts of point-source urban nutrients on downstream lakes. In contrast, diffuse agricultural activities had only limited impacts on water quality and these were less well ameliorated by upstream basins. [source] In Search of Causality: A Regional Approach to Urban Growth in Eighteenth-century EnglandGEOGRAFISKA ANNALER SERIES B: HUMAN GEOGRAPHY, Issue 3 2000Jon Stobart The simple equation of industrialisation and urbanisation contains much truth: recent national surveys confirm that rapid coal-based industrial growth spawned massive urban development in Britain. And yet at the local level a wide diversity of growth experiences reflect a complex and overlapping nexus of growth stimuli which defy attempts at generalisation. In taking a regional perspective, this paper seeks to occupy a productive middle ground in this ongoing debate. Placing urban growth in north-west England into its real economic and geographical context, it recognises the complexities of urban growth but transcends the narrowness of the particular. In so doing, it challenges some of the certainties of industrial urbanisation, emphasising instead the importance of rural industry, urban commercial functions and inter-place linkages. Most fundamentally, it argues for a more nuanced understanding of the geography of causality. [source] ISTANBUL'S BOSTANS: A MILLENNIUM OF MARKET GARDENS,GEOGRAPHICAL REVIEW, Issue 3 2004PAUL J. KALDJIAN ABSTRACT. For centuries, a network of market gardens throughout Istanbul provisioned the city with fresh vegetables. These bostans and their gardeners held a respected place in Istanbul life, contributing to the city's food and employment needs. Today, only fragments remain. Massive urban development, intense competition for metropolitan space, modernization, changing institutions and laws, and the global industrialization of food have threatened this tradition with extinction. But in spite of the overwhelming forces behind their demise, some of Istanbul's bostans persist. Efforts to support and promote the gardens, and to draw from the expertise and experience of their gardeners, are emerging. From a historical perspective, this article examines Istanbul's bostans to understand their meaning and contribution to the city's people and landscape. [source] Modeling the Usefulness of Spatial Correlation Analysis on Karst SystemsGROUND WATER, Issue 3 2009Trevor J. Budge Cross-correlation analyses on field data collected in karst aquifer systems can be used to develop a conceptual understanding of the aquifer. This includes the use of many data sets from the same aquifer to develop an understanding of how properties vary spatially. We focus on a method for characterizing the distribution of recharge, which is becoming increasingly important in regions where urban development encroaches on these important sources of water. Spatially varying precipitation data and cross-correlation analysis provide a means of spatially characterizing recharge locations on a karst aquifer. Our work expands on the numerical experiments conducted by Padilla and Pulido-Bosch (1995) using the numerical ground water model MODFLOW to introduce spatially varying parameters. The numerical experiments include conduit-controlled, matrix-controlled, and mixed karst systems with more than one precipitation time series input. The results show that spatially varying parameters can be inferred based on the cross-correlation of precipitation data and spring discharge. Simulations were completed using aquifer parameters derived from studies of the Barton Springs segment of the Edwards Aquifer. The simulations indicate that spatial variability within an aquifer can be inferred using cross-correlation analysis. A field study using these methods is summarized for Barton Springs near Austin, Texas. [source] Fragmentation and Sprawl: Evidence from Interregional AnalysisGROWTH AND CHANGE, Issue 3 2002John I. Carruthers Recent years have witnessed widespread expansion of state and regional planning programs in the United States. A major purpose of these efforts is to reduce urban sprawl,low density, discontinuous, suburban,style development, often characterized as the result of rapid, unplanned, and/or uncoordinated growth, by promoting jurisdictional cooperation and regulatory consistency across metropolitan areas. This paper evaluates the efficacy of this approach by examining the relationship between governmental fragmentation and several measurable outcomes of urban development: density, urbanized land area, property value, and public expenditures on infrastructure. The four dimensions are modeled in a simultaneous equations framework, providing substantive evidence on how fragmentation and other exogenous factors affect metropolitan growth patterns. Fragmentation is associated with lower densities and higher property values, but has no direct effect on public service expenditures; less fragmented metropolitan areas occupy greater amounts of land due to the extensive annexation needed to bring new development under the control of a central municipality. The findings of the analysis lend support to state and regional planning efforts aimed at increasing cooperation among local governments, but also suggest that further research is needed in order to evaluate whether or not they produce their intended effects. [source] Mumbai's Development Mafias: Globalization, Organized Crime and Land DevelopmentINTERNATIONAL JOURNAL OF URBAN AND REGIONAL RESEARCH, Issue 1 2008LIZA WEINSTEIN Abstract For over a decade, researchers have analyzed the effects of liberalization and globalization on urban development, considering the local political implications of shifts at the national and global scales. Taking the case of Mumbai, this article examines how the past 15 years of political reforms in India have reshaped property markets and the politics of land development. Among the newly empowered actors, local criminal syndicates, often with global connections, have seized political opportunities created by these shifts to gain influence over land development. The rise of Mumbai's organized criminal activity in the 1950s was closely linked to India's macroeconomic policies, with strict regulation of imports fuelling the growth of black market smuggling. Liberalization and deregulation since the early 1990s have diminished demand for smuggled consumer goods and criminal syndicates have since diversified their operations. With skyrocketing real estate prices in the 1990s, bolstered by global land speculation, the mafia began investing in property development. Supported by an illicit nexus of politicians, bureaucrats and the police, the mafia has emerged as a central figure in Mumbai's land development politics. The article examines the structural shifts that facilitated the criminalization of land development and the implications of mafia involvement in local politics. Prenant le cas de Mumbai, cet article examine comment les réformes politiques des quinze dernières années en Inde ont reconfiguré les marchés immobiliers et les politiques d'aménagement foncier. Parmi les nouveaux acteurs, les syndicats du crime locaux, opérant souvent dans des réseaux internationaux, ont saisi les occasions politiques créées par ces changements pour gagner en influence sur l'aménagement foncier. Contrary to expectations, what we read is not a multiplicity of accounts, but instead a repetition of one story: (a) the land market has emerged in China; (b) however, the market is imperfect; (c) therefore the best policy is to define property rights. It is surprising how uncritically scholars have accepted the idea that the land market has emerged, without defining the concept of the market. Perhaps even more surprising is the approval of the recommendation to define property rights, without asking what the ideology behind such a recommendation is and what social and political consequences it might have. This article will examine and criticize studies of this type. First, I will reconstruct what seems to be a new fashion in real estate and urban development studies, and then criticize its weaknesses, which are connected to the ambiguity of the concept of the market, insufficient empirical evidence, and ontological and ideological problems. [source] New trends in urban development and public policy in eastern Germany: dealing with the vacant housing problem at the local levelINTERNATIONAL JOURNAL OF URBAN AND REGIONAL RESEARCH, Issue 4 2004Birgit Glock Supported by federal funds, many eastern German cities have started to address their acute vacant housing problem, and the new strategies attempt to pursue revitalization in especially consistent and comprehensive forms. This article offers evidence that current policies are not meeting their main objectives. Very little is being done in the older, inner-city neighbourhoods, although these have been given a top political priority in the planning process since they are perceived as one of the greatest economic and cultural assets of eastern Germany. Rather, the policies have been effective only in the large-scale housing estates, where local administrations and city governments meet ,big partners' with resources for action. Further, it is argued that present policy strategies focus too tightly on housing market issues alone. Many housing problems cannot be solved using housing market policy tools alone as vacancy is caused by the general trends of depopulation and deindustrialization in the region. The most significant determinants for increases in water demand are population growth, climate change, and the type of urban development that occurs. This study analyzes the spatial patterns of single family residential (SFR) water consumption in Hillsboro, Oregon, at the census block scale. The following research questions are addressed: (1) What are the significant determinants of SFR water consumption in Hillsboro, Oregon? (2) Is SFR water demand sensitive to drought conditions and interannual climate variation? (3) To what magnitude do particular census blocks react to drought conditions and interannual climate variation? Using ordinary least squares multiple regression and spatial regression methods, we found that base use, representing indoor water use, is dependent on household size and that seasonal use, representing external water use is dependent on both education level and the size of the property's outdoor space. Spatial analysis techniques determined that although the water demand of the study area as a whole is not sensitive to drought conditions, certain individual census blocks do respond with a higher magnitude of water use. The most climate-sensitive census blocks tend to contain newer and larger homes, and have higher property values and more affluent and well-educated residents. [source] WATER QUALITY IN AGRICULTURAL, URBAN, AND MIXED LAND USE WATERSHEDS,JOURNAL OF THE AMERICAN WATER RESOURCES ASSOCIATION, Issue 6 2004Chris B. Coulter ABSTRACT: Water quality and nonpoint source (NPS) pollution are important issues in many areas of the world, including the Inner Bluegrass Region of Kentucky where urban development is changing formerly rural watersheds into urban and mixed use watersheds. In watersheds where land use is mixed, the relative contributions of NPS pollution from rural and urban land uses can be difficult to separate. To better understand NPS pollution sources in mixed use watersheds, surface water samples were taken at three sites that varied in land use to examine the effect of land use on water quality. Within the group of three watersheds, one was predominately agriculture (Agricultural), one was predominately urban (Urban), and a third had relatively equal representation of both types of land uses (Mixed). Nitrogen (N), phosphorus (P), total suspended solids (TSS), turbidity, pH, temperature, and streamflow were measured for one year. Comparisons are made among watersheds for concentration and fluxes of water quality parameters. Nitrate and orthophosphate concentrations were found to be significantly higher in the Agricultural watershed. Total suspended solids, turbidity, temperature, and pH, were found to be generally higher in the Urban and Mixed watersheds. No differences were found for streamflow (per unit area), total phosphorus, and ammonium concentrations among watersheds. Fluxes of orthophosphate were greater in the Agricultural watershed that in the Urban watershed while fluxes of TSS were greater in the Mixed watershed when compared to the Agricultural watershed. Fluxes of nitrate, ammonium, and total phosphorus did not vary among watersheds. Henshaw ABSTRACT: Stream channels are known to change their form as a result of watershed urbanization, but do they restabilize under subsequent conditions of constant urban land use? Streams in seven developed and developing watersheds (drainage areas 5,35 km2) in the Puget Sound lowlands were evaluated for their channel stability and degree of urbanization, using field and historical data. Protocols for determining channel stability by visual assessment, calculated bed mobility at bankfull flows, and resurveyed cross-sections were compared and yielded nearly identical results. We found that channel restabilization generally does occur within one or two decades of constant watershed land use, but it is not universal. When (or if) an individual stream will restabilize depends on specific hydrologic and geomorphic characteristics of the channel and its watershed; observed stability is not well predicted by simply the magnitude of urban development or the rate of ongoing land-use change. The tendency for channel restabilization suggests that management efforts focused primarily on maintaining stability, particularly in a still-urbanizing watershed, may not always be necessary. Yet physical stability alone is not a sufficient condition for a biologically healthy stream, and additional rehabilitation measures will almost certainly be required to restore biological conditions in urban systems. A set of concepts have been proposed, such as the "entrepreneurial state" (ES) and "local developmental state," and an ongoing debate attempts to ascertain whether the state is "entrepreneurial" in nature. This article uses a newly emerged urban phenomenon, chuangyi chanye jiju qu (CCJQs) or "creative industry clusters," in which the central government is not involved, to explore the nature of local governments, their role in urban development, and the ways in which they perform this role. Both qualitative and quantitative research methods are used. The findings of this research reveal a strong revenue-oriented nature of local governments, highlighting the "entrepreneurial state" as an important dimension in their character: they transform spontaneously emerged urban cultural spaces into a new mechanism generating revenues for both urban growth and their own economic benefit. Local governments promote CCJQ development with place promotion strategies, and they are directly involved in CCJQ-related businesses as market players rather than as independent bodies that effectively control and regulate the CCJQ market through policies and regulations. Further, this article reveals a "public,public" coalition as an important mechanism for local state participation. In particular, we draw on the examples of two Slow Cities in Germany,Waldkirch and Hersbruck, and show how these towns are retooling their urban policies. We conclude the article by offering some remarks about the institutional and political attributes of successful Slow Cities and the transferability of the concept. Blakey The eighteenth-century African Burial Ground in New York City began as a municipal cemetery in which the remains of 15,000 enslaved Africans were buried. It was abandoned to urban development during the nineteenth and twentieth centuries, but rediscovered at the turn of the twenty-first, its location in the heart of downtown Manhattan becoming the site of extraordinary religious, political and scientific conflict and collaboration. The site went from desecration in 1991 to becoming a US National Monument in 2007, representing a successful example of bioarchaeology in the service of a descendant community's human rights struggle. This article suggests lessons from that struggle and points to the ethical and epistemic value of publicly engaged anthropology. Kevin O'Donnell Abstract The Upper Mississippi River is characterized by a series of locks and dams, shallow impoundments, and thousands of river channelization structures that facilitate commercial navigation between Minneapolis, Minnesota, and Cairo, Illinois. Agriculture and urban development over the past 200 years have degraded water quality and increased the rate of sediment and nutrient delivery to surface waters. River enhancement has become an important management tool employed to address causes and effects of surface water degradation and river modification in the Upper Mississippi River Basin. We report information on individual river enhancement projects and contrast project densities, goals, activities, monitoring, and cost between commercially non-navigated and navigated rivers (Non-navigated and Navigated Rivers, respectively). The total number of river enhancement projects collected during this effort was 62,108. Cost of all projects reporting spending between 1972 and 2006 was about US$1.6 billion. Water quality management was the most cited project goal within the basin. Other important goals in Navigated Rivers included in-stream habitat improvement and flow modification. Most projects collected for Non-navigated Rivers and their watersheds originated from the U.S. Department of Agriculture (USDA). The U.S. Army Corps of Engineers and the USDA were important sources for projects in Navigated Rivers. Collaborative efforts between agencies that implement projects in Non-navigated and Navigated Rivers may be needed to more effectively address river impairment. However, the current state of data sources tracking river enhancement projects deters efficient and broad-scale integration. [source] Negotiating "Streets for All" in Urban Transport Planning: The Case for Pedestrians, Cyclists and Street Vendors in Nairobi, KenyaANTIPODE, Issue 1 2010Meleckidzedeck Khayesi Abstract:, This paper uses the concept of "streets for all" as the analytical basis to critique the neglect of pedestrians, cyclists and street vendors in transport policy and practice in the city of Nairobi. The paper shows that transport planning in Nairobi has not adequately taken care of informal economy and non-motorized transport such as walking and cycling. This has resulted in competing use of pavements and roads, exposing pedestrians, cyclists and street vendors to insecurity and harassment. The paper calls for inclusive transport planning for multiple street activities, which requires implementing a "streets for all" policy. Such a policy needs to be critically pursued at the level of dealing with the institutional and structural bias in urban transport planning towards motorized traffic and the overall urban development that does not adequately consider the spatio-temporal activity pattern and the life of pedestrians, cyclists and vendors on the streets. Ojeda-Revah Abstract Question: How do differing social and economic systems affect the dynamics and trajectory of land cover / land use change on similar, neighbouring ecosystems in a time span when an economic industrialization program was enforced? Location: Tijuana River watershed, located on the border between Baja California, Mexico and California, United States. Methods: We quantified land use changes between 1970 and 1994 in the Tijuana River watershed. Using aerial photographs and geographic information systems, we elaborated land-cover/use maps and calculated transition probability matrices to describe natural land-cover changes at the landscape level on both sides of the border. Results: Land cover / land use transitions are mainly driven by urban development on both sides of the border, but exhibit different patterns in each country. The processes seem to be more complex in the Mexican part of the basin, where itinerant land use may revert induced grasslands and rain-fed agriculture into natural communities, than on the US side, where the transition pathways are few and unidirectional. Conclusions: Despite the need for an integrated planning and management of binational basins and shared water resources, in practice, these goals may be hampered by different economic and social factors triggering land use change within each country. Bates Abstract The lower reaches of major river valleys usually present archaeologists with considerable problems where thick sequences of stratified alluvium bury archaeology. These situations are typical of the lower reaches of major river systems that are currently under intense pressure from urban development where the archaeological resource is consequently at risk. Here we demonstrate how mixed method approaches, utilizing a range of borehole methods, cone penetration testing and surface and subsurface geophysics coupled with microfossil assessment (Foraminifera/Ostracoda), can be used to model these deposits and predict locations and depths at which important archaeological remains may be located. The novelty of this approach is not in the application of individual techniques to the problem but in the combined methodology, which enables a structured and cost effective programme of works to be formulated and provides the best chance to understand the subsurface. Although this approach has been developed to facilitate the location of archaeological sites buried at depth within the route corridor of development projects it is also suitable for locating fossil-bearing sequences and mapping stratigraphical units in Quaternary science.
