Examining Factors that Impact Mississippi Counties' Unreserved Fund Balance during Relative Resource Abundance and Relative Resource Scarcity

Although using some of the same organizational and financial factors examined by prior researchers to build and test models that explain factors influencing change in the general fund unreserved balance for smaller, rural, and less affluent counties in Mississippi, the rationale of this study is to build additional support that applying the recommended 5,15 percent savings benchmark across all jurisdictions is not a sufficient guide. Overall, Mississippi counties maintain unreserved fund balances ranging from a negative balance to over one hundred percent of their current expenditures. Counties also increase reserves during times of relative resource abundance and decrease them during relative resource scarcity. Moreover, they tend to address short-term needs and resident demands when revenues are plentiful. During relative resource scarcity, however, they are more cost-conscious and focus on maintaining rather than expanding current expenditures. This research shows that counties using the Beat system, a political form of government, are more likely to behave more frugally than counties using a Unit system, an administrative form of government. Fast computation evolutionary programming algorithm for the economic dispatch problem

Abstract This paper essentially aims to propose a new EP based algorithm for solving the ED problem. The ED problem is solved using EP with system lambda as decision variable and power mismatch as fitness function. The algorithm is made fast through judicious modifications in initialization of the parent population, offspring generation and selection of the normal distribution curve. The proposed modifications reduce the search region progressively and generate only effective offsprings. The proposed algorithm is tested on a number of sample systems with quadratic cost function and also on a 10-unit system with piecewise quadratic cost function. The computational results reveal that the proposed algorithm has an excellent convergence characteristic and is superior to other EP based methods in many respects. And the Beat Goes On: Further Evidence on Voting on the Form of County Governance in the Midst of Public Corruption

SUMMARY ,Operation Pretense,' an FBI sting operation conducted in Mississippi during the 1980s, uncovered widespread corruption among the state's county supervisors. The revelations prompted the Mississippi legislature to authorize including on the November 1988 ballot a measure asking voters whether they favored switching to a more centralized ,unit system' of county governance or instead retaining the decentralized ,beat system' then in place in all but two of the state's 82 counties. We examine voters' decisions to participate in that election, in which 47 counties returned majorities for the unit system and 35 counties opted for the status quo. Controlling for participation in the 1988 presidential race and other relevant factors, we find that turnout rates for the beat-unit choice were positively correlated with supervisor corruption. We also find that the corrupt counties' higher voter turnouts were driven mainly by supporters of the corruption-prone beat system. [source]


Ictal onset localization of epileptic seizures by magnetoencephalography

Objective, The aim of this study was to localize the ictal onset zone of focal epileptic seizures by magnetoencephalography (MEG) and to compare the results with interictal MEG localizations, ictal and interictal electroencephalography (EEG) results and magnetic resonance imaging (MRI) in epilepsy surgery candidates. Material and methods , Data of 13 patients with partial seizures during MEG recording were analysed. Measurements were performed with a Magnes II dual unit system. Results, In six of 13 cases, the ictal onset zone could be localized by MEG, with all interictal MEG findings being confirmed by ictal MEG results. In four cases, the ictal MEG localization results were corresponding to the ictal EEG localization results. In two cases, EEG yielded no comparable information. Conclusion , Ictal onset localization is feasible with MEG. Both interical and ictal MEG contribute valuable information to the presurgical assessment of epilepsy patients. [source]
