Public policy and corporate environmental behaviour: a broader view

Abstract Corporate strategies to manage the business,ecological environment interface have evolved against the backdrop of regulatory pressures and stakeholder activism. Despite its relevance with respect to sustainable development, a well developed theory encompassing all aspects of corporate environmental behaviour, especially incorporating incentive compatible public policy measures, is yet to be developed. This paper is a step in this direction, aiming to assimilate contributions related to different aspects of corporate environmental behaviour, capturing the transition from environmental management to environmental strategy. In the process we identify areas where there is a need for further research. We find that there is plenty of scope in developing more complex models to explain a manager's rationale for adopting sustainable strategies in the backdrop of the policy regime, and in conducting more empirical (both descriptive and quantitative) work to obtain clearer insights into managerial decisions. A Country on the Move: International Migration in Post-Communist Albania1

Albania is a country on the move. This mobility plays a key role in household-level strategies to cope with the economic hardship of transition. With the relaxing of controls on emigration at the beginning of the 1990s, international migration has exploded, becoming the single most important political, social, and economic phenomenon in post-communist Albania. Based on the 1989 and 2001 population censuses we estimate that over 600,000 Albanians live abroad, mostly in nearby Greece and Italy, with the vast majority coming from a limited number of districts located at the coastal and transport gateways to these destination countries, as well as Tirana. The available data also suggest that a similar number have considered migrating, and of these, half have tried and failed. Almost one-half of the children who since 1990 no longer live with their parents are now living abroad, a number of almost exodus proportions. This article also identifies clear patterns of temporary migration, with Greece being by far the most important destination and rural areas from the Center and North-East of the country being the primary origins of these flows. Although migration, with the resulting remittances, has become an indispensable part of Albanian economic development, there is increasing consensus on the necessity to devise more appropriate, sustainable strategies to lift households out of poverty and promote the country's growth. Pests, pesticide use and alternative options in European maize production: current status and future prospects

Abstract Political efforts are made in the European Union (EU) to reduce pesticide use and to increase the implementation of integrated pest management (IPM). Within the EU project ENDURE, research priorities on pesticide reduction are defined. Using maize, one of the most important crops in Europe, as a case study, we identified the most serious weeds, arthropod pests, and fungal diseases as well as classes and amounts of pesticides applied. Data for 11 European maize growing regions were collected from databases, publications and expert estimates. Silage maize dominates in northern Europe and grain production in central and southern Europe. Crop rotations range from continuous growing of maize over several years to well-planned rotation systems. Weeds, arthropod pests and fungal diseases cause economic losses in most regions, even though differences exist between northern countries and central and southern Europe. Several weed and arthropod species cause increasing problems, illustrating that the goal of reducing chemical pesticide applications is challenging. Pesticides could potentially be reduced by the choice of varieties including genetically modified hybrids, cultural control including crop rotation, biological control, optimized application techniques for chemicals, and the development of more specific treatments. However, restrictions in the availability of alternative pest control measures, farm organization, and the training and knowledge of farmers need to be overcome before the adoption of environmentally friendly pest control strategies can reduce chemical pesticides in an economically competitive way. The complex of several problems that need to be tackled simultaneously and the link between different control measures demonstrates the need for IPM approaches, where pest control is seen in the context of the cropping system and on a regional scale. Multicriteria assessments and decision support systems combined with pest monitoring programs may help to develop region-specific and sustainable strategies that are harmonized within a EU framework. Effectiveness of five insecticides for the control of adults and young stages of Cacopsylla melanoneura (Förster) (Hemiptera: Psyllidae) in a semi-field trial

Abstract BACKGROUND:Cacopsylla melanoneura (Förster) is a vector of Candidatus Phytoplasma mali, the causal agent of one of the most serious diseases in European apple orchards, apple proliferation (AP). The aim of this study was to evaluate the toxicity of five insecticides from different chemical groups (carbamates, chitin inhibitors, insect growth regulators, organophosphates and pyrethroids) towards overwintered adults and young stages of C. melanoneura under semi-field conditions. RESULTS: The organophosphate chlorpyrifos and the pyrethroid etofenprox caused higher mortality of overwintered adults than diflubenzuron, fenoxycarb and abamectin, with mortality values exceeding 90%. All the pesticides tested reduced the number of progeny per female and, except for abamectin, were highly effective against young stages, with a long-lasting effect. CONCLUSION: An integrated management of the vector is currently required to prevent the spread of AP. The reference insecticides, chlorpyrifos and etofenprox, have a strong toxicity and persistence against all stages of the vector. In apple orchard IPM programmes, the chitin inhibitors and the insect growth regulators could be part of an alternative and more sustainable strategy for the control of C. melanoneura owing to their effectiveness against immature stages.
