Moral Reasoning in the Context of Reform: A Study of Russian Officials

This article reports on an exploratory study of ethical reasoning among public administrators in Russia. Survey interviews and focus group follow-ups with civil servants participating in graduate training programs at the Russian Academy of Public Service provide information about their preferred mode of ethical reasoning; the demographic, attitudinal, organizational, and professional factors associated with that reasoning; and the behavioral choices implied. Using a sample of 113 public officials who represent a broad spectrum of regions in Russia, this study assesses moral reasoning, examines variables associated with alternative models, and compares these responses with findings from studies conducted in Poland and the United States. Based on this exploratory study, we suggest implications for theory, research, and practice. [source]


Recalibration methods to enhance information on prevalence rates from large mental health surveys

Abstract Comparisons between self-report and clinical psychiatric measures have revealed considerable disagreement. It is unsafe to consider these measures as directly equivalent, so it would be valuable to have a reliable recalibration of one measure in terms of the other. We evaluated multiple imputation incorporating a Bayesian approach, and a fully Bayesian method, to recalibrate diagnoses from a self-report survey interview in terms of those from a clinical interview with data from a two-phase national household survey for a practical application, and artificial data for simulation studies. The most important factors in obtaining a precise and accurate ,clinical' prevalence estimate from self-report data were (a) good agreement between the two diagnostic measures and (b) a sufficiently large set of calibration data with diagnoses based on both kinds of interview from the same group of subjects. From the case study, calibration data on 612 subjects were sufficient to yield estimates of the total prevalence of anxiety, depression or neurosis with a precision in the region of ±2%. The limitations of the calibration method demonstrate the need to increase agreement between survey and reference measures by improving lay interviews and their diagnostic algorithms. The Social Capital of Blacks and Whites: Differing Effects of the Mass Media in the United States

This study relied on telephone survey interviews of adults in two U.S. metropolitan areas to examine whether the relationship between mass media use and social capital varies according to ethnicity. A multigroup approach taken with structural equation modeling validates a four-factor model of social capital for Blacks and Whites and then, with the implementation of a comprehensive model that also includes mass media inputs, tests for structural variance between the ethnic groups. A well-fitting comprehensive model is achieved, with significant differences between Blacks and Whites in terms of the mass media use structures. In support of the two hypotheses, the relationship between news use and social capital is less positive for Blacks than for Whites and the relationship between entertainment TV viewing and social capital is more negative for Blacks than for Whites. These findings are discussed in terms of literature involving mass media effects on social capital, news coverage of ethnic groups, and ethnic differences in self-conceptualization and media responses. Development and psychometric testing of a new geriatric spiritual well-being scale

Aims and objectives., Assess the psychometric properties of a new geriatric spiritual well-being scale (GSWS), specifically designed for older adults. Background., Religiosity and spiritual wellness must be measured as two distinct concepts to prevent confounding them as synonymous among atheist and agnostic population. Design., A test,retest survey design was used to estimate the psychometric properties. Methods., A convenience sample of 138 community-dwelling older adults was drawn from the inner city of Detroit. Data were collected using telephone survey interviews. Data analyses included descriptive statistics, structural equation modelling, reliability analyses, and point-biserial correlations. Results., The factorial validity of the proposed model was not supported by the data. Fit indices were ,2 = 185.98, d.f. = 98, P < 0.00, goodness-of-fit index of 0.85, comparative fit index of 0.87 and root mean error of approximation of 0.08, indicating a mediocre fit. Reliability statistics for the subscales ranged from being poor (0.36) to good (0.84) with an acceptable overall scale alpha of 0.76. Participants' performance stability and criterion-related validity were also supported. Conclusions., The GSWS is an age-specific assessment tool that was developed specifically to address a population's cultural diversity. Future research endeavors will be to test the psychometric properties of this scale in culturally diverse older adult populations for further instrument development. Relevance to clinical practice., Nurses need to recognize that agnostics/atheists have spiritual needs that do not include religious beliefs or practices. Thus, assessing patients' religious beliefs and practices prior to assessing spiritual well-being is essential to prevent bias. [source]

Household Expectations of Inflation Based on Micro Consumption Data
inflation expectations; Consumer Expenditure Survey; Michigan Survey of Consumers; Survey of Professional Forecasters; Euler equation Survey data on household expectations of inflation are routinely used in economic analysis, yet it is not clear how accurately households are able to articulate their expectations in survey interviews. We propose an alternative approach to recovering households' expectations of inflation from their consumption expenditures. We show that these expectations measures have predictive power for consumer price index (CPI) inflation. They are better predictors of CPI inflation than household survey responses and more highly correlated with professional inflation forecasts, except for highly educated consumers, consistent with the view that more educated consumers are better able to articulate their expectations. We also document that households' inflation expectations respond to inflation news, as measured by the unpredictable component of inflation predictions in the Survey of Professional Forecasters. The response to inflation news tends to increase with households' level of education, consistent with the existence of constraints on household's ability to process this information. [source]

Background, Interviews are among the most familiar strategies for collecting qualitative data. The different qualitative interviewing strategies in common use emerged from diverse disciplinary perspectives resulting in a wide variation among interviewing approaches. Unlike the highly structured survey interviews and questionnaires used in epidemiology and most health services research, we examine less structured interview strategies in which the person interviewed is more a participant in meaning making than a conduit from which information is retrieved. Purpose, In this article we briefly review the more common qualitative interview methods and then focus on the widely used individual face-to-face in-depth interview, which seeks to foster learning about individual experiences and perspectives on a given set of issues. We discuss methods for conducting in-depth interviews and consider relevant ethical issues with particular regard to the rights and protection of the participants. [source]


Evidence of organizational injustice in poultry processing plants: Possible effects on occupational health and safety among latino workers in North Carolina

Abstract Background Over 250,000 workers are employed in poultry processing, one of the most dangerous industries in the US. These jobs are increasingly held by immigrant workers who are frequently undocumented, lack knowledge of workers' rights to workplace safety, and who are reluctant to pursue their rights. This situation creates the potential for organizational injustice, made visible through abusive supervisory practices, and leads to situations in which occupational illnesses and injuries are likely to occur. Methods This paper draws on data collected during the research phases of a community-based participatory research and social justice project. Two hundred survey interviews and 26 in-depth interviews were collected in representative, community-based samples in western North Carolina. Analyses describe associations between one aspect of organizational injustice, abusive supervision, and worker injuries. Results Workers' reports of abusive supervision are associated with a variety of specific and summary health indicators. The associations are stronger for women than for men. These suggest that the use of relative power within the plant may be the basis for injuries and illnesses. Three types of power relations are described that form the basis for these abusive interactions in the plant: ethnicity (American vs. Latino), immigration status ("good papers" vs. undocumented), and rank (supervisor vs. worker). Two factors modify these relations: kinship (preferences and privileges for family members) and gender. Conclusions Among Latino immigrants working in poultry plants, power differences reflecting organizational injustice in the form of abusive supervision may promote occupational illnesses and injuries, particularly for women. A model of cognitive processes and conversational principles in survey interview interaction

In this paper we provide a model of interviewer,respondent interaction in survey interviews. Our model is primarily focused on the occurrence of problems within this interaction that seem likely to affect data quality. Both conversational principles and cognitive processes, especially where they do not match the requirements of the respondent's task, are assumed to affect the course of interactions. The cognitive processes involved in answering a survey question are usually described by means of four steps: interpretation, retrieval, judgement and formatting. Each of these steps may be responsible for different overt problems, such as requests for clarification or inadequate answers. Such problems are likely to affect the course of the interaction through conversational principles which may cause, for example, suggestive behaviour on the part of the interviewer, which may in turn yield new problematic behaviours. However, the respondent may not be the only one who experiences cognitive problems; the interviewer may also have such problems, for example with respect to explaining question meaning to the respondent. Thus the model proposed here, unlike most of the other models which concentrate on the respondent, tries to incorporate cognitive processes and conversational principles with respect to both interviewer and respondent. In particular, the model looks at how cognitive processes and conversational principles affect both the interaction between interview participants and the quality of the eventual answers. Misunderstanding standardized language in research interviews

Leaving the interpretation of words up to participants in standardized survey interviews, aptitude tests, and experiment instructions can lead to unintended interpretation; more collaborative interviewing methods can promote uniform understanding. In two laboratory studies (a factorial experiment and a more naturalistic investigation), respondents interpreted ordinary survey concepts like ,household furniture' and ,living in a house' quite differently than intended in strictly standardized interviews, when the interpretation was left entirely up to them. Comprehension was more accurate when interviewers responded to requests for clarification with non-standardized paraphrased definitions, and most accurate when interviewers also provided clarification whenever they suspected respondents needed it.
