On optimal cell planning: Case study for a DCS 1800 system

Abstract Micro and pico cell planning strategies are adopted in personal communication systems (PCS) in order to increase their capacity. The usage of the upper UHF band in combination with greater bandwidth is already proposed by telecom engineers in order to achieve the promised service quality and data rates. These strategies are characterized by an increased number of cells in specific geographical areas with the corresponding operating base transceiving stations (BTS) located at relatively low heights above the street level. In this case, the cell planning procedure in linear streets under line-of-sight (LOS) conditions needs further study concerning the technical characteristics of the PCS. In this paper, the propagation characteristics of a DCS 1800 system are investigated on a theoretical and experimental basis in a specific geographical area (center of Patras City in Northern Pelloponesse). An improved RF propagation model is proposed in order to determine the propagation path losses occurring under certain multipath fading conditions. Social marketing in action,geodemographics, alcoholic liver disease and heavy episodic drinking in Great Britain

This paper explores the use of geodemographic population classifications to identify and predict ,hotspots' of Great Britain (England, Scotland and Wales) prone to greater than expected alcoholic liver disease. MOSAIC geodemographic codes were overlaid onto Hospital Episode Statistics (HES) for Great Britain. The HES data included gender, MOSAIC Type, MOSAIC Code, postal and local authority district, month and year of birth, ethnic origin, Primary Care Trust and GP code. Analysis demonstrated that some geodemographic classifications of the population were over-represented for alcoholic liver disease episodes. These groups had low socio-economic and socio-cultural status, lived in areas of high deprivation and disadvantage. Manchester followed by Liverpool and Hull had the highest estimated patient group size in England and Hart, Surrey Heath and Wokingham the three lowest (indicating low expected levels of alcoholic liver disease compared with average). Analysis of the same data was also carried out at postcode level for Manchester indicating ,hotspots' for alcoholic level disease at street level. This analysis exemplifies the ways in which geodemographic data might be usefully applied to routine health service data to enhance service planning, delivery and improved targeting of information in harder to reach populations. STREET-LEVEL BUREAUCRACY AND PUBLIC ACCOUNTABILITY

The concept of ,street-level bureaucracy' was coined by Michael Lipsky (1980) as the common denominator for what would become a scholarly theme. Since then his stress on the relative autonomy of professionals has been complemented by the insight that they are working in a micro-network of relations, in varying contexts. The conception of ,governance' adds a particular aspect to this: the multi-dimensional character of a policy system as a nested sequence of decisions. Combining these views casts a different perspective on the ways street-level bureaucrats are held accountable. In this article some axiomatic assumptions are drawn from the existing literature on the theme of street-level bureaucracy and on the conception of governance. Acknowledging variety, and arguing for contextualized research, this results in a rethinking of the issue of accountability at the street level. [source]


Gender and Emotional Labor in Public Organizations: An Empirical Examination of the Link to Performance

Scholars of public organizations have begun to emphasize emotional labor in studies of gender in the workplace, finding that the skills women bring to organizations are often overlooked and undercompensated even though they play a vital role in the organization. Emotional labor is an individual's effort to present emotions in a way that is desired by the organization. The authors hypothesize that employers with greater emotional labor expectations of their employees will have more effective interactions with clients, better internal relationships, and superior program performance. This article tests the effects of emotional labor in a bureaucratic workforce over time. Multiple regression results show that organizations with more women at the street level have higher overall organizational performance. Additionally, emotional labor contributes to organizational productivity over and above its role in employee turnover and client satisfaction. [source]
