Selected AbstractsNuclear deterrence and the tradition of non-useINTERNATIONAL AFFAIRS, Issue 4 2009DAVID JAMES GILL The two books under review, The tradition of non-use of nuclear weapons, by T. V. Paul and Deterrence: from Cold War to long war. Lessons from six decades of RAND research, by Austin Long, highlight the continued interest in the theory and practice of nuclear deterrence. Long traces the RAND Corporation's research on the subject, exploring the role that nuclear deterrence has played as a strategy of the Cold War. The author goes on to argue for the relevance of nuclear deterrence to the future strategic environment, considering threats from peer-competitors to non-state actors. By contrast Paul considers the rise and persistence of a tradition, or informal social norm, of non-use which has encouraged self-deterrence. Employing a series of examples, Paul argues that this tradition best explains why, since 1945, nuclear states have not used nuclear weapons against non-nuclear opponents. Taken together, these books encourage further consideration of the relationship between nuclear deterrence and the tradition of non-use. Indeed, it is difficult to see how the two practices can successfully coexist if non-nuclear states have, as Paul suggests, already begun to exploit the existence of a tradition of non-use. Such deterrence failures, real or perceived, have profound implications for relationships between nuclear and non-nuclear states. [source] U.S. Grand Strategy Following the George W. Bush PresidencyINTERNATIONAL STUDIES PERSPECTIVES, Issue 4 2009David C. Ellis Debates over U.S. grand strategy have devoted a disproportionate level of attention to the War on Terror itself rather than the evolving strategic environment. Challenges including an impending shift in the balance of power, structural deficits, and divided public opinion will significantly impact the policy options available to government leaders, but they have not been adequately addressed. This article analyzes the options available for U.S. grand strategy following the George W. Bush presidency by relating key U.S. national interests with domestic and international policy constraints on the horizon. The analysis concludes that the United States must adopt a defensive grand strategy to rebuild popular consensus, to prevent further strain on the military, and to consolidate its gains in Iraq and Afghanistan. However, this strategy will require flexible coalitions, not formal international organizations, because of a significant divergence of security interests and capabilities with its European allies. [source] China's "Soft" Naval Power in the Indian OceanPACIFIC FOCUS, Issue 1 2010Toshi Yoshihara For the past several years, Beijing has been attempting to "shape" the diplomatic and strategic environment in maritime Asia, projecting an image of itself as an innately trustworthy great power. As a part of this public relations campaign, Chinese leaders have retailed the story of Zheng He, the Ming Dynasty eunuch admiral who voyaged to destinations throughout the South China Sea and the Indian Ocean six centuries ago. They have touted the feats of Zheng He, who sojourned in maritime Asia without attempting military conquest, as a metaphor for China's current peaceful ascent in the maritime domain. In doing so, Beijing hopes to convince key audiences in Southeast Asia and South Asia that it remains pacific in outlook , and thus can be counted on not to abuse the sea power it is amassing. An attractive vision of China, they hope, will avert the tendency of regional states to band together to balance Chinese power. Until now, Chinese diplomats have had the luxury of telling their story how they wanted to, as deployments of China's naval forces beyond East Asia remained abstract. Beijing neither saw the need nor boasted the capacity to maintain strong forces far from Chinese shores. However, the headline-grabbing dispatch of two destroyers and a combat logistics ship to the Gulf of Aden on counter-piracy duty in late 2008 has put China squarely in the spotlight. By depicting itself as an inherently defensive power, China has set a high standard for its behavior at sea. Fellow Asian powers will hold Beijing to this lofty benchmark , measuring its actions against the storyline Chinese leaders have developed around Zheng He's voyages. Beijing's anti-piracy mission thus offers an ideal opportunity to empirically test the efficacy of Chinese soft power at sea. To this end, this paper explores the motives behind the Zheng He narrative and assesses the key messages that Chinese leaders are attempting to convey to Asian capitals. This study then examines the extent to which China's unprecedented naval presence in the Indian Ocean has dovetailed with the Zheng He storyline and with the larger strategy of easing regional misgivings about Chinese maritime power. Finally, the paper analyzes how India, a target audience, is responding to China's narrative, drawing several preliminary conclusions about the effectiveness and the prospects of Chinese soft power in the Indian Ocean. [source] Problems of Indigenous Community Councils in North AustraliaAUSTRALIAN JOURNAL OF PUBLIC ADMINISTRATION, Issue 4 2006Chris Adepoyibi Since 1978 community councils have been able to directly qualify for Northern Territory government funding. Community councils have therefore become instruments for community governance as well as being responsible for delivering municipal services to Northern Territory Indigenous communities. The effectiveness of these councils are influenced by the community/cultural environment and the strategic environment. A community council plays an important role in negotiations between these two environments. The article observes that there is a strong separation of responsibilities in communities between those relating to municipal services and those relating to community/cultural issues and suggests a realignment of supervisory authority and de-concentration of responsibilities within community councils. [source] Late Twentieth Century Congressional Leaders as Shapers of and Hostages to Political Context: Gingrich, Hastert, and LottPOLITICS & POLICY, Issue 2 2002John E. Owens Most contemporary explanations of congressional leadership postulate a version of contextual theory that typically places greatest emphasis on the strength of party and downplays the personal skills of individual leaders. By analyzing the leadership of just three recent individuals,Gingrich, Hastert, and Lott,this essay demonstrates the extent to which these leaders' different styles, skills, and characteristics interacted with changing political contexts and strategic environments to impact political and policy outcomes. Context matters, but so does leadership skill. Most graphically, Gingrich,a rare transforming leader in Burns' typology,demonstrates the importance of the right person and the right conditions being in place at the same time and the ability of an individual imaginative leader to intervene exogenously to have a significant effect on policy outcomes. Yet the essay also demonstrates that even where leaders adopt more conventional transactional styles, as Hastert and Lott did, the skill and success with which they juggle political pressures emanating from different, often conflicting, contexts,skills in context,also matters.
