    Strategic and Queue effects on Entry in Spanish Banking

    This paper analyzes the factors that influence entry and geographic diversification decisions, a topic of special strategic interest in a context of growing globalization. The empirical model we propose is tested in a framework, the Spanish savings-bank market,where recent deregulation has eliminated the legal barriers to entry. Our results show two important conclusions for the evolution of the effects of branching deregulation in Europe and the US. First, it seems that entry in new geographical markets has been impeded by the strategic interactions between entrants and incumbents. Second, savings banks exhibit a preference for closer locations at the time of expanding, which may have undermined the effects of deregulation and its potential benefits for consumers. [source]


    Strategic and Contextual Influences on Firm Growth: An Empirical Study of Franchisors

    This study examined five-year growth patterns among a sample of 246 franchise networks in order to identify factors associated with network growth. Two strategic factors and two contextual factors were significantly related to growth. Among those four significant factors, however, two of the relationships were in directions opposite of those hypothesized. The most likely explanations of these findings, taken together, suggest that both strategy and context exert influences on growth, though strategic influences may be greater than contextual ones.     The Effects of Strategic and Economic Interdependence on International Conflict Across Levels of Analysis

    This study develops a Social Network Analytic approach to conceptualize and measure interdependence across levels of analysis. This framework contains several innovations. First, it integrates "sensitivity interdependence",the effects of changes in one state on other states,with "vulnerability interdependence",the opportunity costs of breaking a relationship. Second, it measures interdependence at different levels of analysis and across multiple relationships. Third, it integrates multiple dimensions of interdependence into a single measure. I derive hypotheses from the realist and liberal paradigms regarding the effects of strategic and economic interdependence on monadic, dyadic, and systemic conflict. These hypotheses are tested via data on alliances, military capability, and trade. The findings provide robust support to the expectations of the liberal paradigm regarding the effects of strategic and economic interdependence on conflict. On the other hand, the expectations of the realist paradigm are not supported. I discuss the theoretical and empirical implications of this approach. [source]

    The Conservative,Liberal Democrat coalition government has committed itself to a Strategic Defence and Security Review (SDR) in 2010. The government and the country face very hard choices to bring United Kingdom defence and security policy back from the brink of bankruptcy,both financial and strategic (Gow). To succeed, it must overcome the failings of the past (Chisnall, Dorman, Rees) and take a truly open and radical look at all aspects of policy and process,including the Trident independent nuclear deterrent (Allen), relations with Europe (Witney) and the importance of cyber-issues in the future security context (Fisher). It must get strategic concepts right to provide flexibility with credibility (Stone). It must deliver ,what the military wants': true strategic prioritisation, radical defence acquisition reform, and credible balancing of resources and commitments (Kiszley). The scale of the challenge facing the United Kingdom in,and beyond,the 2010 SDR is why The Political Quarterly convened a workshop early in 2010 involving MPs, practitioners, retired military personnel, journalists, commentators, business people and academics, and publishes these associated papers. Most of all, to overcome the failings of the past, there must be a radical move beyond the welcome first steps of the Cameron,Clegg government to introduce a National Security Council and a National Security Advisor, to reconfigure relationships within government, across departments and with Parliament to have a government figure of accountability and responsibility,a Secretary of State for Security Policy, primus inter pares with other Secretaries of State,to make sense of the questions needing to be asked and answered (Gearson and Gow).     Ownership and Control in Closely-held Family-owned Firms: An Exploration of Strategic and Operational Control

    Much of the existing research into the divorce of ownership and control either focuses on the propensity for the separation of decision functions or upon scrutinizing conceptions, gauges or the practicalities of organizational control in large corporations. Although far from equivocal, such research appears broadly to concur that where ownership is dispersed, de facto control is likely to be exerted by management and that where ownership is closely-held, de facto as well as legal control is exerted by owners. This study examines this assumption through exploring the nature of control in a closely-held family firm. In this regard, the focus of this study is not on consequences of divorced ownership and control but rather on exploring the contingencies where ownership and control diverge. This research reveals a case wherein a closely-held family firm is strategically and operationally controlled by its managers. Case research leads to the development of a range of insights regarding the owner/family and the management characteristics that contribute to this scenario.     Strategic and Organizational Evolution of Spanish Firms: Towards a Holding Network Form?

    The main objective of this study is to analyse the strategic and organizational evolution of large firms in a current time period and within a specific geographical context (Spain). In order to achieve this purpose, the paper combines the Chandlerian programme with processual analysis. We draw on documentary sources (annual reports, company histories, business directories and so on) and interviews. We have found that in the model of corporate development some characteristics of new organizational structures will coexist with some features of old ones. In line with previous studies our findings highlight the existence of the ,multidivisional network' but, most importantly, our findings also reflect the emergence of a new kind of organizational form that we call ,holding network'. The ,holding network' is more decentralized, both strategically and operationally, than the multidivisional form. However, its level of decentralization is less than in the N-form. Furthermore, whereas the multidivisional form is a hierarchy, the ,holding network' emphasizes the communication among people of different levels. This multilevel communication differs from that in the N-form. Apart from the horizontal communication in the same level there is vertical and horizontal communication between different levels. We conclude by emphasizing the need to explore in future empirical studies to what extent these patterns and new organizational forms should be considered as a transitory or consolidated phenomenon.     Audit Qualifications of Income-Decreasing Accounting Choices,

    Abstract In this study we conduct an experiment to examine how qualifying an income-decreasing accounting change in years of strong financial performance affects financial report users' assessments of strategic reporting, current financial performance, and future financial performance (performance over the next three years). We find that without the qualification, users viewed the income-decreasing accounting change as relatively nonstrategic and that user assessments of current and future performance were not different. In the presence of the qualification, users believed that the accounting change was relatively strategic, and they discounted the income effect of the accounting change. We find further that their assessments of future performance were below their assessments of current performance but no different from the assessments of future performance in the absence of the qualification. Although our findings suggest that audit qualifications encourage users to be skeptical of income-decreasing accounting changes, we find no evidence that they impose negative consequences on management in terms of lower assessments of financial performance.     The Product Piracy Conflict Matrix , Finding Solutions to Prevent Product Piracy

    Product and brand piracy has developed into a worldwide mass phenomenon. Affected companies are not only burdened with commercial losses such as lost sales volume and lower sales prices, but also by decreasing brand value and company reputation, lower licence revenues and, finally, costs for counteracting product piracy. Companies are gradually facing up to the challenge and taking action. Besides legal measures, an increasing number of firms are also willing to implement strategic and technical measures in their organizations or products respectively. A number of non-legal mechanisms have recently been identified, and efforts to structure these mechanisms are in progress. However, so far systematic, methodological guidance in matching mechanisms with specific products and corporate boundary conditions is basically non-existent. Focusing on this issue, the paper introduces a new TRIZ-based method to create solutions concerning product piracy. The so-called Product Piracy Conflict matrix (PPC matrix) resembles the well-established TRIZ contradiction table and has been designed to help companies create powerful protection concepts while avoiding undesired or harmful effects within their own value chains.     Exploring the Frontier of Livelihoods Research

    This article discusses the value of livelihoods studies and examines the obstacles which have prevented it from making a greater contribution to understanding the lives of poor people over the past decade. After examining the roots of the livelihoods approach, two major challenges are explored: the conceptualization of the problem of access, and how to achieve a better understanding of the mutual link between livelihood opportunities and decision-making. The article concludes that access to livelihood opportunities is governed by social relations, institutions and organizations, and that power is an important (and sometimes overlooked) explanatory variable. In discussing the issue of access to livelihood opportunities, the authors note the occurrence of both strategic and unintentional behaviour and the importance of structural factors; they discuss concepts of styles and pathways, which try to cater for structural components and regularities; and they propose livelihood trajectories as an appropriate methodology for examining these issues. In this way, the article also sets the agenda for future livelihoods research. [source]

    International norms of social, economic and political rights are presented as a means of transforming social relations in developing countries. Yet, when rights norms are introduced into domestic practice, they do not always produce liberal, democratic results. Instead, rights and local practices of clientelism mix. This article examines this political process in rural Peru. Alternatives to clientelism emerge when NGOs and international development agencies forge strategic and selective coalitions between urban middle-class sectors and the rural poor. This calls for an explicit politics of advancing rights by any means necessary: accepting hybrid forms when inevitable, incorporating excluded groups when possible, and striking alliances that displace traditional elites.     Gender and Hurricane Mitch: reconstructing subjectivities after disaster

    Much of the gender and disaster literature calls for more gender-sensitive disaster relief and research by focusing on the ways in which women are more vulnerable in a disaster or on their unique capabilities as community leaders or natural resource managers, which are often overlooked or underutilised in emergency management strategies. As well as seeking to overcome the (strategic) essentialism that is part of these calls and debates, this paper pays closer attention to gender identity and subjectivity as these are constructed and reworked through the disaster process to highlight the complexities and contradictions associated with women's responses to a disaster. This focus, while crucial to gaining a deeper understanding of the gendered dimensions of disaster, also complicates attempts to create more gender-sensitive frameworks for disaster response. It draws on qualitative research conducted with a number of women in the wake of Hurricane Mitch (1998) in Nicaragua. [source]


    Scinditur in partes populus: Pope Damasus and the Martyrs of Rome

    Pope Damasus (366,384) was the impresario of the late antique cult of the martyrs at Rome. Damasus celebrated the martyrs with epigrams written in Virgilian hexameters which he had engraved in exquisite lettering on their tombs. This article investigates the specifically Roman context of these activities as a means of shedding new light on Damasus' purposes. The enhancement of the cult of the Roman martyrs was more than a stage in the process of christianisation, creating Christian but still distinctively Roman holy patrons for the urbs. It was also directed against rival Christian traditions, including Nicene splinter groups such as the Ursinians and Luciferians who contested Damasus' election. The epi grams allowed Damasus to inscribe very specific and carefully shaped meanings on strategic and often contested sites within the Christian topography of Rome. By placing the Damasan epigrams in the context of a bloody ecclesiastical factionalism in Rome, this paper argues that these very public celebrations of the martyrs were used to promote concord and consensus within the Catholic community in Rome.     Vested Interests in Addiction Research and Policy Alcohol policies out of context: drinks industry supplanting government role in alcohol policies in sub-Saharan Africa

    ABSTRACT Background In this paper, we describe an analysis of alcohol policy initiatives sponsored by alcohol producer SABMiller and the International Center on Alcohol Policies, an alcohol industry-funded organization. In a number of sub-Saharan countries these bodies have promoted a ,partnership' role with governments to design national alcohol policies. Methodology A comparison was conducted of four draft National Alcohol Policy documents from Lesotho, Malawi, Uganda and Botswana using case study methods. Findings The comparison indicated that the four drafts are almost identical in wording and structure and that they are likely to originate from the same source. Conclusions The processes and the draft policy documents reviewed provide insights into the methods, as well as the strategic and political objectives of the multi-national drinks industry. This initiative reflects the industry's preferred version of a national alcohol policy. The industry policy vision ignores, or chooses selectively from, the international evidence base on alcohol prevention developed by independent alcohol researchers and disregards or minimizes a public health approach to alcohol problems. The policies reviewed maintain a narrow focus on the economic benefits from the trade in alcohol. In terms of alcohol problems (and their remediation) the documents focus upon individual drinkers, ignoring effective environmental interventions. The proposed policies serve the industry's interests at the expense of public health by attempting to enshrine ,active participation of all levels of the beverage alcohol industry as a key partner in the policy formulation and implementation process'.     EMPOWERING CHILDREN IN MEDIATION

    An Intervention Model
    The available research in the mediation arena regarding child custody disputes indicates a lack of and growing need for effective intervention techniques. The authors present practicing mediators with a specific intervention model for interviewing, safeguarding, and empowering children in the process of mediating custody disputes. The mediation model utilizes a structured, strategic, and process-oriented approach with a family systems theoretical orientation and may be used in private or court-connected settings. The model presented here goes beyond the child-centered interview norm to the inclusion of the child in the process to assist parents in decision making. The model supports the current California statute under Family Code Section 3023, which states that "if a child is of sufficient age and capacity to reason so as to form an intelligent preference as to custody, the court shall consider and give due weight to the wishes of the child in making an award of custody or modification." The model does, however, maintain the position that the final decision continues to lie with the parents or the courts and not the child. [source]


    Changes in Wives' Employment When Husbands Stop Working: A Recession-Prosperity Comparison

    American families are experiencing the effects of the "Great Recession." Most of the job losses are accruing to men, so families may find it strategic for wives to enter the labor force, or increase their work hours. We consider this possibility using the May 2008 and 2009 Current Population Survey, and compare findings to May 2004 and 2005 data, a time of relative prosperity. We find that wives of husbands who stopped working during the recession were more likely to increase work hours, and more likely to commence or seek work. During the Great Recession years, the effect for wives entering the labor force is significantly greater than during the earlier years of relative prosperity. [source]

In view of the increased prominence and sensitivity of budgetary forecasts, which may lead to them being influenced by strategic and political factors, this paper discusses the main issues and challenges in the field of fiscal forecasting from a practitioner's perspective and places them in the context of the related literature.     Can America Finance Freedom?

    Assessing U.S. Democracy Promotion via Economic Statecraft
    Recent discourse on U.S. efforts to promote democracy has focused on military activities; especially the strategic and normative perils of democracy promotion at the point of bayonets. This paper explores the United States' use of economic statecraft to foster democratization, with particular attention to democracy incentive and assistance strategies. Incentive approaches attempt to promote democracy from the top-down, by leveraging aid and trade privileges to persuade authoritarian leaders to implement political reform. Assistance approaches aim to induce democratization from the inside, through funding and technical assistance to state institutions, and from the bottom-up, by providing support to civil society and elections. This study finds that while top-down incentive approaches can stimulate democratic change, this strategy tends to work only when aid and trade benefits are conditional; that is, when benefits are withheld until recipient states meet rigorous democratic benchmarks. Washington has historically eschewed democratic conditionality, however, and thus can claim very few aid-induced or trade-induced democratization events. Scant evidence exists to demonstrate that inside approaches,that is, institutional aid,possesses significant capacity to induce democracy. It is the bottom-up approach,empowering the masses to compel democratic change,that has registered the greatest number of democracy promotion successes. [source]


    Diaspora as Process: (De)Constructing Boundaries

    This article discusses different conceptualisations of diaspora, as bounded, unbounded and as a process, in order to help highlight the useful role diaspora can play in explorations and (de)constructions of nation-state, community and identity boundaries. There are two main ways in which diaspora has been theorised. The first theorises diaspora in relation to defined homeland-orientated ethnic groups and identities and the second theorises diaspora in relation to fluid, non-essentialised, nomadic identities. This article argues that it is necessary to look beyond such conceptualisations of diaspora as nomadic/fluid (unbounded) or homeland-centred/ethnic-religious (bounded). This article advocates a flexible use of diaspora as process that is able to examine the dynamic negotiations of collective, strategic and politicised identities based around constructions of ,sameness' and the homeland, as well as individual identities that are malleable, hybrid and multiple. It stresses that it is within this notion of diaspora as process that geographers, with their emphasis on place, space and time, have an important role to play. [source]


    Transfer or adapt business practices internationally?

    International organizations have long been torn between transferring their existing practices into new locations or adapting to local conditions. A major miscalculation can have extremely negative consequences for companies as they expand internationally. An examination of business practices in the Theravada Buddhist countries of Southeast Asia illustrates how breaking down business practices into their strategic, tactical, and operational levels may provide a useful guide for setting up initial operations in a foreign environment. It is proposed that strategic principles can be transferred but strategic practices should adapt to local conditions; tactical-level business practices will generally need to adapt to the local environment, while it is likely that best practices at the operational level can be transferred across international borders with little need to adapt to local conditions. © 2010 Wiley Periodicals, Inc.     Business,Regulatory Relations: Learning to Play Regulatory Games in European Utility Markets

    Although regulation is on the rise in the European Union, the liberalization of the telecommunication and energy markets has not created a uniform European Regulatory model. The principle focus of this article is to examine the interaction and regulatory learning between national regulatory authorities and business in the U.K. and German utility markets to assess the degree of convergence and demonstrate how the regulatory relationship has evolved beyond that envisaged in the initial delegation of powers to the regulator. The article shows that independent regulatory authorities have moved from distant and often confrontational relationships with business to strategic working relationships driven by exchanges of information and reputation building and that regulatory learning and trust have evolved at distinct speeds in sectors and countries depending on the number of regulatory authorities in a market place, the degree to which there are concurrent powers between authorities, their discretion in the consultation process, and the length of time that regulatory authorities had existed.     Innovative Governance and Development in the New Ireland: Social Partnership and the Integrated Approach

    Since the mid-1980s, the economy of the Republic of Ireland has displayed a remarkable turnaround. Its Gross Domestic Product (GDP) has grown at a faster rate than any developed country in the world. The government's deficit has been cut severely and the debt-to-GDP ration sharply reduced. Average incomes have risen significantly, and the unemployment rate reduced dramatically. This article documents these changes. Its main purpose, however, is to provide a plausible explanation for the "Irish miracle." While many factors have been important,support for the Economic Union's regional development programs, a favorable tax structure, locational and language advantages for attracting multinational corporations, strong education and training programs,these factors in themselves do not explain the emergence of the "Celtic tiger." They were in place before the mid-1980s when Ireland was suffering from a fiscal, economic, and political crisis. Instead, the article argues, it was the creative and innovative response of Irish leaders in government, industry, and labor movement and community organizations to the crisis, and the subsequent institutionalization of this response in a new form of governance, that has been the catalyst for the Irish success story. Based on the thorough background research of the Economic and Social Research Council, a farsighted group of leaders developed a strategic plan in 1987 that provided a blueprint for constructive economic and social change. This was then formally instituted for wage restraint on the part of labor in return for income tax and social supposed provisions by government. Irish social Partnership is modeled to some extent on Northern European corporatism. The article reviews corporatism as an early form of innovative governance, using classical corporatism in Sweden and competitive corporatism in the Netherlands to illustrate how this approach has evolved over the years. Dutch economic success in recent years is due in part to its new form of corporatism that has helped it become globally competitive. It is argued, however, that Irish social partnership goes beyond continental corporatism in several important ways. It is more inclusive, covering a large array of social interests; it is more strategic, with a well-articulated integrated approach to social and economic development that is self-corrective and articulated in a new national agreement every three years; and it is more firmly institutionalized in both government and nongovernment agencies in the country. Social partnership and the integrated approach have become part of the culture of the new Ireland. This innovative form of governance underlies the Irish turnaround and augurs well for the future. It can also serve as a model, with appropriate modification tailor-made to each case, for other jurisdictions hoping to emulate Ireland's success. [source]

    Summary., Building our global family by reaching out to women, children and youth and those in sub-Saharan Africa to achieve Treatment for All. The World Federation of Hemophilia (WFH) has committed to recognizing and incorporating the critical and important challenges that are faced by women with bleeding disorders within our global family. The next crucial steps include the development of outreach and registry programmes which can be adapted globally to accelerate the identification of such women, and to educate and guide them to the appropriate clinical care setting. Equally important, awareness must be raised within the broader medical community where women would typically first present with clinical symptoms. Family practitioners, nurse-midwives, obstetricians, gynaecologists and community health clinics will increasingly be strategic and central to WFH outreach efforts, in addition to serving as new care partners essential to the multidisciplinary model of care. Adapting and implementing the WFH development model regionally within Africa is proving to be a successful approach both for the introduction as well as the development of sustainable national care programmes for patients with bleeding disorders. The targeted development of solid national programmes such as in South Africa, Senegal and Kenya has expanded the training capacity of the WFH, as well as providing key regional examples. Local medical professionals are now responsible for providing the training in many regional programmes. Children with bleeding disorders in low-income countries are at great risk of dying young. WFH data demonstrate that among such patients, as the economic capacity of a country decreases so does the ratio of adults to children. The organization of care, training of a multi-disciplinary healthcare team, and education of patients and their families lead to improved mortality independent of economic capacity or increased clotting factor concentrate availability. Additionally, through enhanced youth education, awareness and engagement, we will assure continuity within WFH national member organizations, build greater unity within our global family and capture the innovation and creativity of their ideas to improve Treatment for All.     The Long Parliament goes to war: the Irish campaigns, 1641,3*

    As England lurched towards war in 1642, the Westminster parliament had already become embroiled in a lengthy and costly war of reconquest in Ireland. An examination of the war effort in Ireland reveals the scale of parliament's commitment to sustained long-distance warfare, the range of initiatives developed to harness the necessary political and material resources, and its increasing reliance upon an emerging war interest of investors and suppliers. The outbreak of civil war in England saw parliament deploy a similar gamut of initiatives, nationally and locally, to those used in Ireland, but in very different strategic and political contexts. Parliament was engaged in a smaller-scale version of the multiple-front conflicts of the great European powers and disengagement from Ireland, England's Flanders, was not an option. [source]


    The impact of lunchtime closure on market behaviour: evidence from the Sydney Futures Exchange

    This paper examines the impact of lunchtime closure on market behaviour. Between May and September, 1994 the Sydney Futures Exchange trialed lunchtime trading. The trial provides a unique natural laboratory experiment for examining the impact of lunchtime closure. The analysis reported in this paper documents abnormally high bid ask spreads, price volatility and trading volume on re-opening of the market following lunchtime closure. These results confirm that closure has an impact on trading activity, and are consistent with the effects of strategic informed trading, a loss in price discovery and/or trading associated with risk transfer. An abnormal increase in trading volume prior to lunchtime closure is also documented, providing unambiguous evidence of trading activity motivated by risk transfer. Overall these results imply that lunchtime closure disrupts trading activity and reduces market quality by imposing additional costs on market participants. [source]


    Modeling an HR shared services center: Experience of an MNC in the United Kingdom

    An increasing number of large and multinational organizations are moving to shared services models in delivering the human resource function. It is commonly believed that the adoption of an HR shared services model can transform the role of HR by enabling the HR function to be more strategic at the corporate level and more cost-effective at the operational level. However, few academic studies have been carried out to investigate challenges to implementing an HR services center successfully and the impact of adopting an HR shared services model on different groups of employees. Through a case study of a multinational corporation, this article reveals that there remains a significant gap between literature espousing the efficacy and utility of HR shared services and the extent to which the adoption of such a model is successful. The financial and emotional cost of moving to a shared services model can outweigh the tangible cost savings predicted by firms. The idea of separating the HR function into strategic, operational, and administrative components may prove to be too simplistic, although it underpins the initiative of HR shared services. © 2006 Wiley Periodicals, Inc.
