Immigration, Migration, and State Redistributive Expenditures

The effect of immigration on state and local budgets is a frequent topic of both political and academic conversations. A controversial issue among scholars is whether or not immigration induces outmigration of low income native born residents, a population movement which would potentially have implications for the jurisdictional distribution of immigration's fiscal impact. It is hypothesized here that if interstate poverty migration occurred, it should cause fiscal spillovers by distributing some of the public sector burden of immigration from immigrant "host" states to neighboring states. This paper uses cross-sectional state data from 1988,1995 to explore the relationship between immigration in neighbor states and state redistributive expenditures. The results suggest that there is a positive relationship between immigration to neighboring states and redistributive expenditures. While most discussion of the fiscal impact of immigration has focused on the effects on host states and localities, the implications of these findings are that there are fiscal spillovers to neighboring states, suggesting that fiscal impacts on host states have been over-estimated and effects on neighboring states have been underestimated. Additionally, the implications of recent welfare reform, which gives states the opportunity to use citizenship as a criterion for program eligibility, are discussed. [source]


Functional segmentation of the brain cortex using high model order group PICA

Abstract Baseline activity of resting state brain networks (RSN) in a resting subject has become one of the fastest growing research topics in neuroimaging. It has been shown that up to 12 RSNs can be differentiated using an independent component analysis (ICA) of the blood oxygen level dependent (BOLD) resting state data. In this study, we investigate how many RSN signal sources can be separated from the entire brain cortex using high dimension ICA analysis from a group dataset. Group data from 55 subjects was analyzed using temporal concatenation and a probabilistic independent component analysis algorithm. ICA repeatability testing verified that 60 of the 70 computed components were robustly detectable. Forty-two independent signal sources were identifiable as RSN, and 28 were related to artifacts or other noninterest sources (non-RSN). The depicted RSNs bore a closer match to functional neuroanatomy than the previously reported RSN components. The non-RSN sources have significantly lower temporal intersource connectivity than the RSN (P < 0.0003). We conclude that the high model order ICA of the group BOLD data enables functional segmentation of the brain cortex. Integrated local correlation: A new measure of local coherence in fMRI data

Abstract This article introduces the measure of integrated local correlation (ILC) for assessing local coherence in the brain using functional magnetic resonance imaging (fMRI) data and characterizes the measure in terms of reproducibility, the effect of physiological noise, and the dependence on image resolution. The coupling of local neuronal processes influences coherence in a voxel's neighborhood. ILC is defined, for each voxel, as the integration of its spatial correlation function. This integrated measure does not require the specification of a neighborhood and, as demonstrated by experimental data, is effectively independent of image resolution. Respiratory and cardiac fluctuations do not considerably alter the ILC value except in isolated areas in and surrounding large vessels. With resting-state fMRI data, ILC was demonstrated to be tissue-specific, higher in gray matter than white matter, and reproducible across consecutive runs in healthy individuals. Within the gray matter, ILC was found to be higher in the default mode network, particularly the posterior and anterior cingulate cortices. Comparing ILC maps obtained from resting state and continuous motor task data, we observed reduced local coherence in the default mode network during the task. Finally, we compared ILC and regional homogeneity by examining their ability to discriminate between gray and white matters in resting state data and found ILC to be more sensitive. Part-time workers and economic expansion: comparing the 1980s and 1990s with U.S. state data,

Part-time employment; involuntary part-time; regional labor markets; labor shortages Abstract. Economics know little about how the role of part-time workers affect regional labor market dynamics during economic expansion. This study examines this issue using U.S. state data from the 1980s and 1990s. Compared to the 1980s, the labor market during the late 1990s is associated with widespread labor shortages, making this an excellent comparison of how part-time employment responds to economic growth. One key finding is that part-time employment was less responsive to job growth during the 1990s than the 1980s, especially for women. Several explanations are put forth, including firm responses to labor shortages, employer perceptions of inferior part-time worker characteristics and welfare reform. [source]


Methodology, Statistics, and Voting Error: An Exploration of 2000 Presidential Election Data in Two States

In the wake of the voting controversy of Election 2000, along with passage of a congressional measure designed to fix what many believe is an ailing voting system, research into the impact of voting equipment on residual voting error has become a crucial question as the states prepare to replace existing voting equipment through the use of matching federal funds, to adjust existing equipment, or to face yet more lawsuits. Most existent studies into the link between voting equipment and residual voting error have concentrated on voting equipment across the states rather than within the individual states, generating results that are subject to a possible aggregation bias. Using a variety of statistical techniques, data on Election 2000 U.S. presidential and U.S. senatorial races are analyzed in an attempt to determine the impact of voting equipment on the voting error levels intrastate in those races. This study presents analysis of two sets of state data, Wyoming and Pennsylvania, and is used to argue that the infamous punch-card voting equipment may not be a significant contributor to an increase in voter error when analyzing intrastate, contrary to existing research that indicates it is significant when analyzed across multiple states. This research underscores the importance of researchers' ideological perspectives in application of statistical methodology to the American policy arena. [source]


Th e Decision to Contract Out: A Study of Contracting for E-Government Services in State Governments

Government contracting, especially for information technology products and services, has accelerated in recent years in the United States. Drawing on the insights of privatization studies, the authors examine the economic and political rationales underpinning government decisions to contract out e-government services. This article tests the extent to which economic and political rationality influence governments' contracting decisions using data from multiple sources: a survey conducted by National Association of State Chief Information Officers, a survey by the National Association of State Procurement Officers, the Council of State Legislatures, and macro-level state data from the U.S. Census Bureau. Important factors affecting the state-level contracting decision are population size, market size, the competitiveness of the bidding process, the professional management of contracts, the partisan composition of legislatures, and political competition. Political rationales appear to play a major role in state contracting decisions. Some arguments associated with markets and economic rationality are clearly politically motivated. [source]


Maternal and neonatal outcomes following diabetes in pregnancy in Far North Queensland, Australia

Background: Diabetes in pregnancy (DIP) is increasing and is associated with a number of adverse consequences for both the mother and the child. Aims: To compare local maternal and neonatal outcomes with state and national data. Methods: Chart audit of all DIP delivered during 2004 at a regional teaching hospital and compare outcomes with national benchmark, Queensland and national Indigenous data. Results: The local DIP frequency was 6.7%. The local compared to benchmark and state data demonstrated a higher frequency of Indigenous mothers (43.6% vs 6.8% vs 5.5%), caesarean sections (50.7% vs 26% vs 32.0%), hypoglycaemia (40.7% vs 19.5% vs 2.7%) and respiratory distress (16.6% vs 4.5% vs 2.3%) in infants, fewer normal birthweights (64.8% vs 82.6% vs 80.4%) and full-term deliveries. More local mothers compared to benchmark had type 2 diabetes mellitus (T2DM) (15.4% vs 8.7%) but fewer used insulin (31.0% vs 46.6%); compared to state data, fewer women had gestational diabetes (79.5% vs 91.2%), however, insulin use was higher (22.8%). Furthermore, Aborigines had fewer pregnancies compared to Torres Strait Islanders (3.0 vs 5.0) and less insulin use (21.9% vs 59.3%) (P = 0.008,0.024). In contrast, non-Indigenous versus Indigenous women showed fewer pregnancies, less T2DM (7.8% vs 23.7%), better glycaemic control, longer babies, more full-term deliveries and less severe neonatal hypoglycaemia. Comparing local and national Indigenous data, local showed poorer outcomes, however, only 11.8% had diabetes or hypertension nationally. Conclusion: The local cohort had poorer outcomes probably reflecting a more disadvantaged. Few differences were found between local Indigenous groups. [source]
