Creating Value Through Corporate Governance

Value and governance are such familiar words that we do not often enough reflect on their meanings in a specific situation. This paper will suggest: Value is in the eye of the beholder. The appearance of governance may be preferable to the real thing. In order better to understand value, we will work with a simple question , is it appropriate for a global investor to purchase common shares in Volkswagen? There are many kinds of shareholder, each with distinctive interests that are not always compatible with the interests of the other investors. A global investor is typically the trustee of a pension plan with the simple obligation to collateralise the pension promise by maximising the long,term value of trust assets. The beneficiaries of pension funds are not rich people. Fluctuations in market values are no longer primarily a question as to whether rich people are a bit richer or poorer, they are a question as to whether pensions will be paid to the roughly half of the population of the OECD world who have interests in employee benefit plans. This makes investment a matter of social and political concern. At the end of our trip through the mythology and prospects for adding value to corporate enterprises through effective governance, we come to a very simple conclusion. I bastardise a celebrated principal of physics to conclude that both in science and in business a watched particle behaves differently than one that is not watched. "An observed board behaves differently" and is more likely to generate value for corporate owners. [source]


Surge Capacity for Healthcare Systems: A Conceptual Framework

This report reflects the proceedings of a breakout session, "Surge Capacity: Defining Concepts," at the 2006 Academic Emergency Medicine Consensus Conference, "Science of Surge Capacity." Although there are several general descriptions of surge capacity in the literature, there is no universally accepted standard definition specifying the various components. Thus, the objectives of this breakout session were to better delineate the components of surge capacity and to outline the key considerations when planning for surge capacity. Participants were from diverse backgrounds and included academic and community emergency physicians, economists, hospital administrators, and experts in mathematical modeling. Three essential components of surge capacity were identified: staff, stuff, and structure. The focus on enhancing surge capacity during a catastrophic event will be to increase patient-care capacity, rather than on increasing things, such as beds and medical supplies. Although there are similarities between daily surge and disaster surge, during a disaster, the goal shifts from the day-to-day operational focus on optimizing outcomes for the individual patient to optimizing those for a population. Other key considerations in defining surge capacity include psychosocial behavioral issues, convergent volunteerism, the need for special expertise and supplies, development of a standard of care appropriate for a specific situation, and standardization of a universal metric for surge capacity. ETHICAL PROBLEMS IN CONDUCTING RESEARCH IN ACUTE EPIDEMICS: THE PFIZER MENINGITIS STUDY IN NIGERIA AS AN ILLUSTRATION

ABSTRACT The ethics of conducting research in epidemic situations have yet to account fully for differences in the proportion and acuteness of epidemics, among other factors. While epidemics most often arise from infectious diseases, not all infectious diseases are of epidemic proportions, and not all epidemics occur acutely. These and other variations constrain the generalization of ethical decision-making and impose ethical demands on the individual researcher in a way not previously highlighted. This paper discusses a number of such constraints and impositions. It applies the ethical principles enunciated by Emmanuel et al.1 to the controversial Pfizer study in Nigeria in order to highlight the particular ethical concerns of acute epidemic research, and suggest ways of meeting such challenges. The paper recommends that research during epidemics should be partly evaluated on its own merits in order to determine its ethical appropriateness to the specific situation. Snap decisions to conduct research during acute epidemics should be resisted. Community engagement, public notification and good information management are needed to promote the ethics of conducting research during acute epidemics. Individual consent is most at risk of being compromised, and every effort should be made to ensure that it is maintained and valid. Use of data safety management boards should be routine. Acute epidemics also present opportunities to enhance the social value of research and maximize its benefits to communities. Ethical research is possible in acute epidemics, if the potential challenges are thought of ahead of time and appropriate precautions taken. [source]


Semi-presidentialism, Cohabitation and the Collapse of Electoral Democracies, 1990,2008

Semi-presidentialism is the situation where a constitution makes provision for both a directly elected fixed-term president and a prime minister and cabinet who are responsible to the legislature. A common argument against the adoption of a semi-presidential constitution by a new democracy is the problem of cohabitation , where a president from one party holds power at the same time as a prime minister from an opposing party and where the president's party is not represented in the cabinet. The concern is that cohabitation creates competing power centres within the executive that are dangerous for young democracies. This article shows that cohabitation has been directly associated with the collapse of a young democracy in only one case. Moreover, by specifying the conditions under which cohabitation can occur, we also show that the threat of cohabitation has been associated with collapse in only one further case. We suggest that this is so because cohabitation refers to a very specific situation that can only occur under a certain combination of circumstances that can often be avoided. Overall, we show that there is little evidence to support one of the most well-known and long-standing arguments against semi-presidentialism. Thus, while semi-presidentialism may indeed be perilous for new democracies, we conclude that it is perilous for reasons other than the problem of cohabitation. [source]


Bayesian estimation of traffic lane state

Abstract Modelling of large transportation systems requires a reliable description of its elements that can be easily adapted to the specific situation. This paper offers mixture model as a flexible candidate for modelling of such element. The mixture model describes particular and possibly very different states of a specific system by its individual components. A hierarchical model built on such elements can describe complexes of big city communications as well as railway or highway networks. Bayesian paradigm is adopted for estimation of parameters and the actual component label of the mixture model as it serves well for the subsequent decision making. As a straightforward application of Bayesian method to mixture models leads to infeasible computations, an approximation is applied. For normal stochastic variations, the resulting estimation algorithm reduces to a simple recursive weighted least squares. The elementary modelling is demonstrated on a model of traffic flow state in a single point of a roadway. The examples for simulated as well as real data show excellent properties of the suggested model. They represent much wider set of extensive tests made. Copyright © 2003 John Wiley & Sons, Ltd. Experience, change and vulnerability: consumer education for older people revisited

Abstract Everyday consumer transactions have the same potential for unexpected consequence whatever the age of the consumers involved. Young and old alike can find that products and services fail to live up to performance claims and that they are left with problems not easily resolved, or costs that are difficult to recover. While not overlooking consumer heterogeneity , especially on the basis of age , older consumers are arguably distinguishable in terms of the social and financial context in which they make decisions and attempt to redress problems. In 1988, attention was drawn to the need for consumer education to look beyond generic objectives to the specific situation of older people and their transactions. More than a decade later, in an allegedly consumer-oriented society, the issue is revisited here to assess the argument's current relevance. Despite the increased availability of information for decisions and consumer protection, difficulties persist in the way information is presented or accessed. Chameleon-like, old problems become manifest in new unfamiliar ways and invalidate experience. Consumer education today is as important as it was in 1988. Arguably, technological change means that the need for a better understanding of dangers, rights and redress procedures is greater than ever and the needs of older people in increasingly complex private and public sector transaction environments are all the more pressing. However, a fundamental revision of the way we approach the design of products, services and environments is needed to improve prospects for older consumers. [source]

Summary For the practical implementation of the assessment of environmental impact, actual procedures and data requirements should be clarified so that industrial decision makers understand them. Researchers should consider local risks related to processes and environmental impact throughout the life cycle of products simultaneously to supervise these adverse effects appropriately. Life cycle assessment (LCA) is a useful tool for quantifying the potential impact associated with a product life cycle. Risk assessment (RA) is a widely used tool for identifying chemical risks in a specific situation. In this study, we integrate LCA and RA for risk-based decision making by devising a hierarchical activity model using the type-zero method of integrated definition language (IDEF0). The IDEF0 activity modeling language has been applied to connect activities with information flows. Process generation, evaluation, and decision making are logically defined and visualized in the activity model with the required information. The activities, information flows, and their acquisitions are revealed, with a focus on which data should be collected by on-site engineers. A case study is conducted on designing a metal cleaning process reducing chemical risks due to the use of a cleansing agent. LCA and RA are executed and applied effectively on the basis of integrated objective settings and interpretation. The proposed activity model can be used as a foundation to incorporate such assessments into actual business models. [source]


Student interest generated during an inquiry skills lesson

Abstract "Situational interest" is a short-term form of motivation which occurs when a specific situation stimulates the focused attention of students (e.g., a spectacular science demonstration could arouse transient interest amongst nearly all the students in a class, even those who are not normally interested in science). However, there have been very few studies of situational interest and its potential to motivate students in science classrooms. The purpose of this project was to investigate situational interest and its sources. Small groups of grade 9 students participated in a science lesson which focused on inquiry skills, and data were obtained on their interest levels and sources of interest. The results indicated that interest arousal was substantial but did fluctuate throughout the lesson, according to the types of activities in which students were involved. The evolving role of liver biopsy

Summary Liver biopsy is traditionally the ,gold standard, for the evaluation of liver diseases. There are several situations in which its role is being challenged. In hepatitis C, liver biopsy helps assess prognosis and treatment candidacy. An important exception is genotype 2 or 3 because treatment is more likely to succeed and therapy is relatively short in duration. For hepatitis B, liver biopsy gives some prognostic information, but serologic tests and hepatic biochemical tests are the primary determinants of treatment candidacy. Non-alcoholic fatty liver disease can be accurately diagnosed without a liver biopsy and, furthermore, there are no specific therapies available. The role of liver biopsy to assess methotrexate-associated hepatotoxicity remains controversial. Finally, patients with focal liver lesions usually do not require biopsy and, in the case of hepatocellular carcinoma, biopsy carries a risk of needle-track seeding. In short, the need for liver biopsy depends on the specific situation and should be performed when there is sufficient uncertainty about diagnosis, severity of disease, prognosis, and treatment decisions. Complaining: A function of attitude, personality, and situation

The random nature of situations where an acquired product or service contains a defect or deficiency means that consumers usually have no experience of seeking redress (i.e., complaining), or their experience may be from totally different situations. Because of this, most people have not formed a clear attitude about how to behave in the specific situation and they may also be uncertain about social norms for proper behavior. Hence, their behavior is guided by more general traits and dispositions as well as by situation-specific factors, which are bound to exert a relatively strong influence on behavior. This study confirms that the likelihood that consumers will complain over defects and deficiencies depends a lot on the situation and specifically on the size of the loss due to the defect and deficiency. However, some individuals refrain from complaining even in serious cases. This study shows that the propensity to complain depends on the person's attitude toward complaining and on personality traits (inclination to become dissatisfied). Use of methoxamine in the resuscitation of epinephrine resistant electromechanical dissociation

Dr McBrien et al. describe three interesting cases of electromechanical dissociation (EMD) resistant to epinephrine treatment (McBrien et al. Anaesthesia 2001; 56: 1085,9). In these cases, an,, adrenergic agonist (methoxamine) proved to be lifesaving. However, to ,consider an , agonist for any case of cardiac arrest secondary to electromechanical dissociation which is unresponsive to epinephrine' may not be appropriate. These cases involved a specific situation where the likely cause of hypotension was a fall in the systemic vascular resistance (SVR). This occurred as a result of proven type 1 hypersensitivity in two cases and direct action of methylmethacrylate cement in the other. Clearly in this case, an , agonist is a logical choice. The Advanced Life Support guidelines are designed to cover a wide range of differing conditions for use by practitioners of differing experience who may or may not be aware of the originating event. Indeed, hypotension causing EMD may be as a result of cardiac tamponade, tension pneumothorax or hypovolaemia. It is unlikely that the use of , agonists would be helpful in these situations. It would seem prudent to continue to use epinephrine as the first line treatment for an EMD cardiac arrest and to advise using an , agonist in cases of hypotension where reduced SVR is suspected as the cause when epinephrine may not be effective in restoring the blood pressure. However, as methoxamine has now been withdrawn from clinical use, other , agonists such as metaraminol or phenylephrine may be more readily available. [source]

In the case of the introduction of organic products to Swiss food processing companies, four interacting and mutually re-enforcing factors could be identified to constrain organizational change for a successful introduction of organic products: the organic products' low share of overall turnover (resources), missing top management support (power), missing adjustment of the collaborators' performance assessment criteria (norms) and missing collaborators' acceptance for the organic ideology (interpretative schemes). Objective. We describe a modified Burow's wedge flap for upper lateral lip defects. Method. Report of an illustrated case. Result. A patient with an upper lip defect was successfully reconstructed using the modified Burow's wedge flap, where the Burrow's wedge is placed on the mucocutaneous lip. Conclusion. Certain modifications of commonly used reconstructive techniques can be utilized in specific situations to enhance cosmesis. For the Burow's wedge flap, the dermatologic surgeon has several options in placing the Burow's triangle. This is an example of how alternatives in a closure can be used depending on the laxity of the skin and the size of the defect. Advantages and disadvantages of this alternative placement of the Burow's triangle are discussed. [source]

Abstract This paper presents personal reflections on the history, current status and the future of research on smoking relapse. Relapse was traditionally viewed primarily as an outcome, to be reduced with increased treatment. In the 1980s, relapse research was invigorated by a focus on the process of relapse, focusing on the specific situations in which lapses to smoking occurred, and on the processes that mediated progression from a lapse to a relapse. This line of research had substantial influence on treatment, but has currently been displaced by a return to a pure outcomes-focus, driven in part by the practical need to find treatments that work and to package them for dissemination. At the same time, technological and methodological developments have enabled detailed monitoring of experience and behaviour throughout the relapse process, and progression of these developments will make monitoring of relapse process compelling in the future. The need to understand how interventions work will also drive a resurgence of research on the relapse process. Finally, the same technological and conceptual developments that enable detailed monitoring of behaviour will spawn the development of just-in-time interventions that are offered and implemented as needed, rather than being addressed in the abstract in advance of the need [source]


Neutral community dynamics, the mid-domain effect and spatial patterns in species richness

Abstract The mid-domain effect (MDE) aims to explain spatial patterns in species richness invoking only stochasticity and geometrical constraints. In this paper, we used simulations to show that its main qualitative prediction, a hump-shaped pattern in species richness, converges to the expectation of a spatially bounded neutral model when communities are linked by short-distance migration. As these two models can be linked under specific situations, neutral theory may provide a mechanistic population level basis for MDE. This link also allows establishing in which situations MDE patterns are more likely to be found. Also, in this situation, MDE models could be used as a first approximation to understand the role of both stochastic (ecological drift and migration) and deterministic (adaptation to environmental conditions) processes driving the spatial structure of species richness. What neurobiology cannot tell us about addiction

ABSTRACT Molecular neurobiological studies have yielded enormous amounts of valuable information about neuronal response mechanisms and their adaptive changes. However, in relation to addiction this information is of limited value because almost every cell function appears to be involved. Thus it tells us only that neurons adapt to ,addictive drugs' as they do to all sorts of other functional disturbances. This information may be of limited help in the development of potential auxiliary agents for treatment of addiction. However, a reductionist approach which attempts to analyse addiction at ever finer levels of structure and function, is inherently incapable of explaining what causes these mechanisms to be brought into play in some cases and not in others, or by self-administration of a drug but not by passive exposure. There is abundant evidence that psychological, social, economic and specific situational factors play important roles in initiating addiction, in addition to genetic and other biological factors. Therefore, if we hope to be able to make predictions at any but a statistical level, or to develop effective means of prevention, it is necessary to devise appropriate integrative approaches to the study of addiction, rather than pursue an ever-finer reductive approach which leads steadily farther away from the complex interaction of drug, user, environment and specific situations that characterizes the problem in humans. EPISTASIS AND THE TEMPORAL CHANGE IN THE ADDITIVE VARIANCE-COVARIANCE MATRIX INDUCED BY DRIFT

Abstract The effect of population bottlenecks on the components of the genetic covariance generated by two neutral independent epistatic loci has been studied theoretically (additive, covA; dominance, covD; additive-by-additive, covAA; additive-by-dominance, covAD; and dominance-by-dominance, covDD). The additive-by-additive model and a more general model covering all possible types of marginal gene action at the single-locus level (additive/dominance epistatic model) were considered. The covariance components in an infinitely large panmictic population (ancestral components) were compared with their expected values at equilibrium over replicates randomly derived from the base population, after t consecutive bottlenecks of equal size N (derived components). Formulae were obtained in terms of the allele frequencies and effects at each locus, the corresponding epistatic effects and the inbreeding coefficient Ft. These expressions show that the contribution of nonadditive loci to the derived additive covariance (covAt) does not linearly decrease with inbreeding, as in the pure additive case, and may initially increase or even change sign in specific situations. Numerical examples were also analyzed, restricted for simplicity to the case of all covariance components being positive. For additive-by-additive epistasis, the condition covAt > covA only holds for high frequencies of the allele decreasing the metric traits at each locus (negative allele) if epistasis is weak, or for intermediate allele frequencies if it is strong. For the additive/dominance epistatic model, however, covAt > covA applies for low frequencies of the negative alleles at one or both loci and mild epistasis, but this result can be progressively extended to intermediate frequencies as epistasis becomes stronger. Without epistasis the same qualitative results were found, indicating that marginal dominance induced by epistasis can be considered as the primary cause of an increase of the additive covariance after bottlenecks. Anthropological Perspectives on the Trafficking of Women for Sexual Exploitation

Contemporary trafficking operations transform traditional bride wealth and marriage exchanges (prestations) by treating women's sexuality and bodies as commodities to be bought and sold (and exchanged again) in various Western capitals and Internet spaces. Such operations are also global with respect to scale, range, speed, diversity, and flexibility. Propelling many trafficking exchanges are political economic processes, which increase the trafficking of women in times of stress, such as famine, unemployment, economic transition, and so forth. However, the disparity between the global market operations, which organize trafficking, and the late nineteenth century social/public welfare system of counter-trafficking suggests why the latter do not effectively address women's risks and may even expose them to increased levels of violence and stress. Drawing on historical accounts, anthropological theory, and ethnographic work in Viet Nam and Bosnia and Herzegovina, this essay examines how specific cultural practices embedded in family and kinship relations encourage and rationalize sexual trafficking of girls and young women in times of stress and dislocation. The essay also analyses how technologies of power inform both trafficking and counter-trafficking operations in terms of controlling women's bodies, sexuality, health, labour, and migration. By analysing sexual trafficking as a cultural phenomenon in its own right, such an analysis seeks to inform and address the specific situations of girls and young women, who suffer greatly from the current migration regimes. Background., Clinical reasoning is an ambiguous term that is often used synonymously with decision-making and clinical judgment. Clinical reasoning has not been clearly defined in the literature. Healthcare settings are increasingly filled with uncertainty, risk and complexity due to increased patient acuity, multiple comorbidities, and enhanced use of technology, all of which require clinical reasoning. Data sources., Literature for this concept analysis was retrieved from several databases, including CINAHL, PubMed, PsycINFO, ERIC and OvidMEDLINE, for the years 1980 to 2008. Review methods., Rodgers's evolutionary method of concept analysis was used because of its applicability to concepts that are still evolving. Results., Multiple terms have been used synonymously to describe the thinking skills that nurses use. Research in the past 20 years has elucidated differences among these terms and identified the cognitive processes that precede judgment and decision-making. Our concept analysis defines one of these terms, ,clinical reasoning,' as a complex process that uses cognition, metacognition, and discipline-specific knowledge to gather and analyse patient information, evaluate its significance, and weigh alternative actions. Conclusion., This concept analysis provides a middle-range descriptive theory of clinical reasoning in nursing that helps clarify meaning and gives direction for future research. Appropriate instruments to operationalize the concept need to be developed. Research is needed to identify additional variables that have an impact on clinical reasoning and what are the consequences of clinical reasoning in specific situations. [source]

Aim., The aim of this paper is to shed light on how nurses describe situations that reflect achievement and provide confirmation that they have done good work. Background., Nurses' recognition of good work does not seem to have been the object of direct investigation, but is indirectly reflected in studies focusing on nurses' perceptions on work environments and the multifaceted nature of nursing. However, acknowledging high-quality performance in professional nurses can facilitate nurses in maintaining and strengthening the goals and values of the profession. This in turn can help nurses shoulder the multifaceted responsibilities they have to patients and next of kin. Design., This paper is part of the Professional Learning in a Changing Society project, Institute of Educational Research, University of Oslo, funded by the Research Council of Norway. The project involves four professional groups. This paper, however, focuses on a group of 10 nurses, nine of whom work in hospitals and one in an outpatient clinic. A qualitative approach was chosen to gain insight into how nurses, as well as the other professional groups in the project, engage in processes of knowledge production and quality assurance work. Methods., Data presented in this paper derive from semi-structured in-depth interviews conducted during spring 2005 and focuses on the recognition of good work. Results., The following themes were identified as essential in confirming that one did good work: securing fundamental needs of patients and next of kin; managing the flow of responsibilities; positive feedback. Conclusions., Good work seems to be related to specific situations and a sense of achievement by the respondents. Relevance to clinical practice., Recognition of good work is not only rewarding and enjoyable; it may also serve as a source of consciousness raising for professional and ethical guidelines in the work place. GESTALT: a framework for redesign of educational software

Abstract Design of educational multimedia rarely starts from scratch, but rather by attempting to reuse existing software. Although redesign has been an issue in research on evaluation and on learning objects, how it should be carried out in a principled way has remained relatively unexplored. Furthermore, understanding how empirical research on information and communication technologies (ICT) should feed back into redesign remains difficult. The present paper addresses these problems from the viewpoint of carrying out pedagogical expert evaluations, in the absence of empirical studies of target learners, in order to generate recommendations for redesign. Firstly, redesign proposals should be based on a coherent reconstruction of pedagogical foundations of educational ICT (software, documentation). Secondly, redesign proposals should result from dialogue between stakeholders, such as future users, pedagogical experts, software designers, and deciders. To these ends, we propose a framework, called GESTALT (Goals, (E) SiTuations, Actions, Learners, Tools), as a ,boundary object' for dialogical redesign. Within an activity theory approach, GESTALT is based on analysis of available tools, the actions they support, the characteristics of learners who perform actions, and pedagogical goals that could be achieved in specific situations. An illustrative GESTALT analysis of educational software is provided, principally from the viewpoint of pedagogical experts. Finally, the strengths and limits of GESTALT are discussed. [source]


Optimal Velocity Planning of Wheeled Mobile Robots on Specific Paths in Static and Dynamic Environments

This paper deals with optimal temporal-planning of wheeled mobile robots (WMRs) when navigating on predefined spatial paths. A method is proposed to generate a time-optimal velocity profile for any spatial path in static environments or when mobile obstacles are present. The method generates a feasible trajectory to be tracked by fully exploiting velocity, acceleration and deceleration boundaries of the WMR, and by ensuring the continuity of the velocity and acceleration functions. As an additional benefit for the tracking process the jerk is also bounded. The algorithm is not time consuming, since it mostly uses closed mathematical expressions, nonetheless iteration strategies are presented to solve specific situations. However, such situations are not expected to occur when the spatial paths are planned as smooth curves. Y-STR Profiling in Extended Interval (,3 days) Postcoital Cervicovaginal Samples,

Abstract:, Depending upon specific situations, some victims of sexual assault provide vaginal samples more than 36,48 h after the incident. We have tested the ability of commercial and in-house Y-STR systems to provide DNA profiles from extended interval (,3 days) postcoital samples. The commercial Y-STR systems tested included the AmpF,STR® YfilerÔ (Applied Biosystems), PowerPlex® Y (Promega) and Y-PLEXÔ 12 (Reliagene) products whereas the in-house systems comprised Multiplex I (MPI) and Multiplex B (MPB). Three donor couples were recruited for the study. Postcoital cervicovaginal swabs (x2) were recovered by each of the three females at specified intervals after sexual intercourse (3,7 days). Each time point sample was collected after a separate act of sexual intercourse and was preceded by a 7-day abstention period. As a negative control, a precoital swab was also recovered prior to coitus for each sampling and only data from postcoital samples that demonstrated a lack of male DNA in the associated precoital sample was used. A number of DNA profile enhancement strategies were employed including sampling by cervical brushing, nondifferential DNA extraction methodology, and post-PCR purification. Full Y-STR profiles from cervicovaginal samples recovered 3,4 days after intercourse were routinely obtained. Profiles were also obtainable 5,6 days postcoitus although by this stage partial profiles rather than full profiles were a more likely outcome. The DNA profiles from the sperm fraction of a differential lysis were superior to that obtained when a nondifferential method was employed in that the allelic signal intensities were generally higher and more balanced and exhibited less baseline noise. The incorporation of a simple post-PCR purification process significantly increased the ability to obtain Y-STR profiles, particularly from 5- to 6-day postcoital samples. Remarkably an 8 locus Y-STR profile was obtained from a 7-day postcoital sample, which is approaching the reported time limit for sperm detection in the cervix. [source]


Alternatives for Reducing the Environmental Impact of the Main Residue From a Desalination Plant

Summary One of the most important problems today is the scarcity of fresh water safe enough for human, industrial, and agricultural use. Desalination is an alternative source of fresh water supply in areas with severe problems of water availability. Desalination plants generate a huge amount of brine as the main residual from the plant (about 55% of collected seawater). Because of that, it is important to determine the best environmental option for the brine disposal. This article makes a global environmental analysis, under Spanish conditions, of a desalination plant and an environmental assessment of different final brine disposals, representing a range of the most common alternatives: direct disposal, wastewater treatment plant (WWTP) outflow dilution, and dilution with seawater. The environmental profile of the plant operation and a comparison of the brine final disposal alternatives were established by means of the life cycle assessment (LCA) methodology. From an analysis of the whole plant we observed that the highest environmental impact was caused by energy consumption, especially at the reverse osmosis stage, while the most relevant waste was brine. From an analysis of brine final disposal we have elaborated a comparison of the advantages and detriments of the three alternatives. As all of them might be suitable in different specific situations, the results might be useful in decisions about final brine disposal. [source]


Human security,national perspectives and global agendas: insights from national human development reports,

Abstract Since its introduction in UNDP's Human Development Report 1994, ,human security' has been a topic of lively debate. The purpose of this paper is to explore empirically how human security has been treated in National Human Development Reports (NHDRs), produced in 13 countries since 1997 with different definitions and points of focus. We use an inductive approach to examine how these stand up to the criticisms levelled in the literature against broader concepts of human security. The NHDRs of Afghanistan, Latvia, Macedonia and Bangladesh are of particular interest, both because of their rich analysis and because of the originality of the methodology they use. The paper concludes that broader definitions of human security are operational for both analysis and policy making. Limits to define a core of high-priority concerns with human security can be set after exploring the concerns of people in specific situations rather than before.
