Selected AbstractsTen years after the United Nations General Assembly Special Session (UNGASS): assessing drug problems, policies and reform proposalsADDICTION, Issue 4 2009Peter Reuter ABSTRACT In 1998 the United Nations General Assembly Special Session resolved that governments would reduce drug production and consumption greatly within 10 years. With that period now elapsed, there is an interest in reviewing how successful this was and considering how drug policy could be improved. The demand for drugs in the world has stabilized mainly as a result of the interaction of epidemic forces, culture and economic development. Supply has become more concentrated and the menu of drugs has changed surprisingly slowly. Drug policy is shifting to a more explicitly tolerant configuration in Europe and a few other countries, but retains its ferocity in most of the world. The most prominent innovations under discussion have limited potential effects (heroin maintenance), have as yet been unproductive of policy interventions (,addiction is a brain disease') or have no political appeal (legalization). The option with the most scope is increased effort at diverting arrested drug users out of criminal justice systems. No prevention, treatment or enforcement strategies have demonstrated an ability to substantially affect the extent of drug use and addiction. The best that government interventions can do is to reduce the damaging consequences of drug use and drug control. More attention should be given to reductions in the intensity of drug enforcement, which has many unintended adverse consequences and yields few of the claimed gains. Christon Abstract This paper summarizes the results from a special session dedicated to understanding the fluid dynamics of the 8:1 thermally driven cavity which was held at the First MIT Conference on Computational Fluid and Solid Dynamics in June, 2001. The primary objectives for the special session were to: (1) determine the most accurate estimate of the critical Rayleigh number above which the flow is unsteady, (2) identify the correct, i.e. best time-dependent benchmark solution for the 8: 1 differentially heated cavity at particular values of the Rayleigh and Prandtl numbers, and (3) identify those methods that can reliably provide these results. HAMILTON During the Civil War, both the Union Congress and the Confederate Congress put in place sweeping confiscation programs designed to seize the private property of enemy citizens on a massive scale. Meeting in special session in August 1861, the U.S. Congress passed the First Confiscation Act, authorizing the federal government to seize the property of those participating directly in the rebellion.1 The Confederate Congress retaliated on August 30, 1861, passing the Sequestration Act.2 This law authorized the Confederate government to forever seize the real and personal property of "alien enemies," a term that included every U.S. citizen and all those living in the Confederacy who remained loyal to the Union. (c) 1/6PHYSICA STATUS SOLIDI (C) - CURRENT TOPICS IN SOLID STATE PHYSICS, Issue 6 2004Alexey Kavokin This volume contains some of the papers presented at the Third International Conference on Physics of Light,Matter Coupling in Nanostructures (PLMCN3) which took place in Acireale, Sicily, from 1 to 4 October 2003. This meeting was fourth in the series started by PLMCN (St. Nectaire, 2000) and continued by PLMCN1 (Rome, 2001) and PLMCN2 (Rithymnon, 2002). All four conferences had the same format (about 70 participants), similar subject scope (interface between fundamental physics of light,matter coupling phenomena and applied research on new semiconductor materials and low-dimensional structures), and the proceedings of all of them have been published in physica status solidi. During these four years, a huge progress has been achieved in the understanding of exciton,polariton effects in microcavities. From the discovery of stimulated scattering of polaritons in 1999 to the first experimental reports of polariton Bose condensation and lasing, attention to this rapidly developing research area has been increased drastically. It is clear now that realization of a new generation of opto-electronic devices, referred to as polariton devices, is a realistic task for the coming decade. To achieve this target, much work has to be done both in fundamental research on dynamics of exciton,polaritons in microcavities and experimental realization of high-quality microcavities presumably based on wide-band gap semiconductors like GaN, ZnO, ZnSe, suitable for the observation of strong exciton,light coupling at room temperature. Forty nine research teams from twelve European countries have created a Polariton Consortium aimed at integration of the European research effort towards fabrication of polariton devices. PLMCN3 was not only an international conference devoted, in particular, to the research on polariton devices, but also the first scientific meeting of this community. The PLMCN meetings since the very first one have been sponsored by the US Army European Research Office (ERO). This time, with the initiative of Jim Harvey from ERO, a special session has been organized on the devices of 21st century, where a number of intriguing ideas have been proposed on new light sources, polariton lasers, and quantum memory elements based on microcavities. A special prize for the most crazy but realizable idea has been won by Misha Portnoi (Exeter) for the concept of a white diode based on a microcavity. Each PLMCN meeting brings participants from new countries. This time, the traditionally strong participation from Japan, Russia, the European Union and the USA has been enforced by a representative delegation from Israel and two speakers from Mexico. We are looking forward for new-comers from other countries not yet involved in the PLMCN community, to join us for the next meeting to be held in St. Petersburg on 29 June,3 July 2004. Sergey Ivanov from the A. F. Ioffe Institute chairs the local Organizing Committee of this future conference. We are going to keep a unique informal and creative atmosphere being characteristic of the PLMCN meetings. Blanton Godfrey Abstract This paper combines presentations by the authors in a special session dedicated to the work of Joseph M. Juran at the sixth annual conference of the European Network for Business and Industrial Statistics in Wroclaw, Poland. The paper offers an historical perspective of the contributions of J. M. Juran to management science emphasizing aspects of cause and effect relationships and Integrated Models. Specifically, the paper presents the Juran concepts of Management Breakthrough, the Pareto Principle, the Juran Trilogy® and Six Sigma. The impact of these contributions, put in an historical perspective of key thinkers who investigated cause and effect relationships, is then discussed. [source] The Economics of Wine , IntroductionTHE ECONOMIC JOURNAL, Issue 529 2008Alan Duncan To coincide with the 150th anniversary of the famous Bordeaux Wine Classification of 1855, the Centre for Policy Evaluation at the University of Nottingham sponsored a special session at the 2005 RES Annual Conference on the economics of wine. The 1855 classification was completed as part of the Paris Exhibition of the same year as a temporary means to determine which Bordeaux wines would be exhibited. The classification took hold, and is still in use today. In celebration, this Feature explores how economics can add to an understanding of wine production and wine markets. [source] |
