Truck schedule recovery for solid waste collection in Porto Alegre, Brazil

Abstract This paper considers a truck schedule recovery problem in the context of solid waste collection in the city of Porto Alegre, Brazil. When a truck on a scheduled trip breaks down, a backup truck needs to be selected to serve the cargo on that trip and other trucks might be rescheduled in order to gain the minimum operating and delay costs. The problem consists of designing, in the case of a severe disruption in a trip, new schedules taking into account the existing trucks in the system and a set of unfinished and not initiated collection trips, on which the trucks collect the solid waste in fixed routes and empty the loads in one of the several operational recycling facilities. The main objective is to minimize the total distances traveled and delay costs, as well as to obtain balanced assignments of truck unloads into the recycling facilities, due to the social benefits of the solid waste program. We modeled the problem as a mixed-integer linear problem and used CPLEX to solve it. Finally, computational experiments are conducted on real-world data. The results show that our approach successfully reduces the distances traveled and delays, simultaneously balancing the number of trucks unloading at each recycling facility, in comparison with the current manual strategy. Because of differences in institutional arrangements, public service markets, and national traditions regarding government intervention, local public service provision can vary greatly. In this paper we compare the procedures adopted by the local governments of The Netherlands and Spain in arranging for the provision of solid waste collection. We find that Spain faces a problem of consolidation, opting more frequently to implement policies of privatization and cooperation, at the expense of competition. By contrast, The Netherlands, which has larger municipalities on average, resorts somewhat less to privatization and cooperation, and more to competition. Both options,cooperation and competition,have their merits when striving to strike a balance between transaction costs and scale economies. The choices made in organizational reform seem to be related to several factors, among which the nature of the political system and the size of municipalities appear to be relevant. [source]


Getting the fundamentals wrong: woes of public,private partnerships in solid waste collection in three Ghanaian cities

Until over a decade ago, concerted efforts at involving private agents to deliver solid waste collection services did not feature in local government's (LG's) policies and practices in Ghana. The LGs had over the years directly delivered the services with their labour, materials and equipment. The purpose of entering into partnerships with private contractors was to improve service delivery. This comes at a time when the private sector is generally viewed as more efficient and effective than the public sector. There is abundant literature on potential benefits of private sector participation in public service delivery; yet, figures of efficiency gains are often accepted without challenge. More advantages but fewer disadvantages are cited and anecdotal evidence is used only to illustrate successful applications of the concept of public,private partnerships (PPPs). Using research data from three cities (Accra, Kumasi and Tema) in Ghana, this article exposes the contrast between policy expectations and outcomes of PPPs. The article argues that simply turning over public service delivery to private agents without ensuring that the fundamentals that make them successful are put in place leads to a worse situation than portrayed in literature about the benefit of PPPs.
