Selected AbstractsPathways to the Enabling State: Changing Modes of Social Provision in Western Australian Community ServicesAUSTRALIAN JOURNAL OF PUBLIC ADMINISTRATION, Issue 4 2000Wendy Earles This investigation of reform of Western Australian community services problematises assumptions about the enabling state. The investigation is distinctive by virtue of its attention to the departure points as well as the destinations in pathways of policy change and its unpacking of three modes of public provision into their three constituent policy elements (funder-provider mix; the nature of agreements between policy actors; and the type of funding relationships). We find first that government had long adopted some aspects of the model of governance associated with the enabling state. Second, we find some path dependency in policy change towards marketisation. Third, we find highly nuanced policy outcomes combining government exploitation of its authority, market innovations and the maintenance of basic network features of the programs. [source] States, Social Policies and Globalisations Arguing on the Right Terrain?IDS BULLETIN, Issue 4 2000Mick Moore Summaries The debate about future social policies in OECD countries is framed in the light of rich country concerns, notably of a ,welfare state at risk'. Because globalisation processes can plausibly be presented as a major source of threat, there is a temptation to generalise the analysis globally, and to assume that social policy issues in poor countries are fundamentally the same as in OECD states. The debate about the future of social policy in poor countries should not be framed in terms of OECD concerns. Three more specific points underpin this general argument: (a) Economic globalisation is not necessarily a threat. There are good historical reasons for believing that it may create political pressures to extend as well as to shrink social provision in poor countries; (b) There is a fundamental problem of state incapacity in much of the poor world that makes many OECD-based arguments about the proper role of the state appear redundant. Greater state capacity will itself lead to more effective social policies; and (c) It makes little sense for poor countries to resist, on grounds of potential adverse impacts on social policy, the trends toward the adoption of either New Public Management practices or the broader shift from ,positive' to regulatory states. Whatever changes occur in the architecture of poor states, more effective regulation will remain an urgent need. [source] Globalisation A Threat to Equitable Social Provision?1IDS BULLETIN, Issue 4 2000Bob Decon Summaries This article argues that the current phase of neoliberal globalisation presents a challenge to the prospects for equitable social development in developing and transition economies. This challenge flows partly from the unregulated nature of the emerging global economy and partly from the intellectual currents dominant in the global discourse concerning social policy and social development. In particular the article argues that a combination of the World Bank' s preference for a safety net and privatising strategy for welfare, the self interest of International NGOs in being providers of associated basic education, health and livelihood services, and the World Trade Organisation's push for a global market in health, education and insurance services, is generating a set of global conditions which undermine the prospects for any alternative scenario of equitable public social provision. This disturbing trend is taking place within the context of an apparent shift in the politics of globalisation from fundamentalist economic liberalism to global social concern. [source] "Not the Normal Mode of Maintenance": Bureaucratic Resistance to the Claims of Lone Women in the Postwar British Welfare StateLAW & SOCIAL INQUIRY, Issue 2 2004Virginia A. Noble Because of the expansion of the postwar welfare state and its rhetoric of inclusion, the British National Assistance Board (NAB), which provided means-tested relief, faced a dramatic increase in the number of lone women with children claiming assistance in the 1950s and 1960s. In trying to restrict the state's role in social provision, the NAB relied on and tried to extend familial obligations for women's support that had been institutionalized in family law and in the poor law. The largely unsuccessful efforts of the NAB to prevent such women from turning to the welfare state included various forms of persuasion, coercion, and intimidation. Scholars of social policy in the postwar period have called attention to later efforts to discourage applications by lone women between the late 1960s and the 1990s. But the defensive posture against such women was adopted much earlier, in a relatively unexamined portion of the NAB's history. In its early, formative years, the NAB devised new strategies based on the rationales of female dependence that had long been entrenched in family law and the poor law. These methods and rationales became fixed in the postwar bureaucratic repertoire and were later available to bolster gendered attacks on the welfare state itself, particularly those made so aggressively under Thatcherism.
