A critique of the World Health Organisation's evaluation of health system performance

Abstract The World Health Organisation's (WHO) approach to the measurement of health system efficiency is briefly described. Four arguments are then presented. First, equity of finance should not be a criterion for the evaluation of a health system and, more generally, the same objectives and importance weights should not be imposed upon all countries. Secondly, the numerical value of the importance weights do not reflect their true importance in the country rankings. Thirdly, the model for combining the different objectives into a single index of system performance is problematical and alternative models are shown to alter system rankings. The WHO statistical analysis is replicated and used to support the fourth argument which is that, contrary to the author's assertion, their methods cannot separate true inefficiency from random error. The procedure is also subject to omitted variable bias. The econometric model for all countries has very poor predictive power for the subset of OECD countries and it is outperformed by two simpler algorithms. Country rankings based upon the model are correspondingly unreliable. It is concluded that, despite these problems, the study is a landmark in the evolution of system evaluation, but one which requires significant revision. Copyright © 2002 John Wiley & Sons, Ltd. Taxonomic and biogeographical status of guanaco Lama guanicoe (Artiodactyla, Camelidae)

ABSTRACT 1We review the status of the four currently recognized guanaco Lama guanicoe subspecies, and provide information about their taxonomy and distribution. The success of guanaco in inhabiting open habitats of South America is based mainly on the flexibility of their social behaviour and ecophysiological adaptations to harsh environments. 2Lönnberg described the first subspecies, L. g. cacsilensis, at the beginning of the 20th century. Forty years later Krumbiegel described L. g. voglii, based on skull measurements and pelage colouration. The other two subspecies, L. g. huanacus and L. g. guanicoe, were classified as subspecies by Krumbiegel based on pelage colouration and body size, while maintaining the original Latin names and descriptors. 3Further guanaco populations have been incorporated into each of these subspecies, based on their proximity to the type locality but without attention to the homogeneity of phenotype or habitat and only limited consideration of Bergmann's rule based on scarce skulls. Two alternative geographical ranges were proposed in the middle and towards the end of the 20th century. Discrepancies occur in the geographical range of each subspecies. 4Molecular studies based on mitochondrial DNA cytochrome b sequences recognized only two subspecies: the Peruvian L. guanicoe cacsilensis and the rest of the populations grouped in the clade recognized as L. g. guanicoe. We conclude that the evolutionary biology of L. guanicoe requires a significant revision with respect to biogeography. Phylogeographical data hold particular value in developing conservation strategies, particularly for some of the reduced and marginal populations and/or subspecies and will support IUCN (The World Conservation Union) Red List classification. Review of the validation of models used in Federal Insecticide, Fungicide, and Rodenticide Act Environmental exposure assessments

Abstract The first activity of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) Environmental Model Validation Task Force, established to increase confidence in the use of environmental models used in regulatory assessments, was to review the literature information on validation of the pesticide root zone model (PRZM) and the groundwater loading effects of agricultural management systems (GLEAMS). This literature information indicates that these models generally predict the same or greater leaching than observed in actual field measurements, suggesting that these models are suitable for use in regulatory assessments. However, additional validation research conducted using the newest versions of the models would help improve confidence in runoff and leaching predictions because significant revisions have been made in models over the years, few of the literature studies focused on runoff losses, the number of studies having quantitative validation results is minimal, and modelers were aware of the field results in most of the literature studies. Areas for special consideration in conducting model validation research include improving the process for selecting input parameters, developing recommendations for performing calibration simulations, devising appropriate procedures for keeping results of field studies from modelers performing simulations to validate model predictions while providing access for calibration simulations, and developing quantitative statistical procedures for comparing model predictions with experimental results. COLONIALISM AND INDUSTRIALISATION: FACTORY LABOUR PRODUCTIVITY OF COLONIAL KOREA, 1913,37

colonial Korea; colonialism; entrepreneurship; factory labour productivity; industrialisation Unlike other colonial economies, Korea industrialised rapidly during its colonial period, which past scholars attributed to the industrialisation policy directed by the Japanese colonial government between 1930 and 1945. Our analysis of factory labour productivity from 1913 to 1937 suggests significant revisions to this claim. Factory labour productivity as well as total production grew rapidly before the active intervention of the colonial government. In addition, Korean entrepreneurs invested heavily in their firms and successfully competed with Japanese entrepreneurs. We conjecture that the pre-war experience of Korean entrepreneurs provided a critical foundation for the post-colonial economic growth. [source]
