    Privatisation Results: Private Sector Participation in Water Services After 15 Years

    Privatisation of public infrastructure has been the mantra of many development agencies since the late 1980s. Water supply is no exception, and various forms of private sector participation (PSP) have been tried in the water and sanitation sector. This article examines the results of these experiments. It suggests that PSP has had mixed results and that in several important respects the private sector seems to be no more efficient in delivering services than the public sector. Despite growing evidence of failures and increasing public pressure against it, privatisation in water and sanitation is still alive, however. Increasingly, it is being repackaged in new forms such as that of public-private partnership. [source]


    Has private participation in water and sewerage improved coverage?

    Abstract Introducing private sector participation (PSP) into the water and sewerage sectors is difficult and controversial. Empirical studies on its effects are scant and generally inconclusive. Case studies tend to find improvements following privatisation, but they suffer from selection bias and it is difficult to generalise their results. To explore empirically the effects of private sector participation on coverage, we assemble a new dataset of connections to water and sewerage services at the city and province level based on household surveys in Argentina, Bolivia and Brazil. The household surveys, conducted over a number of years, allow us to compile data before and after the introduction of private sector participation as well as from similar (control) regions did not privatise. Our analysis reveals that, in general, the share of households connected to piped water and sewerage improved following the introduction of private sector participation, consistent with the case study literature. We also find, however, that the share of households connected similarly improved in the control regions, suggesting that private sector participation, per se, may not have been responsible for those improvements. Results are similar when looking only at the poorest households. The share of poor households connected to piped water and sewerage increased similarly in areas both with and without private sector participation, suggesting that,in terms of connections at least,private sector participation did not harm the poor.     Getting the fundamentals wrong: woes of public,private partnerships in solid waste collection in three Ghanaian cities

    Until over a decade ago, concerted efforts at involving private agents to deliver solid waste collection services did not feature in local government's (LG's) policies and practices in Ghana. The LGs had over the years directly delivered the services with their labour, materials and equipment. The purpose of entering into partnerships with private contractors was to improve service delivery. This comes at a time when the private sector is generally viewed as more efficient and effective than the public sector. There is abundant literature on potential benefits of private sector participation in public service delivery; yet, figures of efficiency gains are often accepted without challenge. More advantages but fewer disadvantages are cited and anecdotal evidence is used only to illustrate successful applications of the concept of public,private partnerships (PPPs). Using research data from three cities (Accra, Kumasi and Tema) in Ghana, this article exposes the contrast between policy expectations and outcomes of PPPs. The article argues that simply turning over public service delivery to private agents without ensuring that the fundamentals that make them successful are put in place leads to a worse situation than portrayed in literature about the benefit of PPPs.     Urban water supply and local neoliberalism in Tagbilaran City, the Philippines

    Abstract The aim of this paper is to explore the processes and outcomes of neoliberalism in relation to urban water supply in the city of Tagbilaran, the Philippines, in order to provide a nuanced account of (an) actually existing hybrid neoliberal space. Using Bakker's typology of market environmentalist reforms in resource management as a guiding frame to link this case to a bigger ,neoliberal' conversation, I distinguish how reforms to resource governance at the national level, coupled with changes in the ways in which resource management institutions and resource management organisations function at the local level have acted to constitute local practices of neoliberal governance. Local articulations of (national and supranational) neoliberal and development discourses are revealed as a means for reconceptualising the role of the state and the emergence of new forms of hybrid governance in Tagbilaran. Analysis of the operation of BWUI, a public/private water utility, and the politics of privatisation/private sector participation enables a closer inspection of how water and water services are politicised and resisted by local publics.
