Managing the Bank-System Crisis in Coordinated Market Economies: Institutions and Blame Avoidance Strategies in Sweden and Japan

Sweden and Japan represent two different positions regarding policymaking when faced with similar crises of the bank systems. Different institutional settings led the main actors to different paths of reactions in order to avoid blame. In the Japanese case, the very close relationship between private banks and the Ministry of Finance, in combination with the lesser degree of widespread perceptions of a system crisis, made it more urgent as well as possible to conceal the actual state of affairs for the politicians. Confronted with the threat of losing power over the financial administration to a new agency, the ministry postponed the reforms in order to conceal the deep financial problems. The institutional setting was different in Sweden. Deregulation had separated the government from the administration of banks. Among the public deteriorating economic conditions were easily connected to the banks. This brought about political unity. It was possible to put the blame on the banks and take the credit for the efforts to tidy up the mess without losing credibility. [source]


Does rejection lead to disidentification?

The role of internal motivation, avoidance strategies
Getting rejected can either push newcomers out of the group or make them try harder to become accepted. It is suggested that newcomers' internal motivation to become a group member and their strategies determine the outcomes of rejection. It was expected that in rejected newcomers, avoidance strategies (but not approach strategies) lead to stronger disidentification. Moreover, the disidentification effect of avoidance strategies is predicted to be buffered by the internal motivation to become a group member. Two studies supported these predictions. Study 1 manipulated the group's feedback (rejection vs. acceptance) and assessed internal motivation and strategies. Study 2 measured feedback and replicated the findings in the field. Thus, by the adoption of the right motivational approach, newcomers can prepare themselves not to be driven out of a new group by the almost unavoidable experiences of rejection. Strategies of self-regulation in goal attainment versus goal maintenance

We propose that there exists an important difference between attainment and maintenance in terms of the goal pursuit strategies for which they call. Specifically, we propose that goal attainment calls for the use of eager approach strategies, whereas goal maintenance calls for the use of vigilant avoidance strategies. We distinguish between attainment versus maintenance as two different goal pursuit conditions on the one hand, and promotion versus prevention focus as two different self-regulatory concerns on the other hand. We then use insights from Regulatory Fit Theory to make predictions concerning the interactive effects of these two motivational dimensions on outcome valuations. Consistent with our proposal about attainment and maintenance, we found that participants in a promotion focus valued the outcome of an attainment task more than did participants in a prevention focus, whereas the opposite was true for a maintenance task. Principles and approaches to abate seabird by-catch in longline fisheries

Abstract Mortality in longline fisheries is a critical global threat to most albatross and large petrel species. Here we identify key principles and approaches to identify and achieve broad use of effective seabird by-catch avoidance methods. Despite the availability of highly effective and cost-saving seabird avoidance methods, few longline fleets employ them. Given the political context and capacity of management authorities of the majority of longline fisheries, it is critical to identify seabird avoidance strategies that are not only highly effective, but are also economically viable and commercially practical. Adoption of an international performance standard for longline baited hook,sink rate, and prescribing minimum gear weighting designs that meet this standard that are achievable by all longline fisheries, would be an important step forward towards resolving low use of seabird avoidance methods by vessels, including those in illegal, unregulated and unreported fisheries. Due to differences between fleets, no single seabird avoidance measure is likely to be effective and practical in all longline fisheries. Therefore, testing of seabird avoidance methods in individual fleets is needed to determine efficacy and economic viability. Longline fishers should directly participate in these trials as they have a large repository of knowledge and skills to effectively develop and improve seabird by-catch avoidance techniques, and this provides industry with a sense of ownership for uptake of effective by-catch reduction methods. Establishing protected areas containing seabird colonies and adjacent waters within a nation's EEZ can be an expedient method to address seabird by-catch. However, establishing high seas marine protected areas to restrict longline fishing in seabird foraging areas, which would require extensive and dynamic boundaries and large buffer zones, may not be a viable short-term solution because of the extensive time anticipated to resolve legal complications with international treaties, to achieve international consensus and political will, and to acquire requisite extensive resources for surveillance and enforcement. Analysis of results of research on seabird avoidance methods reveals that the most reliable comparisons of the efficacy of alternative strategies are from comparing the effectiveness of methods tested in a single experiment. Benefits from standardizing the reporting of seabird by-catch rates to account for seabird abundance are described. To provide the most precise inputs for seabird population models, estimates of seabird mortality in longline fisheries should account for seabird falloff from hooks before hauling, delayed mortality of seabirds caught but freed from gear, and mortality caused by hooks discarded in offal. Life history and locomotion in Cebus capucinus and Alouatta palliata

Abstract As an individual matures from birth to adulthood, many factors may influence the positional repertoire. The biological and behavioral changes that accompany a growing individual are expected to influence foraging strategy, social status and interaction, diet, predator avoidance strategies, and ultimately positional behavior as a behavioral link between anatomy and the environment. In this work, positional behavior is considered as an important feature of life history in juvenile and adult white-faced capuchins (Cebus capucinus) and mantled howling monkeys (Alouatta palliata) inhabiting the same tropical forest in Costa Rica. During growth and development ontogenetic changes in body size, limb proportions, and motor skills are likely to influence locomotion and posture through the arboreal canopy. I collected data on positional behavior, activity, branch size, branch angle, and crown location during a 12-month period at Estación Biológica La Suerte in northeastern Costa Rica. Life history timing and differences in rates of growth did not predictably influence the development of adultlike positional behaviors in Cebus and Alouatta. Young Cebus resembled the adult pattern of positional behavior by 6 months of age while howlers exhibited significant differences in several positional behavior categories through 24 months of age. The positional repertoire of both species revealed similarities in the types of modes used during feed/forage and travel in juveniles and adults. Data presented here suggest that the environment exerts different pressures on growing Cebus and Alouatta that may relate to diet, energy expenditure, foraging skill, and/or social learning. Differential Effects of Cold Exposure on Muscle Fibre Composition and Capillary Supply in Hibernator and Non-Hibernator Rodents

Changes in the composition of fibre types and the capillary supply of skeletal muscle (tibialis anterior) were quantified in rats and hamsters subjected to 8-10 weeks of cold exposure and reduced photoperiod (10 °C, 1 h light-23 h dark). Muscle mass decreased in both species (by 12% and 17%, respectively). Following acclimation to cold there were no specific changes in fibre cross-sectional area (FCSA) in rats, whereas in hamsters there was a substantial atrophy of Type II, but not Type I fibres. In rat muscle there was little difference between the two groups in average capillary to fibre ratio (C:F) (1.76 ± 0.15, normothermia, N; 1.69 ± 0.05, hypothermia, H) and average capillary density (CD) (188 ± 14 mm,2, N; 201 ± 12 mm -2, H). Similarly, the average C:F was unaltered in hamsters (2.75 ± 0.11, N; 2.72 ± 0.15, H), although the 30% smaller fibre size observed with hypothermia resulted in a corresponding increase in average CD, to 1539 ± 80 mm,2 (P < 0.01). However, there was a coordinated regional adaptation to cold exposure in hamsters resulting in capillary rarefaction in the glycolytic cortex and angiogenesis in the oxidative core. Following acclimation of rats to cold there was a reduction in the supply area of individual vessels (capillary domain), particularly in the cortex (9310, N; 8938 ,m2, H; P < 0.05). In contrast, hypothermic hamsters showed only a small decrease in mean domain area in the cortex (948 ,m2, N; 846 ,m2, H; n.s.) but a marked reduction in the core (871 ,m2, N; 604 ,m2, H; P < 0.01). Rats showed little or no change in local capillary supply (LCFR) to fast fibres on acclimation to cold, while in hamsters the LCFR of Type IIb fibres showed a decrease in the cortex (2.7, N; 2.3, H) and an increase in the core (3.0, N; 3.3, H) during acclimation to cold. These data suggest that during a simulated onset of winter rats maintain FCSA and capillary supply as part of an avoidance strategy, whereas hamsters increase muscle capillarity in part as a consequence of disuse atrophy. Reducing sea turtle by-catch in pelagic longline fisheries

Abstract Reducing by-catch of sea turtles in pelagic longline fisheries, in concert with activities to reduce other anthropogenic sources of mortality, may contribute to the recovery of marine turtle populations. Here, we review research on strategies to reduce sea turtle by-catch. Due to the state of management regimes in most longline fisheries, strategies to reduce turtle interactions must not only be effective but also must be commercially viable. Because most research has been initiated only recently, many results are not yet peer-reviewed, published or readily accessible. Moreover, most experiments have small sample sizes and have been conducted over only a few seasons in a small number of fisheries; many study designs preclude drawing conclusions about the independent effect of single factors on turtle by-catch and target catch rates; and few studies consider effects on other by-catch species. In the US North Atlantic longline swordfish fishery, 4.9-cm wide circle hooks with fish bait significantly reduced sea turtle by-catch rates and the proportion of hard-shell turtles that swallowed hooks vs. being hooked in the mouth compared to 4.0-cm wide J hooks with squid bait without compromising commercial viability for some target species. But these large circle hooks might not be effective or economically viable in other longline fisheries. The effectiveness and commercial viability of a turtle avoidance strategy may be fishery-specific, depending on the size and species of turtles and target fish and other differences between fleets. Testing of turtle avoidance methods in individual fleets may therefore be necessary. It is a priority to conduct trials in longline fleets that set gear shallow, those overlapping the most threatened turtle populations and fleets overlapping high densities of turtles such as those fishing near breeding colonies. In addition to trials using large 4.9-cm wide circle hooks in place of smaller J and Japan tuna hooks, other fishing strategies are under assessment. These include: (i) using small circle hooks (, 4.6-cm narrowest width) in place of smaller J and Japan tuna hooks; (ii) setting gear below turtle-abundant depths; (iii) single hooking fish bait vs. multiple hook threading; (iv) reducing gear soak time and retrieval during daytime; and (v) avoiding by-catch hotspots through fleet communication programmes and area and seasonal closures. Accounting for the trend in trade union recognition in Ireland

Considerable controversy surrounds the issue of union recognition in Irish industrial relations. Academic commentators have sought to identify and explain the trend in recognition since the 1980s. Their arguments are examined and tested. No secular rise in non-recognition is evident, and ,individualisation' and ,union substitution' are shown to add little to explaining the trend. No evidence is found that the trend reflects Irish employers pursuing union suppression and US-employers pursuing union substitution. The significant development is a sharp rise in non-recognition among new US employers. Their anti-union animus does not, however, appear to be coupled with any distinctive or generalised union avoidance strategy. [source]


Responses of protein phosphatases and cAMP-dependent protein kinase in a freeze-avoiding insect, Epiblema scudderiana

Abstract Larvae of the goldenrod gall moth, Epiblema scudderiana, use the freeze avoidance strategy of winter cold hardiness and show multiple metabolic adaptations for subzero survival including accumulation of large amounts of glycerol as a colligative antifreeze. Induction and regulation of cold hardiness adaptations requires the intermediary action of signal transduction enzymes. Changes in the activities of several signaling enzymes including cAMP-dependent protein kinase (PKA), protein phosphatases 1 (PP1), 2A, 2C, and protein tyrosine phosphatases (PTPs) were monitored over the winter and during experimental exposures of larvae to subzero temperatures (,4°C, a temperature that triggers rapid glycerol synthesis, or ,20°C, a common midwinter ambient temperature) or anoxia. A strong increase in the amount of active PP1 in the latter part of the winter may be responsible for shutting off glycogenolysis once glycerol levels are maximized. There appears to be a limited role for PKA in overwintering but PP2A and PP2C activities rose when larvae were exposed to ,20°C and PTP activities rose significantly over the winter months and also in response to laboratory subzero (,20°C) and anoxia exposures.
