From individual attitudes towards migrants to migration policy outcomes: Theory and evidence

SUMMARY Attitudes and migration policy We are experiencing a wave of globalization that includes everything but labour. In this paper, we argue that this is the result of restrictive migration policies implemented by destination countries. In democratic societies individual attitudes of voters represent the foundations of policy making. To understand policy outcomes, we analyse the patterns and determinants of voters' opinions on immigration. We find that, across countries of different income levels, only a small minority of voters favour more open policies. Furthermore, our analysis supports the role played by economic channels in shaping public opinion. We next investigate how attitudes translate into policy outcomes, considering two alternative frameworks: the median voter and the interest groups model. On the one hand, the very low percentages of voters favouring immigration are, in light of the existing restrictive policies, consistent with the median voter framework. At the same time, given the extent of opposition to immigration that appears in public opinion, it is somewhat surprising in a median voter framework that immigration takes place at all. Rethinking UK small employers' skills policies and the role of workplace learning

Small business employers in the UK are widely perceived as adopting a reactive, ad hoc approach to employee skill formation. Employer reliance on workplace learning is often treated, explicitly or implicitly, as evidence of such an approach. Small employers' approaches to skill creation are investigated using data from two employer samples. Three main conclusions challenging these arguments are presented. First, small employers' skills policies are highly diverse: strategic, tactical and restrictive policies are distinguished. Second, employers perceive particular benefits in enabling workplace learning; simplistic views that a reliance on workplace learning necessarily constitutes an inferior last resort for those employers unable to provide access to external training are rejected. Third, enabling workplace learning is important to strategic employers, as well as to those attaching a lower value to skills. For some employers, the workplace is the primary source of new knowledge and skills because they are unavailable elsewhere. The prevalence, diversity and significance of workplace learning in small businesses require a reappraisal of UK small employers' skills policies. Morocco's Migration Experience: A Transitional Perspective1

ABSTRACT Using a ,transitional' perspective on migration, which combines three theoretical approaches on dynamic development-migration linkages, this paper interprets the evolution of migration within, from, and to Morocco over the twentieth century. Colonization and the incorporation of rural areas, along with a certain level of socio-economic development, have spurred internal and international wage labour migration both within Morocco and from Morocco to Europe. Migration seems to be the result of development rather than the lack of development. Populations from highly marginalized regions were less likely to participate in migration than populations from the three, moderately enclosed "migration belts" which had established traditions of pre-modern, largely circular migration. At the onset of large-scale emigration in the 1960s, the spatial patterns of labour migration were significantly infuenced by colonial bonds with Spain and France, selective labour recruitment, and Moroccan selective passport issuance policies. However, the influence of such policies rapidly decreased due to the effects of migration-facilitating networks. Increasingly restrictive policies coincided with a growing reliance on family migration, permanent settlement, undocumented migration, and the exploration of new migration itineraries, and had no success in reducing migration levels. Alongside patterns of decentralizing internal migration, a spatial diffusion of international out-migration has expanded beyond the historical migration belts in response to new labour opportunities in southern Europe. Persistent demand for migrant labour, along with demographic factors and increasing aspirations, suggest that migration over formally closed borders is likely to remain high in the near future. However, in the longer term, out-migration might decrease and Morocco could increasingly develop into a migration destination for migrants from sub-Saharan Africa, a transition process which may already have een set in motion. On Integrating Immigrants in Germany

Immigration to Germany in the decades following World War II made the Federal Republic the host of the largest number of immigrants in Europe. The size of the population with an immigration background is on the order of 15 million, nearly one-fifth of the total population. (Many of these are ethnic German returnees.) Although restrictive policies and a less dynamic economy in recent years slowed the annual number of immigrants and asylum seekers, the interrelated demographic influences of very low fertility, negative natural population increase, and population aging make continuing future immigration likely and, judged by influential domestic interests, desirable. Anxieties about inadequate integration of immigrants in German society are, however, apparently strongly felt by large segments of the native population. The "Grand Coalition" government that took office in November 2005 considers the formation of an effective policy of integration a high priority. On 14 July 2006 an "Integration Summit" was convened in the Chancellery with the active participation of representatives of immigrant groups. Chancellor Angela Merkel called the Summit "an almost historical event." Reproduced below in full is a non-official English translation of a government statement (entitled "Good coexistence,Clear rules") presented to the participants at the opening of the meeting. Intended as a "start of the development of a national integration plan," the statement highlights existing deficiencies of integration, especially problems with second- and third-generation immigrants: lack of mastery of the German language, weaknesses in education and training, high unemployment, lack of acceptance of the basic rules of coexistence, and violation of the law. The importance of these issues is underlined by a demographic fact noted in the statement: by 2010 it is expected that in Germany's large cities 50 percent of the population under age 40 will have an immigrant background. The statement recognizes the government's responsibility to help immigrants learn German and become better informed about the country's laws, culture, history, and political system. In turn, it demands reciprocal efforts from migrants living permanently and lawfully in Germany. The European Commission on Factors Influencing Labor Migration

A controversial issue in discussions on enlargement of the European Union beyond its existing membership of 15 countries is the migration flows that admission of new members could generate. Given major differences in income and wage levels between the EU states and the candidates for membership, casual theorizing suggests that the potential for massive international migration is very high. The fact that such migration has thus far been of modest size by most plausible criteria is attributed to the restrictive policies of the potential destination countries, policies that reflect national interests, in particular protection of labor markets, as perceived by voting majorities. With accession to membership in the EU this factor is removed: a cardinal principle of the Union, established by treaty, is the free movement of persons, including persons seeking gainful employment. The factors governing migratory movements between member states then come to resemble those that shape internal migration. This should facilitate analysis and forecasting. A clear sorting-out of the relevant forces affecting such "internal" migration remains of course an essential precondition for success in that task. An "Information note," entitled The Free Movement of Workers in the Context of Enlargement, issued by the European Commission, the EU's Executive Body, on 6 March 2001, presents extensive discussion of relevant information, opinion, and policy options concerning its topic. Factors Influencing Labour Movement, is a lucid enumeration of the factors migration theory considers operative in determining the migration of workers and, by extension, of people at large, that is likely to ensue upon EU enlargement. This annex is reproduced below. As is evident from the catalog of factors and their likely complex interactions, making quantitative forecasts of future migration flows, envisaged primarily as originating from countries to be newly admitted to the EU and destined for the countries of the current EU15, is exceedingly difficult. This is reflected in disparities among the existing studies that have made such forecasts. Yet there appears to be a fair degree of agreement that major increases in migration are unlikely, suggesting that the overall effect on the EU15 labor market should be limited. Typical forecasts (detailed in the Information note cited above) anticipate that in the initial year after admission, taken to be 2003, total migration from the eight prime candidate countries (the Czech Republic, Hungary, Poland, Slovakia, Slovenia, Estonia, Latvia, and Lithuania: the "CC8") might amount to around 200,000 persons, roughly one-third of which would be labor migration. According to these forecasts, the annual flow will gradually diminish in subsequent years. After 10 to 15 years the stock of CC8 migrants in the EU15 might be on the order of 1.8 to 2.7 million. The longer-run migration potential from the candidate countries would be on the order of 1 percent of the present EU population, currently some 375 million. (The combined current population of the CC8 is 74 million.) Such predictions are in line with the relatively minor migratory movements that followed earlier admissions to the EU of countries with then markedly lower per capita incomes, such as Spain and Portugal. The geographic impact of migration ensuing from enlargement would, however, be highly uneven, with Germany and Austria absorbing a disproportionately large share. Accordingly, and reflecting a prevailing expectation in these two countries that enlargement would have some short-run disruptive effects on labor markets, some of the policy options discussed envisage a period of transition following enlargement,perhaps five to seven years,during which migration would remain subject to agreed-upon restrictions. Were the changes to Sweden's maintenance treatment policy 2000,06 related to changes in opiate-related mortality and morbidity?

ABSTRACT Aims To analyse whether changes in maintenance treatment of opiate-dependent subjects in Sweden were related to changes in opiate-related mortality and inpatient care from 1998 to 2006. Design We collected data from surveys of methadone maintenance treatment units, of buprenorphine and methadone sales, and of mortality and inpatient care in Sweden. Setting Sweden. Participants Patients in maintenance treatment. Measurements Survey data of treatment policy to all units in 2003 and 2005. Trend tests and correlation analyses of data on sales, mortality, inpatient care and forensic investigations. Findings The surveys showed a marked change to a less restrictive policy, with increased use of ,take-away doses' and a reduction of discharges due to side misuse. The one-year retention rate stayed high. Sales of buprenorphine and methadone and the number of patients in treatment increased more than threefold from 2000 to 2006, with the greatest increase for buprenoprphine, introduced in year 2000. There was a significant 20,30% reduction in opiate-related mortality and inpatient care between 2000,2002 and 2004,2006 but not of other drug-related mortality and inpatient care. This decline was larger in Stockholm County, which had a less restricted treatment policy. However, a significant increase in buprenorphine- and methadone-related mortality occurred. For the study period 1998,2006, statistically significant declines occurred only in Stockholm County. Conclusions The liberalization of Sweden's drug policy correlated with an increase in maintenance treatment, a decrease in opiate-related mortality and inpatient care and an increase in deaths with methadone and buprenorphine in the tissues. Pelvic floor disorders 4 years after first delivery: a comparative study of restrictive versus systematic episiotomy

Objective, To compare two policies for episiotomy: restrictive and systematic. Design, Quasi-randomised comparative study. Setting, Two French university hospitals with contrasting policies for episiotomy: one using episiotomy restrictively and the second routinely. Population, Seven hundred and seventy-four nulliparous women delivered during 1996 of a singleton in cephalic presentation at a term of 37,41 weeks. Methods, A questionnaire was mailed 4 years after delivery. Sample size was calculated to allow us to show a 10% difference in the prevalence of urinary incontinence with 80% power. Main outcome measures, Urinary incontinence, anal incontinence, perineal pain, and pain during intercourse. Results, We received 627 responses (81%), 320 from women delivered under the restrictive policy, 307 from women delivered under the routine policy. In the restrictive group, 186 (49%) deliveries included mediolateral episiotomies and in the routine group, 348 (88%). Four years after the first delivery, there was no difference in the prevalence of urinary incontinence (26 versus 32%), perineal pain (6 versus 8%), or pain during intercourse (18 versus 21%) between the two groups. Anal incontinence was less prevalent in the restrictive group (11 versus 16%). The difference was significant for flatus (8 versus 13%) but not for faecal incontinence (3% for both groups). Logistic regression confirmed that a policy of routine episiotomy was associated with a risk of anal incontinence nearly twice as high as the risk associated with a restrictive policy (OR = 1.84, 95% CI: 1.05,3.22). Conclusions, A policy of routine episiotomy does not protect against urinary or anal incontinence 4 years after first delivery. [source]
