Selected AbstractsUSE OF THE DELPHI METHOD IN RESOLVING COMPLEX WATER RESOURCES ISSUES,JOURNAL OF THE AMERICAN WATER RESOURCES ASSOCIATION, Issue 1 2003Jonathan G. Taylor ABSTRACT: The tri-state river basins, shared by Georgia, Alabama, and Florida, are being modeled by the U.S. Fish and Wildlife Service and the U.S. Army Corps of Engineers to help facilitate agreement in an acrimonious water dispute among these different state governments. Modeling of such basin reservoir operations requires parallel understanding of several river system components: hydropower production, flood control, municipal and industrial water use, navigation, and reservoir fisheries requirements. The Delphi method, using repetitive surveying of experts, was applied to determine fisheries' water and lake-level requirements on 25 reservoirs in these interstate basins. The Delphi technique allowed the needs and requirements of fish populations to be brought into the modeling effort on equal footing with other water supply and demand components. When the subject matter is concisely defined and limited, this technique can rapidly assess expert opinion on any natural resource issue, and even move expert opinion toward greater agreement. [source] Hydrology and water resources in monsoon Asia: a consideration of the necessity of establishing a standing research community of hydrology and water resources in the Asia Pacific regionHYDROLOGICAL PROCESSES, Issue 14 2003Katumi Musiake Abstract Hydrological and water resources issues appear very differently in different regions, and are strongly affected by geographical conditions. Hydrological knowledge and methodologies obtained in a specific region cannot necessarily be adapted to other regions. The purpose of this paper is to clarify one way to address adequately the regional characteristics of hydrology and water resources in monsoon Asia, especially the ,too much water' problems in the region. For this purpose, geomorphological factors, climatic factors and human intervention in the natural environment are taken into consideration as the three major factors governing the regional characteristics of the hydrology,water resources system. To identify geomorphological features macroscopically between the Asia Pacific region and other continental regions, the concepts ,tectonic zone' and ,stable region', which are two major subdivisions of continental masses in the world, are introduced. Also, a new climatic subdivision termed ,warm-humid' is proposed to express the abundant precipitation due to the Asian monsoon. Then, hydrological characteristics common or similar in ,warm-humid tectonic zones' in the Asia Pacific region, contrasted with those in stable regions, are enumerated together with the human intervention corresponding to these characteristics, and research targets peculiar to warm-humid tectonic zones are discussed. Finally, the establishment of a standing research community called ,Asia Pacific Association of Hydrology and Water Resources' is proposed to promote the exchange of operational knowledge and experience in water resources management, cooperative research activities, and professional education in the Asia Pacific region. Miler Despite the extensive literature on citizens' use of cognitive heuristics in political settings, far less is known about how political elites use these shortcuts. Legislative elites benefit from the efficiency of the accessibility heuristic, but their judgments can also be flawed if accessible information is incomplete or unrepresentative. Using personal interviews and a quasi-experimental design, this paper examines the use of the accessibility heuristic by professional legislative staff when assessing the importance of natural resources issues to their constituents. Staff members recall only a small subset of the relevant constituents in the district, and this subset is biased in favor of active and resource-rich constituents over other, equally relevant constituents. This paper provides a new application of cognitive psychology to political elites and addresses important normative questions about the importance of information processing for political representation. By drawing on the psychology literature on heuristics, this paper identifies the cognitive mechanisms of congressional representation and provides new evidence of old biases. [source] |
