Selected AbstractsProtecting cultural assets from bushfires: a question of comprehensive planningDISASTERS, Issue 1 2008Prue Laidlaw Cultural heritage sites form an unrenewable asset that is threatened by natural disasters. Given the high bushfire risk, mandatory Bush Fire Risk Management Plans have been drawn up throughout New South Wales, Australia. We compared their mandatory provisions for the protection of heritage assets with an,Ideal Heritage Disaster Plan', containing a series of non-negotiable elements. The examined plans fell well short of the ideal. Preparedness Plans generally lacked a discussion of suppression techniques (for historic heritage), prevention, prescribed drills and communication procedures. None of the Response Plans or Recovery Plans contained any of the required core elements, such as rapid suppression techniques and stabilisation procedures. Where aspects were covered, they were addressed in an inadequate level of detail. The overall quality of the cultural heritage components of the plans is judged to be poor. Suggestions are made on how to improve the situation if heritage assets are to have a future following bushfire events. C. Wissmar Abstract Bull trout, Salvelinus confluentus (Suckley), populations are declining in many streams of North America and are listed under the Endangered Species Act in the United States. Many small populations are isolated in fragmented habitats where spawning conditions and success are not well understood. Factors affecting habitats selected for redds by spawning bull trout and redd habitat characteristics within Gold Creek, a headwater stream in the Yakima River within the Columbia River basin, Washington State, USA, were evaluated. Most spawning (>80% of the redds) occurred in upstream habitats after dewatering of downstream channels isolated fish. Habitats were selected or avoided in proportions different to their availability. For example, most bull trout selected pools and glides and avoided riffles despite the latter being more readily available. Although preferences suggest influences of prolonged fish entrapment, site fidelity could be important. A habitat with redds commonly contained abundant cover, gravel substratum and higher stream flows. The major factors influencing habitat selection by spawning fish and their persistence in streams of the Yakima and Columbia River regions include entrapment of fish by dewatering of channels and geographical isolation by dams. The goal of the US Government's recovery plan is ,to ensure the long-term persistence of self-sustaining bull trout populations'. Recovery plans linked to provisions for protecting and conserving bull trout populations and their habitats were recommended. Landscape approaches are needed that provide networks of refuge habitats and greater connectivity between populations. Concurrent recovery efforts are encouraged to focus on protecting small populations and minimizing dangers of hybridization. [source] Tracking Fragmentation of Natural Communities and Changes in Land Cover: Applications of Landsat Data for Conservation in an Urban Landscape (Chicago Wilderness)CONSERVATION BIOLOGY, Issue 4 2001Yeqiao Wang Within the metropolis survive some of the world's best remaining examples of eastern tallgrass prairie, oak savanna, open oak woodland, and prairie wetland. Chicago Wilderness is more than 81,000 ha of protected areas in the urban and suburban matrix. It also is the name of the coalition of more than 110 organizations committed to the survival of these natural lands. The long-term health of these imperiled communities depends on proper management of the more extensive, restorable lands that surround and connect the patches of high-quality habitat. Information critical to the success of conservation efforts in the region includes (1) a current vegetation map of Chicago Wilderness in sufficient detail to allow quantitative goal setting for the region's biodiversity recovery plan; (2) quantified fragmentation status of the natural communities; and (3) patterns of land-cover change and their effects on the vitality of communities under threat. We used multispectral data from the Landsat thematic mapper (October 1997) and associated ground truthing to produce a current vegetation map. With multitemporal remote-sensing data (acquired in 1972, 1985, and 1997), we derived land-cover maps of the region at roughly equivalent intervals over the past 25 years. Analyses with geographic information system models reveal rapid acceleration of urban and suburban sprawl over the past 12 years. Satellite images provide striking visual comparisons of land use and health. They also provide banks of geographically referenced data that make quantitative tracking of trends possible. The data on habitat degradation and fragmentation are the biological foundation of quantitative goals for regional restoration. [source] EXPLORING DISPARITIES BETWEEN GLOBAL HIV/AIDS FUNDING AND RECENT TSUNAMI RELIEF EFFORTS: AN ETHICAL ANALYSISDEVELOPING WORLD BIOETHICS, Issue 1 2007TIMOTHY CHRISTIE ABSTRACT Objective:, To contrast relief efforts for the 26 December 2004 tsunami with current global HIV/AIDS relief efforts and analyse possible reasons for the disparity. Methods:, Literature review and ethical analysis. Results:, Just over 273,000 people died in the tsunami, resulting in relief efforts of more than US$10 bn, which is sufficient to achieve the United Nation's long-term recovery plan for South East Asia. In contrast, 14 times more people died from HIV/AIDS in 2004, with UNAIDS predicting a US$8 bn funding gap for HIV/AIDS in developing nations between now and 2007. This disparity raises two important ethical questions. First, what is it that motivates a more empathic response to the victims of the tsunami than to those affected by HIV/AIDS? Second, is there a morally relevant difference between the two tragedies that justifies the difference in the international response? The principle of justice requires that two cases similarly situated be treated similarly. For the difference in the international response to the tsunami and HIV/AIDS to be justified, the tragedies have to be shown to be dissimilar in some relevant respect. Are the tragedies of the tsunami disaster and the HIV/AIDS pandemic sufficiently different, in relevant respects, to justify the difference in scope of the response by the international community? Conclusion:, We detected no morally relevant distinction between the tsunami and the HIV/AIDS pandemic that justifies the disparity. Therefore, we must conclude that the international response to HIV/AIDS violates the fundamental principles of justice and fairness. [source] Housing anxiety and multiple geographies in post-tsunami Sri LankaDISASTERS, Issue 4 2009Camillo Boano Tsunami intervention has been an extraordinary and unprecedented relief and recovery operation. This article underlines the complexities posed by shelter and housing intervention in post-tsunami Sri Lanka, revealing a pragmatic, reductionist approach to shelter and housing reconstruction in a contested and fragmented environment. Competition, housing anxiety and buffer zone implementation have resulted in compulsory villagisation inland, stirring feelings of discrimination and tension, and becoming major obstacles to equitable rebuilding of houses and livelihoods. A new tsunami geography has been imposed on an already vulnerable conflict-based geography, in which shelter has been conceived as a mono-dimensional artefact. An analysis of the process and outcomes of temporary and permanent post-tsunami housing programmes yields information about the extent to which shelter policies and programmes serve not only physical needs but ,higher order' objectives for a comprehensive and sustainable recovery plan. [source] Conserving the Richmond Birdwing Butterfly over two decades: Where to next?ECOLOGICAL MANAGEMENT & RESTORATION, Issue 1 2008Don Sands Summary The Richmond Birdwing Butterfly, restricted to subtropical areas of Australia, is threatened with extinction in the Queensland part of its range because of clearing and fragmenting rainforests containing its larval food vines. Habitat fragmentation and drought have exacerbated risks of inbreeding depression and a range of other threats exist, including invasions of the exotic Dutchmans Pipe Vine which is toxic to Richmond Birdwing larvae. This article outlines the Richmond Birdwing Butterfly project from its beginnings in the Double Helix Club project and recently the Richmond Birdwing Recovery Network. It provides details of the biology of the butterfy and its food vines, as well as discussing elements for consideration in a future recovery plan including (i) protecting the remaining breeding sites; and, for the shorter term (ii) continuing to propagate and plant food plants at appropriate localities that previously supported the butterfly. [source] Habitat suitability analysis for lacustrine brown trout (Salmo trutta) in Lake Walchensee, Germany: implications for the conservation of an endangered flagship speciesAQUATIC CONSERVATION: MARINE AND FRESHWATER ECOSYSTEMS, Issue 1 2010Marco Denic Abstract 1.The lacustrine brown trout (Salmo trutta) is endangered and of high conservation importance. In the only spawning habitat of the population in the Bavarian Lake Walchensee, the River Obernach, a substantial decrease in spawning runs has been reported. In this study, the present ecological state of the spawning stream was analysed with the objective of identifying life-stage specific limitations to successful recruitment attributable to deficiencies in (i) spawning migration, (ii) spawning habitat quality, and (iii) habitat quality for juveniles. 2.Structural stream analysis showed that discharge and several migration barriers , particularly near the river outlet into the lake , prevent successful spawning migrations at normal water levels. Migration barriers are probably the main limiting factor for reproduction of lacustrine brown trout, whereas structural variability of the Obernach meets the habitat requirements of both spawners and juveniles. 3.Spawning site quality was suitable for trout, as indicated by stream substratum texture and high exchange rates between free-flowing water and the interstitial zone in physico-chemical parameters (redox potential, dissolved oxygen, pH, temperature and conductivity). 4.Analyses of fish community structure revealed dominance of lithophilic species, in particular of riverine brown trout (Salmo trutta). Its density and intact demographic population structure suggest that spawning and juvenile habitat quality for salmonids is not limiting. Recapture of stocked lacustrine trout juveniles also indicates habitat suitability for the juvenile stage. 5.In conclusion, the results show that the methodology used in this study is suitable for the identification of life-stage specific habitat deficiencies in lacustrine brown trout and other fish species. [source] The impact of the 2007-2009 crisis on social security and private pension funds: A threat to their financial soundness?INTERNATIONAL SOCIAL SECURITY REVIEW, Issue 2 2010Ariel Pino Abstract Social security and pension funds were affected on an unparalleled scale by the recent financial crisis. They reported massive unrealized investment losses and their governance mechanisms have been challenged, therefore endangering their financial soundness and questioning their capacity to deliver adequate benefits. The year 2009 ended with financial markets recovering, but also with portfolio reallocations and traditional risk management approaches being revisited. Governments have reacted to the crisis and implemented recovery plans that could issue a warning about the mid-term fiscal situation. Post-crisis fiscal stress may generate a trade-off between a re-establishment of a sound fiscal situation and a reduction in social expenditure. This article analyses the impact of the crisis on social security and pension funds and address all the aforementioned issues. [source] |
