Woolley In this article, we explore the relationship between innovation policy and new venture creation in the United States. Specifically, we examine two components of innovation policy in nanotechnology,science and technology (S&T) initiatives and economic initiatives,and their relationship with the founding of nanotechnology firms. We find strong support relating new firm formation to S&T and economic initiatives. States with both S&T and economic initiatives had six times as many firms founded than those states without such initiatives. We also find evidence of a first-mover advantage as states with the earliest innovation policies had higher rates of related firm foundings over time. These findings suggest that states that are most attractive to entrepreneurs not only pursue technological innovation and provide resources, but also encourage and legitimize commercial development. Implications for public policy makers and scholars are provided. [source] Knowledge Networks in an Uncompetitive Region: SME Innovation and GrowthGROWTH AND CHANGE, Issue 2 2009ROBERT HUGGINS ABSTRACT Knowledge networks are now recognised as a crucial element underlying the economic success and competitiveness of geographic locations, in particular regions. The aim of this paper is to assess the types of knowledge networks utilised and formed by knowledge-based small- and medium-sized enterprises (SMEs) in the relatively uncompetitive regional setting of Yorkshire and Humberside in the UK. It explores the relationship between knowledge networking activity and the levels of innovation and growth achieved by these SMEs. It is found that SMEs tend to utilise and value more knowledge networks with actors outside the region. However, more innovative SMEs possess a balance of inside and outside the region knowledge networks. Knowledge networking activity is sometimes negatively associated with growth, suggesting that networks with certain actors, such as public sector support agencies, may be formed by SMEs when they are facing competitive pressures. In terms of policy implications, the paper recommends a shift from the cluster policies implemented by many regional authorities to a regional innovation systems approach, focusing equally on the regional and more global dimensions of knowledge networks. It is concluded that regional public policy makers need to renew their efforts to support SMEs in creating and sustaining their knowledge networks. Martin Marketers and public policy makers continue to be plagued with the problem of creating effective communications, which can increase the probability of complying with risk avoidance behavior related to smoking. Using Terror Management Theory (TMT) as a theoretical basis, we provide a rationale as to why traditional anti-smoking appeals focusing on negative health consequences are not impactful. We use the implications of the theory to predict and show that an appeal focusing on social exclusion should be more motivating than a health appeal to encourage smokers to quit in the short and long run. Specifically, we conduct an experiment designed to investigate the impact of mortality salience and self-esteem on whether college-age smokers will comply with anti-smoking messages. We observe that social exclusion messages compared to health effect messages are particularly effective in reducing intentions to smoke for college-age smokers who derive their self-esteem in part from smoking. Overall, our results show that mortality salience interacts with self-esteem in terms of influencing the probability of smoking in the short run and that social exclusion appeals have a stronger impact than health-related appeals both in reducing long run smoking intention and emphasizing the salience of health-related consequences of smoking. [source] Tackling the paradox: can attaining global research excellence be compatible with local technology development?R & D MANAGEMENT, Issue 1 2004Johan Van Helleputte This paper uses the case of the IMEC (microelectronics research centre) to examine the compatibility between strategic IPR management of large independent research centres, and regional industrial policy missions given to such centres in return for government funding. In particular, the issue of whether a balance can be found between a necessary drive for international recognition and critical mass of funding, and a policy of IPR valorization towards regional firms is examined. The first section sets out the mission of IMEC and the evolution over time of its strategic approach to building global industrial partnerships based on a sophisticated model of IPR management. Drawing on a recent evaluation, the subject of the second section is the extent to which the results of the industrial and exploratory research activities of IMEC are then commercialized in local Flemish industry. The concluding section offers policy conclusions in terms of the instruments and objectives which public policy makers can apply to maximize the local impact of large globally operating research centres. [source] An investigation of innovation antecedents in small firms in the context of a small developing countryR & D MANAGEMENT, Issue 3 2000Athanasios Hadjimanolis The present research was conducted in Cyprus, a small developing country. A large number (n=140) of manufacturing small and medium sized firms were surveyed, via a questionnaire administered during personal interviews with the firms' owners or managers. A research model based on the antecedent factor approach was used. The main variables affecting innovation according to the survey results include: strategy, expenditure on R&D, co-operation with external technology providers, use of technological information sources and overall performance of the firm. Contrary to expectations and literature claims, some environmental variables, e.g. intensity of competition, were not correlated to innovation. Managers and public policy makers in similar contexts can increase the innovativeness of firms by paying attention to its main determinants, as identified by the above research. [source] |
