Selected AbstractsThe transformation of kinship and the family in late Anglo-Saxon EnglandEARLY MEDIEVAL EUROPE, Issue 3 2001Andrew Wareham The development of the family into a small unit in which descent was traced almost exclusively through the male line is regarded as a major turning point in medieval European history. The early stages of the formation of agnatic kinship have usually been connected to strategies designed to preserve and retain control of patrimonies and castles, arising from the breakdown of public order. In this article it is suggested that the emergence of new kinship values was connected to the investment of aristocratic energy and resources in monastic programmes, and to subtle changes in lay involvement with the rituals associated with death and the salvation of souls. [source] Heroin-assisted treatment in Switzerland: a case study in policy changeADDICTION, Issue 1 2010Ambros Uchtenhagen ABSTRACT Background Switzerland introduced a pragmatic national drug policy when the former conservative abstinence-orientated politics proved unable to cope with an escalating number of users and related negative consequences for public health and public order. The high visibility of ,needle parks' and the size of the acquired immune deficiency disorder (AIDS) epidemic called for a new approach and for national leadership. Aims To describe the intentions, the process and the results of setting up the new treatment approach of prescribing heroin to treatment resistant heroin addicts, as an example of drug policy change. Materials and Methods A systematic collection of relevant documents is analysed and used as evidence for describing the process of policy change. Results Measures to reduce the negative consequences of continued use and to prevent the spread of AIDS were started mainly by private initiatives and soon taken up officially in the ,four-pillar' drug policy (including harm reduction, prevention, treatment and law enforcement). Medical prescription of heroin to chronic, treatment-resistant heroin addicts was one of the innovations, based on extensive scientific and political preparation. Detailed documentation and evaluation, ample communication of results, adaptations made on the basis of results and extensive public debate helped to consolidate the new policy and heroin-assisted treatment, in spite of its limitations as an observational cohort study. All necessary steps were taken to proceed from a scientific experiment to a routine procedure. Discussion Comparable policy changes have been observed in a few other countries, such as The Netherlands and Germany, based on the Swiss experience, with equally positive results of heroin-assisted treatment. These experiments were designed as randomised controlled trials, comparing intravenous heroin against oral methadone, thereby demonstrating the specific value of pharmaceutical diamorphine for maintenance treatment in opiate dependence. The positive impact of policy change and the positive outcomes of heroin-assisted treatment were acknowledged increasingly nationally and internationally, but made it difficult to continue the process of adapting policy to new challenges, due to the low visibility of present drug problems and to changing political priorities. Conclusion A major change in drug policy was effectively realised under typical conditions of a federalist country with a longstanding tradition of democratic consensus building. Facilitating factors were the size and visibility of the heroin problem, the rise of the Aids epidemic, and a pragmatic attitude of tolerating private initiatives opening the way to official policy change. Over this time, the transnational protest movement has generated its own internal and external dynamics of conflict and cooperation, playing them out on a global scale. This essay addresses these dynamics, focusing on the role of performance and theater as a means of generating cooperation within a diverse transnational movement, on intramovement conflict, and on the role of the state with respect to transnational protest. By breaking down dominant conceptions of the state as a unitary actor, transnational protests have helped fuel an as yet understudied form of cooperation: that among policing agencies, across local and national levels of law enforcement, and across national borders. Cross-national police cooperation has become particularly important in the context of the war against terrorism. However, it has also been shaped by the need to maintain public order that has arisen as a result of the large, and often disruptive, street protests against globalization, which have involved activists from many countries. Since the 1980s, the political construction of migration increasingly referred to the destabilizing effects of migration on domestic integration and to the dangers for public order it implied. The spillover of the internal market into a European internal security question mirrors these domestic developments at the European level. The Third Pillar on Justice and Home Affairs, the Schengen Agreements, and the Dublin Convention most visibly indicate that the European integration process is implicated in the development of a restrictive migration policy and the social construction of migration into a security question. However, the political process of connecting migration to criminal and terrorist abuses of the internal market does not take place in isolation. It is related to a wider politicization in which immigrants and asylum-seekers are portrayed as a challenge to the protection of national identity and welfare provisions. Moreover, supporting the political construction of migration as a security issue impinges on and is embedded in the politics of belonging in western Europe. It is an integral part of the wider technocratic and political process in which professional agencies , such as the police and customs , and political agents , such as social movements and political parties , debate and decide the criteria for legitimate membership of west European societies. Chen MD Abstract Background Current data on nonfatal work-related motor vehicle injuries are limited and fragmented, often excluding government workers, self-employed workers, and workers on small farms. This study seeks to bridge the present data gap by providing a national profile of nonfatal work-related motor vehicle injuries across all industries and occupations. Methods Study subjects were people who suffered nonfatal work-related motor vehicle injuries and were treated in a hospital emergency department in the United States. Subjects were identified from a stratified probability sample of emergency departments. National estimates and rates were computed. Results From 1998 to 2002, the average annual rate of nonfatal work-related motor vehicle injuries was 7 injuries per 10,000 full-time equivalents. The rate was three times higher in men than in women. The rates were higher in workers 15,19 years of age and in workers 70 years or older. Justice, public order, and safety workers had the largest number of injuries, and taxicab service employees had the highest injury rate of all industries. Truck drivers had the largest number of injuries, and police and detectives, public service employees had the highest injury rate of all occupations. Conclusion Future efforts need to develop and enhance the use of surveillance information at the federal and state level for work-related nonfatal motor vehicle injuries. Prevention efforts need to address occupational motor vehicle safety for both commercial truck/bus drivers and workers who are not commercial drivers but who drive light motor vehicles on the job. [source] Civilization in Color: The Multicultural City in Three MillenniaCITY & COMMUNITY, Issue 4 2004Xavier De Souza Briggs How should democratic societies and the cities that propel them respond to increased social diversity? Surprisingly few studies compare cities on their capacity to manage social diversity or offer historical views of the bases for co-existence among identity groups. Studies of this crucial theme that do offer comparative reach are limited to higher-level analyses (e.g., of race and nation making in the modern global order) or partial views (e.g., of economic inequality by race or ethnic politics in contemporary cities). This study, an exercise in theory building, examines three large, history-making, and famously diverse cities that relied on distinct designs for society to accommodate diversity: ancient Rome, medieval Cordoba, and contemporary Los Angeles. Comparisons across such huge spans of time and major culture shifts yield lessons obscured in current debates over inequality, multiculturalism, or the need for tolerance. Three of the most important lessons relate to the power of integrative societal projects much larger than cities; the co-existence throughout history of separatism or cultural mosaic patterns alongside active cross-cultural exchange and hybridization; and the need to bound pluralistic ideals within a strong, locally viable public order. In earlier periods of history, autocracy provided such order for standout pluralist cities and the civilizations they led. Come, come whoever you are.
