Selected AbstractsIS CORPORATE R&D INVESTMENT IN HIGH-TECH SECTORS MORE EFFECTIVE?CONTEMPORARY ECONOMIC POLICY, Issue 3 2010RAQUEL ORTEGA-ARGILÉS This paper discusses the link between R&D and productivity across the European industrial and service sectors. The empirical analysis is based on both the European sectoral OECD data and on a unique micro-longitudinal database consisting of 532 top European R&D investors. The main conclusions are as follows. First, the R&D stock has a significant positive impact on labor productivity; this general result is largely consistent with previous literature in terms of the sign, the significance, and the magnitude of the estimated coefficients. More interestingly, both at sectoral and firm levels the R&D coefficient increases monotonically (both in significance and magnitude) when we move from the low-tech to the medium- and high-tech sectors. This outcome means that corporate R&D investment is more effective in the high-tech sectors and this may need to be taken into account when designing policy instruments (subsidies, fiscal incentives, etc.) in support of private R&D. However, R&D investment is not the sole source of productivity gains; technological change embodied in gross investment is of comparable importance on aggregate and is the main determinant of productivity increase in the low-tech sectors. Hence, an economic policy aiming to increase productivity in the low-tech sectors should support overall capital formation. [source] Increase of atmospheric CO2 promotes phytoplankton productivityECOLOGY LETTERS, Issue 6 2004Peter Schippers Abstract It is usually thought that unlike terrestrial plants, phytoplankton will not show a significant response to an increase of atmospheric CO2. Here we suggest that this view may be biased by a neglect of the effects of carbon (C) assimilation on the pH and the dissociation of the C species. We show that under eutrophic conditions, productivity may double as a result of doubling of the atmospheric CO2 concentration. Although in practice productivity increase will usually be less, we still predict a productivity increase of up to 40% in marine species with a low affinity for bicarbonate. In eutrophic freshwater systems doubling of atmospheric CO2 may result in an increase of the productivity of more than 50%. Freshwaters with low alkalinity appeared to be very sensitive to atmospheric CO2 elevation. Our results suggest that the aquatic C sink may increase more than expected, and that nuisance phytoplankton blooms may be aggravated at elevated atmospheric CO2 concentrations. [source] Government Intervention in the Muda Irrigation Scheme, Malaysia: ,actors', expectations and outcomesTHE GEOGRAPHICAL JOURNAL, Issue 3 2000CLARE L. JOHNSON At the dawn of the third millennium the problems associated with large-scale irrigation lie largely unresolved. The outcomes of government policies rarely correspond with expectations, leading to conflict and misunderstanding between federal governments, local agencies and farmers. This paper examines the mis-match of expectations between policy implementors and policy recipients in the implementation of one government policy (tertlary intervention) in the Muda irrigation scheme, Malaysia. The findings illustrate that this policy is not achieving the productivity increase or water saving expectations for which it was designed. Instead, tertiary intervention has increased the capacity of the farmers to unofficially control the distribution and supply of the water resource and to engage in off-farm productive and non-productive activities. This results in: a significant over-supply of water; the inefficient use of this supply; and a reduction in yields without a reduction in incomes. Importantly, tertiary intervention has enabled the farmers to diversify their livelihood strategies whilst retaining access to the rice-farming culture. The findings presented in this paper serve to illustrate the significance of ,actor'expectations on policy outcomes and agrarian change. [source] X-Efficiency and Productivity Change in Australian BankingAUSTRALIAN ECONOMIC PAPERS, Issue 2 2004Penny Neal This paper investigates X -efficiency and productivity change in Australian banking between 1995 and 1999 using Data Envelopment Analysis (DEA) and Malmquist productivity indexes. It differs from earlier studies by examining efficiency by bank type, and finds that regional banks are less efficient than other bank types. The study concludes that diseconomies of scale set in very early and hence are not a sufficient basis on which to allow mergers between large banks to proceed. Total factor productivity in the banking sector was found to have increased by an average annual 7.6 per cent between 1995 and 1999. All of the productivity increase was due to technological advance shifting out the frontier. The banking sector's performance was less efficient relative to the frontier in 1999 than it had been in 1995. [source] Centralized Wage Bargaining and the "Celtic Tiger" PhenomenonINDUSTRIAL RELATIONS, Issue 3 2007LUCIO BACCARO Drawing on a variety of sources and research methods, this article argues that centralized wage bargaining contributed to the "Celtic Tiger" phenomenon by linking wage increases in the dynamic multinational companies sector to wage and productivity increases in the much more sluggish domestic sector of the economy and, in so doing, considerably increased the competitiveness of foreign multinational companies,a key driver of Irish growth. The article also argues that much-received wisdom about the institutional and organizational preconditions for centralized wage regulation needs to be reconsidered in light of the Irish case. Public sector unions played a pivotal role in initiating and sustaining wage centralization, yet their leadership role did not undermine its effectiveness. Likewise, internal democratic procedures and the absence of wage compression policies, rather than centralized organizational structures, facilitated compliance with centralized wage policies. [source] The Causes and Consequences of Immigrant Labour in the Construction Sector in MalaysiaINTERNATIONAL MIGRATION, Issue 5 2005Suresh Narayanan ABSTRACT Malaysian construction is highly dependant on immigrant labour; immigrants account for nearly 70 per cent of its workforce. Although they have aided the sector's rapid expansion, it has not been without costs. This paper examines the impact of immigrant labour on construction. The main finding is that immigrants, being largely unskilled, did not contribute to skill formation. Instead, they accumulated skills on-the-job, which were lost when they returned home. There was no evidence that immigrants displaced domestic workers since they were concentrated in jobs rejected by Malaysians. Furthermore, unlike in earlier periods, legal immigrants were no longer a cheap option, given the regulations governing their employment. They were not used to cut costs per se, but were used because domestic workers were not available in sufficient numbers. Despite the large immigrant presence, the general wage level increased, though admittedly not as rapidly as it might have in their absence. The reliance on immigrant workers has increased the need for supervision and quality control, thereby reducing the savings in cost; nonetheless, immigrants have helped keep costs in check. Surprisingly, rising wages and the continued shortage of labour have not led to a widespread adoption of labour-saving methods. This is partly because productivity increases have managed to outpace wage increases, though this advantage is petering out. Also, immigrant presence has kept wages, as a proportion of total costs, manageable. The over reliance of the sector on immigrant labour is not desirable, especially since the majority is drawn from one source - Indonesia. Any disruption of supply from this source can undermine the Malaysian economy. To avoid this, Malaysia must vary its source of immigrant labour and intensify efforts to attract domestic workers by improving conditions in construction. Alston Abstract Estimated rates of return to research are distorted by problems of attributing the credit for particular research results, or for particular research-induced productivity increases, among research expenditures undertaken at different times, in different places, and by different agencies. A comprehensive assessment of the evidence from past economic evaluations of the returns to agricultural R&D indicates that studies generally report high rates of return, with enormous variation among studies, but that much of this evidence has been tainted by inadequate attention to attribution problems. This paper raises these concerns in a general way and illustrates their importance with reference to two particular types of attribution problem. First, we consider the problem of accounting for locational spillovers in attributing varietal-improvement technology among research performers, using US wheat varieties as an example. Second, we consider the temporal aspects of the attribution problem using the specification of research lags in econometric models to illustrate the problem of attributing aggregate productivity gains to research expenditures made at different times. Moreover, economists have been interested in the efficiency of large firms in R&D enterprises. This paper uses inventor panel data to examine the relationship between inventor productivity and firm size in the pharmaceutical and semiconductor industries. In both industries, we find that inventors' productivity increases with firm size even after controlling for inventors' experience, education and other firm characteristics. We find evidence in the pharmaceutical industry that this is partly accounted for by differences in the way in which large and small firms organize R&D activities. Utility derived from any given is bounded from above and demand is therefore not isoelastic. On the other hand, introducing new varieties always increases utility. It is assumed that each variety is owned by a monopoly. Workers can specialise in material goods production or in the knowledge sector, which designs new varieties. As productivity increases, the economy moves from a ,Solovian zone' where wages increase with productivity, to a ,Marxian' zone where they paradoxically decline with productivity. [source] |
