Property-Led Redevelopment in Post-Reform China: A Case Study of Xintiandi Redevelopment Project in Shanghai

Government-backed redevelopment has been replaced by privately funded and property-led redevelopment. This article discerns the impetus of ongoing property-led redevelopment. A case study of the Xintiandi project in Shanghai reveals how property-led redevelopment actually works. Pro-growth coalitions between local government and developers are formed. Despite its role as capital provider, the private sector is still regulated by the government due to its negligible influence on local governance. The government controls the direction and pace of urban redevelopment through policy intervention, financial leverages, and governance of land leasing. Property-led redevelopment is driven by diverse motivations of different levels of the government, e.g. transforming urban land use functions, showing off the entrepreneurial capability of local government, and maximizing negotiated land benefits. Driven by profit seeking, some thriving urban neighborhoods are displaced by high-value property development, and suffer from uneven redevelopment. [source]


Forging Ahead and Falling Behind: Changing Regional Inequalities in Post-reform China

This study analyzes the evolution of China's regional inequalities during the reform period of 1978,1998 based on three geographical scales, both output and livelihood indicators of economic well-being and three measures of inequality. The results indicate that interprovincial and regional inequalities declined between 1978 and 1990, but have widened steadily since 1990. Urban-rural disparity diminished before 1984, then experienced a decade-long surge afterwards to peak in 1994 at a much higher level and since 1994, it has been declining again. The levels of regional inequalities in China appear to be sensitive to changes in government development strategies and regional policies. Differential growth of the provincial economies shaped by the coast-oriented and urban-biased development strategies as well as selective open-door policy implemented by the Chinese government after the reform is the key to understanding the wax and wane in China's regional inequalities. This paper discusses the factors that account for the changing regional inequalities in post-reform China and argues that government policies are likely to continue to influence the future trajectories of inequality change. Local Capitalisms, Local Citizenship and Translocality: Rescaling from Below in the Pearl River Delta Region, China

Abstract Chinese economic reforms have profoundly changed the scale at which things get done. Much of the existing literature on scale has concentrated on the politics of rescaling from above. Less has been written about rescaling initiatives from below, the focus of this study. It distinguishes three important localisms. Local capitalisms treats capitalism as subordinate to local social and political processes that provide crucial conditions of existence. Local citizenship sees processes of entitlement and exclusion as accomplished locally rather than through national frameworks. Translocality describes the ways in which claims are made on the loyalties of those possessing capital but residing elsewhere and the promotion of the place through image-building and physical/social infrastructural enhancements. These three distinct localisms overlap and interact in a variety of ways to shape a new social and spatial order in post-reform China. A detailed study of the practices of localism in the Dongguan city-region reveals the ways in which the emergence of capitalism has been dependent on pre-existing social connections and based on villages and townships. The entitlements of citizenship are polarized between the local hukou population and the migrant workers irrespective of the national definition of social safety net and regardless of the physical presence of the individuals. Résumé En Chine, les réformes économiques ont profondément modifié l'échelon auquel les choses se font. Les publications traitant de cet aspect se consacrent en général aux politiques de redimensionnement venues des instances supérieures, et abordent plus rarement les initiatives venues d'en bas, objets de cette étude. Cette dernière distingue trois localismes importants: les capitalismes locaux, le capitalisme apparaissant subordonné aux processus sociaux et politiques locaux qui déterminent les conditions d'existence; la citoyenneté locale pour qui les processus d'habilitation et d'exclusion s'effectuent au plan local et non en fonction de cadres nationaux; la translocalité qui décrit comment est sollicitée la loyauté de ceux qui possèdent le capital mais résident ailleurs, et comment des projets de création d'image et d'infrastructure matérielle ou sociale dynamisent la promotion du lieu. Ces trois localismes se chevauchent et interagissent diversement, façonnant un nouvel ordre social et spatial dans la Chine de l'après-réforme. Une étude détaillée du localisme pratiqué dans la ville de Dongguan fait apparaître les modalités d'un capitalisme émergent, dépendant des liens sociaux existants et basé sur des villages ou municipalités. L'accès à la citoyenneté définit un clivage entre la population locale ayant son hukou et les travailleurs migrants, indépendamment de la notion nationale de filet de protection sociale ou de la présence physique des individus. Changing Engines of Growth in China: From Exports, FDI and Marketization to Innovation and Exports

O30; O40; R11 Abstract This paper investigates the changing sources of growth in post-reform China. Using cross-province regressions, this paper finds that, in earlier periods, exports, foreign direct investment and marketization were significantly related to per capita income growth, whereas since the late 1990s, foreign direct investment and marketization have lost their significance and have been replaced by new sources of growth, such as innovation and knowledge, with only exports continuing to be important. This finding is robust after controlling for other variables representing other economic policies and provincial characteristics. We also tackle the possible endogeneity of innovation variables using the instrumental variables estimation method. [source]
