Selected AbstractsGUNS AND OIL: AN ANALYSIS OF CONVENTIONAL WEAPONS TRADE IN THE POST-COLD WAR ERAECONOMIC INQUIRY, Issue 2 2010NEHA KHANNA This paper analyzes the global conventional weapons trade between 1989 and 1999. We postulate that a key reason for the huge transfer of weapons to the Persian Gulf region is the enormous value of the oil wealth there along with the dependence of Western economies on access to the relatively cheap and steady supply of crude oil. We find a strong, positive, and robust empirical association between arms trade and crude oil trade and explain it as the result of a target price band arrangement that was responsible for the remarkably stable crude oil prices during our study period. (JEL F10, F59, Q38) [source] Germans as Venutians: The Culture of German Foreign Policy BehaviorFOREIGN POLICY ANALYSIS, Issue 1 2006AKAN MALICI The end of the Cold War eliminated many of the external constraints that had straitjacketed German policy during the Cold War era. At the same time, unification augmented Germany's already substantial power base. In light of these changed geopolitical circumstances, it was only logical for the dominant theory of security studies, namely realism, to expect a reorientation in German foreign policy behavior toward unilateralism and increased levels of power politics. Yet these expectations proved wrong. This article argues that German foreign policy behavior in the post-Cold War era can be ascribed to a foreign policy culture of reticence,a culture of restraint and accommodation that can be traced to well-defined sets of fundamental beliefs of the German decision-making elite. This article systematically examines these beliefs in the post-Cold War era, relates them to foreign policy choices, and concludes with a plea for increased attention to ideational variables. This article explores the value of structured classroom debates on ethical dimensions of international relations as active teaching and learning tools for introductory and advanced international studies courses. Specifically, this article presents design information for structured debates on the ethics of the use of military force, humanitarian interventions, and U.S. foreign policy toward international institutions such as the International Criminal Court (ICC). Building on the literature on active teaching and learning, the article describes the development of these exercises and assesses their effectiveness through ten years of classroom application. Basic questions are only beginning to be addressed in the post-Cold War era. Why are some states more likely than others to intervene in ethnic conflicts? How can international norms about third-party intervention in ethnic conflicts be evaded or ignored by some states but respected by others? Why are some states inclined to use force rather than mediation to resolve ethnic strife? In short, what accounts for the emergence of adventurous and belligerent foreign policies with respect to internal ethnic conflicts? These questions are of increasing importance to students of international politics, yet the dynamics and internationalisation of ethnic conflict are far from fully understood. This study focuses on the dynamics of third-party intervention in ethnic strife and implications for peaceful resolution. The first section presents a model that identifies the general conditions under which ethnic strife is most likely to lead to intervention by third-party states. The second uses four cases to illustrate, within the context of the model, different processes with respect to internationalisation of ethnic conflict. The third and final stage identifies implications for policy and theory, along with directions for future research. BEN-PORATH An analysis of presidential rhetoric in the post-Cold War era finds that in building the case for imminent war, presidents turn to narrative descriptions of specific atrocities, namely rape, torture, and victimization of children. By the same token, presidents wishing to avoid American involvement in war use abstract terms and statistical information concerning human rights crises, but refrain from detailing personalized stories of abuse. This study expands on the theory of savagery as a necessary component in enemy construction and on the literature concerning the changing rhetorical landscape of the post-Cold War era. The analysis finds the rhetoric of atrocities employed and avoided, in similar fashion, by three presidents and across several different settings. The implications are discussed in the article. [source] MI 6's Requirements Directorate: Integrating Intelligence into the Machinery of British Central GovernmentPUBLIC ADMINISTRATION, Issue 1 2000Philip H.J. DaviesArticle first published online: 17 DEC 200 The following article examines the relationship between the British Secret Intelli-gence Service (SIS, a.k.a. MI 6) and the machinery of central government, particularly departments of state and other agencies which employ information generated by the SIS. It is argued the main link between the SIS and its consumers in British government is the SIS's requirements ,side', embodied throughout most of the post-war era in the form of a Requirements Directorate. The article argues that the Requirements mechanism operates as a line of communication between the SIS and its consumers separate from the Cabinet Office Joint Intelligence Organisation (JIO), although there is overlap and interdependency between the two architectures. This discussion traces the development of the ,requirements side' from the interwar period up to the post-Cold War era using information from archival sources and a programme of interviews with former UK intelligence officials. It is further argued that the structure and process of the SIS ,requirements side' has developed and changed as a consequence of changes in the structure of demand in the machinery of British government, including adapting to the increasingly central role of the JIO. However, despite that increasingly central role of the JIO, the ,requirements side' has continued to serve as the first point of contact between the SIS and its customers in Whitehall. [source] |
