The Future of Regions: Why the Competitiveness Imperative Should not Prevail over Solidarity, Sustainability and Democracy

The thesis here submitted for debate and criticism is as follows: if today's governing principles that inspire policy choices and priority setting in our societies (which claim to be "knowledge- based societies") are to remain in place in the course of the coming five to ten years, the relative position of the less developed regions (and cities) vis-à-vis the most developed ones will again deteriorate, even though per capita real purchasing power might also slightly increase in the less developed regions. The if-hypothesis, however, is not the only possible pattern of future developments. Because present economic and political leaders are, in general, the promoters and supporters of today's predominant principles, the only way to make possible alternative future developments based on solidarity, sustainability and democracy is that citizens themselves take the initiative, locally and globally, to modify present practices and define new goals and new priorities. In consideration of the results obtained in recent years by civil social movements and protests, one may reasonably consider it as a possible scenario. [source]

Changes in mammal populations in relatively intact landscapes of Kakadu National Park, Northern Territory, Australia

Abstract A previous study (Braithwaite & Muller 1997) reported substantial declines in mammal abundance over the period 1986,1993 for a large study area (300 km2) within Kakadu National Park in the tropical savannas of northern Australia. This decline was reported as being a ,natural' response to fluctuating groundwater levels, driven by runs of poor wet seasons. We resampled mammals in this area in 1999, following a series of unusually good wet seasons, and examined the prediction that mammal numbers should have recovered. Increases in abundance were evident for four species: the smallest dasyurid (red-cheeked dunnart Sminthopsis virginiae) and the three smallest rodents (delicate mouse Pseudomys delicatulus, western chestnut mouse Pseudomys nanus and grassland melomys Melomys burtoni). In contrast, the abundance of all mammals combined and that for seven individual mammal species (northern quoll Dasyurus hallucatus, fawn antechinus Antechinus bellus, common brushtail possum Trichosurus vulpecula, northern brown bandicoot Isoodon macrourus, dusky rat Rattus colletti, black-footed tree-rat Mesembriomys gouldii and pale field rat Rattus tunneyi) continued to decline. The decline in abundance of these mammal species is consistent with limited observations elsewhere in northern Australia. Although far from conclusive, these observations suggest that the biota of the vast relatively undisturbed tropical savannas can no longer be assumed to be intact nor safe. Further research is needed to test this possible pattern of decline and, if confirmed, to identify and ameliorate the processes contributing to it. [source]


Mapping convergence points in the initial emergency response to 9/11,

In response to extreme events, researchers have recognised the convergence of volunteers, emergency responders, and other individuals and organisations. In 2000, geographer Paul Routledge presented the concept of convergence spaces as a theoretical means to explain social movements. In applying this concept, this paper explores the geographic space in which organisations and individuals converged immediately following the 11 September 2001 attacks on the World Trade Center. The paper begins to answer the question of whether there were in fact any patterns of convergence among the locations utilised by organisations responding to the attacks. Using data collected from field documents, these geographic locations are mapped over 12 days to help identify possible patterns of clustering. Results of this analysis will begin to provide researchers, policy makers and practitioners with a better understanding of how emergency response evolves geographically following an event. [source]


Neighbouring monocultures enhance the effect of intercropping on the turnip root fly (Delia floralis)

Abstract Knowledge of insect behaviour is essential for accurately interpreting studies of diversification and to develop diversified agroecosystems that have a reliable pest-suppressive effect. In this study, we investigated the egg-laying behaviour of the turnip root fly, Delia floralis (Fall.) (Diptera: Anthomyiidae), in an intercrop-monoculture system. We examined both the main effect of intercropping and the effect on oviposition in the border zone between a cabbage monoculture [Brassica oleracea L. var. capitata (Brassicaceae)] and a cabbage-red clover intercropping system [Trifolium pratense L. (Fabaceae)]. To investigate the border-effect, oviposition was measured along a transect from the border between the treatments to the centre of experimental plots. Intercropping reduced the total egg-laying of D. floralis with 42% in 2003 and 55% in 2004. In 2004, it was also found that the spatial distribution of eggs within the experimental plots was affected by distance from the adjoining treatment. The difference in egg-laying between monoculture and intercropping was most pronounced close to the border, where egg-laying was 68% lower on intercropped plants. This difference in egg numbers decreased gradually up to a distance of 3.5 m from the border, where intercropped plants had 43% fewer eggs than the corresponding monocultured plants. The reason behind this oviposition pattern is most likely that flies in intercropped plots have a higher probability of entering the monoculture if they are close to the border than if they are in the centre of a plot. When entering the monoculture, flies can pursue their egg-laying behaviour without being disrupted by the clover. As the final decision to land is visually stimulated, flies could also be attracted to fly from the intercropped plots into the monoculture, where host plants are more visually apparent. Visual cues could also hinder flies in a monoculture from entering an intercropped plot. Other possible patterns of insect attack due to differences in insect behaviour are discussed, as well as the practical application of the results of this study. [source]


Investigating the etiology of multiple tooth agenesis in three sisters with severe oligodontia

Structured Abstract Authors,,, Swinnen S, Bailleul-Forestier I, Arte S, Nieminen P, Devriendt K, Carels C Objectives,,, To describe the dentofacial phenotypes of three sisters with severe non-syndromic oligodontia, to report on the mutation analysis in three genes, previously shown to cause various phenotypes of non-syndromic oligodontia and in two other suspected genes. Based on the phenotypes in the pedigree of this family, the different possible patterns of transmission are discussed. Methods,,, Anamnestic data and a panoramic radiograph were taken to study the phenotype of the three sisters and their first-degree relatives. Blood samples were also taken to obtain their karyotypes and DNA samples. Mutational screening was performed for the MSX1, PAX9, AXIN2, DLX1 and DLX2 genes. Results,,, The probands' pedigree showed evidence for a recessive or multifactorial inheritance pattern. Normal chromosomal karyotypes were found and , despite the severe oligodontia present in all three sisters , no mutation appeared to be present in the five genes studied so far in these patients. Conclusions,,, In the three sisters reported, their common oligodontia phenotype is not caused by mutations in the coding regions of MSX1, PAX9, AXIN2, DLX1 or DLX2 genes, but genetic factors most probably play a role as all three sisters were affected. Environmental and epigenetic factors as well as genes regulating odontogenesis need further in vivo and in vitro investigation to explain the phenotypic heterogeneity and to increase our understanding of the odontogenic processes. Bayesian Robust Inference for Differential Gene Expression in Microarrays with Multiple Samples

Summary We consider the problem of identifying differentially expressed genes under different conditions using gene expression microarrays. Because of the many steps involved in the experimental process, from hybridization to image analysis, cDNA microarray data often contain outliers. For example, an outlying data value could occur because of scratches or dust on the surface, imperfections in the glass, or imperfections in the array production. We develop a robust Bayesian hierarchical model for testing for differential expression. Errors are modeled explicitly using a t -distribution, which accounts for outliers. The model includes an exchangeable prior for the variances, which allows different variances for the genes but still shrinks extreme empirical variances. Our model can be used for testing for differentially expressed genes among multiple samples, and it can distinguish between the different possible patterns of differential expression when there are three or more samples. Parameter estimation is carried out using a novel version of Markov chain Monte Carlo that is appropriate when the model puts mass on subspaces of the full parameter space. The method is illustrated using two publicly available gene expression data sets. We compare our method to six other baseline and commonly used techniques, namely the t -test, the Bonferroni-adjusted t -test, significance analysis of microarrays (SAM), Efron's empirical Bayes, and EBarrays in both its lognormal,normal and gamma,gamma forms. In an experiment with HIV data, our method performed better than these alternatives, on the basis of between-replicate agreement and disagreement. [source]
