Natural Resources and Regional Development: An Assessment of Dependency and Comparative Advantage Paradigms

Abstract: The role of natural resources in regional development is the subject of a debate between dependency theorists, who argue that natural resources impede development, and comparative-advantage theorists, who argue that resources can expedite development. This debate is assessed by a case study analysis of the impact of resource development on a regional economy. The case study uses a model to estimate the comparative advantage of the resource sector. The results show that natural resources have the potential to provide a significant comparative advantage relative to other economic sectors by virtue of generating resource rent, which is a surplus above normal returns to other factors of production. The case study also shows that there are considerable risks in resource-led growth, including the propensity to dissipate rent and increase community instability by building surplus capacity. These risks are amenable to mitigation because they are largely the result of poor management of resource development. The case study demonstrates that the most productive analytical approach for understanding the role of natural resources in the development process is a synthetic approach, which combines the insights of the dependency and comparative-advantage paradigms into a unified framework. It also demonstrates that the concept of resource rent, which has frequently been ignored in development theory, must be reintegrated into the unified framework to improve the understanding of the role of natural resources in the regional development process. The intersection of scientific and indigenous ecological knowledge in coastal Melanesia: implications for contemporary marine resource management*

Fundamental differences in the worldviews of western marine scientists and coastal Melanesian fishers have resulted in very different conclusions being drawn from similar sets of observations. The same inductive logic may lead both scientists and indigenous fishers to conclude that, say, square-tail trout aggregate at a certain phase of the moon in a certain reef passage, but different assumptions derived from disparate worldviews may lead to very different conclusions about why the fish are there. In some cases these differences have significant implications for the way marine resources are (or are not) exploited and managed. Here I analyse examples of what I call empirical gaps in both scientific and indigenous knowledge concerning the biology and ecology of fished organisms that in some cases have led to the poor management of stocks of these species. I argue that scientific education can complement indigenous knowledge systems and thus lead to improved resource management, despite some claims that scientific and indigenous knowledge systems are incommensurable. Analysis and discussion of Maned wolf Chrysocyon brachyurus population trends in Brazilian institutions: lessons from the Brazilian studbook, 1969,2006

The Maned wolf Chrysocyon brachyurus is the largest canid of South America and is considered Near Threatened by IUCN. Annual studbook questionnaires were sent to 62 institutions in Brazil, and data were obtained for 932 animals (422.406.104) from 1969 to 2006. The historical trend has shown that the Brazilian captive population has progressed towards a maximum size plateau of 140 individuals; several demographic parameters indicated a poor overall breeding success in the population (only 14% of all the potential founders have effectively bred, mean breeding population each year was 18%), low gene flow (only 22% of the animals were transferred between institutions), high infant mortality (79% of all captive-born cubs die within their first year) and poor management of over-represented individuals (20% of the breeding animals had ten or more cubs). A high influx of wild-caught animals was noted (median 12 captures year,1), with most being captured in the economically developed south-eastern region. It is concluded that the captive population is demographically unstable and highly dependent on the influx of wild-caught animals. Broader collaborations with field conservationists and paired research programmes are advised to maximize future ex situ contribution to the conservation of Maned wolf in Brazil. [source]


How you count counts: the importance of methods research in applied ecology

Summary 1Methods papers play a crucial role in advancing applied ecology. Counting organisms, in particular, has a rich history of methods development with many key advances both in field sampling and the treatment of resulting data. 2Most counts, however, have associated errors due to portions of the population of interest being unavailable for detection (e.g. target population not fully sampled; individuals present but not detectable), detection mistakes (e.g. detectable individuals missed; non-existent individuals recorded), or erroneous counts (e.g. large groups miscounted; individuals misidentified). 3Developments in field methods focus on reducing biases in the actual counts. Simultaneously, statisticians have developed many methods for improving inference by quantifying and correcting for biases retrospectively. Prominent examples of methods used to account for detection errors include distance sampling and multiple-observer methods. 4Simulations, in which population characteristics are set by the investigator, provide an efficient means of testing methods. With good estimates of sampling biases, computer simulations can be used to evaluate how much a given counting problem affects estimates of parameters such as population size and decline, thereby allowing applied ecologists to test the efficacy of sampling designs. Combined with cost estimates for each field method, such models would allow the cost-effectiveness of alternative protocols to be assessed. 5Synthesis and applications. Major advances are likely to come from research that looks for systematic patterns, across studies, in the effects of different types of bias and assumption violation on the ecological conclusions drawn. Specifically, determining how often, and under what circumstances, errors contribute to poor management and policy would greatly enhance future application of ecological knowledge. [source]


Barriers that delay children and young people who are dependent on mechanical ventilators from being discharged from hospital

,,A qualitative study of user perspectives published previously by the author found that children and young people who are dependent on ventilators spend many months and in some cases years in hospital when they no longer had a medical need or wanted to be there. ,,This second paper is drawn from the same qualitative study and reports on the barriers that the children and young people who are dependent on ventilators, and their parents, described as important factors in preventing their discharge from hospital. ,,Six issues were identified as significant barriers that prevented the children and young people from being discharged. These were: the attitudes of professionals; the lack of joint commissioning and accounting responsibility; general poor management both within the health service and in collaborating with other services; complex social issues; housing problems; and a general lack of auditing and outcome measures. ,,The generalizability of the findings is unknown. However, recommendations are made in relation to the need to establish joint commissioning and accounting responsibility for care and services, and to establish outcome measures to monitor the effectiveness and appropriateness of the care and services provided. What stresses remote area nurses?

Abstract Objective:,Review and synthesise the literature identifying the stresses experienced by remote area nurses (RANs). Identify interventions implemented to address identified stresses. Explore the use of the job demands,resources (JD-R) model. Methods:,A comprehensive literature review was conducted using the meta-databases Ovid and Informit. Setting:,Remote Australian primary health care centres. Results:,The reported demands experienced by RANs can be grouped into four themes: (i) the remote context; (ii) workload and extended scope of practice; (iii) poor management; and (iv) violence in the workplace and community. In this high-demand, low-resource context, the JD-R model of occupational stress is particularly pertinent to examining occupational stress among RANs. The demands on RANs, such as the isolated geographical context, are immutable. However, there are key areas where resources can be enhanced to better meet the high level of need. These are: (i) adequate and appropriate education, training and orientation; (ii) appropriate funding of remote health services; and (iii) improved management practices and systems. Conclusion:,There is a lack of empirical evidence relating to stresses experienced by RANs. The literature identifies some of the stresses experienced by RANs as unique to the remote context, while some are related to high demands coupled with a deficit of appropriate resources. Use of models, such as the JD-R model of occupational stress, might assist in identifying key areas where resources can be enhanced to better meet the high level of need and reduce RANs' levels of stress.
