Selected AbstractsSocial Welfare in Vietnam: A Curse or Blessing for Poor Children?ASIAN SOCIAL WORK AND POLICY REVIEW, Issue 2 2010Keetie Roelen Despite a rapid increase in economic growth accompanied by the rise of living standards over the last two decades in Vietnam, there is still a considerable proportion of the population that lives in poor and vulnerable conditions. Children in particular are disproportionately affected by poverty. The country employs a broad range of social protection programs that tend to be regressive in effect rather than supportive of the poor. The present paper evaluates the social welfare scheme in Vietnam in terms of child poverty. We use the Vietnam Household Living Standards Survey (VHLSS) 2006 and identify and quantify child poverty in monetary as well as multidimensional terms. We consider the link between social welfare receipt and poverty and evaluate coverage, exclusion, and inclusion errors. Furthermore, we use benefit incidence analysis to evaluate the impact of social welfare on monetary child poverty. Findings suggest that coverage of the social welfare scheme is limited and that the scheme suffers from considerable exclusion and inclusion errors. Furthermore, we find that social welfare only slightly reduces the incidence and depth of monetary poverty. Evidence shows childhood is a sensitive period for developing cognition, physical vitality and personality. This is traceable to specific behavioural and biological mechanisms. However such science could easily drive over-deter ministic views about how childhood affects later life. The paper therefore discusses how damage from childhood poverty can,at least sometimes and partially,be resisted or reversed, both during childhood and in adulthood. As people reach biological maturity, alterations to their developmental trajectories rely increasingly on alterations in behavioural relationships. [source] Children's Housing Environments: Welfare Families in IowaFAMILY & CONSUMER SCIENCES RESEARCH JOURNAL, Issue 2 2006Seongyeon Auh This study uses qualitative data to examine how rural low-income women confront the housing needs of their young children in the midst of changes in public policy. The focus is on the strategies employed and the difficulties faced in the provision of safe, affordable and stable homes. The data are drawn from in-home interviews conducted every 6 months with 13 mothers who were welfare-dependent at the start of the research. The investigation depicts several dimensions of the circumstances of poor children that have not had much previous attention in the literature: serial housing inadequacy and chronic mobility. Several families with children with disabilities reported severe housing deficiencies. This research provides initial evidence of the important role of housing in promoting the goals of family stability and economic self-sufficiency as well as the need to improve health and developmental outcomes for children living in poverty. Introduced in 1998 amid a great deal of controversy and fanfare, the CSG was a means-tested cash benefit for poor children between the ages of 0 and 6 years, most of whom were located in the poorest of South Africa's nine provinces, i.e. the Eastern Cape, Kwazulu-Natal and Limpopo (formerly known as the Northern Province). South Africa's unique history is discussed to show how the CSG became an important poverty alleviation measure. Debates surrounding the introduction of the CSG are discussed, not least its reliance on effective inter-sectoral collaboration, research and the provision of developmental welfare programmes. [source] Medicaid matters: children's health and medicaid eligibility expansionsJOURNAL OF POLICY ANALYSIS AND MANAGEMENT, Issue 2 2002Kristine A. Lykens In the late 1980s, a series of federal laws were enacted which expanded Medicaid eligibility to more of the nation's children. States had a great amount of discretion in how fast and how far these expansions were implemented. As a result, there was great variation among the states in defining who was eligible for the program. This variation provides a rare opportunity to disentangle the effect of Medicaid from a child's socioeconomic status. Using data from the National Health Interview Survey, we address whether the Medicaid expansions improved the health and functional status of children. Econometric models were developed using fixed-effects regressions, and were estimated separately for white, black, and Hispanic children. White children experienced statistically significant reductions in acute health conditions and functional limitations. Black and Hispanic children showed some evidence of improved health conditions and functional status, but this evidence is inconclusive in the study sample. This may be due to differences in their access to appropriate health services or to the smaller sample size of minorities in each geographic area. The findings are also relevant to the implementation of the Children' Health Insurance Program (CHIP), the latest federal effort to expand access to health care to poor and near poor children. [source] Summer learning and its implications: Insights from the Beginning School StudyNEW DIRECTIONS FOR YOUTH DEVELOPMENT, Issue 114 2007Karl L. Alexander There is perhaps no more pressing issue in school policy today than the achievement gap across social lines. Achievement differences between well-to-do children and poor children and between disadvantaged racial and ethnic minorities and majority whites are large when children first begin school, and they increase over time. Despite years of study and an abundance of good intentions, these patterned achievement differences persist, but who is responsible, and how are schools implicated? The increasing gap seems to suggest that schools are unable to equalize educational opportunity or, worse still, that they actively handicap disadvantaged children. But a seasonal perspective on learning yields a rather different impression. Comparing achievement gains separately over the school year and the summer months reveals that much of the achievement gap originates over the summer period, when children are not in school. The authors review Beginning School Study research on differential summer learning across social lines (that is, by family socioeconomic level) and its implications for later schooling outcomes, including high school curriculum placements, high school dropout, and college attendance. These studies document the extent to which these large summer learning differences impede the later educational progress of children of low socioeconomic status. Practical implications are discussed, including the need for early and sustained interventions to prevent the achievement gap from opening wide in the first place and for high-quality summer programming focused on preventing differential summer learning loss.
