Privatised Keynesianism: An Unacknowledged Policy Regime

There have now been two successive policy regimes since the Second World War that have temporarily succeeded in reconciling the uncertainties and instabilities of a capitalist economy with democracy's need for stability for people's lives and capitalism's own need for confident mass consumers. The first of these was the system of public demand management generally known as Keynesianism. The second was not, as has often been thought, a neo-liberal turn to pure markets, but a system of markets alongside extensive housing and other debt among low- and medium-income people linked to unregulated derivatives markets. It was a form of privatised Keynesianism. This combination reconciled capitalism's problem, but in a way that eventually proved unsustainable. After its collapse there is debate over what will succeed it. Most likely is an attempt to re-create it on a basis of corporate social responsibility. [source]

Public policy and corporate environmental behaviour: a broader view

Abstract Corporate strategies to manage the business,ecological environment interface have evolved against the backdrop of regulatory pressures and stakeholder activism. Despite its relevance with respect to sustainable development, a well developed theory encompassing all aspects of corporate environmental behaviour, especially incorporating incentive compatible public policy measures, is yet to be developed. This paper is a step in this direction, aiming to assimilate contributions related to different aspects of corporate environmental behaviour, capturing the transition from environmental management to environmental strategy. In the process we identify areas where there is a need for further research. We find that there is plenty of scope in developing more complex models to explain a manager's rationale for adopting sustainable strategies in the backdrop of the policy regime, and in conducting more empirical (both descriptive and quantitative) work to obtain clearer insights into managerial decisions. To the great surprise of many observers the much lamented absence of a common European response to the war in Iraq did not prevent the Convention from agreeing upon an ambitious reform package in the foreign-policy field. This article explores the legal implications of the new institutional balance for European foreign policy envisaged by the Convention against the background of the achievements and deficiencies of Europe's existing foreign policy regime. Thereby, we shall see in how far the Convention has met the original goal set by the Laeken European Council to consider reform steps to strengthen the Union's ability to ,shoulder its responsibilities in the governance of globalisation.'1 [source]


Migration Policy and Industrial Structure: The Case of Switzerland

ABSTRACT Structural change in OECD countries, emphasizing knowledge-based sectors, has led to an increasing demand for highly skilled labour. One means of meeting this demand has been to implement a selective immigration policy. Such policies, however, have been criticized for channelling labour into low-producing sectors and occupations, hampering structural change. Proponents of such criticism point to Switzerland's former policy of channelling immigrants into so-called seasonal sectors, a practice abandoned in the early 1990s, as having contributed to Switzerland's low growth rates. To assess this, we here analyse the amended migration policy's effects on skill structure and sectoral distribution of immigration flows using data from the Swiss Census of 1990 and 2000 to determine whether the new policy has led to an immigrant inflow more adapted to the processes of structural change. We find that the share of highly skilled immigrants has increased notably under the new migration policy. Our analysis also shows an important change in the sectoral focus of the new arrival inflow. Not only have fewer immigrants been entering declining sectors, but the majority of migrants arriving under the new policy regime have been absorbed into growing and knowledge-based sectors, meaning they are employed primarily in service and knowledge-intensive sectors. Overall, the analysis provides ample evidence that the current admission policy as ositively contributed to tructural change in Switzerland. [source]


Incomplete Contracting, Commission Discretion and the Origins of EU Merger Control,

Council Regulation 4064/89 on the Control of Concentration between Undertakings, more commonly known as the Merger Regulation , was a watershed development in the evolution of the EU's competition policy regime. In this article we seek to cast new analytical light on what, in many respects, is an established narrative. To do this we draw on insights from the new institutional economics (NIE). Specifically, we draw on the complementary concepts of incomplete contracting and delegation. We demonstrate how the Commission utilized the discretion attendant to its delegated authority to interpret and apply the indeterminate language of treaty competition articles so as to alter the economic, political and legal environment as it pertained to merger activity. It did so to such an extent that Member States, long resistant to Commission proposals for a merger control regulation, came to regard legislative action as preferable to the uncertainty represented by the evolving status quo. Continuity and Change: Some Observations on the Landscape of Agricultural Labourers in North Bihar, India

This paper is an attempt to catalogue and analyse the changes over two decades in the world of agricultural labourers in a backward region in India. It is primarily based on a series of field visits to two villages in Purnia district, located in the north-eastern part of Bihar. Changes in the living conditions of labourers are obviously connected to developments in the rural economy of the region and there are important linkages with developments elsewhere, including changes in the overall macro-economic policy regime. An attempt is made to trace these. Agricultural wage workers in the surveyed region are extremely poor by any reckoning, although a few of them have made some progress through state-sponsored programmes and migration. These developments have also contributed significantly to altering the relations of dominance and subordination, thus creating greater elbow-room for labourers. However, it is important not to overstate these small gains and there are serious doubts as to whether they can be sustained. It appears that some of the material correlates of labourers' well-being in the surveyed region are being affected adversely by the currently ascendant neoliberal policy regime. There are no signs of the emergence of mechanisms that might imply sustained significant improvements in the very fragile life and work conditions of these labourers. [source]


The Pattern and Determinants of Intra-Industry Trade in Australian Manufacturing

This paper presents the pattern and determinants of intra-industry trade (IIT) in Australian manufacturing since the late 1970s. The results point to a sharp rise in IIT from the mid 1980s which appears to be linked with an outward-oriented policy. Industry-level analysis indicates that industries which experienced a sharp fall in protection are the industries with the higher levels of IIT. These include textiles, garments, rubber products, and machinery and equipment. An increasing trend in IIT suggests that the short-term adjustment costs associated with trade liberalisation are likely to be lower, and that liberalisation can proceed without huge short-term adjustment costs. Using a logit model the determinants of IIT are investigated. Results indicate that IIT is positively related to product differentiation and scale economies, and negatively related to the levels of protection and foreign ownership in the pre-liberalisation period. In the post-liberalisation period, however, scale economies explain the inter-industry variations in IIT. R&D intensity and close economic integration appear to have no impact on IIT regardless of the nature of the policy regime. [source]

Specifically, we ask how the Central Bank of Malaysia, Bank Negara Malaysia (BNM), has structured its monetary policy regime, and how it has conducted monetary and exchange rate policy under the regime. By conducting three empirical analyses, we characterize the monetary and exchange rate policy regime in Malaysia by three intermediate solutions on three vectors: the degree of autonomy in monetary policy, the degree of variability of the exchange rate, and the degree of capital mobility. Reducing Complexity in the Industrial Policy Debate

A central concern of industrial policy is how to configure the relationship with the global economy. The manifold choices and pressures make this a difficult task for policy-makers. This article suggests a way of framing discussions between policy-makers, advisers and researchers, to help reduce complexity and find common ground. It demonstrates how different constellations of low/high challenge and support bring out the essence of different policy regimes, and how different constellations of narrow/wide technology and marketing gaps help identify the most plausible way forward. This paper models immigration policy as the outcome of political competition between interest groups representing individuals employed in different sectors. In standard positive theory, restrictive immigration policy results from a low-skilled median voter voting against predominantly low-skilled immigration. In the present paper, in contrast, once trade policies are liberalized, restrictive immigration policy results from anti-immigration lobbying by interest groups representing the non-traded sectors. It is shown that this is in line with empirical regularities from recent episodes of restrictive immigration legislation in the European Union. It is further shown that if governments negotiate bilaterally over trade and migration policy regimes, the equilibrium regime depends (i) on the sequencing of the international negotiation process and (ii) on the set of available trade and migration policy regimes. In particular, the most comprehensive and most welfare-beneficial type of liberalization may be rejected only because a less comprehensive type of liberalization is available. [source]

Britain, The incidence of, returns to adult vocational training in France
Abstract We examine two different policy regimes towards continuing vocational training for the adult workforce: policy in France has been interventionist, using an employer training levy since the 1970s, whereas British policy has relied largely on individual initiatives for training investment by employers and workers. We begin with a review of the theory of vocational training, indicating why market failure and underprovision are the likely outcome and signalling types of corrective policy that might be adopted. We set up hypotheses about the likely impact of policy in France relative to Britain to provide a framework for evaluation. We present a detailed comparison of the two systems in observed training incidence and the returns to training captured by workers and employers, drawing on a wide range of econometric studies. We conclude with an assessment of the employer training levy in France and suggest ways it could be modified if adopted in Britain. [source]


Municipal Neoliberalism and Municipal Socialism: Urban Political Economy in Latin America

The following article identifies two different urban policy regimes in Latin America , neoliberal and socialist , and traces their origins to the distinct interests and capacities of local elites and activists in the region's cities in the mid-to-late twentieth century. While agricultural and commercial interests paid a high price for the growth of import-substituting industrialization, and therefore deployed free trade zones (and similar institutions) in traditional export centers in the 1960s and 1970s, their industrial rivals bore the brunt of austerity and adjustment in the free market era, and therefore adopted compensatory measures designed to increase the ,social wage' in the 1980s and 1990s. Examples are drawn from municipalities in Brazil, the Dominican Republic, Mexico, Uruguay and Venezuela, and call the conventional portrait of impotent Latin American cities , and omnipotent central governments , into question. Résumé Cet article identifie deux régimes de politique urbaine différents en Amérique latine : néolibéral et socialiste. Leurs origines tiennent aux divers intérêts et moyens des élites et militants locaux dans les grandes villes régionales au cours de la seconde moitié du vingtième siècle. Si les milieux agricoles et commerciaux ont payé le prix fort de l'essor d'une industrialisation visant à remplacer les importations, et ont donc mis en place des zones de libre échange (ou des institutions similaires) dans les pôles exportateurs traditionnels au cours des années 1960,1970, leurs rivaux industriels ont porté le poids de l'austérité et de l'ajustement à l'époque de la libéralisation des marchés, adoptant par conséquent des mesures compensatoires destinées à accroître le ,salaire social' au cours des années 1980,1990. What determines African bilateral aid receipts?,

This paper empirically models aid allocation to four African countries,Egypt, Kenya, Morocco and Tanzania,using 1968,1999 time series data. The econometric method employed allows for the joint determination of aid to these countries and for recipient-specific coefficients. It is hypothesised that aid to these countries has been determined by a diverse set of determinants, ranging from their developmental needs or requirements through to donor commercial, political and strategic interests. A special interest of the paper is whether policy regimes have impacted on the amounts of aid received by these countries. Local Government Portfolios and Regional Growth: Some Combined Dynamic CGE/Optimal Control Results

A theoretical policy model is presented that combines regional dynamic CGE modeling and optimal control to explore the role of local government taxation and expenditure in enhancing regional growth. It contributes to the regional CGE literature by explicitly solving for an optimal policy and augments earlier regional optimal control models by adding endogenous optimization of producer and consumer agents in response to endogenously determined prices. Results of three policy regimes are analyzed in terms of gains in the objective function, impacts on income inequality, and sensitivity to model parameterization. [source]

Cities and the Geographies of "Actually Existing Neoliberalism"

This essay elaborates a critical geographical perspective on neoliberalism that emphasizes (a) the path,dependent character of neoliberal reform projects and (b) the strategic role of cities in the contemporary remaking of political,economic space. We begin by presenting the methodological foundations for an approach to the geographies of what we term "actually existing neoliberalism." In contrast to neoliberal ideology, in which market forces are assumed to operate according to immutable laws no matter where they are "unleashed," we emphasize the contextual embeddedness of neoliberal restructuring projects insofar as they have been produced within national, regional, and local contexts defined by the legacies of inherited institutional frameworks, policy regimes, regulatory practices, and political struggles. An adequate understanding of actually existing neoliberalism must therefore explore the path,dependent, contextually specific interactions between inherited regulatory landscapes and emergent neoliberal, market,oriented restructuring projects at a broad range of geographical scales. These considerations lead to a conceptualization of contemporary neoliberalization processes as catalysts and expressions of an ongoing creative destruction of political,economic space at multiple geographical scales. While the neoliberal restructuring projects of the last two decades have not established a coherent basis for sustainable capitalist growth, it can be argued that they have nonetheless profoundly reworked the institutional infrastructures upon which Fordist,Keynesian capitalism was grounded. The concept of creative destruction is presented as a useful means for describing the geographically uneven, socially regressive, and politically volatile trajectories of institutional/spatial change that have been crystallizing under these conditions. The essay concludes by discussing the role of urban spaces within the contradictory and chronically unstable geographies of actually existing neoliberalism. Throughout the advanced capitalist world, we suggest, cities have become strategically crucial geographical arenas in which a variety of neoliberal initiatives,along with closely intertwined strategies of crisis displacement and crisis management,have been articulated.
