Selected AbstractsNature conservation and urban development control in the Portuguese planning system: a new impetus against old praxis?ENVIRONMENTAL POLICY AND GOVERNANCE, Issue 5 2008Teresa Fidelis Abstract Natura 2000 areas bring a new incentive to assess the performance of land-use planning in protecting environmental values from the impacts of development pressures. In the last decades, urban growth and consequent environmental impacts on natural areas have been a major concern for the Portuguese land-use planning system. Sprawl around sensitive areas has been revealed to be a persistent phenomenon in spite of the increasing challenges underlying land-use plans. This article critically analyses the content of three main documents recently adopted by the Portuguese government , the ,National Strategy for Sustainable Development', the ,National Policy Programme for Spatial Planning' and the ,Sector Plan for Natura 2000' , seeking prospects to innovate future plans at lower levels in order to prevent additional pressures on natural areas. First, the article reviews the recent theoretical debate on planning for the protection of natural areas. Results evidenced by recent EU evaluation reports are used to propose a set of guidelines to evaluate planning guidance at national level. Second, it critically analyses the three planning documents, bearing in mind the main features of the planning system and the proposed guidelines. The article is concluded with a discussion of their potential, exploring whether they bring a new impetus to the role of land-use planning against an outdated and persistent praxis, or whether, on the contrary, further efforts to strengthen planning guidance remain to be formulated. In this paper, the role of grandfathering in the design of a carbon emissions trading scheme in Australia is assessed. It is argued that adjustment assistance policies such as those adopted in conjunction with previous microeconomic reform programmes are preferable to policies based on the free issue of emission permits. The suggestion that owners of capital assets should be compensated for changes in government policy that reduce the expected flow of income from those assets represents a radical, and undesirable, policy innovation. Kuminoff D81; Q18 Abstract We develop a theoretical model to assess the dollar compensation required to induce conventional growers to convert to organic. The model incorporates the uncertainty in producers' expectations about future returns and about the impact of policy changes on these expectations in particular. We demonstrate that a new policy which favours organic can have opposing effects on the rate of conversion. An increase in relative returns to organic today will increase conversion rates. However, if the future of the policy programme is uncertain, its introduction can increase the value of waiting to switch, which will decrease conversion rates. We then develop an empirical switching regression model that enables direct estimation of the value associated with being able to postpone the conversion decision until some of the uncertainty is resolved. The model is applied to data on organic and conventional soybeans before and after major changes in US farm policy toward organic growers. The results suggest that sunk costs associated with conversion to organic coupled with uncertainty about future returns can help to explain why there is so little organic farmland in the USA. Given that the branch networks of banks and building societies have shrunk in size by about one-third since 1989, a period during which the Government has launched a wide-ranging set of policies to tackle financial exclusion, why is it that the issue of branch closure has been neutralised as a political issue? After providing evidence to show the extent of branch closure in Britain and illustrating the ways in which geographical research in particular has drawn attention to the nature of this problem, we look at the way the issue of physical access to financial services has been discursively and politically marginalised. We undertake a detailed history of public policy in the area, and the ways in which research funded by industry bodies and Government departments has been used and framed to build a pro-market, neoliberal policy programme that constructs branch closures as natural and inevitable. This Supplement includes a number of articles dealing with the role of social policy schemes for public health across the life course. As a key social determinant of health, poverty and its consequences have historically been at the forefront of the public health discussion. But also in rich countries today, economic resources are likely to be important for health and survival, both on an individual and an aggregate level. This introductory article serves as a background for the more specific analyses that follow. The focus is on why income and income inequality could have an effect on individual and population health. We discuss relationships between the individual and population levels and between income and health, and some of the possible mechanisms involved. We also present arguments for why welfare state institutions may matter. [source] |
