,Europeanizing' Civil Society: NGOs as Agents of Political Socialization

As a strategy for tackling the ,democratic deficit', attention is increasingly shifting towards the ,Europeanization' of civil society, the latter being traditionally viewed as a means both to limit state power and to promote intra-citizenry solidarity. However, this attempted change requires in turn actors who are both able and willing to act as agents of political socialization in the context of EU policy-making. This article examines the emphasis placed by both EU actors and the current academic literature on NGOs as such agents. Drawing on an analysis of similar claims made in development policy, I isolate the main indicators of NGOs' ability to foster the Europeanization of civil society via political socialization and put forward seven key tests of their ability to carry out this function in the EU context. These are then evaluated against the results of original empirical investigations. I argue that NGOs are currently unsuited to the task of Europeanizing civil society thanks to their inability to promote the political socialization of their supporters. As a consequence that task requires EU-level institutional reform informed by iterated public dialogue, as well as change in the working practices of NGOs. [source]


Constructivist Implications of Material Power: Military Engagement and the Socialization of States, 1972,2000

The research presented in this article examines one aspect of state socialization, the extent to which transnational military-to-military interactions have served as an effective mechanism of the democratic political socialization of states. Military organizations are very interesting when we consider avenues by which state socialization might occur because military organizations are an influential part of governments, and members share common beliefs and values as soldiers and officers that transcend borders. Thus, it would seem that a state's military structure is one likely channel whereby politically relevant individuals might learn new ideas and have the capability to reform existing institutional structures. The socialization process described in this study is three level: (1) individuals acquire new ideas; (2) coercion, incentives, and persuasion aid in institutionalizing these ideas in the underlying political structure of the state; and (3) once institutionalized, these new ideas/identity of the state influence the material and ideational structure of international society. Using Cox Proportional Hazard models and an original data set encompassing over 160 states during the years 1972,2000, the analyses find U.S. military-to-military contacts to be positively and systematically associated with liberalizing trends. This finding provides evidence that constructivist mechanisms do have observable effects, and that ideationally based processes play an important role in U.S. national security. [source]

The Indian Movement and Political Democracy in Ecuador

ABSTRACT This article examines the implications of the Ecuadorian Indian movement for democratic politics. During the 1990s, the movement successfully fostered indigenous and popular participation in public life, influenced government policies, and became a contender in power struggles. But in the institutional domain, the participatory breakthrough had mixed effects. While the movement fulfilled functions of interest representation and control of state power, its involvement in a coup attempt demonstrated that its political socialization had not nurtured a sense of commitment to democracy. The evidence is discussed by reference to the proposition that civil society actors may or may not contribute to democracy. The article argues that the study of the democratic spinoffs of civil activism requires a context-specific approach that considers the particularistic orientations of civil associations and pays attention to their definition of means and ends, the institutional responses evoked by their initiatives, and the unintended consequences of their actions. Transition of Adolescent Political Action Orientations to Voting Behavior in Early Adulthood in View of a Social-Cognitive Action Theory Model of Personality

The political activity and voting behavior of 136 young German adults in 1994 were predicted by their political action orientations measured 7 years before. Respondents belonging to cohorts born in 1971, 1972, and 1973 were surveyed in 1987, 1988, and 1994. The questionnaires measured variables relevant to the social-cognitive action theory model of personality: self-concept of political competence, beliefs about political locus of control, political knowledge, trust in politics, satisfaction with politics, and political activity in everyday life. The results are interpreted with respect to the correlative and absolute stability versus plasticity of the variables from 1987 to 1994, as well as the predictive value of the action theory personality variables for political activities and for voting behavior measured 7 years later. Longitudinal results indicate a high predictive value of self-concept of political competence and political knowledge for political activity and voting in early adulthood. Because only these two personality variables showed relatively high positional stability coefficients from adolescence to early adulthood, the discussion refers to the necessity of early developmental interventions to prevent extreme types of politically uninterested and passive adults. Therefore, the social-cognitive action theory personality model of political participation is extended to a social-cognitive action theory personality model of political socialization in the life span.
