Selected AbstractsThe Nexus of Market Society, Liberal Preferences, and Democratic Peace: Interdisciplinary Theory and EvidenceINTERNATIONAL STUDIES QUARTERLY, Issue 4 2003Michael Mousseau Drawing on literature from Anthropology, Economics, Political Science and Sociology, an interdisciplinary theory is presented that links the rise of contractual forms of exchange within a society with the proliferation of liberal values, democratic legitimacy, and peace among democratic nations. The theory accommodates old facts and yields a large number of new and testable ones, including the fact that the peace among democracies is limited to market-oriented states, and that market democracies,but not the other democracies,perceive common interests. Previous research confirms the first hypothesis; examination herein of UN roll call votes confirms the latter: the market democracies agree on global issues. The theory and evidence demonstrate that (a) the peace among democratic states may be a function of common interests derived from common economic structure; (b) all of the empirical research into the democratic peace is underspecified, as no study has considered an interaction of democracy with economic structure; (c) interests can be treated endogenously in social research; and (d) several of the premier puzzles in global politics are causally related,including the peace among democracies and the association of democratic stability and liberal political culture with market-oriented economic development. [source] Old Tools and New Movements in Latin America: Political Science as Gatekeeper or Intellectual Illuminator?LATIN AMERICAN POLITICS AND SOCIETY, Issue 1 2009Sara C. Motta ABSTRACT This article argues that social democratic and orthodox Marxist conceptualizations of politics are unable to "engage in solidarity" with many new forms of Latin American popular politics. Such movements challenge the politics of representation, the market economy, and the state form by reinventing territorialized experiments in self-government, which politicize place, subjectivities, and social relations. Developing a critique of these frameworks of political analysis, this article argues that conceptual categories combining the insights of autonomist or open Marxism and poststructuralism and the critical reflections and theorizations by Latin America's newest social movements enable a deeper engagement with such movements. This critique challenges academics committed to progressive social change to reexamine long-held notions about the nature and agents of social transformation and the epistemological categories that orient our research. It argues that if we fail to do this, then we risk becoming gatekeepers of the status quo. [source] New Worlds in Political SciencePOLITICAL STUDIES, Issue 2 2010Patrick Dunleavy ,Political science' is a ,vanguard' field concerned with advancing generic knowledge of political processes, while a wider ,political scholarship' utilising eclectic approaches has more modest or varied ambitions. Political science nonetheless necessarily depends upon and is epistemologically comparable with political scholarship. I deploy Boyer's distinctions between discovery, integration, application and renewing the profession to show that these connections are close woven. Two sets of key challenges need to be tackled if contemporary political science is to develop positively. The first is to ditch the current unworkable and restrictive comparative politics approach, in favour of a genuinely global analysis framework. Instead of obsessively looking at data on nation states, we need to seek data completeness on the whole (multi-level) world we have. A second cluster of challenges involves looking far more deeply into political phenomena; reaping the benefits of ,digital-era' developments; moving from sample methods to online census methods in organisational analysis; analysing massive transactional databases and real-time political processes (again, instead of depending on surveys); and devising new forms of ,instrumentation', informed by post-rational choice theoretical perspectives. [source] Rational Choice and Interpretive Evidence: Caught between a Rock and a Hard Place?POLITICAL STUDIES, Issue 1 2010Iain Hampsher-Monk Following Green and Shapiro's critique, debate about the value of rational choice theory has focused upon the question of its relationship to what we call ,external', largely quantitative, empirical evidence. We argue that what is most striking about rational choice theory is, however, its neglect of interpretive evidence. Our survey of 570 articles, published in the American Political Science Review and the American Journal of Political Science between 1984 and 2005 employing rational choice theory, revealed that only 139 made even the most cursory use of interpretive evidence. Does this matter? We argue that the absence of interpretive evidence undermines rational choice's explanatory credentials. However, we also argue that the admission of interpretive evidence risks rendering redundant the rational choice element of any explanation. This is the rock and the hard place between which rational choice is caught. In the final part of the article we distinguish those cases where rational choice may prove useful, namely those circumstances in which interpretive evidence either cannot be relied upon or does not subsume that which an explanation is intended to achieve. We attribute this lack of engagement to three core factors: (1) from without, instrumental government visions of political science perpetuate the view that the discipline exists to serve those with power; (2) from within, scientism and abstraction diminish the discipline's stock of ,usable' product for ,practical politics'; and (3) where relevant research exists, its uptake is hampered by limited communication between these spheres. Turner Abstract The following is the lecture given for the BJS 2005 Public Sociology Debate given at the London School of Economics and Political Science on ll October 2005 This lecture on the character of British sociology provides a pretext for a more general inquiry into public intellectual life in postwar Britain. The argument put forward falls into several distinctive sections. First, British social science has depended heavily on the migration of intellectuals, especially Jewish intellectuals who were refugees from fascism. Second, intellectual innovation requires massive, disruptive, violent change. Third, British sociology did nevertheless give rise to a distinctive tradition of social criticism in which one can argue there were (typically home-grown) public intellectuals. The main theme of their social criticism was to consider the constraining and divisive impact of social class, race and gender on the enjoyment of expanding social citizenship. Fourth, postwar British sociology came to be dominated by the analysis of an affluent consumer society. Finally, the main failure of British sociology in this postwar period was the absence of any sustained, macro-sociological analysis of the historical decline of Britain as a world power in the twentieth century. In France, this recognition was delayed because of the negative influence of spiritualist philosophy. It took both the acknowledged status of a man (Ribot) and a minister's decision for this new type of teaching to be accepted in France. After describing the events that took place at the Collège de France and at the Academy of Moral and Political Sciences, we reproduce in full Ribot's inaugural lecture at the Collège, an important document for the history of French psychology. [source] A Transdisciplinary Approach to Conservation Land AcquisitionCONSERVATION BIOLOGY, Issue 6 2002Brian Czech I integrated principles of conservation biology, ecological economics, and political science to outline an approach to conservation land acquisition in the United States. American political economy, especially, has profound implications for conservation land acquisition, yet these implications have been largely neglected by public land conservation agencies. I derived three general recommendations for the conservation of biodiversity via land acquisition: (1) relatively inexpensive lands in relatively intact ecosystems should be prioritized for acquisition, (2) fee-title acquisition should be favored over easement acquisition, and (3) low-lying coastal properties should receive lower priority. These recommendations contribute to an ecologically macroeconomic approach to conservation land acquisition, and each will become more appropriate as the sizes of the U.S. and global economies increase. Ultimately, however, the conservation of biodiversity will require a new political economy predicated on sustainability rather than growth. [source] Interplay of actors, scales, frameworks and regimes in the governance of biodiversityENVIRONMENTAL POLICY AND GOVERNANCE, Issue 3 2009Jouni Paavola Abstract This article examines the key contributions of the political science and systems theory based literatures on environmental governance, and uses them to analyse the governance of biodiversity in Europe. The article suggests that the key insights of the two bodies of literature are a distinction between governance frameworks and regimes on one hand, and the importance of multifaceted and multiple scales on the other. These key insights draw attention to horizontal and vertical forms of interplay. The article suggests that interplay, both between actors and levels and between frameworks and regimes, is ubiquitous and ambivalent: it can either foster or hinder environmental governance. The article illustrates this discussion in the context of governance of biodiversity in Europe, highlighting how vertical and horizontal interplay between the governance framework for biodiversity and the broader institutional setting or regime have characterized the implementation of the Habitats Directive, both complicating and fostering the governance of biodiversity in Europe. [source] Is there more assimilation in Catalonia than in the Basque Country?EUROPEAN JOURNAL OF POLITICAL RESEARCH, Issue 6 2008Analysing dynamics of assimilation in nationalist contexts This article builds on recent attempts in political science to illuminate the ,micro-level' mechanisms of identity formation. It analyses the dynamics of assimilation in two similar contexts with extremely salient regional-nationalist movements: Catalonia and the Basque Country. It poses the question: In which of the two regions has there been more assimilation of demographically significant, internal-immigrant segments of the population? It tests whether there has been more assimilation in Catalonia , a result expected from the allegedly more ,civic' nature of the nationalist movement there. To do so, it draws on and goes beyond the tools provided by David Laitin for operationalising assimilation. It uses existing public opinion surveys to construct and present assimilation indices for both regions. The authors show that though rates of ,linguistic adaptation' are higher in Catalonia, such adaptation correlates weakly with assimilation into feelings of subjective identification and the espousal of nationalist views and aspirations more generally. The article goes on to demonstrate that rates of assimilation, when measured using several more robust proxies for the feeling of national identity, are actually lower in Catalonia. The authors then proceed to provide a theoretical explanation for their surprising empirical results. The explanation stresses the causal role of institutional pressures , themselves the product of nationalist coalition-building strategies , in accounting for patterns of linguistic adaptation and of cultural assimilation. Furthermore, it emphasises the relevance of ,cultural demography', particularly among natives/insiders, in accounting for the different nationalist strategies and the different intensity as well as different types of institutional pressures faced by immigrants/outsiders in the two regions. It outlines the geographical and ideological origins of this much-heralded approach to downtown governance, and the means through which it has found itself in such diverse settings as Cape Town in South Africa, Kru,evac in Serbia and Liverpool in the UK. Analysing the emergence of Business Improvement Districts in terms of the external edges of the state and its internal architecture, on the one hand, and, on the other, in the context of discussions around urban liveability, this article reviews work across geography, planning, political science and sociology. It concludes by arguing that Business Improvement Districts are both interesting in their own right, for what they reveal about contemporary trans-national trends in urban governance, and for what they what they have to say about wider processes of neoliberal urbanisation. Radcliffe Focusing on the processes of making and sustaining transnational political ties between actors, international actors and states, this paper reviews recent work from a number of disciplines on globalization and politics, and outlines an agenda for future research. Rather than seeing transnational political linkages merely as forerunners to the loss of local sovereignty, the paper argues for a wider conceptualization of transnational connections, embedded within processes of state formation in Latin America. Using a variety of examples, it is argued that transnational networks are associated with a wide range of meanings and a variety of responses by diverse actors. Drawing on recent work in political science, post-structuralism and anthropology, it is suggested that geographical concepts - related to scale, process and networks - offer a means through which to analyze and ,map out' these transnational political processes. Dolowitz In recent years there has been a growing body of literature within political science and international studies that directly and indirectly uses, discusses and analyzes the processes involved in lesson-drawing, policy convergence, policy diffusion and policy transfer. While the terminology and focus often vary, all of these studies are concerned with a similar process in which knowledge about policies, administrative arrangements, institutions and ideas in one political setting (past or present) is used in the development of policies, administrative arrangements, institutions and ideas in another political setting. Given that this is a growing phenomenon, it is something that anyone studying public policy needs to consider. As such, this article is divided into four major sections. The first section briefly considers the extent of, and reasons for, the growth of policy transfer. The second section then outlines a framework for the analysis of transfer. From here a third section presents a continuum for distinguishing between different types of policy transfer. Pocock, Aotearoa/New Zealand and the British WorldHISTORY COMPASS (ELECTRONIC), Issue 5 2009Terry Austrin J. G. A. Pocock's work has made major contributions to the two fields of history and political science. In this article, we investigate the significance of his contributions to a wider field of social science and, in particular, to the discipline of sociology. Pocock's attention to the question of sovereignty and its constant reconfiguration throughout the British world is brought together with the concerns of authors writing in an actor network tradition. Pocock's British world, a world that moves between and connects different archipelagos, is an assemblage, one composed of political arrangements that travel but also have to be stabilised. This process is only ever provisional but is played out, Pocock claims, in a unique way in Aotearoa/New Zealand. Arguing against the claimed certainties of postcolonial historiography he suggests that the Aotearoa/New Zealand case is composed of a range of different futures involving the securing of and/or loss of sovereignty. These are currently being renarrated by its historians. This process of renarration necessarily involves a public role for the historian and has led Pocock, as commentator from a distance, into making critical interventions in what he refers to as the debate over sovereignty in Aotearoa/New Zealand. [source] Epistemological and theoretical challenges for studying power and politics in information systemsINFORMATION SYSTEMS JOURNAL, Issue 2 2007Leiser Silva Abstract., The study of the role of power in managing information systems (IS) still offers a major epistemological challenge to researchers in the field. Although significant work has been done, there is yet to emerge a research approach that permits a penetrating study of the phenomenon of power by virtue of adopting a Machiavellian stance. This paper proposes such an approach in the form of an interpretivist position combined with a theoretical framework whose origin lies in political science and the sociology of technology. In developing its philosophical argument, the paper compares three meta-theories that have been applied to study IS: Phenomenology, Critical Theory and Structuration Theory. All three are compared in terms of their epistemological position regarding the relationship between power and IS. We argue that, although enlightening, those meta-theories fail to unravel the hidden and strategic nature of power. The paper concludes by proposing a particular theoretical formulation that, rather than censoring power and politics, will provide the epistemological means for unravelling them. [source] Consumer morality in times of economic hardship: evidence from the European Social SurveyINTERNATIONAL JOURNAL OF CONSUMER STUDIES, Issue 2 2010*Article first published online: 1 FEB 2010, Cláudia Abreu Lopes Abstract Crimes of everyday life, often referred to as unfair or unethical practices committed in the marketplace by those who see themselves and are seen as respectable citizens, have burgeoned as a result of the transformations in the European economy in the late 20th century, namely the transition to neo-liberal markets and the emergence of consumer society. A ,cornucopia of new criminal opportunities' has given rise to a new range of crimes such as ripping software, making false insurance claims or paying cash on hand to circumvent taxes. These shady behaviours (legal or not) are part of people's experience, albeit they are collectively regarded as morally dubious. Taken collectively, crimes of everyday life are indicators of the moral stage of a particular society and therefore a valuable instrument for social and political analysis. This paper addresses the question of whether and under which conditions feelings of economic hardship trigger crimes of everyday life. A multilevel theoretical and empirical perspective that integrates theories stemming from political science, sociology, and social psychology is adopted. I start by exploring the embeddedness of economic morality in social institutions, followed by an elaboration of the concept of market anomie to account for deviant behaviour in the marketplace, to finally step down to the examination of the correspondence between social attitudes and consumer behaviour, as postulated by the Theory of Planned Behaviour. The empirical study relies on micro data from the European Social Survey (ESS) (Round 2) and attempts to model, for each country, a formative measure of crimes of everyday life based on socio-demographic variables and the current economic situation, as it is perceived by the individual (taken as a measure of relative deprivation). The resultant country-specific regression coefficients are mapped onto the broader economic and normative context of 23 European countries. The results reveal that crimes of everyday life are driven by feelings of economic hardship only in countries where normative factors dictate their deviance. In countries where fraudulent behaviour is more generalized, inner motivations to offend play a secondary role as the more privileged consumers are more likely to commit fraud as they interact more often with the market. In turn, normative aspects result from a dynamic interplay of cultural and economic factors. As the economy grows faster, the tendency to offend in the market becomes more visible, but only in countries whose gross domestic product (GDP) stands above the European average. In countries with low GDP, the normative landscape is shaped by cultural factors that seem to obfuscate the power of economic factors favourable to consumer fraud. [source] Disciplinary Agendas and Analytic Strategies of Research on Immigrant Transnationalism: Challenges of Interdisciplinary KnowledgeINTERNATIONAL MIGRATION REVIEW, Issue 3 2003Ewa Morawska To be successful, an interdisciplinary approach to the study of immigration and transnationalism should begin by making different disciplinary languages about this phenomenon informed by mutual understanding of the conceptual frameworks, epistemological assumptions, and explanatory strategies used in research in particular academic fields. Drawing on studies in anthropology, sociology, history, and political science, I review here these taken-for-granted assumptions about "what is knowable and how" that underlie research on immigration and transnationalism in these disciplines. In conclusion, I suggest some avenues for mutual education in different disciplinary approaches and the epistemic gains derived therefrom. [source] Forms of Governance in European Union Social Policy: Continuity and/or Change?INTERNATIONAL SOCIAL SECURITY REVIEW, Issue 2 2006Gerda Falkner This article addresses the question of the evolution of regulatory and distributive social policy at European Union (EU) level, with special emphasis on its quantitative aspects. Data collected in meticulous detail on the EU's powers in the area of social policy and their practical implementation from the early days of European integration through to the end of 2002 are presented in a range of figures and tables. It becomes apparent that, quantitatively speaking, the body of EU social law in existence to date is impressive. Contrary to expectation, non-binding forms of action have not replaced those which are binding, or at least not yet. Soft law and the "open method of coordination", the subject of so much recent debate, are rather a complement to classic legislation, entailing a minimum of harmonization. In terms of political science and legal theory this means that while the neo-voluntarism and legalization hypotheses highlight important aspects of EU social policy, neither of them represents the whole story. Drainville Closer to us in what it integrates and in its consequences, global politics still gets conceptualized as if it belonged to a realm of its own, disembedded and abstracted beyond quotidian experiences of power. Still folded in a supernatural world that cannot be of their making, as far from experience as their cold war predecessors were, international studies (IS) students are as alienated and find it as hard to work with critical imagination. To teach students to be more than mere technicians of whatever new world order may be born of present circumstances, we have to unmake the political separation that still exists between the study and teaching of global politics and everyday life in the world economy. This article presents a record of a decade-long teaching experiment conducted in the department of political science at Laval University in Québec City. Borrowing techniques and inspiration from the "historical avant-garde," I have worked to reinvent my pedagogical practice to create "situations" in which students can be full, unalienated subjects in the learning process. This essay is at once a reflection on the discussions that took place at the seminar and a representation of views that I offered as a participant. It comments on the epistemological issues in contention in the "third great debate" in International Relations, and it raises questions about the place and legitimacy of humanistic approaches to the study of relations among states and peoples. By my reckoning, International Relations is a full-fledged, full-blown, autonomous, legitimate and accomplished academic discipline, and ought not to be thought of as a subfield of political science or of any other of the socialsciences. Odell Negotiations among members of international institutions often stalemate yet the outcomes vary. Sometimes talks end in impasse and other times in agreement. Several familiar theories are unable to explain the contrast between two prominent outcomes in the World Trade Organization,its 1999 deadlock in Seattle and its 2001 agreement in Doha, Qatar, on an agenda for a new round. Extensive original evidence from these cases documents mechanisms that can tip the negotiation process between impasse and agreement in any institution, not only economic ones. The study illustrates benefits for international relations research of building on the relatively neglected tradition of negotiation analysis, a substantial part of which is outside political science. [source] Research Design in European Studies: The Case of Europeanization,JCMS: JOURNAL OF COMMON MARKET STUDIES, Issue 3 2009THEOFANIS EXADAKTYLOS In this article, we contribute to the debate on research design and causal analysis in European integration studies by considering the sub-field of Europeanization. First, we examine the awareness of research design issues in the literature on Europeanization through a review of the debate on causality, concept formation and methods. Second, we analyse how much of the discussion of the trade-offs in causal analysis in mainstream political science has percolated into Europeanization studies. We therefore construct a sample of the Europeanization literature, comparing it to a control group of highly cited articles on European integration. This enables us to control if some patterns are specific to the Europeanization literature or reflect a more general trend in European integration. We then look at trade-offs in the Europeanization sample and in the control group. Our findings indicate that awareness of research design is still low. Europeanization articles differ from the control group in the focus on mechanisms (rather than variables) and the qualitative aspects of time in politics. Complex notions of causality prevail in Europeanization but not in the control group and the cause-of-effects approach is preferred to effects-of-causes in the control group but not in Europeanization , in both cases, however, the difference is slight. We conclude by explaining differences and similarities and make proposals for future research. [source] Against the notion of a ,new racism'JOURNAL OF COMMUNITY & APPLIED SOCIAL PSYCHOLOGY, Issue 6 2005Colin Wayne Leach Abstract Despite the de jure equality achieved in the second half of the 20th century, racial discrimination and racist political movements persist. This has encouraged the orthodoxy that a ,new racism' serves as an ideological basis of contemporary white investment in racial inequality in Western Europe, North America and Australasia. It is argued that this ,new racism' is shown in more subtle and indirect formal expressions, such as a denial of societal discrimination, rather than the once popular expressions of ,old-fashioned' genetic inferiority and segregationism. In opposition to this conceptualization, I review quantitative and qualitative studies from social psychology, sociology and political science, as well as historical analyses, to show that the ,old-fashioned' formal expression of racism was not especially popular before de jure racial equality and is not especially unpopular now. I also show that there is nothing new about formal expressions that criticize cultural difference or deny societal discrimination. Thus, there is greater historical continuity in racism than the notion of a ,new racism' allows. This article summarizes and utilizes a statistical method relatively unexplored in political science and legal scholarship,classification trees,that offers a flexible way to study legal doctrine. I argue that this method, while not replacing traditional statistical tools for studying judicial decisions, can better capture many aspects of the relationship between case facts and case outcomes. To illustrate the method's advantages, I conduct classification tree analyses of search and seizure cases decided by the U.S. Supreme Court and confession cases decided by the courts of appeals. Despite the fuzzy character of borders, factor analysis of the citation patterns enables us to delineate the specific set by discarding the noise. This methodology is illustrated using communication studies as a hybrid development between political science and social psychology. The development can be visualized using animations which support the claim that a specific journal set in communication studies is increasingly developing, notably in the "being cited" patterns. The resulting set of 28 journals in communication studies is smaller and more focused than the 45 journals classified by the ISI Subject Categories as "Communication." The proposed method is tested for its robustness by extending the relevant environments to sets including many more journals. White Bibliometric measures for evaluating research units in the book-oriented humanities and social sciences are underdeveloped relative to those available for journal-oriented science and technology. We therefore present a new measure designed for book-oriented fields: the "libcitation count." This is a count of the libraries holding a given book, as reported in a national or international union catalog. As librarians decide what to acquire for the audiences they serve, they jointly constitute an instrument for gauging the cultural impact of books. Their decisions are informed by knowledge not only of audiences but also of the book world (e.g., the reputations of authors and the prestige of publishers). From libcitation counts, measures can be derived for comparing research units. Here, we imagine a match-up between the departments of history, philosophy, and political science at the University of New South Wales and the University of Sydney in Australia. We chose the 12 books from each department that had the highest libcitation counts in the Libraries Australia union catalog during 2000 to 2006. We present each book's raw libcitation count, its rank within its Library of Congress (LC) class, and its LC-class normalized libcitation score. The latter is patterned on the item-oriented field normalized citation score used in evaluative bibliometrics. Summary statistics based on these measures allow the departments to be compared for cultural impact. Our work has implications for programs such as Excellence in Research for Australia and the Research Assessment Exercise in the United Kingdom. Yet for the most part, the underlying causes of this predicament differ greatly from the U.S. experience. We offer three interpretations,one institutional, one epistemological, and one ontological,to explain the marginality of Canadian urban political science in relation to both mainstream Canadian political science and American urban politics. First, the growth of Canadian urban political science has been inhibited not because there are too few interested scholars, but rather because interested faculty are so thinly dispersed across the country's academic institutions. Second, unlike the American experience, the historical development of Canadian political science as a discipline has led it to focus on national-level issues at the expense of local and urban politics. Finally, Canadian cities have developed differently from American cities in important respects, again leading Canadian scholars to privilege the national over the local. [source] |
