Selected AbstractsThe European Charter of Fundamental Rights A Changed Political Opportunity Structure and its Normative ConsequencesEUROPEAN LAW JOURNAL, Issue 2 2001Christoph Engel The European Community is about to enlarge its de facto constitution by a fundamental rights charter. It is intended to become legally binding, at least in the long run. If it is, it will profoundly change the political opportunity structure between the Community and its Member States, among the Member States, among the organs of the Community and in relation to outside political actors. When assessing the new opportunities, one has to keep in mind the weak democratic legitimation of European policy making and its multi-level character. The article sketches the foreseeable effects and draws consequences from these insights for the dogmatics of the new fundamental rights, their relation to (other) primary Community law and to other fundamental rights codes. It ends with a view to open flanks that cannot be closed by the dogmatics of the freedoms themselves, but call for an appropriate design of the institutional framework. The present article disputes this claim on theoretical, conceptual and methodological grounds and demonstrates that their empirical findings are spurious. [source] Political opportunity structures and right-wing extremist party successEUROPEAN JOURNAL OF POLITICAL RESEARCH, Issue 3 2006KAI ARZHEIMER West European right-wing extremist parties have received a great deal of attention over the past two decades due to their electoral success. What has received less coverage, however, is the fact that these parties have not enjoyed a consistent level of electoral support across Western Europe during this period. This article puts forward an explanation of the variation in the right-wing extremist party vote across Western Europe that incorporates a wider range of factors than have been considered previously. It begins by examining the impact of socio-demographic variables on the right-wing extremist party vote. Then, it turns its attention to a whole host of structural factors that may potentially affect the extreme right party vote, including institutional, party-system and conjunctural variables. The article concludes with an assessment of which variables have the most power in explaining the uneven electoral success of right-wing extremist parties across Western Europe. The findings go some way towards challenging the conventional wisdom as to how the advance of the parties of the extreme right may be halted. This relationship is examined in light of the striking variation in levels of German peace protest against INF missiles, the Gulf War and the NATO peace-keeping mission to Bosnia. I argue that this variation in mobilization capacity can be explained in part by the degree of congruence between media framing and movement framing of the issues involved. Congruence between the two framings facilitates movement mobilization, whereas divergence hinders it. I compare the relative congruence between movement framing and media framing in Die Tageszeitung and Der Spiegel coverage of the three issues. I also evaluate possible alternative or complementary explanations, including public opinion, ,normalization' and elite cues, and political opportunity structure. [source] Transnational women's activism in Japan and Korea:the unresolved issue of military sexual slaveryGLOBAL NETWORKS, Issue 2 2001Nicola Piper This article is about the transnational links formed between the Korean and Japanese women,s movements in their campaign on behalf of the victims of ,military sexual slavery' during the Second World War. There is a growing literature that examines such networks. Yet, a deeper understanding of the emergence and activities of transnational advocacy networks is needed, particularly in the context of political opportunity structures. Social scientists who have developed the concept of political opportunity structures have, however, not provided a gender-specific analysis of these. Of particular interest is the exploration of the role played by gender in an international human rights discourse as a political opportunity structure for women's groups in Korea and Japan. This article, thus, explores the ways in which the feminist movements in Korea and Japan have made use of transnational legal means in politicizing and popularizing the issue of ,military sexual slavery' at both regional and global scales. Yet this new political opportunity structure has not brought actors together in an undisputed new labor internationalism. This article focuses on two key sources of contention among labor organizations in the context of free trade mobilizations between 1990 and 2004: the discussions about coalition building with other civil society actors and the debates about including a social clause in trade agreements. It argues that transnational collective action occurs parallel to the continued relevance of national-level claims and targets, and that this simultaneity represents a real source of challenges, for scholars and labor organizations alike. Based on social network data and qualitative interviews in Brazil, Mexico, Chile, and the United States, the article analyzes the actions taken by labor organizations, and how these changed through time. It suggests that the transition from Fujimori to Toledo led to a major shift in the political opportunity structure, creating a more conducive environment for greater levels of mobilization while increasing the leverage of challengers, along with their chances to achieve positive goals. These new forms of collective resistance are geographically segmented or territorialized; they present concrete demands; and they often involve unexpected actors, yet they resonate at the national level. These results confirm the expectations from recent repoliticization literature insofar as collective actors remain acutely responsive to market reforms in more democratic settings. Comparative analysis across subnational units is conducted where the 94 departments of mainland France are the units of analysis. The significance of electoral institutions (district magnitude), party competition (effective number of parties), electoral behaviour (turnout) and socioeconomic conditions (immigration and unemployment) on the ability of the FN to gather votes across the departments is assessed by means of multiple regression. The empirical results show that the subnational political opportunity structures have been of great importance for the FN. Some four out of the five independent variables are statistically significant and explain a great deal of the variance in the two dependent variables (electoral support for FN list and index of electoral success). Turnout and district magnitude are negatively correlated with the electoral fortunes of the FN, while unemployment and the effective number of party lists are positively correlated with the success of the FN in the regional elections. The variable that indicates the share of non-European immigrants does not provide additional explanatory power in a statistically significant way. [source] Migrant mobilization between political institutions and citizenship regimes: A comparison of France and SwitzerlandEUROPEAN JOURNAL OF POLITICAL RESEARCH, Issue 1 2004Marco Giugni This article focuses on the political claims made by immigrants and ethnic minorities in France and Switzerland. We look at cross-national variations in the overall presence of immigrants and ethnic minorities in the national public space, and the forms and content of their claims. Following a political opportunity approach, we argue that claim-making is affected both by institutional opportunities and by national models of citizenship. The civic-assimilationist conception of citizenship in France gives migrants greater legitimacy to intervene in the national public space. Furthermore, the inclusive definition of ,membership in the national community' favors claims pertaining to minority integration politics. However, the pressure toward assimilation to the republican norms and values tends to provoke claims for the recognition of ethnic and cultural difference. Finally, closed institutional opportunities push migrants' mobilization to become more radical, but at the same time the more inclusive model of citizenship favors a moderate action repertoire of migrants. Conversely, the ethnic-assimilationist view in Switzerland leads migrants to stress homeland-related claims. When they do address the policy field of ethnic relations, immigration and citizenship, they focus on issues pertaining to the entry and stay in the host society. Finally, the forms of action are more moderate due to the more open institutional context, but at the same time the action repertoire of migrants is moderated by the more exclusive model of citizenship. Our article is an attempt to specify the concept of ,political opportunity structure', and to combine institutional and cultural factors in explaining claim-making by immigrants and ethnic minorities. We confront our arguments with data from a comparative project on the mobilization on ethnic relations, citizenship and immigration. [source] Is extreme right-wing populism contagious?EUROPEAN JOURNAL OF POLITICAL RESEARCH, Issue 3 2005Explaining the emergence of a new party family As the old master frame of the extreme right was rendered impotent by the outcome of the Second World War, it took the innovation of a new, potent master frame before the extreme right was able to break electoral marginalization. Such a master frame , combining ethnonationalist xenophobia, based on the doctrine of ethnopluralism, with anti-political-establishment populism , evolved in the 1970s, and was made known as a successful frame in connection with the electoral breakthrough of the French Front National in 1984. This event started a process of cross-national diffusion, where embryonic extreme right-wing groups and networks elsewhere adopted the new frame. Hence, the emergence of similar parties, clustered in time (i.e., the birth of a new party family) had less to do with structural factors influencing different political systems in similar ways as with cross-national diffusion of frames. The innovation and diffusion of the new master frame was a necessary, but not a sufficient, condition for the emergence of extreme right-wing populist parties. [source] Two Logics of Labor Organizing in the Global Apparel IndustryINTERNATIONAL STUDIES QUARTERLY, Issue 3 2009Mark Anner What factors account for labor strategies in global industries? While some scholars point to economic factors and others look to political opportunity structures, an examination of union actions in the Central American apparel export industry over a 14-year period suggests that activists' historical experiences and ideological orientations also strongly influence union dynamics. Left-oriented unions tend to form unions through transnational activism whereas conservative unions most often turn to plant-level cross-class collaboration. Moreover, these two union strategies are interconnected. Successful transnational activism facilitates conservative union formation through a "radical flank" mechanism; the threat of left-union organizing motivates employers to accept unionization by conservative unions to block left unions from gaining influence in the plant. To examine these arguments, this article employs pooled time-series statistical analysis, structured interviews with labor organizers, and process tracing that draws on nine months of field research in Honduras and El Salvador.
