Several other writers have produced their own versions of the perpetual peace ideal. This article surveys some notable eighteenth-century perpetual peace proposals from a specific perspective: it seeks to find out the attitude of these various proposals toward non-European peoples. It asks, in other words, whether and to what extent non-Europeans were "included" in the eighteenth-century European visions of a perpetual peace. In a series of articles written in the post-1989 period, Habermas has argued that the challenge posed both by the catastrophes of the twentieth century, and by social forces of globalization, has given new impetus to the idea of cosmopolitan justice that Kant first expressed. He recognizes that today we cannot simply repeat Kant's eighteenth-century vision: that if we are to grapple with the complexities of present-day problems, it is necessary to iron out certain inconsistencies in Kant's thinking, radicalize it where its break from the old order of nation-states is incomplete, socialize it so as to draw out the connections between perpetual peace and social justice, and modernize it so as to comprehend the "differences both in global situation and conceptual framework that now separate us from him."1 His basic intuition, however, is that Kant's idea of cosmopolitan right is as relevant to our times as it was to Kant's own. If it was Kant's achievement to formulate the idea of cosmopolitanism in a modern philosophical form, Habermas takes up the challenge posed by Karl-Otto Apel: to "think with Kant against Kant" in reconstructing this idea. What follows is a critical assessment of Habermas's response to this challenge. We focus here on the dilemmas he faces in grounding his normative commitment to cosmopolitan politics and in reconciling his cosmopolitanism with the national framework in which he developed his ideas of constitutional patriotism and deliberative democracy. [source] Does the Diversionary Use of Force Threaten the Democratic Peace?INTERNATIONAL STUDIES QUARTERLY, Issue 4 2006Assessing the Effect of Economic Growth on Interstate Conflict A democratic leader, anticipating a "rally ,round the flag effect," may have an incentive to divert attention from domestic economic problems by becoming involved in military conflict abroad, undermining Immanuel Kant's prescription for "perpetual peace." We assess the risk to the democratic peace by evaluating this diversionary incentive within a general dyadic model of interstate conflict, 1921,2001, using both directed and nondirected analyses. Our results indicate that economic conditions do affect the likelihood that a democracy, but not an autocracy, will initiate a fatal militarized dispute, even against another democracy. Economic growth rates sufficiently low to negate the democratic peace are, however, rare; and the behavior of five powerful democracies raises further doubts about the importance of diversions. We find no significant evidence that a bad economy makes a democratic state less likely to be targeted by others, nor does the timing of legislative elections influence the decision of democratic leaders to use force. Although economic conditions affect the likelihood of a fatal dispute for democracies, the influence is sufficiently small that Kant's hope for a more peaceful world does not seem misplaced. [source] Cosmopolitanism and violence: difficulties of judgmentTHE BRITISH JOURNAL OF SOCIOLOGY, Issue 1 2006Robert Fine Abstract This paper addresses the difficult relation of cosmopolitan ideas to the existence of war and violence. It explores the ambivalences within the cosmopolitan outlook as it seeks to reconcile its attentiveness to the actuality of violence in the modern age with its normative vision of perpetual peace. I address these ambivalences through a discussion of a) what it is to learn from the catastrophes of the twentieth century; b) the contribution Kant's theory of cosmopolitan law to the solution to contemporary problems of violence; c) the reconstruction of cosmopolitan thinking in the wake of the Holocaust as an attempt to take atrocities seriously; d) the application of cosmopolitan criteria to the justification and authorization of humanitarian military intervention; and e) the attempt on the part of Habermas and Derrida to address the ambivalence involved in reconciling cosmopolitanism and violence in Kosovo and Iraq. While cosmopolitanism is usually understood as a reference to a worldly legal and institutional order, the cosmopolitan outlook is also a mode of understanding the world, an ethic of responsibility and an ongoing exercise of political judgment in the face of violence.
