Selected AbstractsIFORS: the formative yearsINTERNATIONAL TRANSACTIONS IN OPERATIONAL RESEARCH, Issue 2 2000G.K. Rand In 1999 IFORS (The International Federation of Operational Research Societies) celebrated 40 years since its formation. The purpose of this article is to explain how it came into being following the first international conference in Operational Research, and to examine the foundations that were laid in the years leading up to its first General Meeting, held at the second international conference. A further article will examine several themes in IFORS' subsequent history. [source] Measuring Efficiency: A Comparison of Multilevel Modelling and Data Envelopment Analysis in the Context of Higher EducationBULLETIN OF ECONOMIC RESEARCH, Issue 2 2006Jill JohnesArticle first published online: 15 MAR 200 I21; C14; C16 Abstract Data envelopment analysis (DEA) and multilevel modelling (MLM) are applied to a data set of 54,564 graduates from UK universities in 1993 to assess whether the choice of technique affects the measurement of universities' performance. A methodology developed by Thanassoulis and Portela (2002; Education Economics, 10(2), pp. 183,207) allows each individual's DEA efficiency score to be decomposed into two components: one attributable to the university at which the student studied and the other attributable to the individual student. From the former component, a measure of each institution's teaching efficiency is derived and compared to the university effects from various multilevel models. The comparisons are made within four broad subjects: pure science, applied science, social science and arts. The results show that the rankings of universities derived from the DEA efficiencies which measure the universities' own performance (i.e., having excluded the efforts of the individuals) are not strongly correlated with the university rankings derived from the university effects of the multilevel models. The data were also used to perform a university-level DEA. The university efficiency scores derived from these DEAs are largely unrelated to the scores from the individual-level DEAs, confirming a result from a smaller data set (Johnes, 2006a; European Journal of Operational Research, forthcoming). However, the university-level DEAs provide efficiency scores which are generally strongly related to the university effects of the multilevel models. [source] Review of Policies and Guidelines on Infant Feeding in Emergencies: Common Ground and GapsDISASTERS, Issue 2 2001Andrew Seal Recent crises in regions where exclusive breastfeeding is not the norm have highlighted the importance of effective policies and guidelines on infant feeding in emergencies. In 1993, UNICEF compiled a collection of policy and guideline documents relating to the feeding of infants in emergency situations. In June 2000 Save the Children, UK, UNICEF and the Institute of Child Health undertook a review of those documents, updating the list and identifying the common ground that exists among the different policies. The review also analysed the consistency of the policy framework, and highlighted important areas where guidelines are missing or unclear. This article is an attempt to share more widely the main issues arising from this review. The key conclusions were that, in general, there is consensus on what constitutes best practice in infant feeding, however, the lack of clarity in the respective responsibilities of key UN agencies (in particular UNICEF, UNHCR and WFP) over issues relating to co-ordination of activities which affect infant-feeding interventions constrains the implementation of systems to support best practice. Furthermore, the weak evidence base on effective and appropriate intervention strategies for supporting optimal infant feeding in emergencies means that there is poor understanding of the practical tasks needed to support mothers and minimise infant morbidity and mortality. We, therefore, have two key recommendations: first that the operational UN agencies, primarily UNICEF, examine the options for improving co-ordination on a range of activities to uphold best practice of infant feeding in emergencies; second, that urgent attention be given to developing and supporting operational research on the promotion of optimal infant-feeding interventions. [source] University timetabling through conceptual modelingINTERNATIONAL JOURNAL OF INTELLIGENT SYSTEMS, Issue 11 2005Jonathan Lee A number of approaches have been proposed in tackling the timetabling problem, such as operational research, human-machine interaction, constraint programming, expert systems, and neural networks. However, there are still several key challenges to be addressed: easily reformulated to support changes, a generalized framework to handle various timetabling problems, and ability to incorporate knowledge in the timetabling system. In this article, we propose an automatic software engineering approach, called task-based conceptual graphs, to addressing the challenges in the timetabling problem. Task-based conceptual graphs provide the automation of software development processes including specification, verification, and automatic programming. Maintenance can be directly performed on the specifications rather than on the source code; moreover, hard and soft constraints can be easily inserted or removed. A university timetabling system in the Department of Computer Science and Information Engineering at National Central University is used as an illustrative example for the proposed approach. © 2005 Wiley Periodicals, Inc. Smith Abstract There is considerable interest in the potential for using operational research (O.R.) in developing countries. One sign of this is the formation of new societies for O.R. scientists in countries and regions where no such society had existed. Since 2003, such societies have been formed in several parts of Africa. This paper focuses on West Africa, and presents a bibliography of papers relating to applications of O.R. in the nations of this part of the continent. The paper describes the way in which the bibliography was collated and discusses the overall picture that the list of papers presents of the state of O.R. in the 18 countries that are considered. [source] African countries propose a regional oral health strategy: The Dakar Report from 1998ORAL DISEASES, Issue 3 2004NG Myburgh It is clear that the African region faces a number of serious oral diseases, either because of their high prevalence or because of the severe tissue damage or death that can occur. Previous approaches to oral health in Africa have failed to recognise the epidemiological priorities of the region or to identify reliable and appropriate strategies to assess them. Efforts have consisted of an unplanned, ad hoc and spasmodic evolution of curative oral health services. This document focuses on the most severe oral problems that people have to live with like noma, oral cancer and the oral consequences of HIV/AIDS infection. It proposes a strategy for assisting member states and partners to identify priorities and interventions at various levels of the health system, particularly at the district level. The strategy aims at strengthening the capacity of countries to improve community oral health by effectively using proven interventions to address specific oral health needs. The strategy identifies five main ,programmatic areas', including (i) the development of national oral health strategies and implementation plans, (ii) integration of oral health in other programmes, (iii) delivery of effective and safe oral health services, (iv) regional approach to education and training for oral health, and (v) development of effective oral health management information systems. Many of the programmatic areas share similar characteristics described as a ,strategic orientation'. These strategic orientations give effect to the concepts of advocacy, equity, quality, partnership, operational research, communication and capacity building. The WHO Regional Committee for Africa (RC) is invited to review the proposed oral health strategy for the African region for the period 1999,2008 and provide an orientation for the improvement of oral health in member states in the region.
