CONSUMER ASSESSMENT OF THE SAFETY OF RESTAURANTS: THE ROLE OF INSPECTION NOTICES AND OTHER INFORMATION CUES

ABSTRACT This paper explores the ways in which consumers assess the safety of food in restaurants and other eating-out establishments, and the resulting impact on restaurant choice. The analysis builds on the existing literature on restaurant choice more generally and a growing body of studies on the impact of official inspection information on the perceived safety of restaurants. Based on a two-stage consumer study in the City of Hamilton in Ontario, Canada, involving focus groups and a postal survey, the research highlights how consumers base their assessment of food safety in restaurants using a range of visible indicators of the experience and/or credence characteristics associated with foodborne illness. These include their observed judgments of restaurant hygiene, the overall quality of the restaurant, external information, including official inspection certificates, and the level of patronage. The use of these broad groups of indicators varies across consumer subgroups according to gender, age, level of education and recollections of past incidences when a restaurant was closed and/or convicted for food safety reasons. Abstract Western Australia (WA) became the fourth Australian jurisdiction to adopt a prohibition with civil penalties scheme for minor cannabis offences when its Cannabis Infringement Notice (CIN) scheme became law on 22 March 2004. Previous criminological research has demonstrated the importance of public attitudes towards the law in determining the effectiveness of legislation. This survey represents the first phase of a pre-post study that attempted to gauge public attitudes towards the legal status of cannabis, the proposed legislative reforms surrounding the drug and their likely effects. A random telephone survey of 809 members of the WA population was conducted prior to the implementation of the new laws with a view to exploring contemporary views of the existing legal status of cannabis, attitudes to the proposed legislative model and respondent perceptions of its likely effects. Despite cannabis being viewed negatively by large numbers of the sample, criminal penalties for minor cannabis offences were viewed as inappropriate and ineffective. Once explained, the proposed civil penalty scheme was viewed as ,a good idea' by 79% of the sample, despite significant differences due to personal experience of cannabis use, political affiliation, religiosity and age of offspring. Most believed that the legislative change would not result in changes to levels of cannabis use (70%) or ease of obtaining cannabis (59%). These data suggest that prior to its implementation the new legislation was highly acceptable to the majority of the community. These baseline data will be compared with data to be collected at the post-change phase of the study to allow empirical observations of attitudinal and behavioural changes occurring in the community. A tale of CIN,the Cannabis Infringement Notice scheme in Western Australia

ABSTRACT Aims To describe the development and enactment of the Western Australian (WA) Cannabis Infringement Notice scheme and reflect on the lessons for researchers and policy-makers interested in the translation of policy research to policy practice. Methods An insiders' description of the background research, knowledge transfer strategies and political and legislative processes leading to the enactment and implementation of the WA Cannabis Control Act 2003. Lenton and Allsop were involved centrally in the process as policy-researcher and policy-bureaucrat. Results In March 2004, Western Australia became the fourth Australian jurisdiction to adopt a ,prohibition with civil penalties' scheme for possession and cultivation of small amounts of cannabis. We reflect upon: the role of research evidence in the policy process; windows for policy change; disseminating findings when apparently no one is listening; the risks and benefits of the researcher as advocate; the differences between working on the inside and outside of government; and the importance of relationships, trust and track record. Conclusions There was a window of opportunity and change was influenced by research that was communicated by a reliable and trusted source. Those who want to conduct research that informs policy need to understand the policy process more clearly, look for and help create emerging windows that occur in the problem and political spheres, and make partnerships with key stakeholders in the policy arena. The flipside of the process is that, when governments change, policy born in windows of opportunity can be a casualty. [source]


Notice of Plagiarism: A Single Recovery Type Curve from Theis' Exact Solution

Shortly after the September-October 2003 issue of the journal was mailed, three readers called our attention to similarities between the paper by N. Samani and M. Pasandi (2003, ?A single recovery type curve from Theis? exact solution,?Ground Water 41, no. 5: 602-607) and a paper published in 1980 by Ram G. Agarwal. Agarwal?s paper, ?A new method to account for producing time effects when drawdown type curves are used to analyze pressure buildup and other test data,? was published by the Society for Petroleum Engineers (1980, in Society of Petroleum Engineers 55th Annual Fall Technical Conference, September 2 1-24, Dallas, Texas: SPE Paper 9289). An investigation by the journal verified that the approach and some of the wording used in the two papers are identical. Dr. Samani and Mr. Pasandi acknowledge the similarity and offer an explanation and apology. [source]

A new space and time sensor fusion method for mobile robot navigation

To fully utilize the information from the sensors of mobile robot, this paper proposes a new sensor-fusion technique where the sample data set obtained at a previous instant is properly transformed and fused with the current data sets to produce a reliable estimate for navigation control. Exploration of an unknown environment is an important task for the new generation of mobile service robots. The mobile robots may navigate by means of a number of monitoring systems such as the sonar-sensing system or the visual-sensing system. Notice that in the conventional fusion schemes, the measurement is dependent on the current data sets only. Therefore, more sensors are required to measure a given physical parameter or to improve the reliability of the measurement. However, in this approach, instead of adding more sensors to the system, the temporal sequences of the data sets are stored and utilized for the purpose. The basic principle is illustrated by examples and the effectiveness is proved through simulations and experiments. The newly proposed STSF (space and time sensor fusion) scheme is applied to the navigation of a mobile robot in an environment using landmarks, and the experimental results demonstrate the effective performance of the system. © 2004 Wiley Periodicals, Inc. This Note is a response to Thomas Wallgren's "Georg Henrik von Wright: a Memorial Notice" (Philosophical Investigations, January, 2005). I contend that Wallgren gave an account of von Wright's work that is sometimes erroneous and generally off-key. I offer a more accurate account and defend it against those who view his work with suspicion: analytical philosophers, Wittgensteinians and intellectuals who hoped for a more engaged participation in public life. Wallgren also wrote that von Wright probably had no close friends, which I show to be absurd. [source]
