Peatling Historians have regarded new Liberalism as an ideology primarily concerned with domestic social reform. Yet this does little justice to the intensity and longevity of new Liberals' support of self-government in Ireland. This side of new Liberal ideology is particularly illuminated by the career of J. L. Hammond (1872,1949), especially his Gladstone and the Irish Nation (1938). Hammond's historical scholarship, indeed, was heavily influenced by Liberal ideology, and can be seen as a belated effort to justify Gladstonian Liberalism's long mission in Ireland. Fittingly therefore, Hammond's arguments possessed the same strengths and weaknesses as earlier Liberal efforts to pacify Ireland. While the philosophies of the Labour movement and the Liberal Party had many common elements, ideologically they diverged on issues of the role of liberty and the state in relation to the individual and the community to the point that they became irreconcilable. New Liberalism was one result of that debate. Contemporary political debate reflects many of the same features as the turmoil present a century ago, and the Labour Party and the Liberal Democrats are again contesting much of the same ground. Based on two experiments and theories derived from the European concept of social economy and the American concept of the non profit organization, the Japanese way of integration of a social economy sector is developing under the name of the Non Profit and Co-operative Sector. The change of social policy and public policy under the influence of the new liberalism has urged a change in traditional relations between public sector and private sectors and created the new role of a social economy sector. Even though there is no clear image of the sector, both the financial need of public authorities and the social needs of citizen users especially in social security and medical care has made the social economy sector an alternative for realizing better service supply.
