[source] Revenue Mobilisation in Sub-Saharan Africa: Challenges from Globalisation I , Trade ReformDEVELOPMENT POLICY REVIEW, Issue 5 2010Michael Keen This is the first of two articles evaluating the nature and extent of, and possible responses to, two of the central challenges that globalisation poses for revenue mobilisation in sub-Saharan Africa: trade liberalisation, and corporate tax competition. Both articles use a new dataset with the features needed to address these issues meaningfully: a disentangling of tariff from commodity tax revenue, and a distinction between resource-related and other revenues. This first article describes that dataset, and provides a broad picture of revenue developments in the region between 1980 and 2005. Countries' experiences have varied, but the overall picture is of non-resource revenues having been essentially stagnant. Within this, however, and with exceptions, reductions in trade tax revenue have been largely offset by increased revenue from domestic sources. [source] Regulation, productivity and growth: OECD evidenceECONOMIC POLICY, Issue 36 2003Giuseppe Nicoletti SUMMARY Liberalization and privatization have made the regulatory environment more market-friendly throughout the OECD. However using a large new dataset on product market regulation, we show that regulatory policies in OECD nations have become more dissimilar in relative terms, even as all nations have liberalized. This seemingly contradictory finding is explained by different starting points and different reform speeds. Our data also show that this divergence in the regulatory settings lines up with the divergent growth performance of OECD nations, in particular the poor performance of large Continental economies relative to that of the US. The data, which tracks various types of product market regulation in manufacturing and service industries for 18 OECD economies over the past two decades, allows us to explore this link in detail. We find that productivity growth is boosted by reforms that promote private corporate governance and competition (where these are viable). Moreover, our detailed findings suggest how product market regulation and productivity growth are linked. In manufacturing, the productivity gains from liberalization are greater the further a given country is from the technology leader. This indicates that entry-limiting regulation may hinder the adoption of existing technologies, possibly by reducing competitive pressures, technology spillovers, or the entry of new high-tech firms. These results offer an interpretation of poor Continental performance. However, the partisan context of cabinet decisions remains under-explored, the findings are based on small samples and the variables of interest are often poorly operationalised. Using a new dataset of spending ministers and partisan fragmentation in the cabinets of 58 countries between 1975 and 1998, this study finds a strong positive association between the number of spending ministers and budget deficits and expenditures, as well as weaker evidence that these effects increase with partisan fragmentation. [source] A gridded hourly precipitation dataset for Switzerland using rain-gauge analysis and radar-based disaggregationINTERNATIONAL JOURNAL OF CLIMATOLOGY, Issue 12 2010Marc Wüest Abstract Rain gauges and weather radars both constitute important devices for operational precipitation monitoring. Gauges provide accurate yet spotty precipitation estimates, while radars offer high temporal and spatial resolution yet at a limited absolute accuracy. We propose a simple methodology to combine radar and daily rain-gauge data to build up a precipitation dataset with hourly resolution covering a climatological time period. The methodology starts from a daily precipitation analysis, derived from a dense rain-gauge network. A sequence of hourly radar analyses is then used to disaggregate the daily analyses. The disaggregation is applied such as to retain the daily precipitation totals of the rain-gauge analysis, in order to reduce the impact of quantitative radar biases. Hence, only the radar's advantage in terms of temporal resolution is exploited. In this article the disaggregation method is applied to derive a 15-year gridded precipitation dataset at hourly resolution for Switzerland at a spatial resolution of 2 km. Validation of this dataset indicates that errors in hourly intensity and frequency are lower than 25% on average over the Swiss Plateau. In Alpine valleys, however, errors are typically larger due to shielding effects of the radar and the corresponding underestimation of precipitation periods by the disaggregation. For the flatland areas of the Swiss Plateau, the new dataset offers an interesting quantitative description of high-frequency precipitation variations suitable for climatological analyses of heavy events, the evaluation of numerical weather forecasting models and the calibration/operation of hydrological runoff models. Copyright © 2009 Royal Meteorological Society [source] Inter-decadal variation of the summer precipitation in East China and its association with decreasing Asian summer monsoon.INTERNATIONAL JOURNAL OF CLIMATOLOGY, Issue 9 2008Part I: Observed evidences Abstract In recent two decades, North and Northeast China have suffered from severe and persistent droughts while the Yangtze River basin and South China have undergone much more significant heavy rainfall/floods events. This long-term change in the summer precipitation and associated large-scale monsoon circulation features have been examined by using the new dataset of 740 surface stations for recent 54 years (1951,2004) and about 123-yr (1880,2002) records of precipitation in East China. The following new findings have been highlighted: (1) One dominating mode of the inter-decadal variability of the summer precipitation in China is the near-80-yr oscillation. Other modes of 12-yr and 30,40-yr oscillations also play an important role in affecting regional inter-decadal variability. (2) In recent 54 years, the spatial pattern of the inter-decadal variability of summer precipitation in China is mainly structured with two meridional modes: the dipole pattern and the positive-negative-positive ("+ , + " pattern). In this period, a regime transition of meridional precipitation mode from "+ , + " pattern to dipole pattern has been completed. In the process of southward movement of much precipitation zone, two abrupt climate changing points that occurred in 1978 and 1992, respectively, were identified. (3) Accompanying the afore-described precipitation changes, the East Asian summer monsoon have experienced significant weakening, with northward moisture transport and convergence by the East Asian summer monsoon greatly weakened, thus leading to much deficient moisture supply for precipitation in North China. (4) The significant weakening of the component of the tropical upper-level easterly jet (TEJ) has made a dominating contribution to the weakening of the Asian summer monsoon system. The cooling in the high troposphere at mid- and high latitudes and the possible warming at low latitude in the Asian region is likely to be responsible for the inter-decadal weakening of the TEJ. Copyright © 2007 Royal Meteorological Society [source] Does Private Money Buy Public Policy?JOURNAL OF ECONOMICS & MANAGEMENT STRATEGY, Issue 3 2007Campaign Contributions, Regulatory Outcomes in Telecommunications To what extent can market participants affect the outcomes of regulatory policy? In this paper, we study the effects of one potential source of influence,campaign contributions,from competing interests in the local telecommunications industry, on regulatory policy decisions of state public utility commissions. Our work is unique in that we test the effects of campaign contributions on measurable policy outcomes. This stands in stark relief against most of the existing literature, which examines potentially noisier measures of policy outcomes,such as the roll-call votes of legislators, to examine how private money may influence public policy. By moving to more direct measures of policy effects, and using a unique new dataset, we find, in contrast to much of the literature on campaign contributions, that there is a significant effect of private money on regulatory outcomes. This result is robust to numerous alternative model specifications. We also assess the extent of omitted variable bias that would have to exist to obviate the estimated result. We find that for our result to be spurious, omitted variables would have to explain more than five times the variation in the mix of private money as is explained by the variables included in our analysis. We consider this to be very unlikely. [source] Has private participation in water and sewerage improved coverage?JOURNAL OF INTERNATIONAL DEVELOPMENT, Issue 3 2009Empirical evidence from Latin America Abstract Introducing private sector participation (PSP) into the water and sewerage sectors is difficult and controversial. Empirical studies on its effects are scant and generally inconclusive. Case studies tend to find improvements following privatisation, but they suffer from selection bias and it is difficult to generalise their results. To explore empirically the effects of private sector participation on coverage, we assemble a new dataset of connections to water and sewerage services at the city and province level based on household surveys in Argentina, Bolivia and Brazil. The household surveys, conducted over a number of years, allow us to compile data before and after the introduction of private sector participation as well as from similar (control) regions did not privatise. Our analysis reveals that, in general, the share of households connected to piped water and sewerage improved following the introduction of private sector participation, consistent with the case study literature. We also find, however, that the share of households connected similarly improved in the control regions, suggesting that private sector participation, per se, may not have been responsible for those improvements. Results are similar when looking only at the poorest households. The share of poor households connected to piped water and sewerage increased similarly in areas both with and without private sector participation, suggesting that,in terms of connections at least,private sector participation did not harm the poor. Berry While many scholars have focused on the production of legislation, we explore life after enactment. Contrary to the prevailing view that federal programs are indissoluble, we show that programmatic restructurings and terminations are commonplace. In addition, we observe significant changes in programmatic appropriations. We suggest that a sitting congress is most likely to transform, kill, or cut programs inherited from an enacting congress when its partisan composition differs substantially. To test this claim, we examine the postenactment histories of every federal domestic program established between 1971 and 2003, using a new dataset that distinguishes program death from restructuring. Consistent with our predictions, we find that changes in the partisan composition of congresses have a strong influence on program durability and size. We thus dispel the notion that federal programs are everlasting while providing a plausible coalition-based account for their evolution. [source] Social stratification and attitudes: a comparative analysis of the effects of class and education in Europe1THE BRITISH JOURNAL OF SOCIOLOGY, Issue 4 2007Matthijs Kalmijn Abstract A classic topic in the sociology of inequality lies in the subjective consequences of people's stratification position. Many studies have shown that education and occupational class have significant effects on attitudes, but little is known about how the magnitude of these effects depends on the societal context. There has been debate in the scholarly literature, with some authors arguing that effects of class and education are less important when societies are more developed, whereas other authors argue that effects are either stable (for class) or increasing (for education). We use a meta-analytical design to address this debate. More specifically we examine the effects of class and education for a broad range of attitudes (21 scales) in 22 European countries using data from the 1999 wave of the European Values Study. We pool summary-measures of association (Eta-values) into a new dataset and analyse these Eta-values (N = 453) applying multilevel models with characteristics of countries and characteristics of attitudes as the independent variables. Our results show that there is no evidence that the effects of class on attitudes are lower when countries are more modern, but we do find larger effects of education in more modern countries. [source] Redistricting, Candidate Entry, and the Politics of Nineteenth-Century U.S. House ElectionsAMERICAN JOURNAL OF POLITICAL SCIENCE, Issue 2 2006Jamie L. Carson The effects of redistricting on candidate entry patterns in contemporary House races has received growing attention in the scholarly literature, yet virtually no consideration has been given to this question in the context of historical elections. This is unfortunate as the wider variation in congressional redistricting during the nineteenth century gives us increased leverage in terms of understanding strategic candidate behavior. Utilizing a new dataset of candidate quality for nineteenth-century House races, we examine whether candidates with prior electoral experience are more likely to run in districts that are altered during the redistricting process, and provide an account of how differences in the prevalence of redistricting may affect strategic entry decisions of politicians. Our results suggest that entry decisions and electoral outcomes are affected by redistricting in this era. Moreover, our analysis provides an opportunity to use history to test contemporary theories of congressional elections in a broader context. [source] Presidential Coattails and Legislative FragmentationAMERICAN JOURNAL OF POLITICAL SCIENCE, Issue 1 2006Matt Golder Considerable evidence suggests that legislative fragmentation can negatively affect the survival of democratic presidential regimes. While there is a vast literature examining the determinants of legislative fragmentation, one factor that has traditionally been overlooked is the impact of presidential elections. Do presidential elections increase or decrease legislative fragmentation? Does it matter if presidents are elected by plurality rule or by runoff? Using a new dataset that covers all democratic legislative and presidential elections between 1946 and 2000, I find that presidential coattails can reduce, increase, or have no effect on legislative fragmentation depending on the number of presidential candidates. I also find strong evidence that social heterogeneity increases the number of presidential candidates when runoff systems are employed. Taken together, these results suggest that the widespread adoption of runoffs by newly democratic presidential regimes will likely increase legislative fragmentation, thereby putting their democratic survival at increased risk. [source] Strategy, Scale or Policy?THE ECONOMIC RECORD, Issue 239 2001Exit in the Australian Car Industry This paper estimates the importance of strategy, scale and policy in determining the pattern of exit in the Australian car industry. Previous studies found only a weak role for strategy in exit from declining industries. Using a new dataset and improvements on the specification used in earlier studies, we find evidence that strategy influences the pattern of exit where economies of scale are less important. Protection is also found to negatively influence the likelihood of exit. [source] The implications of different species concepts for describing biodiversity patterns and assessing conservation needs for African birdsECOGRAPHY, Issue 5 2005Shaun Dillon It has been suggested that switching from the widely used Biological Species Concept to a Phylogenetic Species Concept, would result in the appearance of hitherto neglected patterns of endemism. The problem has mainly been analyzed with respect to endemic taxa and for rather limited geographical regions, but will here be analysed for the entire resident avifauna of sub-Saharan Africa. A database of African bird distributions was re-edited to create two new datasets representing 1572 biological species and 2098 phylogenetic species. Species richness patterns were virtually identical with the two taxonomies, and only subtle changes were found in the geographical variation in range-size rarity sum. However, there were some differences in the most range-restricted species, with increased complexity of long-recognized centres of endemism. Overall, then, the large-scale biogeographic patterns are robust to changes in species concepts. This reflects the aggregated nature of endemism, with certain areas acting as "species pumps" and large intervening areas being characterised by a predominance of widespread species which distribute themselves in accordance with contemporary environmental conditions. The percentages of phylogenetic and threatened species captured in a BSC near-minimum set of 64 grid-cells and a PSC near-maximum set, with the same number of grid-cells, are very similar. [source] |
