LOW-INCOME HOMEOWNERSHIP: DOES IT NECESSARILY MEAN SACRIFICING NEIGHBORHOOD QUALITY TO BUY A HOME?

ABSTRACT:,Questions have been raised about the wisdom of low-income homeownership policies for many reasons. One potential reason to be skeptical: low-income homebuyers perhaps may be constrained to purchase homes in disadvantaged neighborhoods. This is a potential problem because home purchases in such neighborhoods: (1) may limit appreciation; (2) may reduce quality of life for adults; and (3) may militate against reputed advantages of homeownership for children. Our study examines the neighborhood conditions of a group of 126 low-income homebuyers who purchased their first home with assistance from the Home Ownership Program (HOP) operated by the Denver Housing Authority. Our approach is distinguished by its use of a comprehensive set of objective and subjective indicators measuring the neighborhood quality of pre-move and post-move neighborhoods. Do low-income homebuyers sacrifice neighborhood quality to buy their homes? Our results suggest that the answer to this question is more complex than it might at first appear. On the one hand, HOP homebuyers purchased in a wide variety of city and suburban neighborhoods. Nonetheless, a variety of neighborhood quality indicators suggest that these neighborhoods, on average, were indeed inferior to those of Denver homeowners overall and to those in the same ethnic group. However, our analyses also revealed that their post-move neighborhoods were superior to the ones they lived in prior to homeownership. Moreover, very few HOP destination neighborhoods evinced severe physical, environmental, infrastructural, or socioeconomic problems, as measured by a wide variety of objective indicators or by the homebuyers' own perceptions. Indeed, only 10% of HOP homebuyers perceived that their new neighborhoods were worse than their prior ones, and only 8% held pessimistic expectations about their new neighborhoods' quality of life. Finally, we found that Black homebuyers fared less well than their Latino counterparts, on average, in both objective and subjective measures. [source]


Children Enrolled in Public Pre-K: The Relation of Family Life, Neighborhood Quality, and Socioeconomic Resources to Early Competence

This article presents data on the family and social environments of 501 children enrolled in public sponsored pre-K in 5 states and tests the relation of these resources to child competence. Structured interviews and questionnaires provide information from parents about the family's social and economic status. Direct assessments and teacher reports provide data on children's literacy, numeracy, and behavioral problems. A majority of the children served in public pre-K lived in poverty and showed decrements in language but not in other domains. A socioeconomic resource factor consisting of parental education, household income, and material need predicted all domains of children's functioning. Children from households high in socioeconomic resources entered pre-K with more well developed language and math skill but fewer behavioral problems than their disadvantaged peers. Neighborhood quality status was related to language competence and mother's marital status to math competence. Neighborhood quality and income level may have their impact on child competence through their relation to dyadic quality and the health and the psychological well-being of the parents. [source]


"IT'S GETTING CRAZY OUT THERE": CAN A CIVIL GANG INJUNCTION CHANGE A COMMUNITY?*

Research Summary: Civil gang injunctions are an increasingly popular gang suppression tactic. This article reports on the first scientific evaluation of the community impact of this strategy. San Bernardino residents in five neighborhoods were surveyed about their perceptions and experience of crime, gang activity, and neighborhood quality 18 months before and 6 months after the issuance of an injunction. Analyses indicated positive evidence of short-term effects in the disordered, primary injunction area, including less gang presence, fewer reports of gang intimidation, and less fear of confrontation with gang members, but no significant changes in intermediate or long-term outcomes except lower fear of crime. Comparison of this injunction area with a previous one suggested that improvements in neighborhood dynamics might accrue over the long term. Negative effects were observed in the secondary, less disordered injunction area. Policy Implications: This study suggests that the strategic suppression of gang member activities may translate into modest immediate improvements in community safety and well-being. Furthermore, the findings suggest that law enforcement use caution regarding the size of an injunction area and the type of gang targeted by the tactic. Coupling an injunction with efforts to improve neighborhood social organization and provide positive alternatives for gang members might substantially improve its effectiveness. [source]


Verifying the operational definition of neighborhood for the psychosocial impact of structural deterioration

The physical decay of neighborhoods is associated with social conditions such as disease risk, poor mental health, and fear of crime. Researchers assessing neighborhood effects commonly operationalize neighborhoods via municipal boundaries such as U.S. Census Tracts, although more sophisticated analyses examine structures within a defined radius of respondents, typically .25-mile. This study verifies the .25-mile heuristic as a sound operational definition for neighborhood residential structures consequential to social conditions with measures of social contact with neighbors, perceptions of social capital, fear of neighborhood crime, and satisfaction with neighborhood quality of life. Deteriorating commercial structures cluster in smaller areas than deteriorating residential structures; however, the peak consequential radius appears to occur at 4 times the distance of residential structures. © 2007 Wiley Periodicals, Inc. Home Ownership and School Outcomes of Children: Evidence from the PSID Child Development Supplement

Using the PSID Child Development Supplement (CDS) and the corresponding PSID main data sets, we examine whether home ownership has positive effects on the academic achievement of children after correcting for selectivity bias and controlling for home environment, neighborhood quality, residential stability, and income. While we find no independent effects of home ownership, there are positive significant effects of home environment, neighborhood quality, and residential stability on the reading and math performance of children between the ages of three and twelve. The main policy implication of our study is that improvement of a child's home environment, residential stability, and the quality of the neighborhood is more important than ownership of a home to achieve better child outcomes. Subsidized home ownership can lead to better child outcomes to the extent that it places a child in a better home environment, in a more stable residence, and in a better neighborhood. [source]
