Selected AbstractsNation Building and Women: The Effect of Intervention on Women's AgencyFOREIGN POLICY ANALYSIS, Issue 1 2008Mary Caprioli Regardless of the primary motive, international military intervention aimed at nation building is partly intended to establish democratic societies. And scholars have demonstrated that intervention does have a positive impact on democratization. With democratization generally follows greater support for human rights. Feminist scholars, however, have questioned definitions of democracy in which at minimal, women's political rights are absent. This brings into question the impact of intervention on the status of women. Particularly in both Iraq and Afghanistan women's rights have become prominent in the post-invasion American political rhetoric. Since intervention seems to be associated with the spread of democratic principles, we seek to discover whether intervention actually moves societies toward gender equality. We examine all six cases of completed military intervention aimed at nation building in sovereign states during the post Cold War period. Three of the cases,El Salvador, Mozambique, Namibia,evidence democratic change; whereas, the remaining three states,Cambodia, Haiti, Somalia,remain undemocratized. We test the extent to which intervention has or has not improved women's equality and find no dramatic effect, either positive or negative, of intervention on the status of women in any of the six states. [source] Ethical issues related to epilepsy care in the developing worldEPILEPSIA, Issue 5 2009Chong-Tin Tan Summary There are three major issues of ethical concern related to epilepsy care in the developing world. First, is it ethical for a developing country to channel its limited resources from direct epilepsy care to research? The main considerations in addressing this question are the particular research questions to be addressed and whether such research will bring direct benefits to the local community. Second, in a country with limited resources, when does ignoring the high treatment gap become an ethical issue? This question is of particular concern when the community has enough resources to afford treatment for its poor, yet is not providing such care because of gross wastage and misallocation of the national resources. Third, do countries with plentiful resources have an ethical responsibility to help relieve the high epilepsy treatment gap of poor countries? Indeed, we believe that reasonable health care is a basic human right, and that human rights transcend national boundaries. Although health care is usually the responsibility of the nation-state, many modern states in the developing world are arbitrary creations of colonization. There is often a long process from the establishment of a political-legal state to a mature functional nation. During the long process of nation building, help from neighboring countries is often required. [source] Containing "Contamination": Cardinal Moran and Fin de Siècle Australian National Identity, 1888,1911JOURNAL OF RELIGIOUS HISTORY, Issue 1 2010MARK HEARN Cardinal Patrick Moran, the Catholic Archbishop of Sydney 1884,1911, believed that Australian Catholicism would flourish with the emergence of the new nation through Federation in 1901, provided that Australians turned away from foreign influences, including anarchism and nihilism. Moran also sought to use Australia to "Christianise" the enormous population of China, and believed that Chinese immigration could make a useful contribution to nation building. As the nineteenth century closed, Moran's aims were also complicated by the more insidious threats represented by a challenge to religious faith by fin de siècle ideas , a modernism manifesting as both a general challenge and a specific doctrinal relativism that might erode the Church's authority, and the threat Moran felt was posed to the development of the liberal Australian state and the Catholic Church by radical political alternatives. Concern that a mood of religious apostasy and secularisation might spread to the Catholic community also influenced Moran's support for the fledgling Australian Labor Party, which Moran believed could develop as an instrument to reinforce a moral and inclusive sense of Australian identity for the Catholic working class. Like his pro-Chinese views, Moran's advocacy of "the rights and duties of labour" was defined by an imagined alliance of evangelism and nation building, stimulated by the fear, as he expressed in 1891, of "an unchristianized world." I examine how viewers heed, miss, ignore, and resist the call for identity as well as how their various responses to this "call" shape their worldview and behavior and impact the process of nation building. Utilizing audience ethnography over a 25-year period, I show in this study how televisual messages are contextualized and localized, mitigating the forces of nationalistic homogenization. [source] "Stains" on their self-discipline: Public health, hygiene, and the disciplining of undocumented immigrant parents in the nation's internal borderlandsAMERICAN ETHNOLOGIST, Issue 4 2009SARAH HORTON Ph.D. ABSTRACT Histories of the role of public health in nation building have revealed the centrality of hygiene to eugenic mechanisms of racial exclusion in the turn-of-the-20th-century United States, yet little scholarship has examined its role in the present day. Through ethnography in a Mexican migrant farmworking community in California's Central Valley, we explore the role of oral hygiene campaigns in racializing Mexican immigrant parents and shaping the substance of their citizenship. Public health officials perceive migrant farmworkers' children's oral disease as a "stain of backwardness," amplifying Mexican immigrants' status as "aliens." We suggest, however, that the recent concern with Mexican immigrant children's oral health blends classic eugenic concerns in public health with neoliberal concerns regarding different immigrant groups' capacity for self-governance. [source] Regime change and nation building: can donors restore governance in post-conflict states?PUBLIC ADMINISTRATION & DEVELOPMENT, Issue 1 2005Dennis A. Rondinelli Foreign aid agencies and international assistance organisations are now heavily involved in nation building in post-conflict states. Their record of strengthening democratic governance in countries where civil war or military force replaced unpopular regimes is mixed. Experience suggests that a complex set of conditions must be created quickly in order to rebuild indigenous governance. Ensuring security, providing assistance through a transparent and coherent plan of action, coordinating donors' activities, establishing strong and legitimate national authority, strengthening democratic political processes, transferring responsibility and resources for development to a new government, stabilising the economy and strengthening social capital and human assets must all be done in quick succession. Achieving these goals requires a cadre of civilian and, sometimes, military personnel with expertise in post-conflict nation building. The frequency with which government aid programmes and international assistance organisations engage in post-conflict reconstruction also suggests the need for more explicit national and international policies and the creation of specialised nation-building agencies to undertake these difficult tasks. [source] Cooperation and Community Empowerment in Myanmar in the context of Myanmar Agenda 21ASIAN-PACIFIC ECONOMIC LITERATURE, Issue 1 2003Helen James Since embracing the market economy in 1988 Myanmar has attempted to involve its civil society organisations, particularly in the health, education and welfare sectors. Both domestic and international non-government organisations play a key role in service delivery, poverty alleviation and capacity building in these areas. Civil society is regarded as a partner in Myanmar's nation-building processes. As Myanmar emerges from its decades of isolation (1962,88) and seeks to find its place amongst the family of nations, it set out, in Myanmar Agenda 21 (1997), a policy framework for sustainable development consistent with the identified principles of good governance based on cooperation and participative practices. This paper discusses how far this framework has been implemented; the obstacles to continued evolution of the socio-political structures; and whether civil society, domestic and international, can foster the ,coming out' process in a way consistent with Myanmar's concept of nation building and holistic security. [source] Disciplining Society through the City: The Genesis of City Planning in Brazil and Argentina (1894,1945)BULLETIN OF LATIN AMERICAN RESEARCH, Issue 2 2003Joel Outtes This paper looks at the genesis of a discourse on urbanismo (city planning) in Brazil and Argentina between 1894 and 1945 using the ideas of Michel Foucault on discipline and his concept of bio,power. The demographic pattern of the major cities in both countries from 1890 onwards and the renewals of the centres of these cities are also discussed. Other sections are dedicated to the plans proposed for the same cities in the 1920s and to urban representations, such as ideas about social reform, the role of hygiene as a point of departure for planning, and the relationship of ideas on Taylorism (scientific management) and the city. The paper also discusses the planners opposition to elections, when they claimed that they were the only ones qualified to deal with urban problems and therefore they should be employed in the state apparatus. Other concerns of the paper are the use of planning as an element of nation building and ideas defining eugenics (race ,betterment') as an important aspect of city planning. I conclude by arguing that, if implemented, city planning was a way of creating an industrial culture, disciplining society through the city, although the industrial proletariat has never made up the majority of the population in Brazil or Argentina. Even if many aspects of the plans proposed for both countries were not implemented, the discourse of planners can be seen as a will to discipline society through the city. This discipline would affect the freedom of movement of human bodies, and is therefore approached through Foucault's concepts of bio,power and discipline [source] |
