Prudential Regulation of Banks in Less Developed Economies

This article argues that developing countries face inherent obstacles in setting up efficient financial regulation, and building up a sound banking sector: the presence of multiple tasks and multiple principals, poor institutions, lack of economies of scale in the banking sector as well as regulatory supervision, and the lack of reputation. Developing countries need a regulatory framework that rewards prudent risk-taking, but punishes misconduct. This is likely to involve a combination of input-based measures impacting on bankers' incentives, with a few direct controls on the output of the sector. The article concludes with a list of policy options whose appropriateness is judged by their ,friendliness' with local circumstances. [source]


Some Lessons from Transaction-Cost Politics for Less-Developed Countries

Transaction-cost politics views economic policy-making as a political process constrained by asymmetric information and limited commitment possibilities. This paper examines some implications of this perspective for less-developed countries (LDCs) considering policy reform. It emphasizes that success requires reform of the rules and institutions which govern the strategic interaction of the participants in the political game, and that reforms must cope with the special interests and asymmetric information which already exist. In this light, it examines some broad issues of the design of constitutions and institutions (definition and enforcement of property rights, control of inflation, and of government expenditures, federalism, and redistribution), as well as some specific issue of the design of organizations and incentives (problems posed by the interaction of multiple tasks and multiple interests, and their interaction with the limitations on auditing and administration that exists in many LDCs). REVIEW: Understanding the construct of impulsivity and its relationship to alcohol use disorders

ABSTRACT There are well-established links between impulsivity and alcohol use in humans and other model organisms; however, the etiological nature of these associations remains unclear. This is likely due, in part, to the heterogeneous nature of the construct of impulsivity. Many different measures of impulsivity have been employed in human studies, using both questionnaire and laboratory-based tasks. Animal studies also use multiple tasks to assess the construct of impulsivity. In both human and animal studies, different measures of impulsivity often show little correlation and are differentially related to outcome, suggesting that the impulsivity construct may actually consist of a number of more homogeneous (and potentially more meaningful) subfacets. Here, we provide an overview of the different measures of impulsivity used across human and animal studies, evidence that the construct of impulsivity may be better studied in the context of more meaningful subfacets, and recommendations for how research in this direction may provide for better consilience between human and animal studies of the connection between impulsivity and alcohol use. Tree search algorithm for assigning cooperating UAVs to multiple tasks

Abstract This paper describes a tree search algorithm for assigning cooperating homogeneous uninhabited aerial vehicles to multiple tasks. The combinatorial optimization problem is posed in the form of a decision tree, the structure of which enforces the required group coordination and precedence for cooperatively performing the multiple tasks. For path planning, a Dubin's car model is used so that the vehicles' constraint, of minimum turning radius, is taken into account. Due to the prohibitive computational complexity of the problem, exhaustive enumeration of all the assignments encoded in the tree is not feasible. The proposed optimization algorithm is initialized by a best-first search and candidate optimal solutions serve as a monotonically decreasing upper bound for the assignment cost. Euclidean distances are used for estimating the path length encoded in branches of the tree that have not yet been evaluated by the computationally intensive Dubin's optimization subroutine. This provides a lower bound for the cost of unevaluated assignments. We apply these upper and lower bounding procedures iteratively on active subsets within the feasible set, enabling efficient pruning of the solution tree. Using Monte Carlo simulations, the performance of the search algorithm is analyzed for two different cost functions and different limits on the vehicles' minimum turn radius. It is shown that the selection of the cost function and the limit have a considerable effect on the level of cooperation between the vehicles. The proposed deterministic search method can be applied on line to different sized problems. For small-sized problems, it provides the optimal solution. For large-sized problems, it provides an immediate feasible solution that improves over the algorithm's run time. When the proposed method is applied off line, it can be used to obtain the optimal solution, which can be used to evaluate the performance of other sub-optimal search methods. Monkeys and apes: Are their cognitive skills really so different?

Abstract Differences in cognitive skills across taxa, and between monkeys and apes in particular, have been explained by different hypotheses, although these often are not supported by systematic interspecific comparisons. Here, we directly compared the cognitive performance of the four great apes and three monkey species (spider monkeys, capuchin monkeys, and long-tailed macaques), differing in their phylogenetic-relatedness and socioecology. We tested subjects on their ability to remember object locations (memory task), track object displacements (transposition task), and obtain out-of-reach rewards (support task). Our results showed no support for an overall clear-cut distinction in cognitive skills between monkeys and apes as species performance varied substantially across tasks. Although we found differences in performance at tracking object displacements between monkeys and apes, interspecific differences in the other two tasks were better explained in terms of differential socioecology, especially differential levels of fission,fusion dynamics. A cluster analysis using mean scores of each condition of the three tasks for each species suggested that the only dichotomy might be between members of the genus Pan and the rest of the tested species. These findings evidence the importance of using multiple tasks across multiple species in a comparative perspective to test different explanations for the enhancement of specific cognitive skills. Corruption, governance approaches, the (re)construction of post-war states
Abstract The article discusses the place of anti-corruption in the post-war donor agendas. It uses examples from a set of country reports to demonstrate the divergence between the rhetoric and reality of donor-led initiatives, and the delivery of reform through the governance approach of which addressing corruption has been a part. It suggests that dealing with corruption has often been diluted or downplayed within the wider approach. Within the debate to revise that approach, corruption may be relegated further down the agenda. While recognising the complexity of the post-war reform process, and the demands from the multiple tasks and volume of funding being addressed by a range of domestic and external actors, the article suggests that failure to address corruption within any new approach in favour of what are considered more pressing reform issues may well cause problems for the future. Multiple measures of laterality in Garnett's bushbaby (Otolemur garnettii)

Abstract Behavioral laterality, a common measure of hemispheric specialization of the brain, has been examined in multiple tasks across several species of prosimian primates; however, there is inconsistency among findings between and within species that leaves many questions about laterality unanswered. Most studies have employed few measures of laterality, most commonly handedness. This study examined multiple measures of laterality within subjects in 17 captive-born Garnett's bushbabies (Otolemur garnettii) to assess the consistency of lateralized behaviors and to examine possible influences such as age, posture, novelty, and arousal to elucidate the relations between direction and strength of laterality. We measured reaching, turning bias, scent marking, tail wrapping, leading foot, side-of-mouth preference, and hand use in prey capture. Because autonomic arousal has been invoked as a determinant of strength of lateralization, we included multiple tasks that would allow us to test this hypothesis. All subjects were significantly lateralized on simple reaching tasks (P<0.01) and tail wrapping (P<0.01). Moreover, the number of animals lateralized on turning (P<0.01), leading limb (P<0.05), mouth use (P<0.01), and prey capture (P<0.01) was greater than would be expected by chance alone. There was consistency in the strength and direction of hand biases across different postures. Tasks requiring hand use were more strongly lateralized than tasks not involving hand use (P<0.001). The data do not support the assumption that arousal (as subjectively categorized) or novelty strengthens lateralized responding. Complexity in choice experiments: choice of the status quo alternative and implications for welfare measurement,

We examine the propensity of respondents to choose the status quo (SQ) or current situation alternative as a function of complexity in two separate state-of-the-world choice experiments. Complexity in each choice set was characterized as the number of single and multiple changes in levels of attributes from the current situation and the order of the choice task in the sequence of multiple tasks provided to respondents. We show that increasing complexity leads to increased choice of the SQ and that a respondent's age and level of education also influenced this choice. We outline the effects of the alternate approaches for incorporating the SQ into welfare measurement. These findings have implications for the design of stated preference experiments, examining passive use values and for empirical analysis leading to welfare measurement. [source]


Considerations for the Recovery of Recombinant Proteins from Plants

The past 5 years have seen the commercialization of two recombinant protein products from transgenic plants, and many recombinant therapeutic proteins produced in plants are currently undergoing development. The emergence of plants as an alternative production host has brought new challenges and opportunities to downstream processing efforts. Plant hosts contain a unique set of matrix contaminants (proteins, oils, phenolic compounds, etc.) that must be removed during purification of the target protein. Furthermore, plant solids, which require early removal after extraction, are generally in higher concentration, wider in size range, and denser than traditional bacterial and mammalian cell culture debris. At the same time, there remains the desire to incorporate highly selective and integrative separation technologies (those capable of performing multiple tasks) during the purification process from plant material. The general plant processing and purification scheme consists of isolation of the plant tissue containing the recombinant protein, fractionation of the tissue along with particle size reduction, extraction of the target protein into an aqueous medium, clarification of the crude extract, and finally purification of the product. Each of these areas will be discussed here, focusing on what has been learned and where potential concerns remain. We also present details of how the choice of plant host, along with location within the plant for targeting the recombinant protein, can play an important role in the ultimate ease of recovery and the emergence of regulations governing plant hosts. Major emphasis is placed on three crops, canola, corn, and soy, with brief discussions of tobacco and rice. [source]
