Kimenyi The Millennium Development Goals (MDGs) may have noble objectives but there are concerns that the associated transfer of resources from wealthy to poor countries could be counter-productive in terms of long-term economic performance. Reforming the institutions of governance and removing barriers that hinder the efficient functioning of markets are the most effective ways for poor countries to achieve MDGs. Poor countries can also improve living standards by relying on market forces rather than monopolistic public agencies for the delivery of services. [source] Fixing the Hole in the Bucket: Household Poverty Dynamics in the Peruvian AndesDEVELOPMENT AND CHANGE, Issue 5 2006Anirudh Krishna ABSTRACT Achieving the Millennium Development Goal of halving poverty will require simultaneous action on two separate fronts: helping poor people escape from poverty, and stemming the flow of people into poverty. This article examines forty Peruvian communities, and finds that descents into poverty have occurred alongside escapes in every one of them. Escape and descent are asymmetric in terms of reasons: while one set of reasons is responsible for escapes from poverty, another and different set of reasons is associated with descent. Making progress in poverty reduction will require measures to accelerate escapes whilst at the same time slowing down descents. The article looks at the different policies which will be required to serve these two separate purposes. [source] The Debate on Globalization, Poverty and Inequality: Why Measurement MattersINTERNATIONAL AFFAIRS, Issue 4 2003Martin Ravallion In the last year or so, markedly different claims have been heard within the development community about just how much progress is being made against poverty and inequality in the current period of ,globalization'. This article provides a non-technical overview of the conceptual and methodological issues underlying these conflicting claims. It argues that the dramatically different positions taken in this debate often stem from differences in the concepts and definitions used and differences in data sources and measurement assumptions. These differences are often hidden from view in the debate, but they need to be considered carefully if one is properly to interpret the evidence. The article argues that the best available evidence suggests that, if the rate of progress against absolute poverty in the developing world in the 1990s is maintained, then the Millennium Development Goal of halving the 1990 aggregate poverty rate by 2015 will be achieved on time in the aggregate, though not in all regions. The article concludes with some observations on the implications for policy-oriented debates on globalization and pro-poor growth. [source] Linking Social Development with the Capacity to Carry Debt: Towards an MDG-Consistent Debt-Sustainability ConceptDEVELOPMENT POLICY REVIEW, Issue 3 2009Bernhard G. Gunter Owing to concerns among low-income countries that the new debt sustainability framework of the Bretton Woods institutions may lock them into a so-called ,low debt-low growth' scenario, the United Nations has called for a more MDG-consistent debt-sustainability concept. This article shows that there is a robust relationship between achieving the Millennium Development Goals and having a higher capacity to carry debt. It then discusses options for modifying the current debt-sustainability framework, and suggests that including progress made in achieving the MDGs in determining borrowing limits would be a first step towards adopting such a concept. [source] Developments in National Policies for Food and Nutrition Security in BrazilDEVELOPMENT POLICY REVIEW, Issue 1 2009Cecilia Rocha Brazil is on track to achieve many of the Millennium Development Goals, and this is widely credited to bold and innovative government policies backed by new forms of popular participation in social policy. This article examines evaluation evidence on two of the most important recent initiatives in Brazil's policies for food and nutrition security (conditional cash transfers through Bolsa Família and support for family agriculture through the Programa de Aquisição de Alimentos). It also considers advances in older policies (such as the School Meals programme) and the work of the National Council for Food and Nutrition Security, which has culminated in national legislation establishing food and nutrition security as a right. [source] Disaster risk, climate change and international development: scope for, and challenges to, integrationDISASTERS, Issue 1 2006Lisa Schipper Abstract Reducing losses to weather-related disasters, meeting the Millennium Development Goals and wider human development objectives, and implementing a successful response to climate change are aims that can only be accomplished if they are undertaken in an integrated manner. Currently, policy responses to address each of these independently may be redundant or, at worst, conflicting. We believe that this conflict can be attributed primarily to a lack of interaction and institutional overlap among the three communities of practice. Differences in language, method and political relevance may also contribute to the intellectual divide. Thus, this paper seeks to review the theoretical and policy linkages among disaster risk reduction, climate change and development. It finds that not only does action within one realm affect capacity for action in the others, but also that there is much that can be learnt and shared between realms in order to ensure a move towards a path of integrated and more sustainable development. [source] Aid to Agriculture, Growth and Poverty ReductionEUROCHOICES, Issue 1 2006Peter Hazell Agriculture and rural growth promotion show a recent ,comeback' in development cooperation, but action on the ground so far is not sufficient. After years of neglect, policy makers have recognized that poverty reduction in many low income countries can only be achieved if development efforts are clearly focused on the sector which employs most of the poor, and the space where most of the poor live. The importance of agricultural growth was amply demonstrated during the economic transformation of Asia. Forty years ago, Asia was a continent of widespread poverty. Today, most Asian countries are experiencing significant growth and poverty reduction. Rapid growth in productivity in the small-farm sector helped drive this process. Sub-Saharan Africa, however, failed to achieve rapid agricultural growth and remains mired in poverty and hunger. If Africa is to halve poverty by 2015 in accordance with the Millennium Development Goals (MDG), agriculture will need to maintain an annual growth rate of 6 per cent between 2000 and 2015. China's experience from 1978 to 1984 shows such growth is possible. Achieving the desired rapid rates of growth in Africa will require coherent policies by governments and donors, a substantial investment of public resources in rural infrastructure and access to agricultural technology, and significant improvement in national governance. Nachdem dieses Thema jahrelang vernachlässigt wurde, haben die Politikakteure festgestellt, dass die Armutsbekämpfung in zahlreichen Ländern mit geringem Einkommen nur dann erfolgreich durchgeführt werden kann, wenn die Bemühungen zur Entwicklung deutlich auf den Sektor ausgerichtet werden, in welchem die meisten Armen beschäftigt sind, und auf die Räume, in welchen die meisten Armen leben. Bei der wirtschaftlichen Transformation in Asien wurde sehr deutlich, wie wichtig das landwirtschaftliche Wachstum ist. Vor 40 Jahren war Armut in Asien weit verbreitet. In den afrikanischen Ländern unterhalb der Sahara (Sub-Sahara-Afrika) konnte schnelles landwirtschaftliches Wachstum jedoch nicht erreicht werden, dort dominieren weiterhin Armut und Hunger. Wenn Afrika gemäß der Millenniumsentwicklungsziele (Millennium Development Goals, MDG) die Armut bis zum Jahr 2015 halbieren soll, muss die Landwirtschaft eine jährliche Wachstumsrate von sechs Prozent zwischen den Jahren 2000 und 2015 aufrecht erhalten. [source] Women's traditional fishery and alternative aquatic resource livelihood strategies in the Southern Cameroonian RainforestFISHERIES MANAGEMENT & ECOLOGY, Issue 3 2010R. E. BRUMMETT Abstract, To inform the development of alternative livelihoods, the women's traditional alok fishery in the Campo-Ma'an National Park and buffer zone of southern Cameroon were studied over 15 months. Participatory rural appraisal was used to characterise livelihood strategies among 45 households. Thirty-three cultured crops, nine farmed animal species and 65 non-timber forest products, including 31 bushmeat species are cultivated in, or harvested from, the forest. Transport is a major impediment to commercial trade of all local products. In 16 alok fishing events, average weight of fish harvested was 5.14 kg per 280 m of stream distributed among an average of 23 fishers for a return of 220 g person,1 or 40 g fish h,1 over 5 h of work. Fish and crustacean standing stock was 25 g per linear metre or 167 t when extrapolated to the zone. Implications for rainforest livelihoods in light of the Millennium Development Goals are discussed. [source] A review of climate risk information for adaptation and development planningINTERNATIONAL JOURNAL OF CLIMATOLOGY, Issue 9 2009R. L. Wilby Abstract Although the use of climate scenarios for impact assessment has grown steadily since the 1990s, uptake of such information for adaptation is lagging by nearly a decade in terms of scientific output. Nonetheless, integration of climate risk information in development planning is now a priority for donor agencies because of the need to prepare for climate change impacts across different sectors and countries. This urgency stems from concerns that progress made against Millennium Development Goals (MDGs) could be threatened by anthropogenic climate change beyond 2015. Up to this time the human signal, though detectable and growing, will be a relatively small component of climate variability and change. This implies the need for a twin-track approach: on the one hand, vulnerability assessments of social and economic strategies for coping with present climate extremes and variability, and, on the other hand, development of climate forecast tools and scenarios to evaluate sector-specific, incremental changes in risk over the next few decades. This review starts by describing the climate outlook for the next couple of decades and the implications for adaptation assessments. We then review ways in which climate risk information is already being used in adaptation assessments and evaluate the strengths and weaknesses of three groups of techniques. Next we identify knowledge gaps and opportunities for improving the production and uptake of climate risk information for the 2020s. We assert that climate change scenarios can meet some, but not all, of the needs of adaptation planning. Even then, the choice of scenario technique must be matched to the intended application, taking into account local constraints of time, resources, human capacity and supporting infrastructure. We also show that much greater attention should be given to improving and critiquing models used for climate impact assessment, as standard practice. Finally, we highlight the over-arching need for the scientific community to provide more information and guidance on adapting to the risks of climate variability and change over nearer time horizons (i.e. the 2020s). Although the focus of the review is on information provision and uptake in developing regions, it is clear that many developed countries are facing the same challenges. Copyright © 2009 Royal Meteorological Society [source] Programme alignment in higher-level planning processes: a four-country case-study for Sexual and Reproductive HealthINTERNATIONAL JOURNAL OF HEALTH PLANNING AND MANAGEMENT, Issue 3 2009Rebecca Dodd Abstract With international development assistance focussed on poverty reduction, national and sector-wide planning processes have become increasingly important in setting agendas. Sector-Wide Approaches (SWAps), Poverty Reduction Strategy Papers (PRSPs), and other higher level planning processes, including Millennium Development Goals (MDGs) reporting, have required new levels of engagement in national and sectoral planning processes. For Sexual and Reproductive Health (SRH), this has had mixed consequences, despite raising the profile of SRH in national planning agendas, and emphasizing the potential of SRH to contribute to the reduction of poverty. Drawing on case-study research from four countries, this paper analyzes alignment of SRH policy with higher-level planning processes. It found that SRH managers are rarely engaged in higher-level planning processes, and while SRH features prominently in the [health] sections of PRSPs, it is not reflected in other sections, and does not necessarily correspond to more resources. Despite these limitations, these planning processes offer synergies that could improve the contribution of SRH to health sector development and poverty reduction. The paper recommends that local donor organizations, including key UN agencies, offer greater support for SRH programme managers in promoting the pro-poor and systems-wide strengths of SRH programmes to planners and policy makers. Bolitho Meeting the Millennium Development Goals partly depends on not-profit organizations raising more funds, which in turn depends on having reliable and valid assessments of where donor and recipient perceptions are out-of-line. Across samples from a developed economy Australia (n,=,754), and a developing economy Mala,i (n,=,387), we explored the factor structure of the ,Causes of Third-World Poverty Questionnaire' (CTWPQ, D. Harper and colleagues, 1990). In addition to four core factors suggested through an original (N,=,89) sample from the UK (Blame [1] the Poor, [2] Nature, [3] Third World governments, and [4] International Exploitation), combined Exploratory and Confirmatory Factor Analyses (CFA) differentiate a possible fifth factor germane to the social marketing of aid, blame [5] Conflict. Australians and Mala,ians differed significantly on all five factors, with Mala,ians blaming poverty more on situations and less on the poor themselves, compared to Australian counterparts. Our findings are tentative because the CTWPQ item pool requires expanding to represent underlying constructs more fully. Nonetheless, instruments like the CTWPQ can in future be used to identify and monitor in-context psychosocial barriers to donation, enabling not-profit marketing organizations to raise funds more efficiently and effectively. Urban growth has been rapid but largely uncontrolled. Ghana's adoption of a decentralization programme in 1988 focused some attention on small towns. The country's more recent adoption of the Millennium Development Goals and other specific poverty reduction strategies requires more concerted state promotion of small towns. Improved service provision and delivery through small towns is a necessary component of any successful poverty reduction or regional development strategy. Currat The objective of this paper is, in a first part, to give an overview of the main health problems in the world today and of their main causes. Then an attempt is made to compare the financial and human resourced available today to solve these problems with the resources which would be needed if we are to achieve the Health Millennium Development Goals by 2015. Given the fact that the available resources are limited, the question is then raised as to the selection of the strategies which would contribute the most to an improvement of the health situation in the world. [source] Can paying for results help to achieve the Millennium Development Goals?JOURNAL OF EVIDENCE BASED MEDICINE, Issue 2 2009Overview of the effectiveness of results-based financing Abstract Objective Results-based financing and pay-for-performance refer to the transfer of money or material goods conditional on taking a measurable action or achieving a predetermined performance target. Results-based financing is widely advocated for achieving health goals, including the Millennium Development Goals. Methods We undertook an overview of systematic reviews of the effectiveness of RBF. We searched the Cochrane Library, EMBASE, and MEDLINE (up to August 2007). We also searched for related articles in PubMed, checked the reference lists of retrieved articles, and contacted key informants. We included reviews with a methods section that addressed the effects of any results-based financing in the health sector targeted at patients, providers, organizations, or governments. We summarized the characteristics and findings of each review using a structured format. Results We found 12 systematic reviews that met our inclusion criteria. Based on the findings of these reviews, financial incentives targeting recipients of health care and individual healthcare professionals are effective in the short run for simple and distinct, well-defined behavioral goals. There is less evidence that financial incentives can sustain long-term changes. Conditional cash transfers to poor and disadvantaged groups in Latin America are effective at increasing the uptake of some preventive services. There is otherwise very limited evidence of the effects of results-based financing in low- or middle-income countries. Results-based financing can have undesirable effects, including motivating unintended behaviors, distortions (ignoring important tasks that are not rewarded with incentives), gaming (improving or cheating on reporting rather than improving performance), widening the resource gap between rich and poor, and dependency on financial incentives. Conclusion There is limited evidence of the effectiveness of results-based financing and almost no evidence of the cost-effectiveness of results-based financing. Based on the available evidence and likely mechanisms through which financial incentives work, they are more likely to influence discrete individual behaviors in the short run and less likely to create sustained changes. [source] Achieving education for all: how much does money matter?JOURNAL OF INTERNATIONAL DEVELOPMENT, Issue 2 2006Samer Al-Samarrai This paper explores the extent to which differences in the resources allocated to education explain differences in educational access and performance across countries. Cross-country regression analysis shows that the link between educational access and performance and public education expenditure is weak. The paper suggests that levels of household spending, the effectiveness of the public expenditure management system and the composition of public education spending are important factors explaining this weak link. The results imply that the achievement of the education millennium development goals will require more than just increases in expenditure on primary education. This does not imply that resources are unnecessary, but that increasing resources alone is unlikely to be sufficient. The composition of resources and institutions that govern the use of these resources play a central role in translating resources into better schooling outcomes. [source] The Millennium Development Goals: the pledge of world leaders to end poverty will not be met with business as usual,JOURNAL OF INTERNATIONAL DEVELOPMENT, Issue 7 2004Sakiko Fukuda-Parr This article reviews the prospects for achieving the Millennium Development Goals. It argues that these goals will not be achieved by the target date of 2015 unless new action is taken by both rich and poor countries. It shows that current trends sharply contrast countries on their way to meeting the goals and those in a poverty trap. Crisis proportions have been reached in deterioration of life expectancy and falling incomes, but also in a wide range of other indicators in countries such as Zambia as well as Nepal. The origins of this crisis are not just poor governance or poor macroeconomic policies, but rather the difficulties of competing in global markets. A priority for these countries is to invest in basic education and health, infrastructure, agriculture and manufacturing. Rich countries have fallen seriously behind in living up to their promises to increase aid, debt relief and access to their markets for exports from developing countries,with the welcome but still inadequate increase in aid to reach the 0.7 per cent GDP target, with the collapse of trade talks at Cancun, slow implementation of HIPC, and slow progress in implementation of TRIPS provision for access to technology. Hanjra Abstract Much of Sub-Saharan Africa is burdened with water scarcity and poverty. Continentally, less than four percent of Africa's renewable water resources are withdrawn for agriculture and other uses. Investments in agricultural water management can contribute in several ways to achieving the Millennium Development Goals of eradicating extreme poverty and hunger and ensuring environmental sustainability. Increased yield and cropping area and shifts to higher valued crops could help boost the income of rural households, generate more employment, and lower consumer food prices. These investments can also stabilize output, income and employment, and have favourable impacts on education, nutrition and health, and social equity. Investments in agricultural water management can cut poverty by uplifting the entitlements and transforming the opportunity structure for the poor. The overall role of investments in agricultural water management in eradicating hunger and poverty is analyzed. This paper contributes to the present debate and efforts to identify strategies and interventions that can effectively contribute to poverty reduction in Africa. It provides an overview of population growth, malnutrition, income distribution and poverty for countries in three case study river basins , Limpopo, Nile, and Volta. With discussions on the contribution of agriculture to national income and employment generation, the paper explores the linkages among water resources investments, agricultural growth, employment, and poverty alleviation. It examines the potential for expansion in irrigation for vertical and horizontal growth in agricultural productivity, via gains in yield and cropping area to boost the agricultural output. Factors constraining such potential, in terms of scarcity and degradation of land and water resources, and poor governance and weak institutions, are also outlined. The paper argues that increased investments in land and water resources and related rural infrastructure are a key pathway to enhance agricultural productivity and to catalyze agricultural and economic growth for effective poverty alleviation. [source] Developmentalities and Calculative Practices: The Millennium Development GoalsANTIPODE, Issue 4 2010Suzan Ilcan Abstract:, This paper focuses on wide-ranging governmental discourses that enable new ways of shaping social and economic affairs in the field of development. Directing particular attention to the Millennium Development Goals, we refer to these discourses as developmentalities. As a form of governmentality produced through these Goals, developmentalities draw on the turn of the century to recast certain development problems and offer reformulated solutions to these problems. We argue that they rely on three forms of neoliberal rationalities of government,information profiling, responsibilization, and knowledge networks, and their calculative practices, to shape global spaces and new capacities for individuals and social groups. Our analysis is based on extensive policy documents, reports, and development initiatives affiliated with the United Nations and other organizations, as well as insights derived from in-depth interviews and conversations with United Nations policy and research personnel from the Food and Agricultural Organization (FAO) and the United Nations Educational, Scientific, and Cultural Organization (UNESCO). This paper also considers the slackening of the drop in poverty reduction since the 1990s (as compared to the 1980s) and the theme of increasing personal and regional inequality in India in the post-reforms period. It also considers the even more persistent incidence of hunger in India and concludes by assessing the potential role of public policy in addressing the twin problems of slowdown in poverty alleviation and reduction of hunger. Técnicos de cirurgia have been previously shown to have quality of care outcomes comparable to physicians. Design, Economic evaluation of costs and productivity of surgically trained assistant medical officers and specialist physicians. Setting, Hospitals and health science training institutions in Mozambique. Population, Surgically trained assistants, medical officers, surgeons and obstetrician/gynaecologists in Mozambique. Methods, The costs of training and deploying the two cadres of health workers were derived from a review of budgets, annual expenditure reports, enrolment registers, and accounting statements from training institutions and interviews with directors and administrators. Productivity estimates were based on a hospital survey of physicians and técnicos de cirurgia. Main outcome measures, Cost per major obstetric surgical procedure over 30 years in 2006 US dollars. Results, The 30-year cost per major obstetric surgery was $38.9 for técnicos de cirurgia and $144.1 for surgeons and obstetrician/gynaecologists. Doubling the salaries of técnicos de cirurgia resulted in a smaller but still substantial difference in cost per surgery between the groups ($60.3 versus $144.1 per procedure). One-way sensitivity analysis to test the impact of varying other inputs did not substantially change the magnitude of the cost advantage of técnicos de cirurgia. Conclusion, Training more mid-level health workers in surgery can be part of the response to the health worker shortage, which today threatens the achievement of the health Millennium Development Goals in developing countries. The blindness prevention community is challenged to increase in scale its initiatives, which support the attainment of VISION 2020: The Right to Sight goals primarily and the United Nation's Millennium Development Goals indirectly. Methods:, An ecological study was performed in two distinct phases. In Phase 1, MDG indicators and related covariates were obtained from the demographic census of the Brazilian Institute of Geography and Statistics, the Ministry of Health database and the 2000 Human Development Atlas, making up the whole set of independent variables. Principal component analysis was carried out for the independent variables showing the correlations among the variables comprising the main components, and generating a synthetic index allowing the performance of the cities to be known with regard to the MDG (MDG index). In Phase 2, the DMFT index (mean number of decay, missing or filled permanent teeth) and the CF index (prevalence of caries-free individuals), in 12 years old were obtained from the epidemiological survey undertaken in 2002,2003, in 49 cities in southern Brazil, and were analysed in relation to the MDG index using Spearman's correlation. Results:, A statistically significant correlation was found for the DMFT and CF indices, respectively, with: the MDG index (R2 = 0.49 and 0.48; P = 0.00); the socioeconomic status of the population (R2 = 0.12 and 0.12; P = 0.02); the socioenvironmental characteristics (R2 = 0.41 and 0.46; P = 0.00). Conclusions:, The MDG synthetic index of the cities analysed and the respective components relating to their socioeconomic and socioenvironmental status demonstrated a positive correlation with OH indicators. As such, intersectoral public policies based on population strategies that act on social determinants of general and oral health need to be integrated so as to impact on the MDG and OH outcomes. [source] Roads to Poverty Reduction?DEVELOPMENT POLICY REVIEW, Issue 4 2008Exploring Rural Roads' Impact on Mobility in Africa Within current poverty reduction programmes, focus on the social-welfare millennium development goals is widening to embrace a concern with infrastructural investment, particularly for remote areas. The previously popular assumption that rural disadvantage can be remedied by road-building is resurfacing. Using survey data from Ethiopia, Zambia and Vietnam, this article explores how effective such investment is in addressing mobility and social-service accessibility in rural areas. The findings indicate that, in extremely remote areas, road improvements may catalyse the expansion of social-service provision, as evidenced in Ethiopia. However, given the poor's relative lack of motor vehicles and ability to pay for public transport, they are, by no means, a sufficient condition for enhancing the mobility of the rural poor. [source] Achieving education for all: how much does money matter?JOURNAL OF INTERNATIONAL DEVELOPMENT, Issue 2 2006Samer Al-Samarrai This paper explores the extent to which differences in the resources allocated to education explain differences in educational access and performance across countries. Cross-country regression analysis shows that the link between educational access and performance and public education expenditure is weak. The paper suggests that levels of household spending, the effectiveness of the public expenditure management system and the composition of public education spending are important factors explaining this weak link. The results imply that the achievement of the education millennium development goals will require more than just increases in expenditure on primary education. This does not imply that resources are unnecessary, but that increasing resources alone is unlikely to be sufficient. The composition of resources and institutions that govern the use of these resources play a central role in translating resources into better schooling outcomes. The aim of this viewpoint is to discuss epidemiological data from Tanzania on overall health indicators and the burden of malaria and HIV. Is the situation in Tanzania improving or deteriorating? Are the health-related millennium development goals (MDG) on reducing under-five mortality, reducing maternal mortality and halting HIV and malaria within reach? Conclusion: Child mortality and infant mortality rates are decreasing quite dramatically. Malaria prevention strategies and new effective treatment are being launched. The MDG 4 on child mortality is clearly within reach, and the same optimism may apply to MDG 6 on combating malaria.
