Spaces of Work and Everyday Life: Labour Geographies and the Agency of Unorganised Temporary Migrant Workers

In this study, I focus on the agency of unorganised temporary migrant workers , people who travel away to work for just a few weeks or months. Such workers have been relatively neglected in labour geography. Perhaps surprisingly, given the focus on the agency of capital in much of his writing, I build on two arguments made by David Harvey. First, workers' spatial mobility is complex and may involve short as well as longer term migrations, and secondly that this can have significance both materially and in relation to the subjective experience of employment. The spatial embeddedness of temporary migrant workers' everyday lives can be a resource for shaping landscapes (and ordinary histories) of capitalism, even though any changes may be short-lived and take place at the micro-scale. The article is illustrated with case study material from research with workers in the agriculture sector in India and the UK, and concludes with more general implications for labour geographers engaged with other sectors and places. The Global Financial Crisis and Migrant Workers in China: ,There is No Future as a Labourer; Returning to the Village has No Meaning'

Abstract This essay examines the impact of the global financial crisis on rural migrant labour in China, with a focus on unemployment. It illustrates the interaction of global and China-specific processes in the context of the worldwide recession. The essay first summarizes China's unique socio-economic system and the mechanisms that have created a system of ,rural migrant labour' and ,super-cheapened' it to help make China the ,world's factory'. The main part of the essay examines the unemployment situation for migrants in late 2008 and the first half of 2009, and the dislocations and problems migrant labourers are facing. The China story is complex but interesting, not only for its rather complicated lexicon and statistics that often confuse outside observers, but also for its distinctive system of exploiting the rural population and internal migrant labour. This system makes the impact of the global crisis on migrant labourers, which are at the bottom of the global supply chain, all the more apparent. The last part of this essay analyses recent governmental fiscal-stimulus policies and measures as well as their impact on rural migrant labour, making some broader observations and linking the crisis to China's model of development. Résumé Ce texte examine l'impact de la crise financière mondiale sur la main-d',uvre migrante rurale chinoise en s'intéressant notamment au chômage. Il illustre l'interaction des processus planétaires et nationaux dans le cadre de la récession mondiale. Une synthèse présente d'abord le régime socio-économique unique du pays, ainsi que les mécanismes qui ont créé un système de ,main-d',uvre migrante rurale' tout en ,hyper-dépréciant' ces travailleurs afin de faire de la Chine ,l'usine du monde'. L'étude centrale porte sur le chômage des migrants entre la fin 2008 et le premier semestre 2009, ainsi que sur les bouleversements et problèmes que rencontrent les ouvriers migrants. L'histoire chinoise est complexe mais intéressante, non seulement à cause d'un vocabulaire et de statistiques compliqués qui déroutent souvent les observateurs extérieurs, mais aussi par son système spécifique d'exploitation de la population rurale et de la main-d',uvre migrante. Toward a Critical Phenomenology of "Illegality": State Power, Criminalization, and Abjectivity among Undocumented Migrant Workers in Tel Aviv, Israel

ABSTRACT Given the vast scope and magnitude of the phenomenon of so-called "illegal" migration in the present historical moment, this article contends that phenomenologically engaged ethnography has a crucial role to play in sensitizing not only anthropologists, but also policymakers, politicians, and broader publics to the complicated, often anxiety-ridden and frightening realities associated with "the condition of migrant illegality," both of specific host society settings and comparatively across the globe. In theoretical terms, the article constitutes a preliminary attempt to link pressing questions in the fields of legal anthropology and anthropology of transnational migration, on one hand, with recent work by phenomenologically oriented scholars interested in the anthropology of experience, on the other. The article calls upon ethnographers of undocumented transnational migration to bridge these areas of scholarship by applying what can helpfully be characterized as a "critical phenomenological" approach to the study of migrant "illegality" (Willen, 2006; see also Desjarlais, 2003). This critical phenomenological approach involves a three-dimensional model of illegality: first, as a form of juridical status; second, as a sociopolitical condition; and third, as a mode of being-in-the-world. In developing this model, the article draws upon 26 non-consecutive months of ethnographic field research conducted within the communities of undocumented West African (Nigerian and Ghanaian) and Filipino migrants in Tel Aviv, Israel, between 2000 and 2004. During the first part of this period, "illegal" migrants in Israel were generally treated as benign, excluded "Others." Beginning in mid-2002, however, a resource-intensive, government-sponsored campaign of mass arrest and deportation reconfigured the condition of migrant "illegality" in Israel and, in effect, transformed these benign "Others" into wanted criminals. By analyzing this transformation the article highlights the profound significance of examining not only the judicial and sociopolitical dimensions of what it means to be "illegal" but also its impact on migrants' modes of being-in-the-world. Human Rights of Migrants: Challenges of the New Decade

This review summarizes main trends, issues, debates, actors and initiatives regarding recognition and extension of protection of the human rights of migrants. Its premise is that the rule of law and universal notions of human rights are essential foundations for democratic society and social peace. Evidence demonstrates that violations of migrants' human rights are so widespread and commonplace that they are a defining feature of international migration today. About 150 million persons live outside their countries; in many States, legal application of human rights norms to non-citizens is inadequate or seriously deficient, especially regarding irregular migrants. Extensive hostility against, abuse of and violence towards migrants and other non-nationals has become much more visible worldwide in recent years. Research, documentation and analysis of the character and extent of problems and of effective remedies remain minimal. Resistance to recognition of migrants' rights is bound up in exploitation of migrants in marginal, low status, inadequately regulated or illegal sectors of economic activity. Unauthorized migrants are often treated as a reserve of flexible labour, outside the protection of labour safety, health, minimum wage and other standards, and easily deportable. Evidence on globalization points to worsening migration pressures in many parts of the world. Processes integral to globalization have intensified disruptive effects of modernization and capitalist development, contributing to economic insecurity and displacement for many. Extension of principles in the Universal Declaration of Human Rights culminated in the 1990 International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families. With little attention, progress in ratifications was very slow until two years ago. A global campaign revived attention; entry into force is likely in 2001. Comparative analysis notes that ILO migrant worker Conventions have generally achieved objectives but States have resisted adoption of any standards on treatment of non-nationals. A counter-offensive against human rights as universal, indivisible and inalienable underlies resistance to extension of human rights protection to migrants. A parallel trend is deliberate association of migration and migrants with criminality. Trafficking has emerged as a global theme contextualizing migration in a framework of combatting organized crime and criminality, subordinating human rights protections to control and anti-crime measures. Intergovernmental cooperation on migration "management" is expanding rapidly, with functioning regional intergovernmental consultative processes in all regions, generally focused on strengthening inter-state cooperation in controlling and preventing irregular migration through improved border controls, information sharing, return agreements and other measures. Efforts to defend human rights of migrants and combat xenophobia remain fragmented, limited in impact and starved of resources. Nonetheless, NGOs in all regions provide orientation, services and assistance to migrants, public education and advocating respect for migrants rights and dignity. Several international initiatives now highlight migrant protection concerns, notably the UN Special Rapporteur on Human Rights of Migrants, the Global Campaign promoting the 1990 UN Convention, UN General Assembly proclamation of International Migrants Day, the 2001 World Conference Against Racism and Xenophobia, anti-discrimination activity by ILO, and training by IOM. Suggestions to governments emphasize the need to define comprehensive, coordinated migration policy and practice based on economic, social and development concerns rather than reactive control measures to ensure beneficial migration, social harmony, and dignified treatment of nationals and non-nationals. NGOs, businesses, trade unions, and religious groups are urged to advocate respect for international standards, professionalize services and capacities, take leadership in opposing xenophobic behaviour, and join international initiatives. Need for increased attention to migrants rights initiatives and inter-agency cooperation by international organizations is also noted. [source]


Protection of Migrants' Human Rights: Principles and Practice

In principle, migrants enjoy the protection of international law. Key human rights instruments oblige the States Parties to extend their protection to all human beings. Such important treaties as the International Covenant on Civil and Political Rights, and the International Covenant on Economic, Social and Cultural Rights have been ratified by more than 140 states, but many political, social or economic obstacles seem to stand in the way of offering those rights to migrants. In an attempt to bridge this protection gap, the more specifically targeted International Convention on the Protection of All Migrant Workers and Members of their Families was created and adopted by the United Nations in 1990. This treaty is not yet in force, but the number of States Parties is increasing towards the required 20. In the past few years the human rights machinery of the United Nations has increased its attention towards migrants' human rights, appointing in 1999 the Special Rapporteur on the Human Rights of Migrants. Governments, as the acceding parties to international human rights instruments, remain the principal actors as guardians of the human rights of all individuals residing in their territories. Receiving countries are in a key position in the protection of the migrants that they host. However, active defence of migrants' rights is politically difficult in many countries where anti-immigrant factions are influential. Trafficking in migrants is one example of the complexity faced by states in formulating their migration policies. On the one hand, trafficking has made governments increasingly act together and combine both enforcement and protection. On the other, trafficking, with its easily acceptable human rights concerns, is often separated from the more migration-related human smuggling. The latter is a more contentious issue, related also to unofficial interests in utilizing cheap undocumented immigrant labour. [source]


The Insecure Social Protection of Migrant Workers From the Maghreb

Is it possible to speak of just and equitable social protection for the active populations of poor countries which suffer from development problems and are dominated by an international order in which only the law of the strongest prevails, especially when those populations emigrate to seek work in order to live or merely to survive? Universal standards that are supposed to ensure some measure of international coordination of national legislation and practice in social security between developed countries and the so-called developing countries suffer from this somewhat original form of inequality. The adaptation of such standards at the bilateral, regional and multilateral levels only reflects the discrimination and selfish interests of States and of the rich and powerful, and indeed of broad sectors of their civil society who reject others simply because of their different culture and traditions. The debate is more involved than at first it may seem. By accepting others as being like oneself one can imagine a better world in which, when people move freely - including migrant workers and their families - they enjoy effective protection through social security. A study of the situation of Maghreb migrants employed and residing in western Europe and the Gulf States has much to teach us in this respect, especially in determining whether any form of solidarity is plausible or achievable in some not too distant future. The Crisis of Social Reproduction among Migrant Workers: Interrogating the Role of Migrant Civil Society

Abstract:, Transformations in urban economies are leading to the growth of jobs where labor and employment laws are routinely violated. Workers in these jobs are subject to harsh conditions such as low wages, hazardous work sites, and retaliation for speaking up. Many of these workers are undocumented migrants who are in a weak position to make demands on their employers or to request government assistance. These workers often turn to migrant civil society organizations for help with the multiple conflicts they face at work. Drawing on case studies of nonprofit organizations in Chicago, this paper focuses on the role of such organizations in the social reproduction of the migrant workforce. I posit that such organizations are integral to the functioning of the informal economy because the wide range of programs and services that they provide are essential to the social reproduction of migrant workers. By examining Canada's 1973 Non-immigrant Employment Authorization Program (NIEAP), I show the importance of racist and nationalist ideological state practice to the material organization of the competitive "Canadian" labour market within a restructured global capitalism and the resultant reorganization of notions of Canadian nationhood. I show that the parliamentary discursive practice of producing certain people as "problems" for "Canadians" results not in the physical exclusion of those constructed as "foreigners" but in their ideological and material differentiation from Canadians, once such people are living and working within Canadian society. Mobile phones, communities and social networks among foreign workers in Singapore

Abstract Transnational mobility affects both high-status and low-income workers, disrupting traditional assumptions of the boundedness of communities. There is a need to reconfigure our most basic theoretical and analytical constructs. In this article I engage in this task by illustrating a complex set of distinctions (as well as connections) between ,communities' as ideationally constituted through cultural practices and ,social networks' constituted through interaction and exchange. I have grounded the analysis ethnographically in the experiences of foreign workers in Singapore, focusing on domestic and construction workers from the Philippines, Indonesia, Thailand and Bangladesh. I examine the cultural, social and communicative role that mobile phones play in the lives of workers who are otherwise constrained in terms of mobility, living patterns and activities. Mobile phones are constituted as symbol status markers in relationship to foreign workers. Local representations construct foreign workers as users and consumers of mobile telephony, reinscribing ideas of transnational identities as well as foreignness within the context of Singapore. Migrant workers demonstrate a detailed knowledge of the various telephony options available, but the desire to use phones to communicate can overwhelm their self-control and lead to very high expenditures. The research highlights the constraints , as well as possibilities , individuals experience as subjects and agents within both social and cultural systems, and the ways in which those constraints and possibilities are mediated by a particular technology , in this case, mobile phones. Immigration, employment relations, and health: Developing a research agenda

Abstract Background International migration has emerged as a global issue that has transformed the lives of hundreds of millions of persons. Migrant workers contribute to the economic growth of high-income countries often serving as the labour force performing dangerous, dirty and degrading work that nationals are reluctant to perform. Methods Critical examination of the scientific and "grey" literatures on immigration, employment relations and health. Results Both lay and scientific literatures indicate that public health researchers should be concerned about the health consequences of migration processes. Migrant workers are more represented in dangerous industries and in hazardous jobs, occupations and tasks. They are often hired as labourers in precarious jobs with poverty wages and experience more serious abuse and exploitation at the workplace. Also, analyses document migrant workers' problems of social exclusion, lack of health and safety training, fear of reprisals for demanding better working conditions, linguistic and cultural barriers that minimize the effectiveness of training, incomplete OHS surveillance of foreign workers and difficulty accessing care and compensation when injured. Therefore migrant status can be an important source of occupational health inequalities. Conclusions Available evidence shows that the employment conditions and associated work organization of most migrant workers are dangerous to their health. The overall impact of immigration on population health, however, still is poorly understood and many mechanisms, pathways and overall health impact are poorly documented. Struggling to Save Cash: Seasonal Migration and Vulnerability in West Bengal, India

This article concerns an important but overlooked means by which able-bodied poor people get hold of lump sums of cash in rural West Bengal: seasonal migration for agricultural wage work. Drawing on a regional study of four migration streams, our main focus here is on the struggle to secure this cash by landless households in just one of those streams, originating in Murshidabad District. Case studies are used to illustrate the importance for women in nuclear families of maintaining supportive networks of kin for periods when men are absent. A parallel analysis is made of the negotiations between male migrant workers and their employers, at labour markets, during the period of work, and afterwards. The article then briefly discusses some of the contrasting ways in which remittances are used by landless households and owners of very small plots of land, in the context of rapid ecological change, demographic pressure and growing inequality. Using Evidence to Improve Reproductive Health Quality along the Thailand-Burma Border

The Mae Tao Clinic, located on the Thailand-Burma border, has provided health services for illegal migrant workers in Thailand and internally displaced people from Burma since 1989. In 2001, the clinic launched a project with the primary aim of improving reproductive health services and the secondary aim of building clinic capacity in monitoring and evaluation (M&E). This paper first presents the project's methods and key results. The team used observation of antenatal care and family-planning sessions and client exit interviews at baseline and follow-up, approximately 13 months apart, to assess performance on six elements of quality of care. Findings indicated that improving programme readiness contributed to some improvement in the quality of services, though inconsistencies in findings across the methods require further research. The paper then identifies lessons learned from introducing M&E in a resource-constrained setting. One key lesson was that a participatory approach to M&E increased people's feelings of ownership of the project and motivated staff to collect and use data for programme decision-making to improve quality. The tragic deaths of twenty-three young Chinese cockle pickers in Morecambe Bay on the Lancashire coast have been attributed to the machinations of global capitalism. In fact, these migrant workers came to the UK to escape the poverty created by socialism in China and were working under a regime of state-regulated access to the cockle beds. The operation and management of agency workers in conditions of vulnerability

ABSTRACT This article focuses on the operation and management of agency labour by employers and observes that there are strong contradictions between the employers' stated reasons for using agency labour and the employment agencies' perceptions of why such labour is utilised. While discussing agency labour generally, the article also takes account of the position of migrant workers within the agency sector, since agencies have represented a significant route into employment for migrant labour. It draws primarily on 22 in-depth interviews with employers and employment agencies mainly in the food processing, cleaning and care sectors. The research revealed that while some employers were using agency staff to cover for specific peaks in production, others had used it as an alternative method of dealing with vacancies that otherwise might have resulted in permanent employment. Best Practice in Temporary Labour Migration for Development: A Perspective from Asia and the Pacific

The dominant mode of international migration in Asia and the Pacific is temporary contract migration of low-skilled workers. The potential for such migration to deliver significant development dividends to origin communities is substantial because of its large scale and the fact that most migrant workers return to their home community. However, there are a number of barriers that are intervening to dampen these potential positive effects, such as high transaction costs, high costs of sending remittances, and the fact that some areas of origin lack the infrastructure and potential for productive investment. Moreover, destination countries have been very welcoming of high skill temporary migrants but highly restrictive in their attitudes toward their low skill counterparts. This paper discusses the lessons of best practice in temporary labour migration programmes in the region, which can help to overcome these obstacles reducing the positive development impacts of migration. It assesses, in turn, best practice separately for each stage of the labour migration process -- recruitment and selection, and pre-departure preparation -- at the destination and on return. In conclusion, a number of the barriers which impinge on Asian Pacific countries' ability to introduce and sustain best practice are discussed. These include the need for capacity building, lack of cooperation between origin and destination countries, lack of data, poor governance of labour migration a failure among governments to recognise the significance of migration and the need for more "development friendly" migration policies in destinations. Regional Organizations and Intra-Regional Migration in Sub-Saharan Africa: Challenges and Prospects

Africa is a region of diverse migration circuits relating to origin, destination and transit for labour migrants, undocumented migrants, refugees and brain circulation of professionals. This article outlines major migration configurations in the region, and the role of two vibrant subregional organizations , Economic Community of West African States and South African Development Community , in facilitating, containing or curtailing intra-regional migration which takes place within diverse political, economic, social and ethnic contexts; the transformation of brain drain into brain circulation; and commercial migration in place of labour migration within the region. Despite overlapping membership, wavering political support, a poor transportation network, border disputes and expulsions, these subregional organizations are crucial for the region's collective integration into the global economy, and to enhance economic growth and facilitate labour intraregional migration. Free movement of persons without visa, adoption of ECOWAS travellers' cheques and passports, the creation of a borderless Community; and the granting of voting rights and later citizenship and residence permits by South Africa to migrant workers from SADC countries are positive developments. These organizations need to foster cooperation between labour-exporting and recipient countries, implement the protocols on the right of residence and establishment; promote dialogue and cooperation in order to harmonize, coordinate and integrate their migration policies as envisioned by the 1991 Abuja Treaty establishing the African Economic Community. Korean Immigration Policy Changes and the Political Liberals' Dilemma1

Recently, Korean low-skilled foreign labor policies have changed in contradictory ways. On the one hand, Korea seems to be moving in a "liberal" direction, because the government is according more rights to foreign workers. On the other hand, Korea seems to be moving in an "illiberal" direction, because the government is according ethnic Korean workers preferential treatment over other foreign workers. I explain this contradictory situation in terms of political liberals' activism. Korean political liberals' activism vis-à-vis migrant workers is two-pronged: first, to afford more rights to all migrant workers and, second, to guarantee equal treatment to all ethnic Koreans. Taken separately, each move is in line with the political liberal principle of promoting nonascriptive, universalistic, and equal treatment. Taken together, these two moves are inherently contradictory , one pushes toward ethnicizing trends and the other pushes toward de-ethnicizing trends of immigration policies. This contradiction, which I call the political liberals' dilemma, divides political liberals and weakens their overall political leverage. [source]

Labor migration and commerce between Sudan and Libya have long been features of livelihoods in Darfur. This paper describes the importance of historical trade and migration links between Darfur and Libya, and provides a background to the political and economic situation in Libya which has influenced opportunities for Sudanese migrant workers. A case study of the situation of the Darfurian migrants in Kufra (an oasis and transnational trade hub in southern Libya) illustrates how the recent Darfur conflict has affected migration patterns from Darfur and remittance flows in the opposite direction. Official estimates of Darfurian migrant workers in Libya were unavailable but were estimated to be between 150,000 and 250,000. The closure of the national border between Sudan and Libya in May 2003, largely a result of insecurity in Darfur, stopped the traffic of migrant workers between northern Darfur and southern Libya (which prevented the onward travel to Sudan of several thousand migrants in Kufra), and curtailed the well-established trade routes, communications, and remittance flows. The current limited economic prospects for migrant workers in Libya, combined with the threat of detention, difficulties of return to Sudan, and loss of contact with and uncertainty about the fate of their families in Darfur, have created a sense of despair among many Darfurians. The paper concludes with a series of recommendations to improve the conditions of the Darfurian migrants in Libya, including an amnesty for illegal migrants, and also to ease the travel of migrants, promote communications between Libya and Darfur, and support the flow of remittances. This study explores the role of China's rural local state-owned and urban state-owned units in its rural-urban migration process. Most studies on Chinese migration have focused on migrants moving from rural to urban areas through informal mechanisms outside of the state's control. They therefore treat the Chinese state as an obstructionist force and dismiss its facilitative role in the migration process. By documenting rural local states' "labor export" strategies and urban state units' employment of millions of peasants, this article provides a corrective to the existing literature. "Tel Aviv Is Not Foreign to You": Urban Incorporation Policy on Labor Migrants in Israel,

This article addresses the growing disjuncture between urban and national policies regarding the incorporation of labor migrants in Israel. Drawing on fieldwork, in-depth interviews with Tel Aviv municipal officials, and archive analysis of Tel Aviv municipality minutes, we argue that urban migrant-directed policy elicits new understandings of membership and participation, other than those envisaged by national parameters, which bear important, even if unintended, consequences for the de facto incorporation of non-Jewish labor migrants. The crux of the Tel Aviv case is that its migrant-directed policy bears especially on undocumented labor migrants, who make up approximately 16 percent of the city's population and who are the most problematic category of resident from the state's point of view. In demanding recognition for the rights of migrant workers in the name of a territorial category of "residence," and by activating channels of participation for migrant communities, local authorities in Tel Aviv are introducing definitions of "urban membership" for noncitizens which conflict sharply with the hegemonic ethnonational policy. We suggest that the disjuncture between urban and national incorporation policies on labor migrants in Israel is part of a general process of political realignment between the urban and the national taking place within a globalized context of labor migration. Portability of Supplementary Pension Rights in the European Union

The recent directive on this topic, aiming to preserve accrued pension rights at least at the level guaranteed in the case of within-borders mobility, emphasizes the role of country-specific legislation on pension portability issues. This paper analyses EU as well as national pension portability regulation for a representative sample of EU countries, in the light of recent empirical evidence outlining the role of occupational pensions in individual job mobility choices in these countries. The Insecure Social Protection of Migrant Workers From the Maghreb

Is it possible to speak of just and equitable social protection for the active populations of poor countries which suffer from development problems and are dominated by an international order in which only the law of the strongest prevails, especially when those populations emigrate to seek work in order to live or merely to survive? Universal standards that are supposed to ensure some measure of international coordination of national legislation and practice in social security between developed countries and the so-called developing countries suffer from this somewhat original form of inequality. The adaptation of such standards at the bilateral, regional and multilateral levels only reflects the discrimination and selfish interests of States and of the rich and powerful, and indeed of broad sectors of their civil society who reject others simply because of their different culture and traditions. The debate is more involved than at first it may seem. By accepting others as being like oneself one can imagine a better world in which, when people move freely - including migrant workers and their families - they enjoy effective protection through social security. A study of the situation of Maghreb migrants employed and residing in western Europe and the Gulf States has much to teach us in this respect, especially in determining whether any form of solidarity is plausible or achievable in some not too distant future. The Ties Made in the Harvest: Nicaraguan Farm-worker Networks in Costa Rica's Agricultural Exports

Traditional and nontraditional export agriculture expansion dramatically changed the social and economic landscapes in the global south. An examination of one aspect of south,south international migration, Nicaraguan migrant economic integration into Costa Rica's export agriculture sector, reveals how production systems in the traditional and nontraditional agricultural sectors shape migrant social networks in distinct ways in the global south and its significance for both migrant workers and the agricultural sectors they work in. The rapid expansion of nontraditional export agriculture , the essence of agricultural development in Costa Rica , depends on the traditional crop production structure of coffee farms. The experiences of Nicaraguan migrant workers and their social ties to each other in nontraditional export agriculture and the coffee farms in Costa Rica demonstrate how different production structures call for distinct fragile and conflicted social networks ties between migrants. The economic integration of migrant workers relies on opportunistic and weak ties that are both gendered and contradictory. [source]


Embodiment of discrimination and overseas nurses' career progression

Aim and objectives., To examine empirically and in-depth how discriminatory attitudes and practices are experienced by overseas nurses and how the discrimination may affect their well-being and career progression and, furthermore, to apply the theoretical perspective of embodiment in understanding these processes. Background., The UK healthcare sector has, in recent years, relied on overseas-trained professionals to fill up vacancies in nursing and other professions. Research shows that overseas nurses claim that their UK colleagues, managers and patients express discriminatory, racist and xenophobic attitudes. Design and method., The paper provides an existential phenomenological analysis of in-depth interviews with two overseas nurses. The data are drawn from a study of overseas-trained healthcare workers' experiences working and living in the UK. The two cases have been purposively selected to provide an illumination and discussion of personal experiences with discrimination, how individuals may respond to these and how their professional career is affected. Findings., Discrimination towards migrant workers may, at times, be experienced as ,blatant racism' or, in more subtle forms, as ,aversive racism'. It is demonstrated how such discrimination may impact on the afflicted person's sense of self, suggesting a theoretical model of the embodiment of discrimination. Discrimination not only works at an interpersonal and institutional level, but is a form of ,symbolic violence' that may be internalized to affect the person's ,habitus'; it can be resisted through meaning-making activity that explains and hence objectifies and embodies the experience in a way that allows individuals to positively influence their situation through agency. Conclusion., This article details how social and institutionalized discrimination in the UK healthcare sector may be internalized by overseas workers and affects their professional careers. Relevance to clinical practice., The study allows a theoretical reflection on the damage inflicted by discrimination, and it may contribute to the eradication of discriminatory practices and the development of necessary support and monitoring mechanisms. Immigration, employment relations, and health: Developing a research agenda

Abstract Background International migration has emerged as a global issue that has transformed the lives of hundreds of millions of persons. Migrant workers contribute to the economic growth of high-income countries often serving as the labour force performing dangerous, dirty and degrading work that nationals are reluctant to perform. Methods Critical examination of the scientific and "grey" literatures on immigration, employment relations and health. Results Both lay and scientific literatures indicate that public health researchers should be concerned about the health consequences of migration processes. Migrant workers are more represented in dangerous industries and in hazardous jobs, occupations and tasks. They are often hired as labourers in precarious jobs with poverty wages and experience more serious abuse and exploitation at the workplace. Also, analyses document migrant workers' problems of social exclusion, lack of health and safety training, fear of reprisals for demanding better working conditions, linguistic and cultural barriers that minimize the effectiveness of training, incomplete OHS surveillance of foreign workers and difficulty accessing care and compensation when injured. Therefore migrant status can be an important source of occupational health inequalities. Conclusions Available evidence shows that the employment conditions and associated work organization of most migrant workers are dangerous to their health. The overall impact of immigration on population health, however, still is poorly understood and many mechanisms, pathways and overall health impact are poorly documented. Variation across the agricultural season in organophosphorus pesticide urinary metabolite levels for Latino farmworkers in eastern North Carolina: Project design and descriptive results

Abstract Background Community Participatory Approach to Measuring Farmworker Pesticide Exposure, PACE3, used a longitudinal design to document pesticide biomarkers among farmworkers. This article presents an overview of PACE3 and provides a descriptive analysis of participant characteristics and one set of pesticide biomarkers, the dialkylphosphate (DAP) urinary metabolites of organophosphorus (OP) pesticides. Methods Two hundred eighty seven farmworkers were recruited during 2007 from 44 farmworker camps in 11 eastern North Carolina counties. Participants provided interviews, urine samples, blood samples, and saliva samples up to four times at monthly intervals beginning in May. A total of 939 data points were collected. Results Farmworkers were largely men (91.3%) from Mexico (94.8%) with a mean age of 33.7 years (SE 0.82); 23.3% spoke an indigenous language. Across all data points, frequencies of detection and median urinary concentrations were 41.3% and 0.96,µg/L for dimethylphosphate (DMP), 78.3% and 3.61,µg/L for dimethylthiophosphate (DMTP), 33.3% and 0.04,µg/L for dimethyldithiophosphate (DMDTP), 40.5% and 0.87,µg/L for diethylphosphate (DEP), 32.3% and 0.17,µg/L for diethylthiophosphate (DETP), and 8.09% and 0.00,µg/L for diethyldithiophosphate (DEDTP). The frequencies of detection and urinary concentrations of the DAP metabolites increased during the season. Conclusions More PACE3 participants were from Mexico, male, migrant workers, and spoke an indigenous language compared to national data. PACE3 participants had comparable frequencies of detection and urinary metabolite concentrations with participants in other studies. Variability in the frequencies of detection and urinary concentrations of the DAP metabolites indicates the importance of longitudinal studies of biomarkers of currently used pesticides in farmworker populations. Understanding the ergonomic risk for musculoskeletal disorders in the United States agricultural sector

Abstract Introduction Farming is a very large industry in the United States. Understanding the risks for injuries and more specifically musculoskeletal disorders in this industry poses a challenge for health officials. Methods A review was conducted of the existing peer-reviewed publications prior to December 2006 about injuries and musculoskeletal disorders for farmers and farm workers. The aim was to review existing knowledge concerning: (1) the prevalence, types, and causes of farm-related injuries, paying particular attention to musculoskeletal disorders and the special populations within the agricultural sector, and (2) interventions that have been developed to reduce risk factors associated with farm-related injuries. Results Farmers and farm workers experience high rates of low back, shoulder, and upper extremity disorders. Musculoskeletal disorders may disproportionately affect farm youth and migrant workers due to the types of farm tasks performed. There is an urgent need for improved and validated interventions to reduce exposures and to improve the health of farmers and farm workers. Discussion Future farm-related musculoskeletal disorder research should emphasize: (1) better identification of exposures for special populations, (2) development of interventions for diverse farm populations, and (3) identification of additional exposures for musculoskeletal disorders. Intensification of workplace regimes in British horticulture: the role of migrant workers

Abstract In Britain, international migrants have very recently become the major workforce in labour-intensive horticulture. This paper explores the causes of the dramatic increase since the 1990s in the employment of migrant workers in this subsector. It locates this major change in a general pattern of intensification of horticultural production driven by an ongoing process of concentration in retailer power, and in the greater availability of migrant workers, shaped in part by state initiatives to manage immigration. The paper draws on concepts developed in the US literature on agrarian capitalism. It then uses case histories from British horticulture to illustrate how growers have directly linked innovations involving intensification through labour control to their relationships with retailers. Under pressure on ,quality', volume and price, growers are found to have ratcheted up the effort required from workers to achieve the minimum wage through reducing the rates paid for piecework, and in some cases to have changed the type of labour contractor they use to larger, more anonymous businesses.
