Selected AbstractsReimbursing Live Organ Donors for Incurred Non-Medical Expenses: A Global Perspective on Policies and ProgramsAMERICAN JOURNAL OF TRANSPLANTATION, Issue 12 2009M. Sickand Methods to reimburse living organ donors for the non-medical expenses they incur have been implemented in some jurisdictions and are being considered in others. A global understanding of existing legislation and programs would help decision makers implement and optimize policies and programs. We searched for and collected data from countries that practice living organ donation. We examined legislation and programs that facilitate reimbursement, focusing on policy mechanisms, eligibility criteria, program duration and types of expenses reimbursed. Of 40 countries, reimbursement is expressly legal in 16, unclear in 18, unspecified in 6 and expressly prohibited in 1. Donor reimbursement programs exist in 21 countries; 6 have been enacted in the last 5 years. Lost income is reimbursed in 17 countries, while travel, accommodation, meal and childcare costs are reimbursed in 12 to 19 countries. Ten countries have comprehensive programs, where all major cost categories are reimbursed to some extent. Out-of-country donors are reimbursed in 10 jurisdictions. Reimbursement is conditional on donor income in 7 countries, and recipient income in 2 countries. Many nations have programs that help living donors with their financial costs. These programs differ in operation and scope. Donors in other regions of the world are without support. [source] Personal disciplinary history and views of physical punishment: implications for training mandated reportersCHILD ABUSE REVIEW, Issue 4 2005Cheryl Bluestone Abstract Many nations, including the US, Australia, and Canada, have developed legislation at the local or national level to require selected professionals to report all cases of suspected child abuse as part of the system to prevent serious injuries or fatalities. In many states of the US, including New York, child service professionals must take a training course to ensure that they are aware of their legal obligations as mandated reporters. Completion of the course is often a prerequisite to obtain certification to practise in one's field. Despite this rudimentary training, many cases of suspected abuse are not reported. Moreover, many child abuse professionals experience confusion and emotional distress in dealing with the reporting process (Buckley, 2000). While training that considers potential influences on reporting can be effective in addressing some of these issues (Hawkins et al., 2001), there are few studies of the effectiveness of current training curricula (Alvarez et al., 2004). This preliminary investigation was conducted with 80 nursing and education students, an identified group of prospective mandated reporters. We examined the potential influence of childhood disciplinary experiences and their appraisal as these factors may relate to views of discipline and abuse. The findings revealed that history of childhood experiences with discipline, in conjunction with appraisals of rejection, accounted for a small, but significant amount of the variance in students' current beliefs about appropriate discipline. The findings are considered in the context of findings about training for professionals who are in a position to report suspected child abuse. When considered with that literature, these findings suggest that disciplinary history should be considered in the context of evaluations of the effectiveness of training curricula for mandated reporters. [source] Carnivore-Livestock Conflicts: Effects of Subsidized Predator Control and Economic Correlates on the Sheep IndustryCONSERVATION BIOLOGY, Issue 3 2006KIM MURRAY BERGER Canis latrans; coyotes; depredación; evaluación de política Abstract:,Despite the importance of carnivores in terrestrial ecosystems, many nations have implemented well-coordinated, state-funded initiatives to remove predators, largely because of conflicts with humans over livestock. Although these control efforts have been successful in terms of the number of carnivores removed, their effects on the viability of the industries they seek to protect are less understood. I assessed the efficacy of long-term efforts by the U.S. government to improve the viability of the sheep industry by reducing predation losses. I used regression analysis and hierarchical partitioning of a 60-year data set to explore associations among changes in sheep numbers and factors such as predator control effort, market prices, and production costs. In addition, I compared trends in the sheep industry in the western United States, where predator control is subsidized and coyotes (Canis latrans) are abundant, with trends in eastern states that lack federally subsidized predator control and that were (1) colonized by coyotes before 1950 or (2) colonized by coyotes between 1950 and 1990. Although control efforts were positively correlated with fluctuations in sheep numbers, production costs and market prices explained most of the model variation, with a combined independent contribution of 77%. Trends in sheep numbers in eastern and western states were highly correlated (r ,0.942) independent of the period during which they were colonized by coyotes, indicating either that control has been ineffective at reducing predation losses or that factors other than predation account for the declines in both regions. These results suggest that government-subsidized predator control has failed to prevent the decline in the sheep industry and alternative support mechanisms need to be developed if the goal is to increase sheep production and not simply to kill carnivores. [source] Sources of Negative Attitudes toward Immigrants in Europe: A Multi-Level Analysis,INTERNATIONAL MIGRATION REVIEW, Issue 1 2010Elisa Rustenbach In recent times, many nations are experiencing an increase in anti-immigrant attitudes on the part of natives. Most papers only explore one or two sources of anti-immigrant attitudes at a time, which provides an incomplete picture of the effects at work. This paper tests eight different explanations for anti-immigrant attitudes: cultural marginality theory, human capital theory, political affiliation, societal integration, neighborhood safety, contact theory, foreign investment, and economic competition. Analysis is conducted using combined data from the European Social Survey and Eurostat/OECD and individual-, regional-, and national-level predictors. Results indicate that key predictors of anti-immigrant attitudes are regional and national interpersonal trust, education level, foreign direct investment, and political variables. Increased participation in post-compulsory education, combinations of work and study and uncertain career outcomes havebecome common experiences. There is an emerging disparity between the stated goals of education and the changing priorities and choices of young people. In particular, the linear notion of transitions, expressed in the metaphorsof pathways used in policy documents, is increasingly at odds with the patterns of life experienced by young people in many nations. Three themes stand out in the research on young people in the 1990s. First, an awareness of foreclosed options in educational outcomes is a consistent thread across a range of studies. Secondly, there is a discernible shift by the end of the 1990s toward more complex life-patterns and a blending or balancing of a range of personal priorities and interests. Thirdly, the need to give ,active voice' to young people about the dramatic social and economic changes they have been subjected to, is unmistakable in the light of the increasing disparity between the rhetoric of youth and education policy and their own experience of its out-comes. The current study extended methods tested in 2 pilot studies of space veterans from many nations, of both sexes, and with different experiences within the history of human spaceflight. Value references reflected a high degree of concern with individualism, with Achievement, Enjoyment, and Self-direction ranked highest. There were relatively few value differences across demographic categories, demonstrating the impact of the spaceflight experience. After returning, the astronauts showed increased concern with Universalism, Spirituality, and Power (social recognition), a broadened set of references to values oriented toward the collective good. [source] Balancing the Need to Develop Coastal Areas with the Desire for an Ecologically Functioning Coastal Environment: Is Net Ecosystem Improvement Possible?RESTORATION ECOLOGY, Issue 1 2005R.M. Thom Abstract The global human population is growing exponentially, close to a majority lives and works near the coast, and coastal commerce and development are critical to the economies of many nations. Hence, coastal areas will continue to be a major focus of development and economic activity. People desire the economic advantages provided by coastal development along with the fisheries and social commodities supported by estuarine and coastal ecosystems. Because of these facts, we view the challenge of balancing coastal development with enhancing nearshore marine and estuarine ecosystems (i.e., net ecosystem improvement) as the top priority for coastal researchers in this century. Our restoration research in Pacific Northwest estuaries and participation in nearshore project design and impact mitigation has largely dealt with these competing goals. To this end, we have applied conceptual models, comprehensive assessment methods, and principles of restoration ecology, conservation biology, and adaptive management to incorporate science into decisions about uses of estuarine systems. Case studies of Bainbridge Island and the Columbia River demonstrate the use of objective, defensible methods to prioritize tidally influenced shorelines and habitats (i.e., riparian forests, marshes, unvegetated flats, rocky shores, seagrass meadows, kelp forests) for preservation, conservation, and restoration. Case studies of Clinton, Washington, and Port Townsend, Washington, demonstrate the incorporation of an ecological perspective and technological solutions into design of overwater structures to minimize impacts on nearshore ecosystems. Adaptive management has allowed coastal development and restoration uncertainties to be better evaluated, with the information used to improve management decisions. Although unproven on a large scale, we think these kinds of methods can contribute to the net improvement of already degraded ecosystems. The ingredients include applied science to understand the issues, education, incentives, empirical data, cumulative impact analysis, and an effective adaptive management program. Because the option of net ecosystem improvement is often more costly than alternatives such as no net loss, commitment by the local or regional community to this approach is essential. [source] Property as Interorganizational Discourse: Rights in the Politics of Public SpacesCOMMUNICATION THEORY, Issue 2 2008Todd Norton In this article, I extend organization and communication theory to conceptualize property as an interorganizational discourse. As an analytic of discourse's capacity to gain and defend stakeholder rights in the public domain, property discourses provide a rigorous, language-centered approach to organizational conflict over environmental spaces by conceptualizing how material,symbolic tensions play out diachronically. I ground this theoretical terrain through a discourse analysis of a decade-long conflict over public lands in the southern part of the U.S. state of Utah. The case,Grand Staircase-Escalante National Monument,constitutes a significant clash of politics between environmental preservation and extraction and especially what political regime ought to control roads accessing this 1.9-million-acre national monument. The analysis and interpretation indicate that property politics involve a complex interplay of symbolic and material forces among stakeholders. Conceptualized in this way property discourses provide considerable insight as many nations and societies face escalating struggles over increasingly scarce resources.
