HIV and AIDS among fisherfolk: a threat to ,responsible fisheries'?

Abstract Fishing communities are often among the highest-risk groups in countries with high overall rates of HIV/AIDS prevalence. Vulnerability to HIV/AIDS stems from complex, interacting causes that may include the mobility of many fisherfolk, the time fishermen spend away from home, their access to daily cash income in an overall context of poverty and vulnerability, their demographic profile, the ready availability of commercial sex in fishing ports and the subcultures of risk taking and hypermasculinity among some fishermen. The subordinate economic and social position of women in many fishing communities in low-income countries makes them even more vulnerable. HIV/AIDS in fishing communities was first dealt with as a public health issue, and most projects were conducted by health sector agencies and NGOs, focusing on education and health care provision. More recently, as the social and economic impacts of the epidemic have become evident, wider social service provision and economic support have been added. In the last 3 years, many major fishery development programmes in Africa, South/South-East Asia and the Asia-Pacific region have incorporated HIV/AIDS awareness in their planning. The HIV/AIDS pandemic threatens the sustainability of fisheries by eclipsing the futures of many fisherfolk. The burden of illness puts additional stresses on households, preventing them from accumulating assets derived from fishing income. Premature death robs fishing communities of the knowledge gained by experience and reduces incentives for longer-term and inter-generational stewardship of resources. Recent projects championing local knowledge and resource-user participation in management need to take these realities into account. If the fishing communities of developing countries that account for 95% of the world's fisherfolk and supply more than half the world's fish are adversely impacted by HIV/AIDS, then the global supply of fish, particularly to lower-income consumers, may be jeopardized. LAND-USE DYNAMICS BEYOND THE AMERICAN URBAN FRINGE,

ABSTRACT. A deficiency common to both the historical debates over loss of agricultural land and the current discussions of urbanization and sprawl is a limited understanding of land-use dynamics beyond the urban fringe. Data aggregated at the county level poorly capture the fine-grained pattern of land-use change beyond the dynamic urban-rural interface. Furthermore, current urban-based definitions are poorly suited to delineate these areas, and low-density, exurban land use is difficult to measure using existing land-cover databases. Urbanization and the conversion of once-agricultural or other natural resource lands to other uses has traditionally been tracked using urban areas, as delimited in the U.S. census. Urban densities are typically defined as areas with more than 1,000 people per square mile, or 1.6 people per acre (U.S. Census Bureau 2000). Assuming an average of 2.5 people per housing unit, this translates to roughly 0.7 units per acre, or approximately 1 unit per 1.6 acres. The analytical units used in the census, however, both overbound and underbound areas with urban densities. About one-third of urban areas in 1990 comprised lower-than-urban housing density, thanks to overbounding. But, then, one-third of locations that had urban-level housing densities failed to be included in urban areas as a result of underbounding, which, if counted, would have constituted another 18 million acres of urban area. An increase over time of the average number of acres required per housing unit in exurban and higher-density locations occurred in roughly one-third of U.S. counties from 1960 to 1990 and persisted from 1990 to 2000. In 2000 roughly 38 million acres were settled at urban densities, and nearly ten times that much land was settled at rates from low, exurban density (as low as one house per 40 acres) to higher rates (up to one per 10 acres). This represents a continuing encroachment on land previously given over to other uses,habitat or agriculture. Practitioners of natural resource management need to recognize the ubiquity of exurban development and better incorporate the fine-scale patterns of land use beyond the urban fringe. [source]


Decentralization in Kerala: Panchayat government discretion and accountability,

Kerala is regarded as one of the most decentralized states in India. Through a ,big bang' approach, Kerala implemented a significant fiscal decentralization program and then built the capacity of its local governments. We employ a diagnostic framework to analyze its local government discretion and accountability in political, administrative and fiscal domains. We find that Kerala's local governments have a very high degree of discretionary power accompanied by a high degree of accountability towards citizens. But the areas of administrative accountability and financial management need to be strengthened. Also there may have been excessive focus and investment on social accountability mechanisms at the cost of local government discretion and formal public sector accountability mechanisms. Green light for greener supply

The supply chain management function is currently undergoing a dramatic change: it is adopting an increasingly strategic role. However, this growing financial importance is matched in only a handful of exemplary companies by a greater contribution to environmental protection initiatives in the supply chain. This paper explores some of the obstacles to greater supply chain management involvement in environmental protection and offers suggestions for greener supply. At a personal level, the gap between public opinion on the environment and managerial values needs to be closed, and the support offered by management education and by professional bodies needs to be improved. Within the organisation, the reward structure for supply chain managers needs to move away from narrow economic criteria. Greener supply would also benefit from a larger supply chain management role in corporate strategy making; the function could even be offered a seat on the Board of Management. Changes to the mode of supply chain management, including improvements to the information flow on environmental issues, the decision,making tools used in the face of complex environmental challenges and novel approaches to supply chain management need to receive urgent attention. Patterns of phenotypic and genetic variability show hidden diversity in Scottish Arctic charr

Abstract,,, This study examined the degree and pattern of variability in trophic morphology in Arctic charr (Salvelinus alpinus L.) at three spatial scales: across 22 populations from Scotland and between and within two adjacent catchments (Laxford and Shin) in northern Scotland. In addition, the variability at six microsatellite loci between and within the Laxford and Shin systems was determined. Habitat use by charr differed significantly between populations. The pattern of variability in trophic morphology, known to influence foraging ability in charr, showed a very high degree of between-population variation with at least 52% of population pairs showing significant differences in head shape. Trophic morphology and genetic variation was also high over small geographical scales; variation being as high between charr from lakes within the same catchment, as between adjacent catchments. The pattern of both phenotypic and genotypic variation suggests a mosaic of variation across populations with geographically close populations often as distinct from each other as populations with much greater separation. Very low levels of effective migrants between populations, even within the same catchment, suggest that this variation is being maintained by very low straying rates between phenotypically and genetically distinct populations, even when there is no apparent barrier to movement. We conclude that the genetic and phenotypic integrity of charr populations across Scotland is high and that this adaptive radiation constitutes a ,hidden' element of diversity in northern freshwater systems. Two consequences of this are that the population (rather than the species) makes a more rational unit for the consideration of conservation strategies and that the habitat requirements and therefore management needs may differ significantly between populations.
