Addressing the unanswered questions in global water policy: a methodology framework,

Projections for the year 2025, presented by different research groups at the second World Water Forum in The Hague, show an increase in global agricultural water use ranging from 4 to 17%. Estimates for the growth of total withdrawals, including domestic and industrial sectors, vary from 22 to 32%. This range is the result of differences in model structure and assumptions. Although these analyses were instrumental in raising awareness concerning the extent of present and future water scarcity problems, they raise many questions, which remain largely unanswered. The questions relate to the impact of water- and food-related policies on global and regional water scarcity, food production, environment and livelihoods through the year 2025. The International Food Policy Research Institute (IFPRI) and the International Water Management Institute (IWMI) embarked on a joint modeling exercise to address these questions. RÉSUMÉ Est-ce que les ressources en eau disponible sont suffisantes pour produire la nourriture pour une population mondiale qui s'accroît, et satisfaire en même temps les besoins municipaux, industriels et environnementaux? Les projections faites pour l'an 2025 par différents groupes de chercheurs lors du 2ème Forum Mondial de l'Eau à la Haye montrent une augmentation de 4 à 17% dans l'utilisation globale de l'eau agricole. Les estimations pour l'augmentation des prélèvements, y compris les secteurs domestiques et industriels, varient de 22 à 32%. Cette portée est le résultat des différences dans la structure des modèles. Quoique ces analyses permettent de sensibiliser le peuple sur les problèmes actuels et futurs de la disponibilité de l'eau, elles soulèvent de nombreuses questions qui restent non-résolues en bonne part. Ces questions concernent l'impact aux niveaux régionau et globau des politiques sur l'eau et la nourriture, la production alimentaire, l'environnement et les moyens d'existence et sources de revenu vers l'an 2025. L'Institut International de Recherche sur la Politique Alimentaire (IFPRI) et l'Institut International de Gestion d'Eau (IWMI) préparent conjointement un modèle pour traiter toutes ces questions non-résolues. Project management improvement efforts,creating project management value by uniqueness or mainstream thinking?

Abstract This paper presents a research study that is part of the large international Project Management Institute (PMI),sponsored research project the "Value of Project Management." Three case studies have been conducted on Norwegian enterprises. This article focuses on how enterprises improve project management and presents the improvement efforts and the stated reasons behind them. There are striking similarities as to the prioritized ways the enterprises have chosen to make improvements: use of a rather standardized model for project work and internal schooling activities. The enterprises all explain their efforts as internally driven, even if some consultancy assistance was used. This article discusses three drivers behind the improvement efforts: an economic perspective, a new institutionalism perspective, and an innovation perspective. This article identifies indicators pointing to all drivers and helps us understand why and how enterprises are improving project management. The importance of research on the practice of the most capable enterprises within the project management field is acknowledged. [source]


PUBLIC AND PRIVATE SECTOR MANAGERS OVER 20 YEARS: A TEST OF THE ,CONVERGENCE THESIS'

This paper sets out to test the ,convergence thesis' in respect of managers in the public and private sectors in Britain. New Public Management (NPM) initiatives have had the objective of making managerial behaviour in public sector organizations more similar to that in the private sector. Based on unique national surveys undertaken in 1980, 1990 and 2000, using quite large random samples of fellows and members of the Chartered Management Institute (CMI), comparisons are made to investigate whether ,convergence' between public and private sector managers has actually occurred. The patterns are found to be complex and, although there are some signs of convergence, the two sectors continue to exhibit similarities, persistent differences and parallel movements evident in managerial attitudes, behaviour and experiences. Managing Crises in the EU: Some Reflections of a Non-EU Scholar

In recent years the EU has been increasingly involved in development and implementation of crisis policy as a component of its development and security policy. This process is seriously complicated by the EU architects, who had never conceived it as a crisis management institute. Therefore they failed to design built-in organisational capacities into the Union to mitigate and respond to crises. In addition, the EU-agreed overarching concept of crisis as such and EU crisis in particular is missing. Both issues remain a primary question on research and policy agendas. Provided below are some of the author's considerations and comments on these issues. It is argued that, despite the existing divergence in crisis interpretations in the EU, coherent conceptualisation is possible and approaches to this are introduced. Practical implications of generic crisis conceptualisation for EU crisis management policy are analysed. Within this context three major lessons from international experience, including that from the USA and Russia, are emphasised. These concern the issues of organisational flexibility, learning from earlier major crises and comprehensive training of crisis decision units critical for efficient crisis management policy. [source]
