Selected AbstractsUnemployment clusters across Europe's regions and countriesECONOMIC POLICY, Issue 34 2002Henry G. Overman Summary High unemployment and regional inequalities are major concerns for European policy-makers, but so far connections between policies dealing with unemployment and regional inequalities have been few and weak. We think that this should change. This paper documents a regional and transnational dimension to unemployment , i.e., geographical unemployment clusters that do not respect national boundaries. Since the mid 1980s, regions with high or low initial unemployment rates saw little change, while regions with intermediate unemployment moved towards extreme values. During this polarization, nearby regions tended to share similar outcomes due, we argue, to spatially related changes in labour demand. These spatially correlated demand shifts were due in part to initial clustering of low-skilled regions and badly performing industries, but a significant neighbour effect remains even after controlling for these, and the effect is as strong within as it is between nations. We believe this reflects agglomeration effects of economic integration. The new economic geography literature shows how integration fosters employment clusters that need not respect national borders. If regional labour forces do not adjust, regional unemployment polarization with neighbour effects can result. To account for these ,neighbour effects' a cross-regional and transnational dimension should be added to national anti-unemployment policies. Nations should consider policies that encourage regional wage setting, and short distance mobility, and the EU should consider including transnational considerations in its regional policy, since neighbour effects on unemployment mean that an anti-unemployment policy paid for by one region will benefit neighbouring regions. Since local politicians gain no votes or tax revenues from these ,spillovers', they are likely to underestimate the true benefit of the policy and thus tend to undertake too little of it. Survey responses by a large number of voters and politicians, as well as registry data on fiscal standing, demographics and elections are utilised. Two of the main predictions of the costly lobbying model gain support in the data. The probability of obtaining substantial discretionary funding from the central level increases: with decreasing conflict of interest between local and central politicians; and with the lobbying cost incurred by local politicians. For a given conflict and cost, however, the rate of lobbying success depends crucially on structural characteristics of the municipality. In particular, the success rate is significantly higher for poor municipalities located in national electoral districts with many seats per voter than for rich municipalities located in districts with few seats per voter. [source] The End of Violence and Introduction of ,Real' Politics: Tensions in Peaceful Northern IrelandGEOGRAFISKA ANNALER SERIES B: HUMAN GEOGRAPHY, Issue 3 2001Arponen, Kaisa Kuusisto This article discusses contemporary developments in the Northern Ireland peace process, and pays particular attention to some of the main paths away from political violence towards ,real' politics. Even the peace process has left many tensions in Northern Ireland. The article focuses on the gap between formal governing or decision,making and everyday life in localities, and the role of geographical scales in the peace initiatives is touched upon. In particular, the Belfast Agreement and its effects on localities are assessed to illustrate some of the advances and drawbacks of the multi,level peace developments. By looking at the local context of Derry/Londonderry, this study shows how ambiguous the very existence of peace is in Northern Ireland: for international media there is peace in Northern Ireland, for local politicians ,yes, maybe', but for many locals ,no'. In the localities territoriality, secured boundaries and collective identities remain crucial elements of everyday life. [source] Material Flows in a Social Context: A Vietnamese Case Study Combining the Materials Flow Analysis and Action-in-Context FrameworksJOURNAL OF INDUSTRIAL ECOLOGY, Issue 1 2007Marieke HOBBES Summary Materials flow analysis (MFA) is one of the central achievements of industrial ecology. One direction in which one can move MFA beyond mere accounting is by putting the material flows in their social context. This "socially extended MFA" may be carried out at various levels of aggregation. In this article, specific material flows will be linked to concrete actors and mechanisms that cause these flows,using the action-in-context (AiC) framework, which contains, inter alia, both proximate and indirect actors and factors. The case study site is of Tat hamlet in Vietnam, set in a landscape of paddy fields on valley floors surrounded by steep, previously forested slopes. Out of the aggregate MFA of Tat, the study focuses on material flows associated with basic needs and sustainability. The most important actors causing these material flows are farming households, politicians, traders, and agribusiness firms,of which local politicians turned out to be pivotal. The study shows the value of combining MFA with actor-based social analysis. MFA achieves the balanced quantification of the physical system, thus helping to pinpoint key processes. Actor-based analysis adds the causal understanding of what drives these key processes, leading to improved scenarios of the future and the effective identification of target groups and instruments for policy making. Foreign and local journalists descended on this small village which is home to Mama Sarah, Obama's paternal step-grandmother. As this picture was taken, religious and cultural leaders, schoolchildren and local politicians were praying for the success of their ,son', although they were also careful to offer up prayers for John McCain. The newscaster stands in front of a painting by local artist Joachim Onyango Ndalo, famous for his colourful portrayals of historical events, African presidents and other world leaders. The painting shows Obama surrounded by political figures, including Colin Powell, Bill Clinton and the British queen. In January of this year Ndalo was forced to flee from his home in Western Kenya to Uganda during the violence that followed Kenya's contested elections between the Party of National Unity (PNU), led by President Kibaki, and the Orange Democratic Movement (ODM), the opposition party led by Raila Odinga. Although pro-Odinga, the artist was branded a traitor by some members of his community for accepting a commission to paint Stanley Livondo, a Kibaki supporter and opponent of Odinga for the Langata parliamentary seat. Ndalo's workshop and paintings were destroyed. He has since returned home and plans to send his painting to America as a gift to Obama for his inauguration. Back cover caption, volume 24 issue 6 FINANCIAL CRISIS: The financial crisis unfolding since September this year has wiped out savings and threatens livelihoods across the world. Future generations will have to pay for the nationalization of gigantic debts that we never thought we had. This crisis, the worst of its kind since the Great Depression, demands an overhaul of the world's financial system. What might anthropologists contribute, beyond our insight into the world's informal economies and peasant markets? In this issue, Keith Hart and Horacio Ortiz argue that the breakdown of the economists' intellectual hegemony demands a new approach to money more sensitive to its social dimensions and to redistributive justice. A fresh reading of Mauss and Polanyi would be one good place to start. Stephen Gudeman, in his diary of witnessing the financial markets in October, argues for the relevance of anthropological concepts such as ,spheres of exchange', a realm of people, relationships and materials that cuts across market processes and lies beyond the economic vision of Wall Street and Washington, but should be represented in policy-making. Anthropologists have produced many detailed examples of how communities make use of markets within economies. Now, as the world searches for a new system of governance, is the time for anthropologists to make their voices heard. Perhaps a President's Council of Anthropological Advisors might complement the existing Council of Economic Advisors. What better time for such a proposal than the election of a new US president with roots in Hawaii, Kansas, Indonesia and Kenya, whose mother was herself an anthropologist? [source] |
