Local Histories, Global Markets: Cocoa and Class in Upland Sulawesi

Research and policy concerning the Southeast Asian uplands have generally focused on issues of cultural diversity, conservation and community resource management. This article argues for a reorientation of analysis to highlight the increasingly uneven access to land, labour and capital stemming from processes of agrarian differentiation in upland settings. It draws upon contrasting case studies from two areas of Central Sulawesi to explore the processes through which differentiation occurs, and the role of local histories of agriculture and settlement in shaping farmers' responses to new market opportunities. Smallholders have enthusiastically abandoned their diversified farming systems to invest their land and labour in a new global crop, cocoa, thereby stimulating a set of changes in resource access and social relations that they did not anticipate. The concept of agency drawn from a culturally oriented political economy guides the analysis of struggles over livelihoods, land entitlements, and the reconfiguration of community, as well as the grounds on which new collective visions emerge. Wildlife and Politics: CAMPFIRE in Zimbabwe

CAMPFIRE programmes have been hailed internationally for the innovative ways in which they have sought to confront the challenges of some of Africa's most marginal regions through the promotion of local control over wildlife management. In Zimbabwe, CAMPFIRE has been cast as an antidote to the colonial legacy of technocratic and authoritarian development which had undermined people's control over their environment and criminalized their use of game. This article explores why such a potentially positive programme went so badly wrong in the case of Nkayi and Lupane districts, raising points of wider significance for comparable initiatives. Local histories and institutional politics need careful examination. The first part of the article thus investigates the historical forces which shaped attitudes to game, while the second part considers the powerful institutional and economic forces which conspired to sideline these historically formed local views. CAMPFIRE in Nkayi and Lupane was further shaped by the legacies of post-independence state violence in this region, and the failure of earlier wildlife projects. This range of factors combined to create deep distrust of CAMPFIRE, and quickly led to open confrontation. [source]

Whistleblower protection: is Africa ready?

Abstract The article critically examines propositions driving the exportation of western whistleblower concepts into the developing world., Specifically it attacks the prevailing view that public interest disclosure is somehow a culture-free, or at least a culture-muted phenomenon, governed by a set of rules and conventions detached from local histories and practices. The article concludes that this exportation is in the spirit of neo-colonialism and issues a note of warning about the dangers of dispersing western conceived forms of corruption reporting to Africa. This article examines the nature of peacemaking and social reconstruction in Arua district, a marginalized border area of Uganda, in the late 1990s. After considering other recent accounts of violence and peacemaking, it focuses on the roles of local history writing and other forms of historical narrative in coming to terms with past violence. Local historians had two main aims: to maintain a particular understanding of the past within the local community itself, and to present themselves to others as the victims, rather than the perpetrators, of the violence in their past, as part of a wider process of mending relationships with both neighbouring groups and the Ugandan state. In attempting this, they deployed a variety of media that may be understood as historical narratives, from the performance of ritual healing ceremonies to writing conventional local histories. Integrating Poverty and Environmental Concerns into Value-Chain Analysis: A Conceptual Framework

Many policy prescriptions emphasise poverty reduction through closer integration of poor people or areas with global markets. Global value chain (GVC) studies reveal how firms and farms in developing countries are upgraded by being integrated in global markets, but few explicitly document the impact on poverty, gender and the environment, or conversely, how value chain restructuring is in turn mediated by local history, social relations and environmental factors. This article develops a conceptual framework that can help overcome the shortcomings in ,standalone' value-chain, livelihood and environmental analyses by integrating the ,vertical' and ,horizontal' aspects of value chains that together affect poverty and sustainability. Teaching and Learning Guide for: Memoryscape: How Audio Walks Can Deepen Our Sense of Place by Integrating Art, Oral History and Cultural Geography

Author's Introduction This article is concerned with the history and practice of creating sound walks or ,memoryscapes': outdoor trails that use recorded sound and spoken memory played on a personal stereo or mobile media to experience places in new ways. It is now possible to cheaply and easily create this and other kinds of located media experience. The development of multi-sensory-located media (,locedia') presents some exciting opportunities for those concerned with place, local history, cultural geography and oral history. This article uses work from several different disciplines (music, sound art, oral history and cultural geography) as a starting point to exploring some early and recent examples of locedia practice. It also suggests how it might give us a more sophisticated, real, embodied and nuanced experience of places that the written word just can not deliver. Yet, there are considerable challenges in producing and experiencing such work. Academics used to writing must learn to work in sound and view or image; they must navigate difficult issues of privacy, consider the power relations of the outsider's ,gaze' and make decisions about the representation of places in work that local people may try and have strong feelings about. Creating such work is an active, multi-sensory and profoundly challenging experience that can offer students the chance to master multi-media skills as well as apply theoretical understandings of the histories and geographies of place. This is a collection of short essays and examples of located sonic media art; it includes interviews with practitioners and includes Hildegard Westekamp's Soundwalking, a practical guide to leading students on a mute walk. Lots of thought provoking, applied reading material for students here. 4.,Blunt, A., et al. (eds) (2003). Cultural geography in practice. London: Arnold. A great book for undergraduate and postgraduate students , concepts explained and lots of examples of actually doing cultural geography. The chapter on mapping worlds by David Pinder is particularly useful in this context. 5.,Pinder, D. (2001). Ghostly footsteps: voices, memories and walks in the city. Ecumene 8 (1), pp. 1,19. This article is a thoughtful analysis of a Janet Cardiff sound walk in Whitechapel, East London. Online Materials http://www.memoryscape.org.uk This is my project website, which features two online trails, Dockers which explores Greenwich and the memories of the London Docks that are archived in the Museum of London, and Drifting which is a rather strange experiment-combining physical geography and oral history along the Thames at Hampton Court, but still makes for an interesting trail. Audio, maps and trails can be downloaded for free, so students with phones or iPods can try the trails if you are within reach of Surrey or London. The site features an online version, with sound-accompanying photographs of the location. http://www.portsofcall.org.uk This website has three more trails here, this time of the communities surrounding the Royal Docks in East London. The scenery here is very dramatic and anyone interested in the regeneration of East London and its impact on local communities will find these trails interesting. Like Dockers, the walks feature a lot of rare archive interviews. This project involved a great deal of community interaction and participation as I experimented with trying to get people involved with the trail-making process. The site uses Google maps for online delivery. http://www.soundwalk.com This New York-based firm creates exceptionally high-quality soundwalks, and they are well worth the money. They started by producing trails for different districts of New York (I recommend the Bronx Graffiti trail) and have recently made trails for other cities, like Paris and Varanassi in India. http://www.mscapers.com This website is run by Hewlett Packard, which has a long history of research and development in located media applications. They currently give free licence to use their mscape software which is a relatively easy to learn way of creating global positioning system-triggered content. The big problem is that you have to have a pricey phone or personal digital assistant to run the software, which makes group work prohibitively expensive. But equipment prices are coming down and with the new generations of mobile phones developers believe that the time when the player technology is ubiquitous might be near. And if you ask nicely HP will lend out sets of equipment for teaching or events , fantastic if you are working within reach of Bristol. I would strongly advise any teaching in this field to include outdoor, on-site experiences. In your imagination, locate the memory at a specific place. Tell a fellow student that story, and describe that place. Does it matter where it happened? Project Idea small group project: creating a located mediascape Each small group must create a located media experience, reflecting an aspect of the history/geography/culture of an area of their choosing, using the knowledge that they have acquired over the course of the semester. The experience may be as creative and imaginative as you wish, and may explore the past, present or future , or elements of each. Developing interdisciplinary maternity services policy in Canada.

Evaluation of a consensus workshop
Abstract Context, Four maternity/obstetrical care organizations, representing women, midwives, obstetricians and family doctors conducted interdisciplinary policy research under auspices of four key stakeholder groups. These projects teams and key stakeholders subsequently collaborated to develop consensus on strategies for improved maternity services in Ontario. Objectives, The objective of this study is to evaluate a 2-day research synthesis and consensus building conference to answer policy questions in relation to new models of interdisciplinary maternity care organizations in different settings in Ontario. Methods, The evaluation consisted of a scan of individual project activities and findings as were presented to an invited audience of key stakeholders at the consensus conference. This involved: participant observation with key informant consultation; a survey of attendees; pattern processing and sense making of project materials, consensus statements derived at the conference in the light of participant observation and survey material as pertaining to a complex system. The development of a systems framework for maternity care policy in Ontario was based on secondary analysis of the material. Findings, Conference participants were united on the importance of investment in maternity care for Ontario and the impending workforce crisis if adaptation of the workforce did not take place. The conference participants proposed reforming the current system that was seen as too rigid and inflexible in relation to the constraints of legislation, provider scope of practice and remuneration issues. However, not one model of interdisciplinary maternity/obstetrical care was endorsed. Consistency and coherence of models (rather than central standardization) through self-organization based on local needs was strongly endorsed. An understanding of primary maternity care models as subsystems of networked providers in complex health organizations and a wider social system emerged. The patterns identified were incorporated into a complexity framework to assist sense making to inform policy. Discussion, Coherence around core values, holism and synthesis with responsiveness to local needs and key stakeholders were themes that emerged consistent with complex adaptive systems principles. Respecting historical provider relationships and local history provided a background for change recognizing that systems evolve in part from where they have been. The building of functioning relationships was central through education and improved communication with ongoing feedback loops (positive and negative). Information systems and a flexible improved central and local organization of maternity services was endorsed. Conclusions, This evaluation used an approach comprising scoping, pattern processing and sense making. While the projects produced considerable typical research evidence, the key policy questions could not be addressed by this alone, and a process of synthesis and consensus building with stakeholder engagement was applied. An adaptive system with local needs driving a relationship based network of interdisciplinary groupings or teams with both bottom up and central leadership. A complexity framework enhanced sense making for the system approaches and understandings that emerged. [source]


It's a long way to Auchterarder! ,Negotiated management' and mismanagement in the policing of G8 protests1

Abstract Recent analyses of protest policing in Western democracies argue that there has been a marked shift away from oppressive or coercive approaches to an emphasis on consensus based negotiation. King and Waddington (2005) amongst others, however, suggest that the policing of international summits may be an exception to this rule. This paper examines protest policing in relation to the 2005 G8 summit in Gleneagles, Scotland. We argue that ,negotiated management' cannot be imported wholesale as a policing strategy. Rather it is mediated by local history, forms of police knowledge and modes of engagement. Drawing on interviews and participant observation we show that ,negotiated management' works best when both sides are committed to negotiation and that police stereotyping or protestor intransigence can lead to the escalation of any given event. In closing we note the new challenges posed by forms of ,global' protest and consider the implications for future policing of protest. [source]


Tropical Storm Gamma and the Mosquitia of eastern Honduras: a little-known story from the 2005 hurricane season

The 2005 Atlantic hurricane season was unprecedented in terms of storm activity in the United States, Mexico, Central America and Caribbean. Given the impacts of hurricanes Katrina and Rita, the Honduran Mosquitia sparked little attention despite being hit by two hurricanes and a tropical storm in 2005. This article recounts the history of these storms in the Afro-Caribbean community of Batalla, drawing from public weather advisories and testimony of local residents obtained through participatory research. We contextualise this local history with results from the first paleotempestological study undertaken in the Mosquitia to shed light on long-term risk of catastrophic storms in the region and to demonstrate the value of integrating these two research approaches. Our findings contribute to recent ethnographic research on hazards by describing how a coastal people understand and respond to tropical cyclones and how landscape change influences the vulnerability of a coastal area. Although residents have not witnessed a storm as intense as those documented in the paleotempestological record, their knowledge and perceptions show how tropical cyclones can be disasters while leaving behind no sedimentary records. The paleotempestological evidence, however, reminds us that catastrophic hurricanes have struck the Mosquitia in the past and will do so again in the future. Understanding the interactions between contemporary human perceptions and responses and long-term hurricane risk provides insight for emergency managers and local stakeholders to better prepare for such a catastrophic event.
