Selected AbstractsFEDERAL LEGISLATION AND GUN MARKETS: HOW MUCH HAVE RECENT REFORMS OF THE FEDERAL FIREARMS LICENSING SYSTEM REDUCED CRIMINAL GUN SUPPLIERS?,CRIMINOLOGY AND PUBLIC POLICY, Issue 2 2002CHRISTOPHER S. KOPER Research Summary: Following reforms of the federal firearms licensing system, nearly 70% of the nation's retail gun dealers active in 1994 dropped out of business by 1998. Dropout dealers supplied one-third of guns recovered and traced by police but were linked to fewer crime guns than were other dealers, most likely because dropouts tended to be lower volume dealers. It is not clear if guns sold by dropouts had a higher probability of being used in crime, but guns supplied by dropouts did not move into criminal channels more quickly. Policy Implications: If federal reforms have reduced the availability of guns to criminals, the effect has probably been more modest than suggested by the overall reduction in dealers. Producing further reductions in the flow of guns to criminals through oversight of gun dealers will require refinement in the identification of problematic gun dealers. [source] Developing co-management in an artisanal gill net fishery of a deep hydro-electric reservoir in Sri LankaFISHERIES MANAGEMENT & ECOLOGY, Issue 5 2002S. NATHANAEL Abstract Victoria, is a recently (1984) impounded, deep, hydro-electric reservoir in Sri Lanka with an established commercial fishery. Participatory appraisal of the fishing community revealed decreasing reliance on fishing income with many fishermen moving away to supplementary occupations because of declining fish catches. Illegal fishing and theft of fishing gear resulting from open access, difficulties encountered in enforcing fisheries regulations and the need for fishermen to find alternative sources of income during low water levels are the major management problems. The top,down centralized management approach previously practised was ineffective in addressing any of these issues. Therefore, the possibilities and limitations for introducing co-management as an alternative management strategy were discussed. Financial hardship coupled with perceived benefits through state sponsored welfare schemes caused a positive attitude change among fishermen, making them respond favourably to fishery management. Establishing a licensing system for controlled access, ensuring greater user-group participation through equitable distribution of state sponsored benefits among members, attempting to enforce penalties for illegal fishing linked with surprise checks to enforce management regulations, and obtaining stakeholder perceptions regarding management issues are some of the recent steps taken by the Fishermen's Co-operative Society which would positively contribute towards developing effective co-management in this reservoir. [source] Estimating the number of unlicensed brothels operating in MelbourneAUSTRALIAN AND NEW ZEALAND JOURNAL OF PUBLIC HEALTH, Issue 1 2010Marcus Y. Chen Abstract Objective: To estimate the number of unlicensed brothels operating in Melbourne, Australia, and the sexual health of the women working in them. Methods: Advertisements from Melbourne newspapers published in July 2006 were systematically analysed based on the language used to identify premises likely to be unlicensed brothels. A visit was made to each of the businesses where an address was available. Participating sex workers were tested for Neisseria gonorrhoeae, Chlamydia trachomatis, Mycoplasma genitalium and Trichomonas vaginalis using self-collected tampons and polymerase chain reaction. Results: There were 438 advertisements collated, representing 174 separate establishments. Of these, 78 were not considered likely to be brothels. Of the remaining 96, addresses were available for 42 and all of these premises were visited. Thirteen were confirmed as unlicensed brothels. We estimate there were between 13 and 70 unlicensed brothels in Melbourne. Twenty-three women were recruited from four brothels. Only 56% (95% confidence interval (CI) 35-77%) reported having regular sexual health checks and only 13% (95%CI 3-36%) reported prior testing for HIV. Among the 22 women tested, one had chlamydia while another had gonorrhoea, a prevalence of 4.5% (95%CI: 2.3-20.4%) for each infection. Conclusions: The number of unlicensed brothels in Melbourne is much smaller than is generally believed. Women in the sector are infrequently tested for STIs. Implications: As long as a licensing system persists, promotion of sexual health among women in this sector is likely to face hurdles. Further research is needed into the best model for regulating or not regulating sex industries. [source] Young driver restrictions: Does the evidence support them?AUSTRALIAN JOURNAL OF RURAL HEALTH, Issue 6 2008Ross Blackman Abstract Objective:,To assess the suitability of Queensland's graduated licensing system in the context of rural and remote Queensland. Design:,Age-based comparison of crash data collected by the Rural and Remote Road Safety Study (RRRSS). Setting:,Rural and remote North Queensland. Participants:,A total of 367 vehicle controllers aged 16 years or over hospitalised at Townsville, Cairns or Mount Isa for at least 24 hours, or killed, as a result of a vehicle crash. Measurements:,Specific RRRSS variables are assessed in relation to Queensland's graduated licensing program, including rates of unlicensed driving/riding, late night crashes, crashes with multiple passengers, contributing factors in crashes and vehicle types involved. Results:,While people between 16 and 24 years of age comprise 16% of the target population, 25% of crashes meeting RRRSS criteria involved a vehicle controller in that age group. 12.8% of all cases involved an unlicensed driver/rider, within which 66% were below 25 years of age. Young drivers/riders were represented in 50% of crashes occurring between 11:00 p.m. and 5:00 a.m., and 33% of crashes in vehicles with multiple passengers. Motorcyclists represented about 40% of cases in both age groups. There were no significant differences between age groups in vehicle types used, or circumstances that contributed to crashes. Conclusions:,The general overrepresentation of young drivers/riders in rural and remote North Queensland supports tailored interventions, such as graduated licensing. However, while some measures in the legislation are well supported, problems surrounding unlicensed driving/riding might be exacerbated. [source] Regulation of Firearm Dealers in the United States: An Analysis of State Law and Opportunities for ImprovementTHE JOURNAL OF LAW, MEDICINE & ETHICS, Issue 4 2006Jon S. Vernick J.D., M.P.H. Firearms were associated with 30, 136 deaths in the United States in 2003. Most guns are initially sold to the public through a network of retail dealers. Licensed firearm dealers are an important source of guns for criminals and gun traffickers. Just one percent of licensed dealers were responsible for more than half of all guns traced to crime. Federal law makes it difficult for ATF to inspect and revoke the licenses of problem gun dealers. State licensing systems, however, are a greatly under-explored opportunity for firearm dealer oversight. We identify and categorize these state systems to identify opportunities for interventions to prevent problem dealers from supplying guns to criminals, juveniles, or gun traffickers. Just seventeen states license gun dealers. Twenty-three states permit routine inspections of dealers but only two mandate that those inspections occur on a regular basis. Twenty-six states impose record-keeping requirements for gun sales. Only thirteen states require some form of store security measures to minimize firearm theft. We conclude with recommendations for a comprehensive system of state licensing and oversight of gun dealers. Our findings can be useful for the coalition of more than fifty U.S. mayors that recently announced it would work together to combat illegal gun trafficking. [source] |
